CIA Told Washington Libya Attack Was not Linked to Anti Islam Video

WASHINGTON (AP) — The CIA station chief in Libya reported to Washington within 24 hours of last month’s deadly attack on the U.S. Consulate that there was evidence it was carried out by militants, not a spontaneous mob upset about an American-made video ridiculing Islam’s Prophet Muhammad, U.S. officials have told The Associated Press.

It is unclear who, if anyone, saw the cable outside the CIA at that point and how high up in the agency the information went. The Obama administration maintained publicly for a week that the attack on the diplomatic mission in Benghazi that killed U.S. Ambassador Chris Stevens and three other Americans was a result of the mobs that staged less-deadly protests across the Muslim world around the 11th anniversary of the 9/11 terror attacks on the U.S.

Those statements have become highly charged political fodder as the presidential election approaches. A Republican-led House committee questioned State Department officials for hours about what GOP lawmakers said was lax security at the consulate, given the growth of extremist Islamic militants in North Africa.

And in their debate on Tuesday, President Barack Obama and Republican challenger Mitt Romney argued over when Obama first said it was a terror attack. In his Rose Garden address the morning after the killings, Obama said, “No acts of terror will ever shake the resolve of this great nation, alter that character or eclipse the light of the values that we stand for.”

But Republicans say he was speaking generally and didn’t specifically call the Benghazi attack a terror attack until weeks later, with the president and other key members of his administration referring at first to the anti-Muslim movie circulating on the Internet as a precipitating event.

Now congressional intelligence committees are demanding documents to show what the spy agencies knew and when, before, during and after the attacks.

The White House now says the attack probably was carried out by an al Qaida-linked group, with no public demonstration beforehand. Secretary of State Hillary Rodham Clinton blamed the “fog of war” for the early conflicting accounts.

The officials who told the AP about the CIA cable spoke anonymously because they were not authorized to release such information publicly.

Congressional aides say they expect to get the documents by the end of this week to build a timeline of what the intelligence community knew and compare that to what the White House was telling the public about the attack. That could give Romney ammunition to use in his foreign policy debate with Obama on Monday night.

The two U.S. officials said the CIA station chief in Libya compiled intelligence reports from eyewitnesses within 24 hours of the assault on the consulate that indicated militants launched the violence, using the pretext of demonstrations against U.S. facilities in Egypt against the film to cover their intent. The report from the station chief was written late Wednesday, Sept. 12, and reached intelligence agencies in Washington the next day, intelligence officials said.

Yet, on Saturday of that week, briefing points sent by the CIA to Congress said “demonstrations in Benghazi were spontaneously inspired by the protests at the U.S. Embassy in Cairo and evolved into a direct assault.”

The briefing points, obtained by the AP, added: “There are indications that extremists participated in the violent demonstrations” but did not mention eyewitness accounts that blamed militants alone.

Such raw intelligence reports by the CIA on the ground would normally be sent first to analysts at the headquarters in Langley, Va., for vetting and comparing against other intelligence derived from eavesdropping drones and satellite images. Only then would such intelligence generally be shared with the White House and later, Congress, a process that can take hours, or days if the intelligence is coming only from one or two sources who may or may not be trusted.

U.S. intelligence officials say in this case the delay was due in part to the time it took to analyze various conflicting accounts. One official, speaking on condition of anonymity because he wasn’t authorized to discuss the incident publicly, explained that “it was clear a group of people gathered that evening” in Benghazi, but that the early question was “whether extremists took over a crowd or they were the crowd.”

But that explanation has been met with concern in Congress.

“The early sense from the intelligence community differs from what we are hearing now,” Rep. Adam Schiff, D-Calif., said. “It ended up being pretty far afield, so we want to figure out why … though we don’t want to deter the intelligence community from sharing their best first impressions” after such events in the future.

