Were You Circumcised? New Passport Questionnaire Baffles Many With Absurd Info Demands

Who was present when you were born? Can you remember every address you’ve ever had? How about every place you’ve ever worked? Were you circumcised?

What if I told you that those were some of the queries the State Department is proposing for a new “biographical questionnaire” as part of the passport application?

Sounds absurd, doesn’t it? It’s true. Take a look :

According to BoingBoing, the form is meant for those who, while applying for a passport, can’t produce a birth certificate. “But as the FA suggests,” the site notes, “the circumstances in which people unable to provide a birth certificate will be given this form (rather than the traditional bureaucratic investigation) are not spelled out; further, the form itself remains a Kafkaesque impossibility for most people to complete.”

Consumertraveler.com notes the near impossibility of the proposed application, too:

The State Department estimated that the average respondent would be able to compile all this information in just 45 minutes, which is obviously absurd given the amount of research that is likely to be required to even attempt to complete the form.

“It’s not clear from the supporting statement, statement of legal authorities, or regulatory assessment submitted by the State Department to the Office of Management and Budget (OMB) why declining to discuss one’s siblings or to provide the phone number of your first supervisor when you were a teenager working at McDonalds would be a legitimate basis for denial of a passport to a U.S. citizen,” that site goes on to say.

The supporting statement does say the questionnaire will be “used to supplement an application for a U.S. passport when the applicant submits citizenship or identity evidence that is insufficient or of questionable authenticity.” Still, it does not define “insufficient or questionable authenticity.”

Libertarian website Reason.org calls the new form “disturbing,” and in its headline covering the story further describes it as “impossible to answer” and “creepy.” Author Radley Balko theorizes it could be a “tool to allow the State Department to turn down a passport when they can’t find a more legitimate reason.”

And it’s not just conservative sites that are raising alarm. The uber-liberal Village Voice mocks the form’s question asking if the applicant was circumcised (yes, that’s a real question).

According to the document, answering the questionnaire is voluntary, “but failure to provide the information requested may result in processing delays or the denial of your U.S. passport application.”

Not everybody applying for a passport was born yeasterday and/or has living parents to fill in the unknowns. Are we trying to keep illegals “in” or to further restrict American travelers? How about employing these rules to those wishing to visit America from unfriendly countries around the world. Student visa applicants should be the first to be required to fill out this ridiculous “proposed” application form.

I say fake. There is a DS-5513 but until I see the form itself linked to on an official gov website I call hoax in regards to the extreme information described on these non-gov websites. Sure there’s a 60 day notice on the federal register but where is a link to the form itself?

This is like the service thing: We the willing lead by the unknowing are doing the impossible for the ungrateful. What about us females? what about people who parents are dead or mentally unable to give that info? What about adopted people? umm how can we possibly know ALL the things they need to know… i wasnt planning to leave the country but umm if i wanted to now i cant

What if I told you I could care less what questions were on a passport form? I won’t even set foot in a U.S. airport anymore because of my loss of freedom. I wouldn’t even answer all of the questions on my census form.

We aren’t losing our freedoms in this country – we’ve already LOST THEM! Feel any safer? I didn’t think so. Get ready for your national ID card, too. All together now – Baaaaaaaaaaaahhhhhh!

Answers to these absurd questions might only be partly answered by ones mother, assuming she is alive. If mother is not available, your out of luck. Maybe the State Department is using a round about way to get answers about Obama’s birth.

In order to make it harder for you to leave, they make the changes sudden and unexected. Oh, and heaven help you for the littlest mistake, as you will be put in jail and tried for fraud – maybe even having all assets seized as well for criminal activities?
  
  Not as far fetched as they sound. There was a time not long ago when police could seize any and all properties belonging to a lawful owner of a house or car if one of their renters or users did or dealt in drugs without the owner knowing of it.   The questionaire is for those who do not have regular birth certificates. This only affects those who have “noninstitutional or delayed birth filings.” The form gives alot of ways to prove one’s citizenship. Perhaps, it may not be completed and perhaps, they may be able to accept an incomplete form if enough information is presented to prove citizenship.

For me, this is just another way to stereotype people. Through the use of their ‘supercomputers’ they will separate each and everyone of us and categorize us.   Luckily I have had a passport in the past. But how can you verify that your mother now 80 had pre-natal care in the 1950′s when you were born or the supervisor of the first job you had as a teen. Most of that information is useless in the reason for having a passport. The passport is a form of ID that is used when traveling to a foreign country from your home country.

  HAVE THEY LOST ALL THEIR BRAINS or are they tightening the noose so that no one can travel outside the USA? DOES THIS APPLY to current PASSPORTS… if your’s is about to expire…renew it!
  
  EVERY DAY…every damned day these freaks come up with another REGULATION. THEY WORK FOR US, the dumkopfs!!! WE SO NEED TO CLEAN HOUSE on 2012!!!!!!!!!!! THEN START CUTTING EVERY DEPARTMENT… we need a balance back in our FED GOV …right now it is 85% (really) Dem vs. Pub.

Assuming the latter, is there not one of you who hasn’t questioned how the website “boingboing” has access to proposed State Department forms for a passport without a birth certificate? Boingboing has a source within the State Department who has exposed this outrageous requirement for a person to establish residency?
