President Obama Issues Executive Order on Carbon Emissions and Industrial Efficiency

Between conservatives focusing all their attention on the successes/failures of the Republican National Convention in Tampa, Fla., and the left having a meltdown over the supposed “racism” and unprecedented disrespect of Clint Eastwood’s “Empty Chair” routine, little attention has been given to an executive order issued last Thursday by President Barack Obama that targets industrial “efficiency” and carbon emissions.

“Today, we are taking another step to strengthen American manufacturing by boosting energy efficiency for businesses across the nation,” said President Obama.

“This action will cut costs, increase efficiency, and help our businesses create strong, middle class jobs.  We’ll continue to do everything we can to put more people back to work and build an economy that lasts,” he added.

The order, which aims to increase the number of cogeneration plants in the U.S. by 50 percent by 2020 and slash carbon emissions by 150 million tons per year, is the administration’s latest effort to “deploy cleaner and more efficient energy production in the country by working around political resistance to climate change and ‘green’ energy legislation on Capitol Hill,” Reuters reports.

“The Federal Government has limited but important authorities to overcome … barriers, and our efforts to support investment in industrial energy efficiency and CHP [Combined heat and power] should involve coordinated engagement with a broad set of stakeholders,” the order says.

Translation: If duly elected representatives of the people get in the way of “climate change” (formerly known as “global warming,” formerly known as “global cooling”) legislation, work around them.

“The man is legislating by presidential fiat!” conservative author and radio show host Mark Levin said Friday. “This is unconstitutional.”

The order dictates that the Departments of Energy, Commerce, and Agriculture, and the Environmental Protection Agency coordinate their actions to provide “policy and technical assistance” to states in order to ensure energy efficiency targets are being met.

What could possibly go wrong?

The order also “establishes a new national goal of 40 gigawatts of new combined heat and power capacity by 2020, a 50% increase from today,” according to a statement from the White House.

“Meeting this goal would save energy users $10 billion per year, result in $40 to $80 billion in new capital investment in manufacturing and other facilities that would create American jobs, and would reduce emissions equivalent to 25 million cars,” the statement adds.

Sure, it sounds nice and (like most things in this administration) it promises a great return on investment, but are there any possible downsides to this executive order?

“This is a fiat from on high for these utilities to change the way they process energy — an enormous capital expense and many of them are going to close down,” Levin argued. “And they only have eight years to do it as part of this ‘cap-and-trade,’ ‘green’ energy, ‘climate change’ bull crap.”

“You’re going to see your bills go up, up, and up some more. And you’re going to see brownouts and one day blackouts,” he added.

But more than the possible economic burden the order may cause, Levin takes umbrage with the fact that the president keeps issuing these types of orders.

“The fact of the matter is he doesn’t have the power to mandate this. We don’t have a king who decides, ‘you know what? You utilities, this is how you’re going to process energy.’ Imperial president! … [T]he very nature of our government, our very constitution is under attack,” Levin said Friday.

    Every single energy generation plant needs to start their energy decrease evaluation system tests now … everything that is effected by this mandate… brown outs, black outs.. sorry public.. we are working within the mandate President Obama recently signed… we are just trying to do as your president has required and trying to make everything as green as possible.. reducing our carbon output and seeing how it affects our plant… we can’t help how it affects the energy output and the electrictiy you receive.. go talk to the president.. he mandated this. Once the public suffers the results of Obamas mandates he will have difficulty getting a single vote in November…

    As for the consequences to the electrical generation companies… if they don’t.. they will be out of business in a couple of years anyway if Obama stays in office. Take a stand!

      “Whatever people bring to us, we’re ready to haul,” Krista York-Wooley, a spokeswoman for Burlington Northern, a unit of Buffett’s Omaha, Nebraska-based Berkshire Hathaway Inc. (BRK/A), said in an interview. If Keystone XL “doesn’t happen, we’re here to haul.”
      The State Department denied TransCanada a permit on Jan. 18, saying there was not enough time to study the proposal by Feb. 21, a deadline Congress imposed on President Barack Obama. Calgary-based TransCanada has said it intends to re-apply with a route that avoids an environmentally sensitive region of Nebraska, something the Obama administration encouraged.

      Despite all of Obama’s dictatorial executive orders, it bothers me that people on here would rather vote for a 3rd party candidate (Johnson) or write in “Ron Paul” than vote for someone like Romney that would at least put a stop to a lot of this madness. Argue with Romney’s politics all you want but he is not going to be anything like Obama. Romney isn’t the best but we can’t turn this country around in one election. We can, however, completely destroy our nation if we allow Obama to get in 4 more years.

      Wait a moment, Conservative Republicans are supposed to be to busy focusing on the racial empty chair comment made by Client Eastwood. So why are we paying attention to a stupid Green Energy Executive order.

      I’ll tell you why, because like Clint Eastwood said, We own this Country not Obama, not his administration, and certainly not the liberal media. I feel Clint was being Clint and I did not hear Clint lie – he spoke the truth like only Clint can.

