Investors Brace for the Fiscal Cliff as Obama Gains in the Polls

President Barack Obama speaks with Speaker of the House John Boehner (R-Ohio) and Senate Majority Leader Harry Reid (D-Nev.) during debt ceiling negotiations at the White House on July 23, 2011. Investors are bracing for a similar gridlocked situation over the fiscal cliff as Obama gains in the polls against rival Mitt Romney. (Getty Images)
NEW YORK (AP) — As President Barack Obama widened his lead over Mitt Romney in polls this month, traders at hedge funds and investment firms began shooting emails to clients with a similar theme: It’s time to start preparing for an Obama victory.
What many in the market worry about isn’t that high earners may pay more in taxes if Obama is reelected. It’s gridlock in Washington come January, when more than $600 billion in spending cuts and tax hikes could kick in just as the country smacks into its borrowing limit again.
There is reason to expect a deal. If Obama wins, the Republican fight to make him a one-term president will be lost. With the elections over, there will be little reason or room for political posturing. House Republicans could finally decide to be more cooperative.
“They’ll be faced with determining whether we get a recession or not,” says Jeff Kleintop, chief market strategist at LPL Financial.
But investors remember the budget battle in the summer of last year, which ended with the country losing its top credit rating and panicked investors fleeing the stock market. Investors are fearful of a repeat. In a second term, Obama would likely again be pitted against a Republican-controlled House of Representatives.
“If you have any kind of gridlock, you run the risk of inaction,” says Tom Simons, a market economist at the investment bank Jefferies. “This is a situation where inaction is the worst outcome.”
The next fight could get just as messy, but most on Wall Street think Congress and Obama would eventually manage to postpone some of the $600-billion-plus “fiscal cliff” before the year is out and avoid tipping the economy into a recession.
The Congressional Budget Office recently laid out the grim consequences of dropping off the fiscal cliff. Starting Jan. 1, tax cuts signed by President George W. Bush expire as do Obama’s cuts to payroll taxes. Federal spending on defense and other domestic programs will drop, while emergency unemployment benefits run out.
The combined effect off all these changes would shrink the economy nearly 3 percent at an annual rate in the first half of next year, the CBO estimates, and push unemployment up to 9.1 percent by the fall. Recent surveys of businesses suggest the threat is already weighing on the minds of executives when they’re making hiring and spending plans.
For the world’s biggest money managers, the fiscal cliff now ranks as the greatest hazard to the global economy, according to Bank of America’s most recent fund manager survey. It topped the European debt crisis, a collapse in Chinese real estate and even a war between Israel and Iran.
The danger looms so large to most investors that they believe Washington will find a way to escape it.
“Ultimately, I think a deal gets done, but it’s just a question of how long it takes to get there,” Kleintop says. “By no means is it going to be an easy process. Gridlock means there’s a greater chance that this drags on into next year.”
Analysts at investment firms have kept a close eye on polling numbers and especially on the Intrade, an online marketplace where members can trade predictions on events like elections. Polls show voters leaning toward Obama in key swing states. On Intrade, the odds have swung strongly in Obama’s direction, jumping to a 76 percent chance of re-election, up from 51 percent at the start of September.
Democrats are far less likely to take the House from Republicans, who hold a 50-seat majority. Intrade markets put the chance that Republicans will control the House at 74 percent.
If these forecasts prove right, the balance of power in Washington would remain the same. Democrats keep the White House and a slim majority in the Senate, and Republicans keep the House.
What troubles investors is that the same cast of characters who fought over raising the debt ceiling last year could be taking up the same task again while debating how best to maneuver around the fiscal cliff.
Expect to see a replay of the debt-ceiling fight, says Ian Lyngen, a senior government bond strategist at CRT Capital. Except that this time what’s at stake is the country’s borrowing limit and a recession.
“I’m sure it’s going to go just like it did last time – very messy,” Lyngen says.
In one dizzying stretch that August, the Dow Jones industrial average dropped 2,000 points in three weeks.
“And don’t forget,” Lyngen adds, “that ulimately got resolved.”
The widespread belief on Wall Street is that Congress and Obama will start negotiations over raising the debt limit and pushing back the fiscal cliff when they return in late November – the so-called lame-duck session, because newly elected members of Congress will not have taken their seats.
Twists in the talks will likely rattle markets as the new year approaches. But if stocks do fall sharply, investors expect that would push Republicans and Democrats to reach a deal.
“Ugly negotiations in the lame-duck session could really throw the market for a loop,” says Kleintop. “It could be a painful process for investors.”
In a report out this week, analysts at Goldman Sachs tried to estimate just how painful the process will be. Goldman expects the stock market will start sinking after the elections as people realize the fiscal cliff “will not be solved in a smooth fashion.”
That’s the reason Goldman forecasts that one broad measure of the stock market, the Standard & Poor’s 500 index, will end this year at 1,250 – a 13 percent drop from where it closed Thursday.
But all of that mayhem sounds better than the alternative: another recession caused by letting the $600 billion in tax increases and spending cuts through. It’s also why many take solace in the idea that, whatever their political party, nobody wants the economy to shrink.
Dan Greenhaus, chief global strategist at the brokerage BTIG, wonders if that’s placing too much faith in Washington. “Republicans aren’t losing the House,” Greenhaus said. “So as the odds of Obama winning reelection go up, what you have to ask is: How are these two parties going to find middle ground in just a few months? I have no idea.”

