Check Out How Law Enforcement Is Prepping for a Potential ‘Zombie Apocalypse’

(TheBlaze/AP) — Move over vampires, goblins and haunted houses, this kind of Halloween terror aims to shake up even the toughest warriors: An untold number of so-called zombies are coming to a counterterrorism summit attended by hundreds of Marines, Navy special ops, soldiers, police, firefighters and others to prepare them for their worst nightmares.

“This is a very real exercise, this is not some type of big costume party,” said Brad Barker, president of Halo Corp, a security firm hosting the Oct. 31 training demonstration during the summit at a 44-acre Paradise Point Resort island on a San Diego bay. “Everything that will be simulated at this event has already happened, it just hasn’t happened all at once on the same night. But the training is very real, it just happens to be the bad guys we’re having a little fun with.”

Announced back in September, hundreds of military, law enforcement and medical personnel are now gathering to observe the Hollywood-style production of a zombie attack as part of their emergency response training.

In the scenario, a VIP and his personal detail are trapped in a village, surrounded by zombies when a bomb explodes. The VIP is wounded and his team must move through the town while dodging bullets and shooting back at the invading zombies. At one point, some members of the team are bit by zombies and must be taken to a field medical facility for decontamination and treatment.

“No one knows what the zombies will do in our scenario, but quite frankly no one knows what a terrorist will do,” Barker said. “If a law enforcement officer sees a zombie and says, `Freeze, get your hands in the air!’ What’s the zombie going to do? He’s going to moan at you. If someone on PCP or some other psychotic drug is told that, the truth is he’s not going to react to you.”

The keynote speaker beforehand will be a retired top spook – former CIA Director Michael Hayden.

“No doubt when a zombie apocalypse occurs, it’s going to be a federal incident, so we’re making it happen,” Barker said. Since word got out about the exercise, they’ve had calls from “every whack job in the world” about whether the U.S. government is really preparing for a zombie event.

Called “Zombie Apocalypse,” the exercise follows the federal Centers for Disease Control and Prevention’s campaign launched last year that urged Americans to get ready for a zombie apocalypse, as part of a catchy, public health message about the importance of emergency preparedness.

Slate Magazine has more, from when the exercise was announced in September:

The Homeland Security Department jumped on board last month, telling citizens if they’re prepared for a zombie attack, they’ll be ready for real-life disasters like a hurricane, pandemic, earthquake or terrorist attack. A few suggestions were similar to a few of the 33 rules for dealing with zombies popularized in the 2009 movie “Zombieland,” which included “always carry a change of underwear” and “when in doubt, know your way out.”

San Diego-based Halo Corp. founded by former military special ops and intelligence personnel has been hosting the annual counterterrorism summit since 2006.

The five-day Halo counterterrorism summit is an approved training event by the Homeland Security Grant Program and the Urban Areas Security Initiative, which provide funds to pay for the coursework on everything from the battleground tactics to combat wounds to cybersecurity. The summit has a $1,000 registration fee and runs Oct. 29-Nov 2.

Conferences attended by government officials have come under heightened scrutiny following an inspector general’s report on waste and abuse at a lavish 2010 Las Vegas conference featuring a clown and a mind reader that led to the resignation of General Services Administrator Martha Johnson.

But Joe Newman, spokesman of the watchdog organization Project on Government Oversight, said he does not see the zombie exercise as frivolous.

“We obviously are concerned about any expenditure that might seem frivolous or a waste of money but if they tie things together, there is a lesson there,” Newman said. “Obviously we’re not expecting a zombie apocalypse in the near future, but the effects of what might happen in a zombie apocalypse are probably similar to the type of things that happen in natural disasters and manmade disasters. They’re just having fun with it. We don’t have any problems with it as a teaching point.”

Defense analyst Loren Thompson agreed.

“The defining characteristics of zombies are that they’re unpredictable and resilient. That may be a good way to prepare for what the Pentagon calls asymmetric warfare,” Thompson said.

Organizers can also avoid the pitfalls of using a mock enemy who cannot be identified by nationality, race or culture, potentially offending someone.

“I can think of a couple of countries where the local leaders are somewhat zombie-like,” he joked. “But nobody is going to take this personally.”

  This is a training scheme designed to prep police and new TSA/AMERICORE recruits to rounding up seriously wounded people who have been shot or suffering from bombs. This similar type of training is done by the FAA to prepare First Responders to airplane crashes. Most new police and government agents have never seen the horrors of combat. Check out the DHS Lexicon – Nov.2010 which describes “militia extremists as groups or individuals who facilitate or engage in acts of violence directed at federal, state or local government officials or infrastructure in response to their belief that the government deliberately is stripping Americans of their freedoms and is attempting to establish a totalitarian regime.” The DHS Advisory Council includes Mohamed Elibiary as a member. Thank you Sec. Napolitano. She asked her Countering Violence Extremism Working Group to focus on issues of training, information sharing and adoption of community-based law enforcement approaches. This group has five Islamist-friendly members in addition to Elibiary. She asked them to “work with state and local enforcement as well as relevant community groups to develop and provide to me recommendations regarding how the Department can better support community-based efforts to combat violent extremism domestically.

