Shock Revelations Revealed in Boy Scouts ‘Perversion Files’: Police, Pastors & Scout Leaders Covered Up Alleged Molestation

PORTLAND, Ore. (TheBlaze/AP) — An array of local authorities — police chiefs, prosecutors, pastors and town Boy Scout leaders among them — quietly shielded scoutmasters and others who allegedly molested children, according to a newly opened trove of confidential files compiled from 1959 to 1985.

At the time, those authorities justified their actions as necessary to protect the good name and good works of Scouting. But as detailed in 14,500 pages of secret “perversion files” released Thursday by order of the Oregon Supreme Court (TheBlaze first told you about this order back in June), their maneuvers protected suspected sexual predators while victims suffered in silence.

The files document sex abuse allegations across the country, from a small town in the Adirondacks to downtown Los Angeles.

At a news conference Thursday, Portland attorney Kelly Clark blasted the Boy Scouts for their continuing legal battles to try to keep the full trove of files secret.

“You do not keep secrets hidden about dangers to children,” said Clark, who in 2010 won a landmark lawsuit against the Boy Scouts on behalf of a plaintiff who was molested by an assistant scoutmaster in the 1980s.

The files were shown to a jury in a 2010 Oregon civil suit that the Scouts lost, and the Oregon Supreme Court ruled the files should be made public. After months of objections and redactions, the Scouts and Clark released them.

The Associated Press obtained copies of the files weeks ahead of Thursday’s release and conducted an extensive review of them, but agreed not to publish the stories until the files were released.

The new files are a window on a much larger collection of documents the Boy Scouts of America began collecting soon after their founding in 1910. The files, kept at Boy Scout headquarters in Texas, consist of memos from local and national Scout executives, handwritten letters from victims and their parents and newspaper clippings about legal cases. The files contain details about proven molesters, but also unsubstantiated allegations.

Many of the files released on Thursday have been written about before, but this is the first time the earliest ones have been put in the public domain.

The 1959-85 files show that on many occasions the files succeeded in keeping pedophiles out of Scouting leadership positions — the reason they were collected in the first place.

But the files document some troubling patterns.

In many instances — more than a third, according to the Scouts’ own count — police weren’t told about the alleged abuse.

And there is little mention in the files of concern for the welfare of Scouts who were allegedly abused by their leaders. But there are numerous documents showing compassion for suspected abusers, who were often times sent to psychiatrists or pastors to get help.

In 1972, a Pennsylvania Scouting executive wrote a memo recommending a case against a suspected abuser be dropped with the words: “If it don’t stink, don’t stir it.”

In numerous instances, alleged abusers are kicked out of Scouting but show up in jobs where they are once again in authority positions dealing with youths.

One of the most startling revelations to come from the files is the frequency with which attempts to protect Scouts from alleged molesters collapsed at the local level, at times in collusion with community leaders.

On the afternoon of Aug. 10, 1965, a distraught Louisiana mother walked into the Ouachita Parish Sheriff’s Office. A 31-year-old scoutmaster, she told the chief criminal deputy, had raped one of her sons and molested two others.

Six days later, the scoutmaster sat down in the same station and confessed.

“I don’t know an explanation, why we done it or I done it or wanted to do it or anything else it just — an impulse I guess or something,” the man told a sheriff’s deputy.

The decision was made not to pursue charges. “This subject and Scouts were not prosecuted,” a Louisiana Scouts executive wrote to national headquarters, “to save the name of Scouting.”

In a statement on Thursday, Scouts spokesman Deron Smith said” `’There is nothing more important than the safety of our Scouts.”

Smith said there have been times when Scouts’ responses to sex abuse allegations were “plainly insufficient, inappropriate, or wrong” and the organization extends its “deepest and sincere apologies to victims and their families.”

The Scouts in late September made public an internal review of the files and said they would look into past cases to see whether there were times when abusers should have been reported to police.

