Here’s What to Expect at Tuesday’s Obama, Romney Townhall Face-Off (Plus: A History of the Townhall Debate)

WASHINGTON (TheBlaze/AP) — The every-four-years ritual of a national “town hall” style debate began as a nerve-racking experiment in live television. Twenty years ago, moderator Carole Simpson was so nervous about turning over the microphone to regular folks and their questions that she spent days mapping out the presidential candidates and their issues on “a zillion 3-by-5 cards,” in case she had to take over the questioning herself.

“I was afraid these undecided voters from Richmond, Va., might get into this huge TV studio where they’d be seen by millions of people and they’d just freeze,” the former ABC journalist recalls. “I wanted to be prepared.”

No need to worry. The voters did fine. That 1992 “town hall” was such a hit that there’s been one in every presidential election since.

The sixth, consecutive event will bring President Barack Obama and his Republican rival Mitt Romney to Hofstra University on New York’s Long Island Tuesday night to take questions from undecided voters selected by the Gallup polling company.

Debate coach Brett O’Donnell, who worked with John McCain in 2008 and Romney during this year’s primaries, says: “This is the one debate that belongs to the people.”

It can be a tricky one for the candidates.

Obama, especially, needs a forceful showing to recover from his leaden performance in the campaign’s first debate. But he must tread carefully in an atmosphere more suitable for share-your-pain moments than aggressive attacks — a tough balancing act, considering the current political schema.

“You can’t have this sort of all-out slugfest at a town hall debate,” O’Donnell said, so don’t expect the fireworks of last week’s Joe Biden-Paul Ryan vice presidential match.

Viewers want the candidates to show respect for those voters in the room, who stand in proxy for all Americans.

“You’ve got to connect with the person who’s asking the question — look them in the eye,” said Robert Denton Jr., head of the Communications Department at Virginia Tech. “It’s about empathy and connection.”

Romney comes to the arena strengthened by his first debate. And the people-first format gives him a unique chance to overcome a persistent weakness: suspicion among some voters that he’s too wealthy to relate to the middle class and the poor. But if Romney fails to engage with his questioners, he could reinforce that impression.

That’s what happened to President George H.W. Bush in the first televised town hall debate, a low moment in a failed bid for re-election. That 1992 event at the University of Richmond stands unmatched as an example of the format’s risks and rewards.

Bush was thrown by a woman’s oddly worded question: How had the national debt personally affected the candidates? He stumbled through a meandering response, asked the woman to clarify and ended up sounding irritated and a bit argumentative: “Are you suggesting that if somebody has means the national debt doesn’t affect them?”

Even worse, just as she began her question, TV cameras caught Bush checking his watch.

That gesture would be replayed over and again as evidence that the president was indifferent and out of touch. “I took a huge hit,” Bush said years later.

When Democratic challenger Bill Clinton got his shot at the same question, he set the standard for town hall emoting.

Clinton crossed the stage to stand before the woman, locked her in his gaze, and recounted the economic pain he’d personally witnessed as governor of Arkansas. “He just burst through the TV set,” Simpson recalls.

How did that town hall come about? Not surprisingly, Bush had resisted the risky new idea. But Clinton pushed it in negotiations with Bush and the Commission on Presidential Debates because his campaign thrived on town hall-style events.

“It’s the flesh and blood of America, so I love those things,” Clinton later told Jim Lehrer of PBS. “And I loved that one.”

Bush told Lehrer he hated debates, period.

Because candidates are free to walk about, town halls are body-language danger zones.

In 2000, Al Gore was ridiculed for striding unnaturally close to George W. Bush as his rival spoke. Bush deflected Gore with a surprised look and curt nod, to audience laughter. In 2008, comedians emphasized McCain’s age by ridiculing the way he seemed to wander aimlessly about the stage while Obama talked.

Then there are the questions. They tend to be broader and more straightforward than those posed by the old-style panels of journalists or the single moderators favored more recently. But they can be unpredictable. And while debaters often ignore reporters’ questions and veer off to some other talking point instead, it’s less acceptable to treat a citizen’s question that way.

In 2004, President George W. Bush took heat for failing to come up with a single mistake when a woman asked him to describe three wrong decisions and how he fixed them.

Town halls have lost some of their spontaneity. The 80 or so undecided voters chosen for Tuesday’s event must submit their questions in advance and moderator Candy Crowley of CNN will decide which people to call on. She can pose her own follow-up questions (although some debate has surrounded how much flexibility she has in this area and both presidential campaigns are reportedly protesting this notion).

In 1992, questions weren’t screened in advance. Simpson walked through the audience Oprah-style and a producer signaled which person to talk to next, seeking a good demographic mix. She had no idea what the next person might ask.

“They were not the questions the media had been focusing on,” said Simpson, who now teaches journalism at Emerson College in Boston. “They were asking about bread-and-butter issues that they were interested in — the education in their schools, the crime in their neighborhoods, the economy and jobs.”

“We’re still talking about the same things – the deficit, jobs, outsourcing,” she said. “We’ll probably hear some of the same subjects Tuesday.”