Posted on September 29, 2012 at 10:59amWhen all the ‘rich’ people lose all their wealth, who is going to pay for all the seniors’ residences, retirement communities, hospitals, hospices, yea, even funerals? Will the formerly poor, newly redistrirbuted step up to the plate and meet their newfound obligations? If you don’t think this is a problem, go visit some seniors residences (not the government-funded ones, but the ones that stand on their own two feet), and ask a few residents what their biggest fears are! Hint: it isn’t death-they understand the inevitable; it is outliving their money-something that was unforseen a few years ago, but which now looms larger than The Grim Reaper!

Posted on September 29, 2012 at 12:06pmThe best course of action would be to have everybody focus on the debt as if we were fighting World War II. Get the entire country engaged in an All Out War on Debt. Each of us could do what we could do, and penny by penny we can pay off the debt a little bit each day. With 330 million of us focused on this goal, we would solve the debt issue within a few years. If we simultaneously reformed taxation and regulation we could reset the economy by 2020.
Stand together, America. We should reward economic patriots as much as we do military heroes. Medals and parades touch a special chord with various patriotic members of our American society, and give instant recognition that it takes diversity, cooperation, and broad sacrifice to be the greatest country of earth!

Posted on September 29, 2012 at 12:18pmObama is not ahead in the polls. It is a deliberate attempt by the liberal mainstream media to depress the turnout of republicans and conservatives to vote for Romney. They are putting out a narrative that Obama has this thing in the bag while overweighting every poll on the democrats behalf. It is the worst kind of propaganda. Get out and vote and go to resthomes with absentee ballots. The dems do it. We have got to get down on their level and fight for our country. If the hippie-dippies assume Obama has this thing in the bag they won’t expend the energy to sober up, get out of bed, take a shower and walk to the voting booth. They will just stay home chitchatting on their Obamaphones about their next Federal handout. The fairest thing to do would be to outlaw all polls from October 1st to after the election.Too bad our Constitution protects press and public speech, requiring that we Americans learn to think a lot.

Posted on September 29, 2012 at 1:50pmWhat concerns me, is that the polling data doesn’t make sense. Voter registration is down among democrats, up among republicans, most everyone I know who voted for Obama is voting Romney, the crowd sizes are larger for Romney. With all i see, it’s pointing to a Romney land slide, but everyone is saying Obama wins, so, has the election been bought? An Obama victory doesn’t add up and I suspect that if he does win it will be due to voter fraud or a corrupt electorial college.

Because of that I have faith that each of us is able to see through the words and lies and feel in their hearts what is true and what is enduring. We will do the right thing because we are good people. Our government leaves a lot to be desired but we; the American people, are good people who trust in their Creator and hopefully we can start trusting each other just as much. It will not happen though and partly because of the rampant fraud from Republicans. The RNC has lost the Independent vote, and that is all there is to it. There is only one repreive from God’s judgement. Repentance individually and as a nation. And action.
Put away sin and take back the gov. with strong moral leaders. This is unlikely to happen. So now we live under the slowly crushing judgement of God. Most Christians have failed to be salt and light and now we are a nation of wicked, vile, and evil deeds.
There is no hope living with God’s judgement other than repentance. Until we repent, all will continue in decline. The pastors in America should be taken out and whipped instead on worshiped for their role in this failing to preach God’s Word against the sin in DC. Failing to warn the people in simple straight terms. Failing to tell the truth not willing to offend the wicked. The pastors in America are shamefully weak leaders.
The end of America will be confirmed in Nov. America will now move to a complete Hitler state. Our children will be enslaved forever until America is no more. The UN will take complete control in time.

Posted on September 29, 2012 at 2:14pmRon Paul, Gary Johnson, and Virgil Goode say they do not stand for “collectivism.” But right now, they stand in the way of stopping “collectivism.” That’s why it’s silly to dismiss Romany as no different than Obama. Some wave off their obligation to choose with a cliché, that Romney is just “the lesser of two evils.”
Even if that’s true, the key is “lesser.” If you have to choose between encountering a hubcap thief and an axe murderer, you’d be a fool to shrug your shoulders and risk some face time with the dude with the hatchet.

Dont hold your breath, because we know Romney will not defend constitutional rights or free markets anymore than Bush or Obama. Romney’s support for the Fed, bail outs, TSA and NDAA says enough and to expect anything more from that prog is naive.
The analogy you copied verbatim “hubcap thief or a axe murder” is misleading.
A better analogy would be an axe murder vs a murder with a hatchet. Either way we end up dead and its you RINOs that bare the blame, NOT the freedom movement!