The files showed a “very low” incidence of abuse among Scout leaders, said psychiatrist Dr. Jennifer Warren, who conducted the review with a team of graduate students and served as an expert witness for the Scouts in the 2010 case that made the files public. Her review of the files didn’t take into account the number of files destroyed on abusers who turned 75 years old or died, something she said would not have significantly affected the rate of abuse or her conclusions.

The rate of abuse among Scouts is the not the focus of their critics — it is, rather, their response to allegations of abuse.

Throughout the files released Thursday are cases in which steps were taken to protect Scouting’s image.

In Newton, Kan., in 1961, the county attorney had what he needed for a prosecution: Two men were arrested and admitted that they had molested Scouts in their care. But neither man was prosecuted.

The entire investigation, the county attorney wrote, was brought about with the cooperation of a local district Scouts executive, who was kept apprised of the investigation’s progress into the men, who had affiliations with both the Scouts and the local YMCA.

“I came to the decision that to openly prosecute would cause great harm to the reputations of two organizations which we have involved here – the Boy Scouts of America and the local YMCA,” he wrote in a letter to a Kansas Scouting executive.

In Johnstown, Pa., in August 1962, a married 25-year-old steel mill worker with a high school education pleaded guilty to “serious morals” violations involving Scouts.

The Scouting executive who served as both mayor and police chief made sure of one thing: The Scouting name was never brought up. It went beyond the mayor to the members of a three-judge panel, who also deemed it important to keep the Scouts’ names out of the press.

“No mention of Scouting was involved in the case in as much as two of the three judges who pronounced sentence are members of our Executive Board,” the Scouts executive wrote to the national personnel division.

I was a Scout as a kid and I never had or heard about anything like this happen. I learned more life skills from Scouts than I can list and I am grateful for the experience. I recently joined as a assistant leader and had to take training called Youth Protection. I was surprised when it was all about keeping your distance from the kids and making sure there were 2 adults around at all times. My experience in scouting was the best thing that could have happened for an inner city kid with no father. I owe a great debt to Scouts and am sorry to see that some adults did terrible things. Predators will always hunt where the prey is available. Believing that something is real becomes more important than criminal activity that might make the fantasy look bad. Blind faith, blind belief in a cause.   These files are between 3 and 6 decades old. I don’t know how old you are, but incidents were handled very differently in that day — the perp was removed from the situation but the punishment was handled quietly. I’m very glad things are different today, but when you place these judgments you have to consider the mindset in that era – no one thought further than the incident itself.
  
  Want to talk about the connection with reverence? Well, molestation can happen with any organization — sinners are everywhere. It can also happen is secular public schools and even in the home.
  
  I have served as a scout leader recently, and I can tell you there is a Youth Protection Program in place. There must be at least two adults at all times – no one-on-one time unless it’s with your own child, and adults cannot share a tent with any other child except their own.

  Homosexuals will use ANY target rich enviroment to try and satisfy their sick and twisted deathstyle. The Boy Scouts is a perfect place to find recruits. I applaud the Scouts for a least trying to limit the advantages of these perverted men. If the men listed were truthfully guilty of abuse, then the parents and authorities should have been notified. If I was ever told that my son had been victimized by a pedophile, the justice system would not have to worry about due process or incarceration.

Isn’t it a great thing that the BSA had the integrity to Ban Homosexuals from Leadership. I wish they would all come out of the closet so we know who they are.

I wonder if the Girl Scouts keep records or are they more politically correct and utilize Clintons policy of Don’t Ask and Don’t Tell!

Why is it that people are surprised at this? Do you not hear of rape, murder, torture, crimes against “nature”, children being sold into a life of horror, and genocide? Why is it so surprising to people here to hear of such things that are held up to be good? Just because we want something to be pure, does not ever mean that man makes something pure, just the opposite. No man by himself can be pure, no institution that man runs or creates is pure.