  What if they’re not training for protecting consulates or against al Quaeda? What if they’re really training for civil unrest here at home?
  Think about the facts:
  DHS has been stocking enough ammo to outfit many small armies (1 billion rounds of ammo), including hollow point bullets which can be used on its own people (us) but banned for use in war by the Geneva Convention we adhere to.
  Congress recently passed the NDAA with “indefinite detention clauses” in which anyone suspicious of being affiliated with terrorists can be round up. No trial, no charges. DHS considers those who are “preppers,” Constitutionalists, Ron Paul supporters, those who don’t support the “official” stories and government reports (think what you hear on MSNBC, CNN, etc) , and pro-lifers, to be terrorists. Case in point: Remember how Brandon Raub was rounded up for his FB posts? You don’t have to agree with them, but he was considered a threat because he questioned the “official reports” of things.
  FEMA camps. Yes, they’re real.
  The government is stockpiling mass amounts of food.
  What if al Quaeda is all just smoke and mirrors? After all we’ve been supporting them in Libya and Syria.
  I think this administration is responsible for what happened in Benghazi. If they don’t care about its own consulates, how much more do you think they’ll care about us? When society collapses, governments protect themselves, not you.

I think the “Zombie Apocalypse” the government is really worried about is the scenario where there is a collapse of infrastructure (water, food, energy, gas) and the millions who live in the cities start walking down the road in a half dead fashion after near starving to death in the now unlivable city. (Think EMP) These people would not be too far from what we think of as zombies, and would do anything to find food.
Unfortunately, it’s not hard to imagine that happening!

  There was a BBC story on what would happen if food deliveries were stopped to the major cities for as little as a week. Mass chaos ensued that was worse than what occurred in London last summer. Now combine the chaos from last summer with the idea that the number of people is 4-5 times as large and they are desperate for food. Toss in the number of armed street gang members that are little more than two legged feral animals on the best of occasions and the chaos goes truly catastrophic for anyone in those cities who are unarmed and/or unable to get out quickly. All of those who rely on public transportation will die. Even those with vehicles may not be able to evacuate the city if they do not act fast enough. Once the city’s resources have been expended, the thugs will begin an outward migration into the surrounding areas. It will become a kill or be killed situation. BTW if you look up the “Civilian Defense Corps” in the GIVE Act, you’ll see that they intend to target recruiting towards the same inner city youths, street gang members and juvenile delinquents that are currently staging mob attacks, flash robs, and other gang violence in the major cities. While they are pushing for restrictive gun laws because of the actions of the very people that they intend to give tactical training and automatic weapons to. Smart huh?

Real rioting in the streets will hanppen if we the people don’t get a control and cut our spending because we will bankrupt our nation. I know some of the people getting handouts are zombie brained, ie brain dead, but that can easily be remedied.

“They’ll be dodging bullets from the zombies shooting back.” Now, true there are 2 instances in zombie movies (that I know of) where a zombie actually shoots…but I don’t think they’ll have to worry about this.

There are only three main problems in dealing with zombies:

1) Shot placement is crucial.

2) They replenish their ranks through infectious bites.

3) They have no concern for their own safety or for that of their fellow zombies. They won’t back down, disperse, hesitate or take cover as you shoot them…they just keep coming.

  This is the stupidest thing I have ever read! What an incredible waste of time and money. There is not going to be a zombie apocalypse, this was a play date for police officers and the military and while I agree that people in high stress jobs should be able to blow off steam, do it on your own dime. I can not believe the United States Government, CDC, DHS, and now our local police are putting this out there. How will this help with training? When has there ever been anything in “real life” that had hoards of people whose main weapons are their mouths taking over huge population centers? Shouldn’t they be training to fight real terrorism done by real terrorists? Why don’t they be honest and put people in cowboy hats and wheel chairs like the home grown terrorists that they believe travel by air.

  @Monk, What if the chemicals are for the Police? If I recall properly, Andy Stern went to work for a pharmaceutical company that makes vaccines. “Here, Officer, take this vaccine for ____.” Then he’s on some sort of acid trip and they give him extra bullets and send him out for “crowd control”. Look out for who chooses the crowd.

I have nothing to do with this holiday…call me a party pooper…religious fanatic…whatever…even my four year old granddaughter knows enough NOT to go in that holloween store..scary place…when asked what she wants to be for holloween by strangers…she says she wants to be Cami…..lol

  I look around and feel so bad for you people. I grew up when it was fun and everyone knew all of the neighbors kids. This isn’t the America I know. It changed in about 1966 thru ’68. A good example of what was to come can be viewed thru Charley Manson. Pelosi was a product.

  Us Constitutionalists feel strongly about government like you feel strongly about the Bible. For us, voting for Mitt Romney is like dressing up as the devil on halloween in order to get candy! We would rather not have candy than impersonate the devil….
  
  analogy is maybe too strong (and Obama is obviously the devil as well), but you get the point

  Oh yes Soy…….and christians that celebrate this crap frustrate me..just as you seem to be frustrated by all us republicans…I get it.
  Regarding holidays like this and christmas…I decided for me…that I love Christ more than I love the pleasures of these holidays…and no I’m not a Jehova’s Witness
  Regarding Romney and Obama…I truly believe with my whole being that you libertarians should help us Republicans out on this one…quite honestly we might not need you…since Obama is the coward that he is…I predict a big shilacking coming Obama’s way
  Hopefully after Romney’s win…we can all come together, republicans, independents, libertarians and even democrats and work on our country
  Our founding fathers did…they all weren’t of the same mind all the time…but they managed to carve out a country…I’m wondering if were gonna keep it :(

  Halloween has nothing to do with a Christian devil,this holiday is the oldest holiday probably of any religion,going back to Europes pagan roots. The holiday isnt about worshipping the devil,its about recognizing that demons walk our earth on this night in legends,and imitating them,to take any reward from those who would appease them,and deny the demon his bounty. essentially disrupting any transaction between the demon and his agent,for this is the night that such transactions are made.

  Actually all Hallows eve goes back before Irish ghostbusting :) …it is indeed the worshipping of the devil and the undead…tho holloween is not a christian holiday, like christmas and easter, it still not right, in my opinion…I’m thinking the lord told us to not partake in these things…regarding the other holidays…christianized heathenism…period!