“The intelligence briefings we got a week to 10 days after were consistent with what the administration was saying,” said Rep. William Thornberry, R-Texas, a member of the House Intelligence and Armed Services committees. Thornberry would not confirm the existence of the early CIA report but voiced skepticism over how sure intelligence officials, including CIA Director David Petraeus, seemed of their original account when they briefed lawmakers on Capitol Hill.

“How could they be so certain immediately after such events, I just don’t know,” he said. “That raises suspicions that there was political motivation.”

National Security Council spokesman Tommy Vietor declined comment. The Office of the Director of National Intelligence did not respond to requests for comment.

Two officials who witnessed Petraeus’ closed-door testimony to lawmakers in the week after the attack said that during questioning he acknowledged that there were some intelligence analysts who disagreed with the conclusion that an unruly mob angry over the video had initiated the violence. But those officials said Petraeus did not mention the CIA’s early eyewitness reports. He did warn legislators that the account could change as more intelligence was uncovered, they said, speaking on condition of anonymity because the hearing was closed.

Beyond the question of what was known immediately after the attack, it’s also proving difficult to pinpoint those who set the fire that apparently killed Stevens and his communications aide or launched the mortars that killed two ex-Navy SEALs who were working as contract security guards at a fallback location. That delay is prompting lawmakers to question whether the intelligence community has the resources it needs to investigate this attack in particular or to wage the larger fight against al-Qaida in Libya or across Africa.

Intelligence officials say the leading suspected culprit is a local Benghazi militia, Ansar al-Shariah. The group denies responsibility for the attack but is known to have ties to a leading African terror group, al-Qaida in the Islamic Maghreb. Some of its leaders and fighters were spotted by Libyan locals at the consulate during the violence, and intelligence intercepts show the militants were in contact with AQIM militants before and after the attack, one U.S. intelligence official said.

But U.S. intelligence has not been able to match those reported sightings with the faces of attackers caught on security camera recordings during the attack since many U.S. intelligence agents were pulled out of Benghazi in the aftermath of the violence, the two U.S. intelligence officials said.

Nor have they found proof to back up their suspicion that the attack was preplanned, as indicated by the military-style tactics the attackers used, setting up a perimeter of roadblocks around the consulate and the backup compounds, then attacking the main entrance to distract, while sending a larger force to assault the rear.

Clear-cut answers may prove elusive because such an attack is not hard to bring about relatively swiftly with little preplanning or coordination in a post-revolutionary country awash with weapons, where the government is so new it still relies on armed militants to keep the peace. Plus, the location of U.S. diplomat enclaves is an open secret for the locals.

    This is crazy there was over 200 attacks there was already the wall blown out there that they had to rebuild. First they blamed it on a video now they are trying to blind us by narrowing it down to just this one day. As if there was no other attacks I am no secret service guy but I would say he these guys might be planning something. We were the only ones left they had already ran out I believe the British and the Red Cross. Why in the world I just don’t understand do they still now say will it could have been one of two things. No it was one thing and they didn’t sit out front and draw stick figures of how they were going to attack us. It was a build up to attack us on one of the biggest moments of my adult life.

    The generation before me remembers the Kennedy shooting like it was yesterday and I remember what I was doing where I was at on that horrible day of 9/11. The question is why is this administration forgetting. For crying out loud it was planned to attack us on that same day to try and show us you might be spiking the ball of OBL but we are not dead. Wake up already it was not just luck that it was the same day. I pray we get back to the country we were on 9/12 not the one we are now. Whether you liked Bush or not we all came together. And the same thing happen again and it just shows you what this administration has done in this. Instead of us coming together again on 9/12 for this attack media is spinning it and we grow further apart. We need a new leader Mit

Why would the “most trusted name in news“, hide the report showing the truth, and instead allow the false narrative to be sold, by them, to the American electorate?

      CNN never aired the Nick Robertson report in Egypt because it completely contradicted President Obama and Hillary Clinton’s assertions. In short, the Robertson report, if aired, would have proved Obama and Clinton were lying.

