In case you haven’t heard, President Barack Obama has been accused of trying to “gut” the landmark 1996 welfare reform law (a claim some on the left have dismissed as “racist“). By granting states waivers to redefine the work requirements for welfare recipients, his critics argue, the president has created a situation where people will be tempted to remain on government assistance.
But is this true? Well, considering the increase in the number of “able-bodied” Americans on food-stamps, a new report from the Washington Examiner argues the Obama administration has already done this with its 2009 suspension of a separate welfare requirement.
“In addition to the broader work requirement that has become a contentious issue in the presidential race, the 1996 welfare reform law included a separate rule encouraging able-bodied adults without dependents to work by limiting the amount of time they could receive food stamps,” writes the Examiner’s Philip Klein (of Debbie Wasserman-Schultz wrongly accused him of misquoting her fame).
“President Obama suspended that rule when he signed his economic stimulus legislation into law, and the number of these adults on food stamps doubled, from 1.9 million in 2008 to 3.9 million in 2010,” he adds.
Klein’s article is based on a recent report from the Congressional Research Service.
“This report once again confirms that President Obama has severely gutted the welfare work requirements that Americans have overwhelmingly supported since President Clinton signed them into law,” said Rep. Eric Cantor (R-Va.) in an emailed statement.
“It’s time to reinstate these common-sense measures, and focus on creating job growth for those in need,” he added.
But what were the old guidelines for food-stamps?
Under the previous rule, Klein notes, able-bodied adults without dependents were limited to “three months in a 36-month period” unless, that is, the food-stamp recipient “works at least 20 hours a week; participates in an employment and training program for at least 20 hours per week; or participates in a (Supplemental Nutrition Assistance Program) ‘workfare’ program for at least 20 hours per week.”
Yeah — the Obama administration suspended all that back in 2009.
“Though the weakening of the economy would have led to an increase in food stamp usage with or without a waiver, the doubling of the use of food stamps by the able-bodied population without dependents exceeded the 43 percent increase in food stamp usage among the broader population over the same 2008 to 2010 time frame [emphasis added],” Klein notes.
“This gives more weight to the idea that the waiver fueled the food stamp growth among the population it affected, beyond where it would have been even in a weak economy,” he adds.

Sep. 19, 2012 at 11:35pmI’m really tired of politicians calling this the “Nanny State.” Obama has turned America into the “Pusher Man State.” First he guts the economy, shreds jobs completely, turns honest, hard working Americans out on the street without resource to earn a living to house and feed their families and, then puts them all on food stamps.
Obama is the Pusher Man and his drug is to win him votes by having people honor him for feeding them for free. He’s killed all dignity in Americans and touts himself as their “Savior” after destroying America’s economy completely. He tells them they have to vote for him and says that if they vote for Romney, that Romney will take their food off their table.
What a SCAM! The Pusher Man! I hope this message gets to all politicians. Obama is “The Pusher Man.”

Sep. 20, 2012 at 5:26amSolution: Jack the import tariffs up to 45% across the board — ta hell with NAFTA/GATT, etc – THAT is part of the major problem with ‘production’ which USED to provide for a decent standard of living in this country – It ENCOURAGED entrepreneurship, innovation, development… —>
Dumping foreign-made cars in the United States
1904>
America’s auto industry faced stiff competition from across the ocean, where the world’s largest auto producer threatened to dump more and more cars in the United States. Responding to pleas for help from the auto industry, congress passed legislation that succeeded in stemming the flow of auto imports.
The year was 1904: France, the world’s largest auto producer, got socked with a 45% tariff. This congressional measure saved the U.S. Auto industry, as France turned its attention to the UK, where it quickly captured substantial market share. The U.S. Tariff stood until 1913, when it was finally reduced to 30%. (As for Japan in the 1980s, there was no formal U.S. Government legislation, just friendly pressure on the Japanese urging ‘voluntary’ restrictions; furthermore, those restrictions failed to stem the tide. Japan’s annual quota of cars increased from 1.68 million in 1981 to 2.3 million in 1985, and the Japanese auto companies moved upscale and generated record revenues and profits, while Detroit’s “Big Three” auto companies struggled and two of them eventually went belly up.)

Sep. 19, 2012 at 10:38pmJust an out of the box thought, but when we are talking about people who smoke, some spend 400 to 600 dollars a month just on cigarettes. Not wanting to segregate them from the rest of the people on food stamps, but where do you think they get the money for their cigarettes? Could it be from the food budget?

Sep. 20, 2012 at 10:00amYes you are segragating them. You did it on purpose and you know it.Now on to how they support their habit. Not all live in states where cigarettes cost a bloody fortune.[Where I live 400 to 600 would support your habit for several months]They in fact cut down roll their own or have family friends[who generally smoke themselves or had at one point] help them out. They may do extra work if able for friends and family,Some actually quit.
On disability. Many of those on disability are landlord leeches. They rent rooms to people who are less able to work than they are.Its their room mates that have to not only pay rent but pony up for cigs and booze too. They prey apon those who have fallen through the cracks.Manipulative con artists with a government check Yeah they are gods alright in nobodys mind but there own.
Some do work.Unfortunately their work or pay isn’t steady. They in effect recieve a reduced food stamp allotment. Many only use them if their pay falls drastically short.[You are aware that the balance is carried over from month to month aren't you?]For these people food stamps are a emergency back up not a day to day or even a month to month plan.
Last but not least are those who don’t recieve food stamps at all but have been mistakenly identified as recieving such. This happens when those who don’t know what a states food stamp card looks like and think its like the ebt card of California.

