Update 3: The Daily Caller has released the full “unscrubbed” video of President Obama’s 2007 speech at Hampton University.

At one point in the full video released by TheDC, Obama strayed away from his prepared remarks and argued that the survivors of Hurricane Katrina in New Orleans were treated differently than 9/11 victims and Hurricane Andrew survivors in southern Florida, which Obama said received considerable amounts of financial aid comparatively.

The Daily Caller provides more insight:

“Now here’s the thing,” Obama continues, “when 9-11 happened in New York City, they waived the Stafford Act — said, ‘This is too serious a problem. We can’t expect New York City to rebuild on its own. Forget that dollar you gotta put in. Well, here’s ten dollars.’ And that was the right thing to do. When Hurricane Andrew struck in Florida, people said, ‘Look at this devastation. We don’t expect you to come up with y’own money, here. Here’s the money to rebuild. We’re not gonna wait for you to scratch it together — because you’re part of the American family.’”

That’s not, Obama says, what is happening in majority-black New Orleans. “What’s happening down in New Orleans? Where’s your dollar? Where’s your Stafford Act money?” Obama shouts, angry now. “Makes no sense! Tells me that somehow, the people down in New Orleans they don’t care about as much!”

It’s a remarkable moment, and not just for its resemblance to Kayne West’s famous claim that “George Bush doesn’t care about black people,” but also because of its basic dishonesty. By January of 2007, six months before Obama’s Hampton speech, the federal government had sent at least $110 billion to areas damaged by Katrina. Compare this to the mere $20 billion that the Bush administration pledged to New York City after Sept. 11.

And this is what Obama had to say about Rev. Jeremiah Wright in his 2007 speech:

And then I’ve got to give a special shout out to my Pastor. The guy who puts up with me, counsels me, listens to my wife complain about me. He’s a friend and a great leader not just in Chicago but all across the country, so please everybody give an extraordinary welcome to my pastor Dr. Jeremiah Wright, Jr., Trinity United Church of Christ.

Where’s he at? There he is. That’s him, that’s him right there.

You wearing a suit today, right?”

Appearing on “Hannity” Tuesday night, TheDC’s Tucker Carlson told Fox News host Sean Hannity that Obama sent a clear message to his predominantly black audience that the federal government doesn’t care about them because they are black, inciting racial fear among African-Americans.

Carlson told Hannity that while the media did report on Obama’s 2007 speech, almost all of his controversial and racially-charged remarks were ignored. For example, his heavy praise for Rev. Jeremiah Wright and remarks that seemingly accuse the Bush administration of neglecting New Orleans after Hurricane Katrina because the city is mostly black did not make the headlines.

Appearing on “Hannity” after Carlson, Juan Williams defended Obama and accused Hannity and the Daily Caller of playing the “race card” by pushing the video.

The Daily Caller also provides a side-by-side comparison the way Obama talked about Jeremiah Wright in 2007 to the way he spoke about him in 2008 when he was distancing himself from the controversial figure during the 2008 election. To be sure, the differences are stark.

UPDATE 2: There is some speculation that the “bombshell” video is from an Obama speech at Hampton University in 2007. BuzzFeed reports that the video was “widely circulated in the conservative blogosphere at the time.”

The Daily Caller is reportedly planning an exclusive release of an “unscrubbed” Obama video, according to a banner on Drudge:

“DAILY CALLER: ‘For nearly 40 minutes, using an accent he never adopts in public, Obama describes a racist, zero-sum society, in which the white majority profits by exploiting black America’… Developing tonight…”

The Drudge Report currently has a couple of quotes posted that are presumably from the DC’s exclusive video release. Here’s one of them:

“OBAMA DECLARES HOW POOR PEOPLE: ‘Need help with basic skills, how to shop, how to show up for work on time, how to wear the right clothes, how to act appropriately in an office’… Developing…”

Now here’s the full context from Obama’s speech:

“We know that we have to invest in transitional jobs too. When there are people who are homeless, veterans struggling with post-traumatic stress disorder from this war in Iraq, and thousands of children aging out of foster care, we can’t expect them to have all the skills they need for work. They may need help with basic skills—how to show up to work on time, wear the right clothes, and act appropriately in an office. We have to help them get there. That’s why I have called for $50 million to begin innovative new job training and workforce development programs.”

Drudge also has a portion of this Obama quote posted on his site:

“No one should be denied work in this country because they can’t find public transportation in their neighborhood.

But we should do just as much if not more to invest in minority-owned businesses in our neighborhoods so people don’t need to travel miles away in the first place.”

NewsBusters reported back in 2008 on part of Obama’s speech at Hampton University where he gives a shout-out to the ever-controversial Rev. Jeremiah Wright:

The quotes appear to match up with the tease quotes on the Drudge Report, which have since been taken down.

Obama also talks about attending a service at a church in Los Angeles to “commemorate” the 15th anniversary of the infamous L.A. riots in his speech at the university.

He goes on to tell a story about a pregnant woman wearing a white dress who was shot in Compton.

“The bullet had gone in but it had not exited. The bullet was in the baby,” he says in the video.

The baby survived, he explained, relating to the story back to the L.A. riots and America’s issues with race that still linger. “We never took the bullet out,” he said.

These quiet riots that take place every day are born from the same place as the fires and destruction and the police decked out in riot gear,” Obama says in the video.

He called these instances a “tragic legacy out of the tragic history of this country. A history that this country has never truly come to terms with.”

“This is not to excuse the violence of bashing in a man’s head or destroying somebody’s store and their life’s work, that kind of violence is inexcusable,” Obama continues. “But it does describe the reality of many communities around this country.”

Obama also said the Bush Administration was “colorblind in its incompetence” in responding to Hurricane Katrina, however, “the disaster and the poverty happened long before the hurricane hit.”

“All the hurricane did was make bare what we ignore each and every day,” Obama said. He then went on this diatribe about taking “the bullet out”:

“If we have more black men in our prison than in our colleges and universities, then it’s time to take the bullet out. If we have millions of people going to the emergency room for treatable illnesses like asthma, it’s time to take the bullet out. If too many of our kids don’t have health insurance, it’s time to take the bullet out.”

The Drudge Report also notes that Obama speaks with an accent, which is not present in his speeches today.

“We’re going to pull out bullet after bullet. We’re going to stitch up arm after arm. We’re going to wear those scars for justice. We’re going to usher in a new America the way that newborn child was ushered in,” Obama said near the end of his speech, going back to the baby who was shot in the womb.

In an interesting twist, BuzzFeed’s Andrew Kaczynski points out that the Daily Caller’s Tucker Carlson actually covered Obama’s speech at Hampton University while he was a host at MSNBC. Here’s the clip:

Fox News’ Sean Hannity said during his radio show Tuesday he along with the Daily Caller’s Tucker Carlson will unveil the “bombshell” video from 2007 on “Hannity” tonight at 9 p.m. ET.

Hannity did not reveal any details about the video, however, he said it would have a “direct impact” on the presidential race, adding that the footage is something Americans need to see before they vote

The Drudge Report, and Matt Drudge personally, are promoting the release of a six-year-old video that will supposedly spark controversy and “ignite accusations of racism — in both directions.”

According to Drudge’s personal Twitter account, there is currently an “internal debate” happening at an unidentified news network over whether to air the video tonight, the eve of the first presidential debate.