      So I am going to vote against Obama and I am never going to give the Liberal News one second of ratings by tuning in to see, for one moment, what the Morons are talking about on MSNBC, CBS, NBC, ABC, and CNN.

      I hope energy rates goes through the roof overnight across America. I can pay triple the rates until Jan when Romney takes over. It may be a little too much for Welfare recipients to pay – Oh Well!

      I think a lot of you “get it” by now. But a lot still do not understand that , as Glenn has said, and I have thought from the beginning, “GREEN IS THE NEW RED”. “Green energy”, global warming, emissions, Cap and Trade, etc, all trojan horses for the emplementation of Communism/Socialism through the take-down, take-over of all our industry. They’re already taking down the family- run farms (a la Oregon, this past week) in order to control the food supply. OCommie also issued another fiat, last week, I believe, mandating lighter, smaller, less “emmissions”. People, you have to be vocal IN PUBLIC, on FB, on Twitter, in your communities, to your friends. Preaching to the choir is no longer an option. Put signs in your yards, speak up, write, post, everything you can think of to get this Chavez wanna-be, soon to be total dictator, out of our government. And do it quickly. Time is short. You are right, Snowleopard. Nationalization of everything in this country. Complete Socialism/Communism, and they won’t even know what hit them, they are so caught up in the “singular” issues of class warfare, they can’t see the forest for the trees.

      In doing some research, G.W. Bush signed a total of 248 executive orders in his 8 years in the WH, Obama thus far has signed 138 EO’s and if he stays another 4 years will certainly surpass Bush. So get off your Anti Bush crap.

Now go look up how many executive oreder’s were sign by a president befor the civil war. So how many? We are under martial law and have been since.       I have emailed and called my Congressman, Senators, and Speaker of the House about stopping the use of Execuive Order and how it’s not a law, until I am blue in the face and fingers, and my pc is smoking.
      Seems that either no one cares, or is listening. I only received a form letter back from one Senator that was not even related to the subject.

      This is bad but imagine the damage Sweet Old Barack can (and probably will) do in the 75 days between the election and the inaugeration of a new president. Worse still, if he gets reelected, get ready for executive order after executive order as he reshapes us into a third world economy. Poverty and hunger will become the norm, dependence on the government for subsistance will be required. If you are not on food stamps and welfare you will be. You will have to do without so many things that we take for granted now. Energy costs will deter your ability to heat and cool your home. Gasoline will be so costly that getting to the store for milk and bread will take planning.

      Well, I can foresee a blackout on Election Day, if stats start to predict a Romney win in battleground states.

      I hate being a pessimist, but to my knowledge no commie in power has ever stepped down. Either they “win” every election or they declare themselves dictators, preferably the former. In the case of Putin, he got himself a token president in the interim and then “retook the presidency” (Medvedev was rewarded with the PMship; what a joke).

      Nowadays commie pukes avoid the dictatorship label at all costs, given the international repercussions. The UN is aware that these dictators violate its Universal Declaration of Human Rights, but with the rise of Barack to power, the UN is now completely under commie-Islamist control. So We the People are on our own. Israel is on its own. God help us.

      •Permitting drug cartels to operate within the US, as evidenced by the beheadings in America that the media refuse to report.
      •Bringing known terrorists/un-indicted co-conspirators into our White House and into our government to dictate US military and intelligence training, policy, rules of engagement and to receive access to classified National Security information.
      •Mandating that America’s voting laws will no longer be enforced, including voter intimidation by the New Black Panthers and actively fighting every attempt by states to clean their voter rolls or to institute voter ID laws.

      Concerning the Keystone Pipeline, we’ll be lucky to see any of that Canadian oil…the PRC is all over it…Warren Buffet will need to get to the back of the line. I read recently where a Chinese energy company SOE (State Owned Enterprise), a govt subsidized, assisted and directed business which I “thought” at least use to be a violation of the WTO (unless your China), is attempting to buy out the Canadian oil company producing the oil that would have gone into the Keystone pipeline. Their plan is to build a pipeline to Vancouver and ship it straight to China on COSCO tankers (yet ANOTHER PRC SOE!). The CHICOMs just can’t believe their good fortune! A moron in the White House! I don’t know which is worse, his stupidity in shutting down the Keystone Pipeline or his blatant arrogance in using Executive Orders to undermine the Constitution’s clear mandate concerning separation of powers.

    Follow the money. Who is making money off this executive order? Who is supplying that money? How does spending that money create a return on investment? What is the pay off period? When in human history has having the same quality and highest prices been good for business?

      @V15 – I think whether we vote for Obama or Romney, we are screwed. The point of voting for someone other than Romney is that it puts pressure on politicians to see that a rapidly growing amount of American citizens are unhappy with both major parties in America. It is the principle of the matter to support what and who we actually agree with, instead of superficially supporting the very principles, policies, and ideas that we actively disagree with. It does no one any service to settle for a lesser evil. Rather, we need to rise up and speak for what is truly right and good. If Romney or Obama wins, we’re screwed. So if we’re screwed anyway, why not make a point in the process stating that we didn’t want them anyway?

