Cruise Liner Exec Writes Scathing Letter to Obama Over New Regulations

The most common complaints by business-owners against the current administration tend to revolve around the economic uncertainty and increased regulation that have made it next to impossible to plan for the future.

Stephanie Gallagher, the president of World City America Inc., is lending her voice to the fray after the Obama administration reportedly moved to prevent American cruise liners from being eligible to get the long-term financing under Title XI that makes building something as massive as a cruise ship possible.

As Royal Caribbean acquires its third Oasis-class ship from Finland, Gallagher writes that World City America has invested over a decade and $60 million in designing a “superior product” that would be built in America, by Americans, and paying taxes to the U.S. government.

“Having demonstrated that our plan would be economically sound, would not cost the taxpayers anything, would not increase the debt but would improve the deficit, the only way to push us off the cliff was to enact policy that preempted the nation’s ship financing program from being used to build cruise ships.  That’s what the Obama Administration did,” Gallagher claims.

Gallagher’s main point of contention is that the cruise industry is overwhelmingly funded by American dollars, but the companies typically build the vessels out of the country, hire international employees, and pay far fewer taxes than a wholly American company would.

Gallagher thinks the change is the result of politics and special interests, and while she notes that both parties are susceptible to such incentives, Gallagher ultimately holds the current administration responsible.

Gallagher’s letter continues:

“…we do blame the Obama Administration for throwing down the gauntlet…for precluding America’s long-delayed entry into this booming US-driven market; for shutting the door on what we have proven is possible and viable if the government applied the Title XI regulations as intended – not as a subsidy for special interests, but as a job-creating, economy-boosting and tax revenue-generating program and policy.”

“Why, Mr. Obama, would you choose this, of all times, to lock out American shipbuilders, hotel construction companies, hundreds of US suppliers in all fifty states, and thousands of long-term self-sustaining new jobs for our dwindling Merchant Marine and US hospitality workers?”

Why…when there are twenty-three million Americans out of work, would you decide to announce a policy that America and Americans can’t participate in this booming US-driven market that has grown steadily at 7% or more every year, recession or no recession, for decades?” [Emphasis added]

“All is fair in love and war,” Gallagher accepts in conclusion, adding: “but don’t tell the American people that you wake up every day thinking of ways to give the American workers a fair shot in the global economy.  Don’t claim to ‘walk the walk.’”

      O (and I’ve started saying Zero instead of OH) WANTS those jobs to go overseas. It’s part of his spread the wealth program. You didn’t think he meant spread the wealth for America’s richest to America’s poorest, did you? He meant spread the wealth from America to other countries that are poorer than America is. Remember, he grew up in Indonesia (and I know, I keep harping on this – during the mass killings of communists) and his book states that his mother liked Indonesia BECAUSE it was a third world country.

      These ship builders gave the president the middle finger! All they had to do was make a pack with the Unions. The president would have gave some of that 90 Billion Green energy money if they had worked with the union and installed Electric motors and hung Solor panels down the sides of the ships and a big one on top from front to back.

      Ah so we like government backed financing when we can spin something against the PRESIDENT. If cruise ships were such good investments and had a solid business model they should be able to obtain private financing. So we don’t like federal financing assistance to help the auto industry and save millions of jobs, but we like federal financing to help non-essential ventures like cruise ships. Just want to understand the logic here.

      There is a difference – Im sure you wont be able to follow this but here goes… the GM bail out was done illegally. Why I say that is – Bond holders (they have a priority claim over stock holders) yet some how they were coerced to drop their claim… This was done to payback auto worker Unions for financially supporting the BHO’s campaign. Had GM and Chrysler used the Bankruptcy court to nullify the union contracts (tactic used by the airline industry all the time) in order to hit the reset button. Doing so would have been bad for the unions, but would have allowed contract renegotiation and GM to rebuild with a viable business model. Unless GM and the union don’t adjust or reset, GM is going to be bound for failure unless business picks up…

      Fast forward to the Cruise ship market… Can you name an American Cruise line? Not one!!! Can you name the country that purchases the majority of Cruises offered by off shore corporations like Royal Caribbean?? The United States!!! Stephanie Gallagher and World City America Inc. has already invested 60 million designing a ship. They aren’t asking for the special 65 billion like GM, they are simply asking to participate in a program designated by Title XI (a law on the books) But is being blocked by guess who: Barack Hussein Obama. mmm mmm mmm!!

      Zero’s motives are always clear and that is both to help him and his cronies and to put it to our country. It probably is about the unions.

