Violent Crime Up 18 percent in 2011, First Rise in Nearly 20 Years

WASHINGTON (AP) — Violent crimes unexpectedly jumped 18 percent last year, the first rise in nearly 20 years, and property crimes rose for first time in a decade. But academic experts said the new government data fall short of signaling a reversal of the long decline in crime.

The U.S. Bureau of Justice Statistics reported Wednesday that the increase in the number of violent crimes was the result of an upward swing in simple assaults, which rose 22 percent, from 4 million in 2010 to 5 million last year. The incidence of rape, sexual assault and robbery remained largely unchanged, as did serious violent crime involving weapons or injury.

Property crimes were up 11 percent in 2011, from 15.4 million in 2010 to 17 million, according to the bureau’s annual national crime victimization survey. Household burglaries rose 14 percent, from 3.2 million to 3.6 million. The number of thefts jumped by 10 percent, from 11.6 million to 12.8 million.

The statistics bureau said the percentage increases last year were so large primarily because the 2011 crime totals were compared to historically low levels of crime in 2010. Violent crime has fallen by 65 percent since 1993, from 16.8 million to 5.8 million last year.

“2011 may be worse than 2010, but it was also the second-best in recent history,” said Northeastern University criminology professor James Alan Fox.

“These simple assaults are so low-level in severity that they are not even included in the FBI counts of serious crime,” Fox said. FBI crime data only counts aggravated assaults.

The growth in violent crime experienced by whites, Hispanics, younger people and men accounted for the majority of the increase.

Chris Melde, an assistant professor at Michigan State University’s school of criminal justice, said: “you can have percentage changes that seem quite large but unless you put them in a longer-term perspective you can sometimes misinterpret the overall seriousness of the problem. I would caution against forecasting future crime trends based on a one-year fluctuation.”

A retired police chief says the growing number of assaults last year may reflect a need by law enforcement to spend more time and attention on what’s happening in the nation’s schools.

“My experience was that almost always, disputes started on campus and the young people took care of them off-campus with fists,” said Jim Bueermann, president of the Police Foundation, the country’s oldest, non-partisan, nonprofit police research organization. Bueermann was the police chief in Redlands, Calif., for 13 years.

Bueermann said the bureau’s crime victimization reports can be a useful tool for police because “you get a different snapshot that’s just as valuable” as looking at crimes which are formally reported to police.

The victimization figures are based on surveys by the Census Bureau of a large sample of Americans in order to gather data from those who are victims of crime. The results are considered the government’s most comprehensive crime statistics because they count both crimes that never are reported to the police as well as those reported.

Historically, less than half of all crimes, including violent crimes, are reported to police.

Last May, the FBI’s preliminary crime report for 2011, which counts only crimes reported to police, concluded that while crime dropped again last year, the declines slowed in the last half of the year. In the FBI report, violent crime fell 6.4 percent in the first six months of last year. But for the entire year, the decline was much less, just 4 percent. The number of reported property crimes fell 3.7 percent in the first half of last year, but for all of 2011, went down just 0.8 percent.

The slowing of declines in the second half of last year was seen by some academic experts as a sign that the years of falling crime levels might be nearing an end.

“It will be fascinating to see” the next FBI report, which comes out at the end of October, said professor Alfred Blumstein of the Heinz College of Carnegie Mellon University.

      What’s interesting is that from ’88 to ’02 I had lived in Chi-Town. Every June during the ’90s, there would be little to NO crimes occuring in the city for about three hours. It was always during the ‘da Bulls playoff and championship games. Before/after the games – crime was regular, during the games – nothing. Really weird. One of the first Monday’s after moving up there, the radio said that there was ONLY five murders and the good news was only three were with handguns. My first thought was – Welcome To Chicago!

      Those tax payor freebies just cost us over a trillion dollars last year alone…per the report that came out this morning…I can not believe the families I know around here that receive foodstamps and other freebies…but all their kids have a cell phone…apparently I’m doing something wrong…I told my daughter that she would have to get a job when she is a little older…than she can get a phone.

      how would you like to have a daughter that bought a house on her own for security,no slave to anybody,works 6 days a week to make it all work,and i have to see people ,that like buying cars and let them go back for non payment (repossesed?)now get houses they were never able to afford,never intended to pay for?, but get help from obama to keep their houses,while my daughter always current with her bills has to pay for their houses also if that aint socialism i dont know what it is??

    What this is in reference to are the literally thousands of black on white flas mob assaults and beatings in general that have occurred with increasing intensity these last four years.

    Wait until several city’s in California resemble Detroit after declaring bankruptcy. Did you know in Detroit now, residents & visitors are now warned in the papers that they are entering the city at their own risk? That the police are not there to protect them, nor can they be expected to do so…thanks to 3 hour waits for “burglary in progress” calls and not even showing for “minor” crimes.

    I pray Romney will get the economy rolling and focus on job creation.

    What will be left to do then, is mandate that people on foodstamps/unemployment/welfare be at least partially employed or be ACTIVLY seeking employment. Then, if someone is offered a job paying close to the value of their benefits, within a reasonable distance to them…they either take it or have their benefits cancelled 30 days later. No more sitting at home watching TV because you don’t want to bust your **** 40 hours a week for the same amount Obama is willing to pay you for staying at home. Employers –after making a valid job offer– would call or go online and enter in the DMV, State ID or SS# of the applicant and enter if they accepted or declined the offer. If they accept, they should be given 1/2 their benefits for 3 months, then 1/4th their benefits for 3 more months, and then cut altogether…that way if they get fired or laid off within the first 6 months, they are still set up and can get their full benefits back at once. The partial benefit would be a thank you for trying at least.

      All states but one, Illinois, now have some form of concealed carry law. Most are ‘Shall Issue’ – Pass the background check and you ‘must’ be issued your permit. Some, like the peoples republic of Kalifornia, are discretionary-issue, where the sheriff or top cop can arbitrarily say no to your permit. Our rural counties are nearly ‘Shall Issue’ as the sheriffs are usually very pro-gun, while the big city areas are virtually ‘No-Issue’. Regardless, if you believe your life, or that of a loved one, is more valuable than a stupid law… well you decide.

    Obama is not allowing stiff prosecution of criminals who meet his profile of being one of his thugs. As a result you are seeing a confident criminal element who feels this is not going to go too bad for them, especially those who are black. Obama is giving them the impression it is not as bad to attack whites. It is also part of his agenda. He is allowing the criminal element to do his dirty work on people who he has given the impression to the thugs have wronged them and their color indicates to the black thugs that if they are white they are fair game. Obama is a despicable coward who is no more than a criminal himself.