Is this a tragedy and should it be brought to light? Certainly. Should those that commit such a horrific act perpetrated on the innocent be prosecuted to the fullest extent of the law and beyond, absolutely. But why act surprised? Everyone here should know that this happens quite often in everyplace that man (people) are at. It is the heart of man that is the problem, not an institution that man creates.

That means you will have to make the tough decision to clean house! Stop worrying about saving the good name of the Boy Scouts. Be more worried about saving the concept. If you want a good clean name you may actually have to start over by getting rid of the old cronies that perpetuated this mess and start vetting new blood, much like what we need to do with our own government. They were absolutely beside themselves with delight when homosexuals were being freely admitted to the priesthood. But even that is being reined in right now due to all the stark revelations of homosexual abuse of children.

The next thing necessary to fight against are homosexual adoptions wherein these deplorable perverts are adopting same-sex children to use as sex objects to satisfy their evil lusts.

And the elitist politicians….mostly on the radical left…are doing their best to help sodomize our children.

Every organization that works with children must be diligent in watching for this type of perversion…it comes with the territory. Pedophiles always look for those opportunities to be close to children. We are seeing the reality of people who meant to look for the greater good instead of the individual that was harmed. Another example of cronyism at work. The Catholic Church has taken the brunt of the outrage for this horrific sweeping under the rug…will the Boy Scouts suffer the same outrage? We must demand these organizations take responsibility for protecting our children by doing their due diligence beforehand and taking swift action should these horrible acts of violence occur. Thank goodness the rugs have been pulled and we can shine the light of truth in all the dark corners.

There is no excuse for this – OBVIOUSLY, the Scouts had been infiltrated by homosexuals. THAT’S BAD. So now what – demonize the Scouts? For what? Covering up the fact that incidents had occurred? Just WHO WERE the molesters? Names! Professions!

So, since the 80′s they’ve banned homosexuals and they cite cases from the 1960′s. The 60′s were a different time. We didn’t know or talk about these issues back them. I would be more alarmed if this was recent stuff. But much like the Catholic church at the time, this stuff got swept under the rug.

This cannot be defended. No different rules for different people (or sacred cows). This needs to be owned. Any damage to this entity’s “good name” is a self-inflicted wound.
Either children matter… or they don’t. I’m actually given hope that we’re finally starting to expose the sadistic pedophiles amongst us. No more shielding these creeps, regardless of who they are.

The Boy Scouts find themselves in a precarious position. They have 2 major financial backers, the United Way, and the Mormon Church. United Way, being the PC types that they are, Want Homosexual leaders to be in there, so to speak, and The Mormon Church forbids it. Personally, although I’m not Mormon myself, I’am with the Mormons.

  With regard to funding by the United Way, in the area where I live and my two sons were Scouts, the UW pulled funding back in the 90′s from the BSA due to the fact that they would not admit homosexuals or atheists as leaders. In doing a bit of brief research, it appears that the UW has also pulled funding from the BSA in many areas of our country for these same reasons.

This story was done to attack the institution of the Boy Scouts. When it really should be about one of the scourges of the earth filtering into yet another organization for their access to an abundance of young boys. These homosexual predators have figured out a way to hide inside the public eye and literally rape their victims then convince them not to “tell.” When the Boy Scouts were organized in this country, much like any variety of schools, churches, and not just the Catholic Church, and other youth related organizations such as outside athletics, who were they to suspect that such people would prey upon them? It is a shame that anybody decided not to pursue prosecution on each and every case. As the story above said, those found and not prosecuted sought out other access to little boys. There should be a Jerry Sandusky special wing on each and every prison across this nation.