      However, if you look into Title XI MARAD, you will find that it has lost a lot of money on these guarantees. The audit shows a lot of problems it how it manages these deals. Just a good example of our government at work.
      BIGPEW, Title XI is all about the funding and only about government guarantees, not regulations.

      I have to agree with CBROWN, our government shouldn’t be doing this. Private funding is the way to go, here.

      Title XI is about picking winners and losers and is simply non-constitutional. The Constitution defines limited government and, if we are ever going to get back to where the Federal Government should be, we have to live within those limits. That is going to be best for everyone.

      If the Liar-in-Chief rejects the Keystone Pipeline and in that same year, 2011, imports from Saudi grow by an astounding TWENTY PERCENT, can’t you just see those credit card-based donations to Obama’s campaign just flowing in from folks whose names sound middle eastern?

      If Obama carries 2 billion of our tax dollars to Brazil to allow them to invest in deepwater drilling, how much of that came back to the Obama reelection campaign? Five percent, ten percent?

Building cruise ships has nothing to do with national security or any other national interest. This used car saleswoman is just like those sports team guys who want taxpayers to build them stadiums.       The person quoted in the article is talking about jobs all across the spectrum from the Shipbuilding industry to the hotel side of the industry.

      While we are at it. Where does Obama take his vacations…not on luxury cruise ships because of the security vulnerabilities..but does he take his vacations in the inexpensive places the rest of us are forced to do by changing economic conditions or does he take his vacations in the most expensive places possible with complete entourage??

      Do you think the rest of us have not figured this out for ourselves?? Do you and Encinom suffer from the same tunnel vision and thinking??

      ENCINOM, “Title XI Federal Ship Financing Program” is just as it states what it is in it’s title. The program is being used to bash the manufacture of these ships, and it does not apply strictly to CRUISE SHIPS VERCEOFREASON. I suppose that if either of you pulled your heads out of your fourth point of contact and did some research, we probably wouldn’t have such entertaining posts to laugh at around here. While a bit irritating, you two do provide some comedy relief.

      Are you trying to say, the President did not sign “Dodd/Frank” into legislation? That he did not have the option to oppose it? So he has been here as the President for 4 years (but really wasn’t here)? This is the President that is resonsible for nothing? Please recall: The law was initially proposed by the Obama Administration in June 2009, when the White House sent a series of proposed bills to Congress. A version of the legislation was introduced in the House in July 2009. On December 2, 2009, revised versions were introduced in the House of Representatives by Financial Services Committee Chairman Barney Frank, and in the Senate Banking Committee by Chairman Chris Dodd. Due to their involvement with the bill, the conference committee that reported on June 25, 2010 voted to name the bill after the two members of Congress- Gee how can the President possibly be connected?????????

      What has been on Obama’s plate since his election has been fundraising, golfing, hanging out with the rich and famous, vacationing in exclusive places, apologizing to world leaders that hate us for America’s history, helping to replace Mid East and North African leaders with radical Islamists, furthering the radical Black Power agenda through his “Justice” Department, pouring millions of dollars into electric car production and rebates (that few people want), giving billions of dollars and incentives to “Green Energy” companies that quickly go bankrupt, covering up for the culpability of the US Government’s “Fast And Furious” operation that has resulted in hundreds of deaths in Mexico and the deaths of possibly three US agents, saying “you can’t go to Vegas” early on and then raking in millions fundraising there, blaming Bush for his failures, proposing budgets that even Senate Democrats reject, demonizing people in “Flyover Country” by calling them “people who cling to Bibles and guns”, sermonizing against wall street types and big banks while taking in millions of dollars in campaign contributions from them.     So a company can no longer receive subsidized loans to buy stuff with? So the government is no longer interfering with the free market by giving favorable handouts, and instead choosing to save, and not spend, their money?

      Title XI Federal Ship Financing Program

      The Federal Ship Financing Program provides for a full faith and credit guarantee by the United States Government to promote the growth and modernization of the U.S. merchant marine and U.S. shipyards.

      The program, established pursuant to 46 USC Chapter 537, provides for a full faith and credit guarantee by the U.S. Government of debt obligations issued by (1) U.S. or foreign shipowners for the purpose of financing or refinancing either U.S. flag vessels or eligible export vessels constructed, reconstructed or reconditioned in U.S. shipyards and (2) U.S. shipyards for the purpose of financing advanced shipbuilding technology and modern shipbuilding technology of a privately owned general shipyard facility located in the U.S. The Program is administered by the Secretary of Transportation acting by and through the Maritime Administrator. Under the Federal Credit Reform Act of 1990, appropriations to cover the estimated costs of a project must be obtained prior to the issuance of any approvals for Title XI financing.

