Why Did They Kill Him? Questions Linger After Homeless Man Shot 46 Times by Police

Milton Hall, a 49-year-old homeless man, on July 1 was shot 46 times for failing to comply with police instructions. Police say Hall was brandishing some sort of knife and, after a brief standoff in a parking lot in Saginaw, Mich., the six officers had no choice but to open fire.

Right before the shooting, police say Hall called 911 after he had a fight with a convenience store clerk.

“My name is Milton Hall, I just called 911. My name is Milton, and I’m pi**ed off,” you can hear Hall yell in a video obtained by CNN.

An officer tells him to put the knife down and Hall responds: “I ain’t putting sh*t down.”

Shortly after that, the six officers open fire.

Saginaw police felt it was necessary to open fire “because apparently, at this point in time, he was threatening to assault police,” says Saginaw County Prosecutor Michael Thomas.

And aside from perceiving an imminent threat, Saginaw Police Chief Gerald Cliff claims Hall was “known to be an assaultive person” with “a long history” of run-ins with law enforcement, “not only with police from our department but with the county.”

But Hall’s relatives disagree with this.

“He was not violent,” said Hall’s cousin Mike Washington, adding that the worst he had been jailed for was vagrancy.

Meanwhile, Hall’s mother is furious with Saginaw authorities and just wants to know why her son who, she says, was “mentally ill” was killed.

“It appeared to be a firing squad dressed in police uniforms,” Jewel Hall told CNN. “There was another way. They did not have to kill him. He had not done anything. He was not violent. He was not a murderer. He was not a criminal.”

“Everybody knew him. The police knew him well,” she said. “So that’s another question: they knew him, so why? Why did they kill him?”

Another obvious question many people have is β€œWas it necessary to shoot him 46 times?”

“I’m stunned that six human beings would stand in front of one human being and fire 46 shots,” Jewel Hall said. “I just don’t understand that. It’s a lot of pain in that because it only takes one shot, so the question is why?”

Former Long Island police officer Lou Palumbo during an interview on CNN’s “Anderson Cooper 360” said that the video is “a perceptive nightmare” because it might reflect a “lack of training” on the part of the officers.

“This wasn’t a scenario where he was discharging a weapon in their direction,” he said.

However, he was careful to note that the internal investigation may very well prove that the reaction by the officers was justified.

“One of the things the public has to understand, an individual wielding a knife at you at about 20 feet can be on top of you in a split second,” he said. “The public doesn’t know this because they don’t do this for a living.”

Michigan state police issued the following statement after CNN aired the above video: “Our focus is on conducting a complete and thorough investigation, rather than a hasty one.”

      6 officers equals 7 rounds apiece. Add that any officer or citizen in an armed conflict should ALWAYS continue to shoot until the person threatening you stops being a threat, and you have a recipe for lots of holes.
      Similar case in NYC many years ago caused the NYPD to change their ammo choice from FMJ to hollow points. During the Amadou Diallo shooting, it was likely that the vast ammount of ammunition fired into him actually prevented him from falling. Right, wrong or indifferent, the officers believed an officer was just shot in front of them and they all emptied their weapons. Unbeknownst to them, the officer who fell as he was yelling GUN had actually slipped on ice and what the officer thought was a gun was actually his wallet.

      This man actually HAD a weapon forced officers to fire. I feel for his families loss but he should have dropped the damn knife!

      THINK ABOUT IT: A Nut has a Big Knife and is Threatening… The police arrive, armed with Guns… Is a policeman going to Knife Fight a Nut?… NO, he is going to use his Gun to stop anyone from being harmed… 7 Police Officers have the same thought at the Same Time; They all shoot.

      Only One Bullet killed the Nut! Who cares how many were fired.

      EXCEPT the Nut was Black… and Ethnic Neighborhood is up in Arms: Bitching about Civil Rights!

      I didn’t see this guy charge directly at anyone with his knife raised, if he indeed had a knife,which MIGHT offer some justification for firing at him,but only to incapacitate him or to neutralize any possible threat.

      Another point that seems odd is that all of them had tasers, and they’re never reluctant to use them against people, so why wasn’t this done when it was apparent he was going to be unreasonable? A taser or two or three would have put him out of commission as effectively as a bullet……. at least for a while, long enough to get him cuffed.

      There’s something very wrong here.