Maybe it’s the word “Boy” in Boy Scouts that attracts every pervert and NMBLA member the progressives have amongst their liberal ranks…..and now instead of teaching young males how to tie knots, how to start a campfire, how to identify different plants and trees and wildlife, how to serve your local community and become a valued member of it……instead of all those good things and positive things….the Boy Scouts now finds itself embroiled in the admission of homosexuals and girls, embroiled in keeping pedophiles away from the young boy scout troop members, embroiled in finding a place to conduct their meetings without the progressives getting their panties in a knot they don’t even know how to tie….the entire thing is just a cross section of the literal progressive madness in full swing in this country. It is genuinely pathetic. And any lawyer or advocacy group that is involved in this onslaught towards the Boy Scouts Of America as an organization……every single one of those filthy lawyers should be called out as being “Un-American” Yep its the word “Boy” that attracts all these progressive miscreants….they are all at a minimum latent pedophiles.

In light of these new dicoveries; I don’t miss it either. The kids were kind of wimpy!
There were some “weird” people at the camps.

Unfortunately, this kind of behavior can be found in ANY setting… schools, churches, scouting.. it is everywhere. It’s terrible and wrong to be sure, and those people involved in these things should be prosecuted wherever they are happening.
Having said that… I’m sure the GOOD done by the Scouting program far outweighs the bad. The scouting program has been under attack for years, because of their policies regarding Gays, etc. These revelations (the files) seem to be coming at an awfully convienient time for somebody…
Doesn’t it seem like the Boy Scouts (nearly always) have some kind of target on their back? …just sayin…

  I agree with you. My boys are both scouts, and it is a wonderful program. My husband is a leader and I am very involved with scouts also. I know that these things happen, but it can happen in church or in school, or in sports. It’s not just scouts. This is why parents need to be very involved in their kids lives. We need to tell them that we WILL believe them if they tell us about someone who bothers them. Be involved in the programs that they are involved in. Tell them what to look out for. In general, I find that scouts is full of boys who’s parents make them mind and act respectful. They are caring towards one another and towards others in the community. That is what is missing from many kids lives today.

  As I recall, all through the ’80s through just a couple of years ago, there were a number of news organizations, newspapers, and magazines constantly attacking the Boy Scouts for not allowing homosexuals. Now that it is out that its the predators themselves who are responsible for their actions and not just the organization. But, once a predator is discovered the organization should bare the responsibility to properly deal with it through the authorities.

I still think that scouting is a good way for boys in America to learn good values, self reliance, and respect of country. Some of our finest leaders were scouts. It’s a shame and a crime that because of the actions of these indiviuals (both perpetrators and enablers) that the good name of scouting has been blemished. These crimes should have been dealt with at the time they occured. Both for the victims and scouting as a whole. Had these degenerates been prosecuted with extreme predudice, it would have sent a bold clear message to other perverts, that being: Don’t even think about it, the Boy Scouts of America have ZERO tolorance when it comes to harming our young men and boys in ANY WAY!

The Secret Service, now the Boy Scouts. Wonder what other American icon will be targeted next ? Stay tuned. Heard that Oregon National Radio pushed for this information to be released. Good old National Public Radio which gets our tax dollars to push their agenda. Strange that they remain silent on the hidden Obama school records and his ACORN ties. Surprised ? No. Just totally angry by this tax paid bias. ( oh, no mention of Obama’s ” not optimal” comment on Stewart by NPR this morning. Just more of their total campaign Lefty bias )

This story is far too common to be just isolated incidents. Boy Scouts, Catholic priests, Little League, Penn State……predatory homosexuals are a threat to our boys and need rooted out – and the punishment must be severe.

  That’s a lie. Most pedophiles afre heterosexuals. Look at the catholic church, as well as every other denomination. The trials in Boston and LA showed that 92% of the molestations were male on young female. Pedophilia is the problem. Not your little fantasy.

  @ Davecorkery. I spent time in the seminary. Many young homosexual men entered the seminary in the 50s, 60s and 70s (and before) because they knew they were not an acceptable fit in society at the time. These are the men who wound up molesting boys. They were known in the seminary, and they were avoided by heterosexual seminarians. Homosexual first, pedophile second. I am talking about the seminary specifically, not the pedophiles in the general public. You are wrong.