      The Nick Robertson CNN report was filmed on 9/11/12, yes the exact morning of the Cairo embassy protest, and, by coincidence, it would have aired at the exact moment Hillary Clinton and Barack Obama began attributing the Egyptian embassy protest to a “U-Tube Video”. A U-Tube Video the U.S. Cairo embassy itself was unaware of until 9/9/12.

      CNN’s refusal to air the real reasoning for the Egyptian Embassy protest turned assault was intentional protection of President Obama, specifically orchestrated by the CNN News group, at the behest of the White House. Specific, intentional, lying.

      When Obama was elected he reached out to the liberal arts community for help bringing life to his vision.This included artists,musicians and film makers.
      When the arab spring began Scott Walker was fighting recall pushed by the mega-unions.Signs began to appear “From Madison to Cairo”. Unions went to the middle east and began recruiting doofus’s. I wonder how many Obama phones are deployed in the mid-east. Recall Andy Stern saying around this time “If we can’t use the power of persuasion we will resort to the persuasion of power”
      Who do libs see as more powerful than the US and its constitution? The UN.
      The apology from Cairo preceded the protests. It was the Union initiated signal for “Go”. So the protests begin in hopes of uniting the arab world against intollerant americans and there abuse of free speech. Why now? UN summit just around the corner and notice that Obama kept the “movie” front and center right through the summit. He wanted the whole world to rail against our free speech so we would be compelled to relenquish the right.
      What happened in Libya? Who can be sure. With the strife there perhaps no union was successful in creating a protest. But knowledge of a protest clearly had gotten to local radicals. Just my thoughts.
      Obama on one of the shows he did..View,Letterman, referred to the protest as being “hijacked”. He knew this to be true as he had created the protests while saying “an investigation is ongoing”.

To them the libya attack was a bump in the road for there larger plan of uniting the arab world against intollerant americans and there abuse of free speech…in time for the UN summit.

    On 9/12, the President could have easily talked about the 4 Americans killed, the uncertainty of exactly what happened and the promise to share more information when it was known. He did not. Instead he went down the path of coverup and lies.

    Jonathan, Jonathan…does it matter whether the committee was led by DemonicRats or Repubs? You write like the lame-stream does! How about simply “A House investigative committee…”? That way, if there is controversy, it’s not the group, but an individual or group of individuals that will have to answer, NOT the group as a whole.

    When you write about the Black Congressional Caucus, do you lead off with “The Democrat-led…”?
    Why don’t we ever see the Blaze write “The head of the Congressional Progressive Caucus…” whenever you write about Nancy Pelosi? How about a story relating how the members of the CPC are all card-carrying members of the Socialists International movement?     This does not apply. I don’t see continuing high instensity combat, which makes it impossible to verify facts quickly.

    The high inensity combat(?) (it seems to have been one side last a few hours). Meanwhile the creatures from the Washington D.C. swamp were safely esconced in in air conditioned office & were watching it real time like it was a video game. The upper echelon had had the time to think level headedly as they were not under any physical duress such as having to dodge “SNIPPER” fire.

      Sure any combat is high intensity. Except that the White House and/or state department were not in combat. They were (at least some of them) watching it in an air conditioned office in D.C. They had what many a battle field commanders have wanted since the dawn of time. RT intelligence. What did they do with it. Lie & go to a fund raiser.

    This issue and whether or not BHO used the “terrorist” word on the day after the attack is a red herring. It’s frankly irrelevant and an issue liberals want to keep focused on because it takes focus off the real issue in this whole debacle, which is why there was not enough security with the ambassador and what was his real mission that night. This is where the scandal really lies. Even Fox News is getting stuck on the “terrorist” thing and not focusing on the security issue. With 911 coming up and prior attacks on the consulate, one of two things should have happened. One, the ambassador should have been removed from Benghazi or two, more security should have been provided. It’s that simple. BHO needs to answer that question, why wasn’t one of those 2 things done? Britain pulled their ambassador out due to concerns. Why was ours left there and without a security detail? We need to focus on the proper questions and not get sidetracked, especially now so close to the election. Mitt needs to push this question hard on Monday. This is where the cover up is and the one thing all Americans need to be made aware of.