      I truly believe there are a number of police who just wait for an excuse to shoot somebody.

      I know there are a great many of them who unnecessarily shoot and kill little pets just for barking at them……. when they arrive at a residence to respond to a call…… but are not a threat, and pepper spray or a taser would work on them too.

      The quality of too many of the police around the country is just way too low nowadays.

      If this society takes to the streets in large scale upheaval as a result of a deteriorating financial/sociatal breakdown, there’s going to be hell to pay for trigger happy police.

      They’ll be grossly outmanned and outgunned.

      Here’s how I’ve begun to approach these types of stories:
      β€’ Is it Constitutional? It appears so. I see that these officers had probable cause to disarm this man.
      β€’ Is it moral? This is a man crazy enough to brandish a knife in his hand while aggressively screaming at the police while they are drawn on him, so it appears so.
      β€’ Is it reasonable? Definitely! Anyone (I don’t care who you are) would do exactly as these officers did.

      But all that aside, this is not at all unreasonable. I’m not sure what type of sidearm these officers were using, but a Glock 22 is pretty common, so let’s say it was. A Glock 22 is a .40 caliber and holds 15 rounds standard in each magazine (16 if there is one in the chamber). The article said there were 6 officers and they were all drawn on the man, as they should be. So in the split second it takes to determine that deadly force was necessary––and it completely was––each officer fired less than half of their magazine for about 2 seconds until the man fell. That is completely reasonable.

      well he was about what 15ft from the closet one walking away from them with a knife. If thats the criteria i hope never to drive down your street.. (i might end up dead via scoped rife for breaking and entering, and assault with my car [which happen to be driving down the road]).

      What ever happened to Police Batons, Peper Spray and Tazers ?

      I remember the day if you pulled a Knife on a LEO, you would have got the crap beat out of you, and wished you were dead, but you would have made it to the jail.

      I thought the Tazer was the answer to all of Law Enforcement questions for use of deadly force in situations like this ????

      I guess that was a big waste of money………

      The man didn’t need 46 bullets to die. Which means they were likely shooting a dead body which is literally disgraceful.

      I’m not arguing the police may have felt threatened if he charged at them or something. But 46 rounds is excessive. Once you’ve exterminated the threat you are supposed to treat the body with respect. It’s in the Rules of Engagement for war. Our soldiers treat enemy combatants at war time with more respect, we should be able to at least ask the same of our Police force when dealing with US citizens and civilians.

      If you are or ever have been a Law Enforcement Officer you know that you are paid to risk your life for others. And you are not ever going to get paid enough. Why do that job if you are going to live in fear, of being physicaly hurt or even sued ?
      As long as you risk your life for others and think of other people doing your job, and not yourself, you will never ever be in any trouble as a Law Enforcement Officer.

      It’s when you think of your own self interest, safety and comfort, that is when you fail as a Law Enforcement Officer………

      Only 46 times? They must have ran out of ammo or I’m sure they would have put 446 rounds in him. I mean shot once or twice just isn’t enough. Might as well go all out and empty your clip times 6 officers or thugs. Yeah these cops like to escalate a situation. I’m sure they could have used mace or a bean bag gun, but heck why do that when you can just unload your clip. And for those who say he had it coming. Just remember, you let this crap go unaccounted for and someday it could be you getting 46 rounds.

      I can see how they could fire that many shots. Cops are monkey see-monkey do creatures. Only one of them has to start shooting and all of the others will start shooting even if the others do not perceive the threat. It’s like, “Oh, Joe is shooting the guy so I guess I should be shooting him too”. Bottom line is cops are goons and this guy was a creep. So, F all of them. Don’t cause trouble and you won’t get machine-gunned. The old gal was right. It was a firing squad. And, they probably high-fived each other, back-slapped and joked about it back at the station when they were getting their stories straight. “Man did you see his face when Mitch plugged him in the groin? That was awsome!”