      The header for this article is very misleading, especially in light of the fact that Crowley has already said that she will screen the questions first, choose those SHE wants and “if necessary” add x, y and z to it and modify the questions as she sees fit. That does not sound like a debate that belongs to “we the people”.

      a debate for the people, yeah right, with candy Crowley already claining she will steer the conversation? so much for a debate by the people! why Hofstra? Obama country. don’t see how you would get a fair sampling there. that part of Hempstead, heavy minority population. sounds fair to me!!

      Lets see Romney is going to lie and lie and lie some more about his record and the last 18 months. He is going to lie about the profits he makes from Bane outsourcing American jobs to China, he is going to lie about his plan that even Chris Wallace on Fox questioned and doubted the so called experts that support it.

      Romney and Ryan are a great ticket, if you don’t care about honesty or integrity and are voting for a bunch of malarkey.

    HEY THINK OF IT THIS WAY? 4 yrs go by and the last month before an election things are getting better??unemployment went down from8.2%to 7.8% a whole .3%??the GDP is limping along at 1.3%should be 4 and above for recovery??millions lost their houses,but a couple were bought back?more and more people are on food stamps47%now??,WOW FOREWARD? 4 MORE YEARS,and unemployment will be 7.5%GDP will be @2%,a few more houses will be bought back??and everybody will be looking to the govt for handouts like stray dogs for food??YEH WE REALLY NEED 4 more years of this lying piece of crap and his crew of stooges??

    The pos will talk and talk and talk around the question, if it’s a hard one….he will rant and rant and rant, therefore leaving no time for Romney to respond….he will rant his rehearsed points even if the subject of the question is irrelevant….I think we are in for a disgusting night!

      The reason I won’t watch the debate after the Vice Presidential debate which was so obviously biased:

      Moderator: “Mr. Biden, what is your favorite color”
      Biden: “I like the rainbow…Unicorns and flowers. ”
      Moderator: “The rainbow reminds me of something…Mr Ryan, why do you want to kills gays”
      Ryan: “well let me expla—–…(interrupted by moderator)
      Moderator: “Sorry Mr Ryan, you’re out of time”.

      The Progressives will try this with the next debate…I ain’t watching.

    You need to get your facts straight I think. The rules state that the moderator CANNOT pose her own follow-up questions, period. Look it up.

      The fact that she has access to which questions will be asked tells the big story. It should be whatever the people want to ask and Candy Crowley should not have a preview of what the questions are and choose which ones she wants. (and then following up like Martha Raddatz which was all to stick it to Ryan)

    I’d love it if someone would ask Obama why he has spent millions keeping his college records sealed.

    What information contained in those records is so damning that it is worth spending millions to make sure they remain sealed and out of view of both the media and the public?

    The questions for this will be submitted by the audience before hand and people from CNN will decide which questions to answer. The moderator from CNN has stated publicly that she will ask follow up questions if she thinks that the candidate gave a misleading or wrong answer. So ASSUMING that CNN is totally NEUTRAL there won’t be any bias.

    The narrative being that President Obama didn’t inherit Bush’s mess, and Bush didn’t inherit Clinton’s mess, and Clinton didn’t inherit Bush’s or Reagan’s mess, and on and on. The truth of the matter is that they did inherit their predecessor’s mess – but by choice, because Americans would get a massive case of diarrhea if a new President actually did what it took to fix the mess. Moreover the narrative has been created that Obama didn’t inherit Bush’s mess, while the truth is that he did inherit Bush’s mess – and deep in your hearts you know it. Therefore when Romney gets in there, and he still taxes the heck out of Americans, and you still need a permit to have a garage sale, then you won’t think anything of it.

By this time during Reagan’s first term, we had added almost double the number of jobs of this ‘recovery’ and the growth rate averaged 4-5% and even more some months.       Whomever is elected and takes office next January will inherit a MUCH worsened economy from Obama than Obama inherited from Bush. If Obama couldn’t get the job done because of the state things were in from Bush, then he certainly won’t be able to get the job done with the mess he’s made since coming into office.

      -Deficit up from $400 billion a year to $1 trillion a year (when Obama promised to cut it in half)
      -Debt up 60% from $10 trillion to $16 trillion (Bush raised it $5 trillion in 8 years)
      -Almost twice as many people on food stamps since Obama came to office
      -Average income down 10% during Obama’s first term … from $55,000 to $50,000
      -Obama promised to lower unemployment to 6% by the end of his first term (and claimed he would be a 1 term president if he didn’t). It dipped below 8% for the first time since he came to office THIS MONTH, and if they still calculated it with the same formula they used under Bush, it would actually be 11%.
      -America lost it’s credit rating, astronomically compounding the interest on the money we borrow
      -The cost of health care premiums have doubled (Obama promised to cut it in half)
      -Massive tax increases on the middle class (Obamacare itself has 12 new taxes on the middle class) when Obama promised not to tax the middle class
      -A record 46.2 million in poverty – 16.3% of them women – highest rate in 17 years, and the gap between the rich and poor has increased
      -Suicide overtook car accidents as highest death from injury

    Obama will try to attack Romney on his taxes, 47% remark, foreign policy, big bird, taxes etc Regardless of the question or attack I submit the following response for Romney: “Thank you for that question.I have tried to live my life with integrity and honesty. My life is pretty much an open book. I have never seen the need to spend millions of dollars to try to hide my past. I have tried to be as open and transparent as possible.Never have I used any type of executive privilege to mask my activities or involvement in events or decisions that I have made.On National security issues I will try to level with the American people. When war is declared on the US I will certainly tell you the truth and act accordingly as commander in-chief. My opponent can answer for himself. You decide which way you will choose. Thank You.”