      You miss the two crucial parts of the story – these are guaranteed loans that have always been paid by the borrower, costing the US Gov’t *NOTHING* and these companies can and do build these ships “without the Gov’t” – they build them overseas, using foreign labor and materials, and pay no taxes into the US Gov’t for the vessel…

      See, if the Gov;t would stand behind the project (like other gov’ts do), the jobs would be here, in America,not overseas… How much has the federal gov’t paid for these loan guarantees in the past when the deal went sideways? Answer – NOTHING. How many jobs will this policy create in America? NONE..

      Our leftwing commenters don’t really seem to understand finance, do they.

      They prefer handouts, it seems, and don’t realise that this company will inject an enormous amount of money into the local economy without any need to bludge off the taxpayer.

      It makes one wonder if they understand fiscal basics, or even if they can read.

      Or perhaps they are just irritated that they will never get to ride on a cruise ship and, in their envy, are happy to have the thousands of working Americans, who would benefit from such a project, go without.

      Got a bit of a reading comprehension problem there Scott. States very clearly that the Long term loan guarantee program does’nt cost the taxpayers anything. This is just another way to ensure that American companies will continue to outsource to other countries due to this administrations hostillity towards business. What can you expect from a President who has never actually had a real job?

      What kind of stupidity are you talking about. In case your wondering, bank loans are a private industry (not government). By the government interference prohibiting the cruise industry from obtaining a loan in the USA, they simply go somewhere else along with jobs, an support industries. So this legislation in essence is driving money and jobs elsewhere. In otherwords, exporting jobs! If you think an cuise line like Royal Carribean is asking for a handout like GM, your mistaken. If libs keep attacking businsess, we will have so many unemployed that all of these community organizers may lose their jobs. Gee, that would be bad wouldn’t it?

    Why is the federal government in the business of guaranteeing loans for private ship builders in the first place? This is what banks and venture capital firms are for. I am sorry if people will not have the jobs but I have to agree. Every government loan guarantee, loan or “investment” requires the American taxpayer to pay for it with their hard earned tax dollars.

    If we are ever going to get the budget in order these types of things will have to be eliminated at the federal government level. If it is such a great program, let the states that have shipyards and cruise ship ports back the loan guarantee. Good programs, bad programs they all cost money that we do not have. Besides, there is nothing in the Constitution that gives the federal government the authority to guarantee private loans for private companies. What is the difference of putting the money up for a “green” energy firm, the auto industry, student loans or a cruise ship?

    Sorry but the federal government is BROKE. Businesses and people need to wean themselves off the government teet. The free lunch is just about over.

      The difference is, you ask, taxpayer money, “big money”, was and is “GIVEN” to green energy firms, much of which has been defaulted on, and therefore not recoverable! “Bigger money”, was “GIVEN” to the auto industry with much the same result, a loss to the taxpayer!!! Student loans, HMM! Let me see, wasn’t that program completely taken over by the govt?

      Building one of these multi billion dollar ships is (as the story states), a massive project, and while the ship itself is not built in the US, the economic benefits to the economy are far reaching, without the direct use or loss of our taxpayer dollars!

      So, while I do agree with much of what you say, there is a big difference between the promotion of an industry in this case, versus the picking and choosing wich businesses will benefit from a government handout! And ultimately, the worst thing that could happen to the student loan program, is a takeover by our inept government!!!

      What happened to the free market? Why would this guy put up a fuss because the Pres wouldn’t issue loan guarantees to his company? If his company isn’t strong enough to survive on it’s own it should just fail on it’s own. Don’t start replying it’s about jobs…Remember the comments about G.M.

    I did read the other night that Obama is hiding the fact that he is the son of Malcolm X, so that is supposed to be why he is hiding his pedigree (ha.) Who knows, he looks a lot more like Malcolm X than he does those two loons he is (one or the other) supposed to be fathered by. Some woman who knew his mother in NY swears by this. She knew Stanley Ann Dunham quite well.
    For all I know he was hatched by a large chicken.

Obama, talks and talks and talks, but no good actions seem to follow. I wish more CEOs would write these kinds of letters and publish them in the major papers.

    Over the last 3+ years, Obama has shown he does not want Americans working.
    This example is one of many-my biggest baffler is the private plane manufacturer-Gulf Stream.
    Putting together high end planes creates plenty of high paying jobs.
    Gulf Stream, based in Savannah is building a $500 million plant expansion.
    Has an order for $6 Billion worth of new planes and Obama-takes every waking minute to beat up on private planes.
    The Pipeline-NASA-and the latest military vendors.
    What is this man thinking?