      I live in the area and the Saginaw police don’t screw around they had a situation and they took control of the situation and neutralized the threat in the most timely manner as possible. So they could answer the next 50 calls of equal criminality it is a everyday occurance in Saginaw there is not a day goes by they don’t have Gang violence, Crackheads, Armed robberies from the riff raff migrating from Flint and Detroit. Could say Criminality ends in Saginaw the last line of defense.

      this happened in my area a few years back, The guy had a knife and was near a Church door, with the Church full of people.. when the cops had no other choice they shot ONCE !! and it was over

      Amarath, multiple studies have shown that an assailant can close a gap of 21 feet to assault someone with a contact weapon, such as a knife, in less time than a trained police officer can draw and fire his weapon. 15 feet is well within lethal range for a knife. The cops were justified. I’m betting a tox report from the autopsy will show some type of drug, either meth, cocaine, or PCP, based on the guy’s behavior.

      I was thinking that it seemed like a lot of bullets as well, but with 6 officers firing, that is about 7-8 shots each. I haven’t seen the video or read a lot bout it, so offer no thoughts on if it was the right thing to do (shooting him, i mean). But7-8 shots each seems to be pretty in-line with other Police involved shootings (I’ll leave it to you to decide if that is a good thing or not).

If it took 6 police officers 46 bullets to get control of a homeless guy, who has nothing more than a knife, than perhaps we should start cutting police budgets before we go after teachers and more effective and efficient public servants. Perhaps a round in the leg first might have been reasonable given he had a knife, but 6 police opening fire is a firing squad.

      Raptor, this isn’t “The Lone Ranger”, where the good guys can shoot the weapon out of the bad guy’s hand. This is real life. These guys had a split second to make a decision. Shoot him in the leg? Seriously? Police officers are trained to shoot center mass, where you have the most chance of hitting the subject, thereby reducing the chances of your round going somewhere other than your target. And you don’t use less than lethal weapons, like tasers or OC against a subject with a lethal weapon. This was a literal “life or death” situation. This wasn’t just a homeless guy. This was a subject with an assaultive history threatening people with a deadly weapon. He was given the chance to surrender and refused. If the guy was unarmed or had been calm, or even passively resisting, it would be different. But he wasn’t, was he?

      A TASER is not used during a lethal force encounter, a knife presents lethal force. And what many of these idiots (such as MIL-DOT) that continually say the cops are only out to get them forget is that after they espouse their hatred many cities have dropped their Taser’s and other less-than lethal weapons.

      @ Independent4233 – Why would the police use less than lethal force (taser) against lethal force (knife)? You know nothing about the real world in which the police have to deal with every day. Police are taught the 21 foot rule, which is that at 21 feet or less, a subject armed with a knife can close on and deliver deadly force, before the officer can even draw his or her weapon. Reaction is always slower than action. Anytime someone is wielding a knife and not responding to the commands of police to drop the weapon, they are justified in shooting the perp. Stop watching so much TV.

      I think the number of bullets is a bit excessive (but I was not there and don’t know the whole story), but the perpetrator cross the line when he refused to drop the knife when the police told him.

      As for the mother and family, it is rare to find a mother that says “Yep, my boy should have dropped the knife.” They always seem to say “My boy would never do that!” Well mother, if you knew your son was mentally ill, you should have been keeping better track of him and not letting him go out with knives.

      Cops are not MILITARY, they are taught to SHOOT TO DISABLE!!! Cops are no longer the ppl we employ to protect us. They act like they are better then you. They have rules for us and “Special” rules for their own. A jaded homeless black man get EXECUTED!!! And all you fake a$$ Christians(angry white guys) say this is good?     A blind man here in town some years ago was shot in his own home by a cop because he was brandishing a pistol for his own defence. Young tuffs were coming by and pretending to be cops to rob him. The cop did not take the time to make sure that the old man understand HE WAS the police.

      Yeah, we should definitely turn a blind eye to people with military training threatening to start revolutions within our country (rolls eyes). Granted, based on the news so far I don’t think he’s guilty any more than militia folks in the back woods who gather up guns, trashtalk the government and drink beer together on weekends. Considering the only side of the story out so far is his mother’s, I’ll be interested in seeing if there’s a lot more we haven’t heard about.

      I posted it on the story about the little girl with the pics of her brother on a notebook, and dropped it on drudges news tips and here also, this should be a lead story. AS a former Marine myself you mess with one of us you mess with all of us, I took an oath to protect the consitution from all enemies foreign and domestic, not to protect this government or this administration. I would like to know what the Commandant of the Marine Corps has to say about this, since this Marine should be on reserve status after a year of being out if anything this young man should have been taken to the VA.