      Nowadays there are so many people involved , that one pretends to be of the othjer party (keeps their mouth shut) & signs up for newsletter & conference calls.

      The hardest point in it all is the the Democrats are giving out “freebies” from the work “extracted” at the point of a sword by law enforcement (who use guns nowadays). Don’t pay up & they take all your stuff. They don’t call it debtor prisons; it is just regular prisons. If you want to pay 20% instead of 30%, you have a choice. Your choice is poverty & prison or pay up.

      De Tocqueville was right about how the American experiment might fail. The agent of that demise is the Democrat Party & the rights they give people using other people’s money!

Then they come out with ‘act of terror’ when they feel they should have a stronger response. It’s neither it was an act of war and the fact that we have to explain that to the regime is one more reason why we need an American president in the oval office instead of a foreign exchange student.

      Obama orders the strikes to cover his tail, under a guise of “reprisals for the embassy attack” then we will have Al Queda allied groups and Sharif extremists hit us back hard, unexpectedly, and in mass beyond what most will be ready for.

      In his insanity and desperation, Obama all too easily could unleash a firestorm that is of epic proportions.

      Romney – “Well, Bob, the first thing I would NOT do is ignore pleas from my Ambassador for more security in a known dangerous environment. Showing such weakness will not slow the Iranian’s progress to becoming the first terrorist nation with a nuclear bomb. Second, a leader does not try to cover up his mistakes by blaming others. President Obama openly admitted he knew it was a terrorist attack in the Rose Garden but then had his UN Ambassador out a week later claiming it was the result of a home made video. What exactly was his purpose of misleading the American people? ”

    This administration KNEW about this all along. They were ready with the ‘story’ about the video from day one.

      Poetic justice ? Perhaps the White House actually believes that all Americans are as dumb as their base. Remember that video yesterday ? These dopes didn’t even know about Benghazi .       Agree. This morning on NPR there was NO mention of Obama’s ” not optimal” gaffe. As usual, they just pushed his campaign rhetoric of ” helping the middle class.” Wish we could sue the media for journalistic malfeasance and cover up. The MSM is so totally Left wing biased.

    But..but..the Obama Administration worked so hard creating that video scam. Right before 9/11. Just like they worked hard on the Zimmerman witch hunt. Jessie and Al. And remember that Occupy didn’t fester into civil unrest as they hoped . Fast and Furious didn’t result in banning guns. What was the White House to do ? The ” agenda” is everything to this administration. The agenda is the only thing that is ” optimal.” Who will go under the bus next ? Who will be targeted next ? After the Boy Scout icon diversion / Oregon Public Radio pressured . Stay tuned…

      He, Obama, had to protect the image he has worked so hard to create that :
      1) Terrorism doesn’t exist and
      2) Islam is a religion of peace.

      The only way to do that is blame this tragedy on a video that almost nobody watched or really even knew about until the 9/11 anneversity when it was commented on by the White House. A video which had been on YouTube since June.

      All Americans KNEW that it was a terrorist action within 24 hours and Americans don’t like being lied to by the President or his subordinates.

      You’ve got that right. The fact that it occurred on a 9-11 anniversary sent a chill down my spine. Within what, one to two days? Just the trickling of info regarding the use of mortars, RPGs, along with the knowledge of a hand carried SAM was observed and reported. The attacking force knew that there was a chance of air cover and I would say that the thought of drones were on the minds of the organizers.

      Romney need to hammer this home – asking why Obama allowed it to happen and why it has been covered up, and so forth. Mind you, this assumes the moderator on Tuesday will simply not up and throttle anything that Romney says with ‘here are the transcripts,’ and such ahead of time.
