Top ICE Aide Resigns Amid Allegations of Sexual Misconduct in the Workplace
(TheBlaze/AP) — A senior Obama administration political appointee and longtime aide to Homeland Security Secretary Janet Napolitano resigned Saturday amid allegations of inappropriate sexual behavior lodged by at least three Immigration and Customs Enforcement employees.
Suzanne Barr, chief of staff to ICE Director John Morton, said in her resignation letter that the allegations against her are “unfounded.” However, she said she was stepping down anyway to end distractions within the agency caused by the scandal.
ICE, a division of the Homeland Security Department, confirmed Barr had resigned, and the Associated Press obtained a copy of Barr’s letter.
In her letter to Morton, Barr said she has been the subject of “unfounded allegations designed to destroy my reputation” and is resigning “with great regret.”
“Of greater concern however, is the threat these allegations represent to the reputation of this agency and the men and women who proudly serve their country by advancing ICE’s mission,” Barr wrote. “As such, I feel it is incumbent upon me to take every step necessary to prevent further harm to the agency and to prevent this from further distracting from our critical work.”
Barr went on leave last month after the New York Post reported on the lawsuit filed by James T. Hayes Jr., ICE’s special agent in charge in New York. Additional employees came forward with their allegations around the same time.
House Homeland Security Committee Chairman Peter King, R-N.Y., said in a statement Saturday that Barr’s resignation “raises the most serious questions about management practices and personnel policies at the Department of Homeland Security.” He said his committee will continue to review the case and personnel practices at DHS.
In one complaint, Barr is accused of telling a male subordinate he was “sexy” and asking a personal question about his anatomy during an office party. In a separate complaint, she is accused of offering to perform a sex act with a male subordinate during a business trip in Bogota, Colombia. She’s also accused of calling a male subordinate from her hotel room and offering to perform a sex act.
In the lawsuit, Hayes said Barr “created a frat house-type atmosphere…targeted to humiliate and intimidate male employees.”
He is asking for more than $4 million in compensation for, among other things, what he believes he is owed for relocation expenses and financial losses associated with his transfer to the agency.
Hayes’ lawyer, Morris Fischer of Silver Spring, Md., has declined to comment.
The Justice Department is seeking to dismiss Hayes’ lawsuit on the basis that he did not state a claim for retaliation.
Barr, a 1995 graduate of the University of Arizona, was among Napolitano’s first appointments after she became secretary in 2009. Barr started working for Napolitano in 2004, while Napolitano was governor of Arizona.

2nd: I’m not an “attractive” guy, but have worked with several females that brushed their breasts against me…they knew I was married. Another sat on my lap, another rubbed her **** on me. Finally, one (different job) talked about genitals constantly and then repeatedly called me a “prude” for not taking the bait. Have had customers (female & male) hit on me. It’s just a compliment, nothing more.
Being an average to below average looking guy, it never seriously bothered me. Never hid it from my wife either. Open and honest about it all. Never cheated…not once. Never cried “harrassment” either. People that get all hurt and want a lawsuit are idiots. If it was a condition of employment or real intimidation then legal recourse would apply. But seriously, if this cutie hit on me, I’d take it in stride. If somebody was smart enough, they could have harrassed/teased her about it. Whatever.
Not sure where all the “lesbian” comments are coming from other than Napolitano is hideous in the flesh and the soul.

First you lose respectibility by others present who may hear and see whats going on (body language) if you do not speak up, your owned. Totally been there! Its weird and sureal is the best way I can describe it and I was totally unprepared for it. Like women of old they rolled with it and I at the time had no recourse but to roll with it because it was simply unheard of. It had not been an established sexist situation as the male dominated era of yesteryear which was used to hammer men into submission only to become…well submissive. Believe it or not! Oh yea, I was a hotty! lol

However, upon reflecting and putting myself in the position of those ‘aggrieved’, I can envision an environment where someone higher up the chain of management was hitting on me. It would seem there would be a strong potential of retaliation should I reject such a come-on and thus a fear would exist once I do so. Surely this would not be a pleasant work atmosphere. Ideally this would have been handled internally and if the female was indeed doing what she is accused of doing, then further action should have been taken.

If it happens to be a “blue collar” type job, then the actions of those around you probably would have been commonplace.
But speaking from a person who has also worked in a few professional environments, what you described would have not been tolerated. Granted, a few innuendos may have been spoken, but there would not have been any physical contact. Am I saying that it didn’t go on? No. But what I am saying is that it was never tolerated in the departments that I either worked in and/or supervised.
This type of behavior is best left for the bars and other places outside of the professional workplace, and any employer who allows it to go on in the manner in which you have spoken, is opening themselves up for a lawsuit.
If wondering, I have worked in hospitals and at several universities.

If those women knew you were married it actually means they do not respect your marriage nor their own if they are also married.
There is harm and there is foul. Would find it acceptable for a male co-worker or supervisor to rub his crotch against your wife’s rear end? Or to give her a “good game” smack on her tush? What about him rubbing her cheast?
All of those would be considered improper conduct on the co-worker/supervisors part and in most states would be illegal as they can present a hostile work enviroment.
Worse yet is that while you told your wife and even restrained yourself from physical relations with these women, you did not state that you informed them that their actions were improper and undesired. That leaves two additional problems.
First, as CHIEF GEORGE stated, it deminishes the working enviroment and your reputation. Even if your not, everyone will see you as the guy schtooping the boss.
Second, and much worse, is that if you did not tell them their actions were improper and allowed repeated attempts from them it shows that you ENJOYED this contact! That means YOU do not respect your wife. A man can be honest and tell her every woman he beds but he still beds them. You merely bed them in your heart.
Go back and read Matthew 5:27-30 and you will see where you, and most men myself included, went wrong.

I wondered why a person would resign unless they were probably guilty.
But your post makes sense. They get her a job in a campaign so you have money to tide her over. If Obama wins reelection, they rehabilitate her standing. What is anyone going to do about it? Other than get audited if they complain or continue to pursue the lawsuit in court.

I remember Carter very well. He was ineffectual, and made terrible policy decisions, but basically no one questioned his allegiance to America. He did not bow to foreign dignitaries like the present occupant of the Oval Office does. When I disagreed with his policies, no one called me a racist for doing so.

While it may seem refreshing that a woman be charged with what is mostly considered a male on woman issue, at what point will it be acceptable to engage in a conversation that leads to bonding between a man and a woman? It may one day be illegal to engage in any sexual activity or even suggestion without the governments permission. That is where all this is headed.

When you were young, was it a crime for you to flirt? There is a fine line between harassment and flirting in today’s world. Nearly any Gesture…even a touch on a woman’s shoulder can get a person fired at their job even though there is no intent of anything other than to get a persons attention. I have seen it happen twice to good people. I try to refrain from calling people names like stupid, but I have to say…you are a fool.