      Uh, yea the point is that it’s NOT A BILL IN CONGRESS! IT IS EXECUTIVE FIAT! UNCONSTITUTIONAL! Congress shall make laws not the president. He couldn’t get cap and tax through congress so HE decides to make an executive order bypassing congress. Get your head out of your a$$.
      Trying to force power companies to meet these efficiency standards by some jack wagons executive order is most likely fatally flawed in that a rudimentary understanding of the laws of thermal dynamics tells you this is not possible. Read about energy sinks or net energy losers.

      So, not only is it not constitutional, it’s also not an obtainable goal. At least with out significant huge cost increases.

      For everyone who thinks green energy is the future: lets hope so. However, we need a paradigm shift not just in technology but in known physics. In other words it will take a discovery of new laws of physics.

      VoteBushIn12, The most idiotic thing you said in that post was a single word in the first paragraph, then another in the second. “Law” and “Bill.” Just as Levin explained, this is another Executive Order, he is waving his magic wand again and attempting to rule by fiat. And, his point is that is in violation of the Constitution. It is not a law, and of course it never was a bill. That would have been the “right thing to do” as he often says. You know, send the bill through Congress for a vote in both houses? The was our Constituion was designed to make government work?
      Furthermore, I see this as his latest assault on the Coal Industry. He knows that he has already lost their union support, so why not just drive that stake home? We might just see West Virginia and Pennsylvania go red this year.

      My wife’s family comes from the coal mines of Wyoming and Utah. My father-in-law was a powder monkey in Superior, Wyoming and a Fire Boss in Price, Utah. My brother-in-law was Mine Electrician and a MSHA Inspector. My nephews are Fire Bosses in coal mines in Utah. My wife worked at a coal-fired electrical generation plant. All were United Mine Worker members at one time. They are all non-union now as are most mines in the west. To a person, the miners hate Obama. They see him as a direct threat to their jobs and security. Every single miner I talked to at my mother-in-laws funeral were voting against Obama.

      Executive Orders are not unconstitutional or illegal when they fall within the scope of the job of the Chief Executive. the President can not write EO’s for things that he feels Congress has not done that he wants them too… EO’s can not change existing laws, like the DOMA, CAFE standards, or emission standards. the EPA can only enforce what Congress allows and authorizes them too…they can not require stricter standards or “greener” energy sources simply because the Presidents says so, Congress must legislate those standards and sources.

      this EO, the ban on Gulf Drilling -which was already struck down in court but then he signed another one anyway (a violation of the law BTW), ceeding of authority to the UN like Agenda 21 and gun laws, stopping deportation of illegals for any reason, stopping prosecution of illegals or those guily of race crimes and voter tampering like the Black Panthers, obstruction of Congress like Eric Holder..       and as others have said…if Romney has the BALLS, his first act will be to sign an EO that repeals all EO’s from Jan 23, 2013 back to Jan 1, 1790. his second would be to sign a new EO defunding Obamacare, the EPA, and other agencies…as a President can under law in times of economic emergency.

    People need to wake up to HEMP, it is a fantastic building material and it sequesters carbon.
    It can produce up to 200 gallons of bio diesel and 500 gallons of methanol per acre, it can be pelletized and burned in place of coal and it has no sulpher to cause acid rain. It is a renewable energy souce / building material / food source and clothing source, it is rot resistant, bugs and rodents don’t eat it, C’mon let’s fix many of the worlds problems go green and mean it

    “This action will cut costs, increase efficiency, and help our businesses create strong, middle class jobs. We’ll continue to do everything we can to put more people back to work and build an economy that lasts. The whole story is a BS lie but this is the worst because this action will have the opposite effect on energy costs,they’ll rise exponentially.

    For Obama to accomplish his goal of fundamentally transforming the USA, first he
    had to render congress irrelevant.
    To do this he had to become a member of a political party. He chose to use the
    democrat party because their liberal ideas would be useful in helping him get a
    foothold. He used the past three and a half years to do this. The democrats
    allowed themselves to be used, thinking they could get what they want and then
    control him. Democrats, and the failed leadership of the Republican party in
    congress, in fact helped him make them irrelevant. If reelected, their
    irrelevancy will become visible to all and there is nothing that can be done
    about this. His overheard remark to Russia (that after the election he would
    have more flexibility) was far more telling than most want to accept. He has
    already started doing small things bypasssing congress and has gotten little
    kickback. After the election the, democrat party can kiss the love affair with
    him good bye they will not be needed. America will see the real fundamental
    transformation Obama had in mind. Obama’s America- He will dictate to and use
    what he now controls to the fullest.
    DOJ,EPA,IRS,DHS and TSA – He has his people running these departments and they
    now only report to him and congress can’t block their actions. That will be how
    history writes DICTATOR OBAMA coming into power.

If congress stops paying these agencies they would all come to a halt. What I worry about is after this election, is Obama capable of damaging this country in a lame duck? You bet.