      Brandon is not the only one..there are at least TWO others that have been picked up and sent to be “evaluated” at a mental institution…then told that they cannot have guns. The common denominator is that they both posted on FB, and they both called in to conservative radio shows….both were not told why they were taken into custody…ONE was a vet also…but this is how they are going to take guns without force.     When you read a story about someone defending themself like the lady in Alabama recently in the news, They usually only shot once. But you here about cops and over kill all the time.       No, you shoot to stop the action, not to kill. If the action does not stop you keep shooting, keep giving commands to stop the action. This doesn’t go just for those “moron and bully” cops but for anyone.

      Thats 7 rounds per officer, go to the range and see how long it takes to shoot 7 rounds. A lot can happn in that time frame.

      You were not there, don’t pass judgment. Many officers and armed citizens have been killed by knife wielding people they had just shot.

      I pray that you never find yourself in a situation to use your weapon but please use common sense and realize that until the threat is no longer a threat, either because it has stopped moving, stopped resisting, or has surrendered, the threat can still kill you.

      Bum you have 6 officers, 46 shots. That equates to about 7 -8 shots per officer. That is no where near a high capacity magazine. Go to the range and dump 8 shots, it doesn’t take long. Officers are taught to “shoot to end the threat”. I am all for more time training with fire arms for the Police. The more time and scenarios you work on in a controlled environment will assist in accuracy and decision making when an incident arises. Something else to keep in mind if you do not practice all the time and hone those skills its really hard to keep your fundamentals and accuracy when needed. I am in school for Criminal Justice as is. Personally I hope I never have to pull the trigger on another human being.

      Topthenews….point blank would imply being within arms reach of the person. These officers were standing much further back. There is a 30 foot rule which was backed from the 21 ft rule on knives. In less than a second or 2 a person can cover that footage and kill you. It doesnt take much for a knife to lethally wound a person.
      Police are taught to shoot till the action is stopped. They are not taught to shoot to wound. You dont shoot to wound because the wounded person can still kill you. Once one person shoots sometimes the others shoot automatically.
      Until you good people face a crazy man with a knife do not pass judgement. The family obviously could not handle him so he was on the street.
      If you dont like the police call a crackhead.

      But that’s the way cops think. They would rather risk the general public than to accept any risk to themselves. Their job description involves risk, but they do everything they can to transfer that risk to innocent bystanders than to risk themselves. Cowards!

      1. Being a cop is far from high risk. It is in fact about #14 on the risk, far below roofers and contractors.

      2. Your opinion is the problem. A cop accepted a certain level of “risk” when he accepted his job. His job is to protect citizens and thus the very definition of his job is to be willing to place his life at risk to protect citizens. These cops, on the otherhand, chose to put innocents citizens at high risk of a ricocheted bullet in order to protect themselves. Cowards.

      Agree completely. A cops mentality is to look for wrong and see wrong doing in anyone and everyone and you get what you look for. I’ve seen it first hand and anyone who goes out in public at night in a college town can see it in full force. It’s borderline what you might call a police state. Hannity praises the police but Hannity is asleep by 9pm.

    A large percentage of the homeless that you see on the streets are mentally ill. We need to go back to having state mental hospitals that take care of the people that are, in some ways, the least capable of caring for themselves or their illnesses.

    It is our responsibility to care for those citizens that are incapable of caring for themselves.

    I’m not advocating a nanny state. But, if you are not capable of distinguishing reality from those voices in your head, you obviously cannot hold down a job. You also may be a danger to others – because of your disease, not because you are inherently a “bad person”.

    Come on people…if we are going to shoot people in the streets that are dangerous, I can think of a few groups a lot more dangerous than this man that you should start with.

      I worked for a state mental institution long ago and people would drop off their old people to be cared for along with the mentally ill people. Somewhere along the line the powers that be decided to main stream the mentally ill and save money for the government, state and US. If this man has a family, why was he not living with one of them? It is easy to accuse when problems come but no one in the family wanted responsibility for him.

      In the early 60s, the government decided to outlaw lobotomies and make involuntary commitment almost impossible. Families, who knew damn well their loved ones were off their rockers, were prevented from doing the best thing for them, under the guise of ‘not being a danger to society or themselves’. Essentially, this opened the asylum doors to our present situation. Obviously, the government is trying ti fix the problem it created AGAIN and AGAIN and AGAIN. This incident, if not properly addressed, opens the door for the government to shoot anybody. Jesus, that’s scary.