Paul supporters were treated with disdain and crimes were committed against them. Then the Romney campaign along with the RNC turned a blind ear to the voice of the people in passing rules which will help keep grassroots candidates from having any chance in the future so the RNC can continually pick the candidate for the people. Shameful actions and a blow to freedom. I guess you are all for that as you seem to be more socialistic than for a Republic form of government. I think that the first goal is to defeat Obama, and then to take on the Republicans from within and find a way to get a rule change, or to get rid of the party. The energy that has gone into Ron Paul’s campaign and the Tea Party campaigns can be turned next to correcting or defeating the Republican Party. But if Obama wins another term, that will be the absolute least of our problems, and probably won’t happen. Let’s get rid of the Socialist and then clean up the Republican party. Or work to get a Libertarian elected in ’16. Ron Paul made great strides and they can be built on, but not if Obama wins. Think strategically. Voting third party this year is only going to re-elect Obama. And then you can kiss elections goodbye.

The locusts have been unleashed to eat everything you do or try to accomplish. All your efforts will be dust. The only way out is individual repentance.
Where are the preachers in America? They are afraid to speak out because they sold their church to the gov.s 501C3 nonprofit tax exempt status. The shepherds will not speak about the vile, evil, and wicked acts in DC. They are silenced. Satan has corrupted the church trading preaching truth for tax exempt status.
Many Christians are to blame. We have sent our children to public schools; we have no personal daily relationship with our Saviour; we watch the same filth on TV and at the movies; we live for entertainment and not God; we serve ourselves and not God; we are not salt and light. Satan’s influence is everywhere dominating our lives.

Posted on September 29, 2012 at 9:15amWhy have a story that is a total lie. Romney is going to take this thing, unless the BPP and Acorn steal the election (again). But one thing is correct in this story. If obama wins re-election, get ready, we ARE going over the cliff. The stock market will collapse and un-employment (21%, the real number) will be unbelievable! Then those that called us conspracy freaks will know the truth and want to eat our food we have been saving for 4 years! THIS IS EXACTLY WHAT oBAMA SET OUT TO DO, DESTROY OUR COUNTRY FROM THE INSIDE! Get ready for civil war if he is re-elected!

Posted on September 29, 2012 at 8:28amThis scenario has to be supernaturally fired, and this IS God’s will….Open your spiritual eyes and LOOK. Read Revelation and realize this is IT. The Song of Moses should be on your lips. And Thanks to the Lord in your heart…..do you believe? Do you? Deny if you can, but don’t doubt the Lord and his primacy. I’ve been watching this all come down for several years, and there is no longer any doubt that this is the fulfillment of the prophecies. Even Obama is doing the Lord’s will, right down to the last jot. Give thanks and praise the Lord, for Jesus Christ comes, and it is free will that has led you to choose rightly. Soon Obama and his evil game will be over…The locust army cannot touch those who wear the gospel armor, so get on it, now. Be a Man of God and protect your loved ones. God bless you and keep you. Satan cannot hurt you…..He’ll probably kill me, but not before the Ru’ach gives him a “what for”…..Wish me Godspeed, I’m born for this.

Posted on September 29, 2012 at 8:10amI thought that with the heavy liberal oversampling that the 5 percent lead for Obama was seen as a liability, and that without that oversampling, Romney was ahead. Can someone clarify that? Why doesn’t this article have actual poll numbers? It seems to just reference odd from Intrade.

Posted on September 29, 2012 at 9:47amI’ll give you three ways to subtly throw a poll, though there are many ways to skew polls. One is sampling. If you poll only 312 in Chicago (as representative of Illinois as a whole) even if you compensate by saying you have an equal number of “democrat” and “republicans”, whereas if you poll the 815 area code, and compensate for party, you will get a different result because fewer “republicans” in 815 hold liberal views, and more “democrats” hold many conservative views, so more would be willing to go against Obama, despite their “affiliation”. Just an example. Do this nationally with New York, Miami, Madison, Houston, etc, and you have significantly made alterations.
Another means of skewing a poll is weighting the results, giving more meaning to certain demographics than others due to an expected “model”. In other words, you believe that the same people who showed up in ’08 will show up in ’12 and then manipulating the # of responses to reflect that “model”.
The third is not compensating for the willingness to “crawl over broken glass, then swim in a pool of rubbing alcohol and then sitting in a subzero freezer” to vote. “Enthusiasm” in this election is not the correct metric, tenacity is. Garbage in garbage out.

A better indicator than any poll IMO. Here in super democrat country, Erie the local TV site had a poll and Romney had over 60% of the votes, in Erie. “The scenario that keeps running through my head goes like this: John McCain somehow wins; the major problems we’re likely going to face regardless of who is elected kick in; McCain gets blamed; and conservative ideals take the fall for McCain’s decidedly nonconservative policies. Plus, it’s always been my theory that you should be voting for something, not against something. Trying to win an election by just being against something is usually fruitless; see John Kerry.”

The only people that seem to like him are either Mormons or Evangelicals that want to bring about the end of the world. Most of the GOP cheerleaders are only supporting him because he’s the lesser of two evils. I mean let’s face it. The GOP picked the closest candidate to Obama they could and alienated part of their natural base to go after independents. Who are the independents going to vote for when their policies are so similar? I’m guessing it will be the guy with a personality.