Sep. 19, 2012 at 10:09pmI will admit that when I was having a difficult time, I did get food stamps. My business was not doing well because the economy was and is so terrible. We went without heat for a few years also but we survived. We have learned to go without heat for most of the winter and have gotten use to it. We grow much of our own food and raise our own meat and eggs. We were only on food stamps for about 8 months but I did appreciate how much it helped us. That was in 2009. I bet we still qualify but have no interest. We all work hard but the Obama Economy is still hindering us from having a good income and good jobs. My daughter can only find minimum wage work for 4 hour shifts, my son works seasonal minimum wage job and my business of 30 years is struggling. My customers have very little expendable income these days, so people may want the products that I have made for 30 years but not enough are buying. I had to lower my prices to what they were 12 years ago and my costs are up. Somehow every month we make enough to pay the bills. I guess my point is I blame the Politicians for destroying the economy, wasting taxpayer money and creating an environment were the middle class is struggling. I blame the Unions too because they were greedy and ran so much manufacturing out of my state of Michigan. If the price of energy would come down I would be doing so much better but Obama has to save the planet with his crippling energy policies.Point is Obama has created the need.Romney gets my vote!

Sep. 20, 2012 at 6:07amYou don’t say what your ‘niche’ has been for the last 30 years of self-employment — tho you elude to having “40 acres and a mule” – Revisit history in the late 1920′s – thru world war II – a quarter century — famine, droughts, stock market crash — ‘Bonnie and Clyde,’ etc… FDR’s ‘new deal,’ seemed like a really good deal……then. — Americans at that time allowed BIG GUBMINT to take the farms (the ‘farm bust,’ – farmers were over-extended and beholden to their bankster gangsters) – 1933 saw the end of gold-backed, SOUND money — the ‘safety net’ of Social (in)Security was initiated – UNHEARD of ‘license’ requirements were initiated…. (marriage, driving, business, etc) — the country was ‘fundamentally transformed…’ and our grandparents/great-great grandparents further SET US UP as debt slaves…. ‘commerce’ was the new buzz word instead of living FREE and independent. Agenda 21 etc is nothing more than an attempt of the SAME mindset to put ALL Americans on ‘reservations,’ same as Jackson initiated with his ‘Indian Removal Act’ — KILL their livelihoods — {the American Bison on the plains were intentionally killed to FORCE these folks onto reservations — the EXACT same thing is happening with ‘jobs’ necessary to pay our bills} Beads and beaver pelts were ‘money.’ – Coffee, tobacco, sugar, flour, tea, sorghum, liquor, etc is going to be ‘money’ in the near future — same commodities that ALWAYS ‘trade’ — gold and silver are ‘he

Sep. 19, 2012 at 9:51pmYeah this makes me sick. My neighbor, young man in his late 20′s doesn’t work. He did for a few weeks a year ago. Worked for Home Depot. I think he worked about a month. His wife works for the government. They own 2, TWO homes. He stays home and takes care of his toddler. When he worked for Home Depot, he worked the evening shift and weekends.
What ticks me off is he is on Food Stamps. They are always spending money on remodeling of the house they are in. New back patio last year. Finishing out the basement. Installing new 6 foot privacy fence and he tells me they are remodeling the bathrooms.
How and the hell do people like this get away with this?
Oh, never mind. Obama and his thugs.

Sep. 19, 2012 at 9:50pmIt should just be the basics! For the 30+ years, that I’ve been paying attention, they always eat better than most. I had an uncle who worked in a grocery store. He had to make sure the cooler was full of Rib-Eyes and T-Bones at the first of each month. He would always get wiped out of the expensive cuts then. He actually refused to do deliveries(P/U bed loads at a time) to some houses because of the attitudes and filth. Recently, I read that KFC(Yum Brands) has been lobbying the Congress to let it take Food Stamps. They already do so in 4 states. This is just unbelievable.

Sep. 20, 2012 at 10:41amWell states could try Virginias approach to it.The food stamp card is for food only.Nothing else is capable of being gotten with it.No money is ever allowed if its from the feds or state with the exception of disability. Here the money is paid directly to the landlord utilitity conpany. You are given a voucher for clothes and other items if starting a home,These vouchers aren’t redeemable except for intended items and location stated.
Now if we could only fix train private enterprise people who are on their own investigating food stamp misuse fraud. This is to those individuals. Now hear this I appreciate what you are trying to do but arm yourself with the facts first. If you are in Virginia and see someone using a card and recieving CASH BACK its NOT FROM A FOOD STAMP CARD.Its from a privately held and funded bank card.