      That would have worked for his father, George Romney, who released twenty years of tax records when he ran for President, beginning the tradition that most candidates have followed since. It doesn’t work so well for Mitt, who wouldn’t be so stubborn about never letting us see how much he was paying before he decided to run for President again unless he knew that it would make him look really bad.

    LEL, I hope so. Romney is better than Obama by far, but he is still center left, not center, and not center right. If he wins and screws up, conservatives will never have another shot to fix this country short of a real revolution.

    We all know it will be lopsided in favor of obozo, but consider this; Romney was a bishop and a pastor in his church, and has counseled people one on one for years. They have portrayed him as detached & cool without knowing anything about his real life. I believe Romney’s true character, and the fact that he can speak from the heart in truthfulness, but obozo must make it up as he goes because he cannot be straight with the American people will make this debate an even bigger win for Romney than the first one!

    All the audience will want to know is how they’ll fix the economy. Obama will say he already fixed it but will continue to fix it even more by doing more of the same things. Romney will say that he will cut taxes and spending, while strengthening the military and continuing to provide all services that anyone asks him about, but you’ll have to vote for him to find out how that’s possible. Obama will alternate between looking sad that the audience doesn’t believe him and looking smugly cheerful as if he doesn’t even understand that they don’t believe him. Romney will mostly look smugly complacent as if he doesn’t even understand that they don’t believe him, but will occasionally look slightly tense as if he’s trying not to lose his patience with people who won’t believe him no matter how many times he says the same thing over and over again. Whoever is the first to visibly display annoyance with someone who asks a question they already answered loses. The undecided voters in the studio audience will remain undecided but they will gain the respect of the home viewers who have already decided who to vote for but aren’t entirely happy with the choice.

    Obama has an opportunity to sew this election up Tuesday night. All he has to do is come out swinging hard and acting like Biden did last week and it’ll all be over but the shouting.
    The whole country can then look forward to an economic recovery after four years of incompetence and left wing sabotage.

    Let’s see. The Gallup people who are already being leaned on and sued by the Obama thugs and who already changed their demographic in their polls will “select” the questioners. Then left-wing Obama apologist Candy Crowley will “select” and screen the questions, and if all else fails, **** in herself to skew the results. What could possibly go wrong?

    Questions are submitted in advance – so we know how well prepared Obama will be; any question he wishes to avoid answering will simply be maneruvered to another subject and unlimited time given to him; Romney will be interupted at all times by Obama and the hostile moderator, answer time cut short and so forth.

    This is as close to rigged in Obama’s favor as you can get.

      SNOW, excellent points. But, it still looks to me as if 0bama will again be his own worst enemy. He’s already skipped several of his debate coaching classes. He is apparently smug enough to continue to believe that his so called ‘charm’ will conquer all. As you have said, I as well to become the snarling attack dog and interrupt Mitt often. But, he will have his adoring media to cover his **** with excuse after excuse just as after the first debate. For those of us here who will be able to see through his charade will find at least some of it as humorous, but the rest as scary.

    I expect the President to come out fighting and trying to back Romney into a corner. Mr. Obama will repeat, repeat and repeat again lies that about the economy and foreign policy and do his best to define Mr. Romney and his policies as an out-of-touch mean man. I expect Candy Crowley to give the President an assist at every opportunity. I expect Mr. Romney to be controlled, respectful, in command of the facts and speaking the truth.

      I think you’re right. However, it’s going to be hard to paint Romney as mean with him standing right there. He just doesn’t come off that way. I think that helped him a lot in the first debate. He comes off as a sincerely nice and caring man. Obama comes off as arrogant.

      I’ve read on FOX “Obama team vows president will have aggressive debate, put Bain on the table”.
      If obama puts BAIN on the TABLE we’re screwed, he’ll have dropped the bomb that’ll wipe Romney off the ballot. Gosh those democrats are ruthless.

      When you have a representative of the MSM doing the moderating, questions will be skewed to favor Obama becaise there is no objectivity at all with them. After all, they are “Pre-screening” the questions so what can you expect. They will be screened to favor Obama.

      My hope is that the questioners “Go off script” and ask Obama some real questions. Even better, I hope Romney walks offstage and into the crowd and fields real questions from those present.

      Here’s a tough question . . . Willard, why do you believe that 47% of Americans will never take responsibility for their lives? I know you said you were “wrong” but this wasn’t like messing up on “What’s the capital of Maryland?”. This was obviously a closely held belief. Why so quick to diss half of america? And why so quick to dismiss your own beliefs. . . over and over and over?