      That certainly did not appear to be a righteous shoot!
      Open area, no immediate escape route, the knife was not within striking distance of any officer that I could see, and no civilians were in danger.
      A tazer would seem to be the optimal choice. They, in my humble opinion, had all day to wear him down.
      There does not seem to be any immediate threat! I would bet someone shot accidentally which triggered the rest of the response.

    All I can say is … that back before all the “rights advocates” got involved someone like this could be kept off the streets .. and protected. The police deal with the mentally ill daily. Most of the homeless have some kind of mental illness. Is it “kinder” to have them roaming the streets or somewhere that they can be cared for? As for the shooting .. sounds like the police overeated with the amount of gunfire .. but they could not know if he had more than a knife that they could not see.

    I used to work in the office of a agency that worked with the mentally ill … and the police would not come into our office without their guns drawn.

    Since this administration has been in power, I find myself trusting the police less and less. Honestly. I never, EVER thought I would say that.

    I see them transitioning in a direction I don’t like….Nope, not at all.

    They shake down little girls with lemonade stands, they look the other way when union thugs trash the capital building of Wisconsin, (HELL, ONE OF THEM EVEN VOICED SUPPORT FOR THE UNIONS WHILE WEARING A FREAKING UNIFORM), the look the other way when Black Panthers’ place a bounty on a person’s head or threaten people at a voting booth. We are not allowed to record them during a traffic stop, yet they can have access to our cell phones and all the data in it without a search warrant. They can have drones monitoring us 24/7 without a reason for doing so….

    I could go on and on…..

    The police are beginning to scare me.

    And so are their puppet masters.

      Obama is trying very, very hard to start a riot. His Class Warfare is INSANITY. Here is the problem, once he gets his minions so crazy, so hot under the collar, so nuts that they begin their riot – HE WON’T BE ABLE TO SHUT IT OFF.

      Mobs have NO off switch.

      Look at the French Revolution – if we really want a glimpse of how terrifying the future can be for this country if Obama doesn’t stop his divisive rhetoric, we must simply examine the French Revolution. It is “Cast Iron Scary”. Ann Coulter’s recent book, “Demonic” compares the French Revolution to the American Revolution. Really, really scary stuff

      And the similarities between the beginnings of that revolution and where this president is taking us are worth considering.

      Personally, I believe the Annointed One will be elected again – they have worked very hard on dividing this country so finely that America is in pieces, fractured and splintered. There are just too many people who want to be taken care of by our government and they’ll vote “YES” for their meal ticket, their American citizenship, their prejudice. But, if by some miracle, he is not reelected, mark my words, there will be rioting in the streets.

      During the Annointed One’s next 4 years, he will do irreparable harm to this country. In my opinion, the police force will be just one of his weapons used to corral the disobedient conservatives

      Please don’t judge all of us by the actions of a few. The majority of us are God-fearing Christian Conservatives who take our oath to heart. Unfortunately, most good deeds go unpublished while the actions of the few “bad apples” make head-line news. *Disclaimer: my comment does not reflect my opinion regarding this specific story as not enough information is known to make an informed assessment regarding the officers actions in this situation.

    Seriously? if you were sooo concerned, why did you not have him under control? Why did he have a knife? Why did he refuse to put it down? A knife is way more dangerous than a gun up close. Ask anyone in the business and then ask why did he bring a knife to a gunfight.. oops.

      A knife is more dangerous than a gun up close? Who the heck told you that???

      You guys defy reason. A homeless guy with a knife, 30′ away? Your theories assume the cop is dumb enough to not take evasive action if the guy charged. They trained for that, no? It is laughable to think that an old guy like that could charge 1 of 6 cops and actually stab him before the other 5 intervened. I mean, at least wait to shoot until he charges.

      If a cop cannot fire a loaded, condition 1 gun, 3 times, that is already pointed at the guy, before he can cover even 15 of that 30′, he has no business carrying a gun.

    I was trained as a correctional officer on how to disarm a man with a knife. It can be done but when it gets down to a real person with a knife it can be rather unpredictable and you honestly have to have a lot more practice than what you get in training to get the reflexes down to perform those techniques. 46 times does seem a bit much though. And I can’t see the video for myself yet. Just giving my two cents.
