Detroit’s in trouble, that’s no secret. But some of the city’s residents are taking control back from the government and working on their own to improve the city’s conditions.

In Part 4 of its series highlighting these residents, Reason.tv visits Belle Isle, a public park located on an island in the Detroit River. But if real estate developer Rod Lockwood gets his way, Belle Isle won’t be a park for long. Lockwood has proposed a plan to purchase the island from the city for $1 billion and turn it into an “income tax-free haven for wealthy investors.” According to Lockwood, the deal would be a win-win for the city and its residents.
