So How Long Has Obama Been Using That ‘Fairness’ Rhetoric? We Explored and Here’s What We Found

When it comes to taxes, Barack Obama has long championed “fairness,” but his “fairness” isn’t justice, it’s more demagoguery.

Indeed, according to press clippings from his time as a state senator, Barack Obama’s coalition building for the “working poor” extended beyond welfare policy to taxes. In February 1998, the then-state senator unveiled a “fair tax” which sought to increase personal exemptions for 10 million Illinoisans and make the tax code more “progressive.” Unfortunately, this loss in revenue had to be made up elsewhere and Obama targeted the so-called rich. This didn’t work in Illinois when the rich moved to other states.

In language eerily similar to some of his arguments today, notably at the Democratic national convention in Charlotte, Obama complained about “tax cut fever” gripping Illinois. Voters, he said, haven’t heard much about “tax fairness.” He also seemed to have an argument similar to the “Buffett Rule,” in which Warren Buffett’s secretary allegedly paid a higher percentage in tax than Buffett. Of course, the truth of the Buffett Rule is much more complicated: Buffett’s lower tax rate was from capital gains, which is already after-tax income.

“We’ve got a system where a millionaire pays the same tax rate as a single parent who’s making a minimum wage,” Obama said. “It’s working families that are bearing the brunt of our tax code.”

The move to increase the exemption, which was an end run around Illinois’s constitutional prohibition on a progressive income tax, was designed to restore “fairness and common sense to the tax system,” Obama told reporters, according to the urban newspaper The Chicago Defender. He added that we need to end “one of the most regressive” tax systems in the nation.   But by ending what he deemed a regressive tax, Obama was really ending Illinois’s flat tax and making the state more reliant on the paychecks of the wealthy, who, in turn, fled the state, leaving the middle class paying the bill. By some measures, Illinois today has the nation’s largest budget deficit, at some $58 billion, according to the New York Times.

Illinois Republicans had hoped to tie overall tax reductions to reductions in the property tax, then among the nation’s highest, but Obama disliked this plan because,  while it provided a modest property tax decrease for the middle class, it provided a “whopping tax break for wealthy home owners” who, in Obama’s eyes, “already bear less of a burden when it comes to state taxes.” In fact, according to the Chicago Tribune at the time (which I reviewed), of the $6 billion taken in from income taxes, only $200 million came from low-income citizens.

But Obama did not seem troubled by those figures. “If you own a $1 million home and pay $20,000 in property taxes, you’ll get a $1,000 a year tax break for the next five years. The more your home is worth, the bigger your tax break. Since the Republican plan leaves out renters and seniors [those not owning a home], it benefits only four out of 10 Illinoisans.

“Illinois and Indiana are the two worst states in the nation when it comes to making the working poor pay state income tax,” Obama noted.

Obama even couched some of his arguments in the politics of the day, throwing in welfare reform. “We impose state income taxes on people once they’ve received $4,000 in income,” Obama said, which “doesn’t make sense at a time when we’re trying to encourage people to move from welfare to work.”

This was an interesting observation for Obama to make. He strenuously opposed the 1996 welfare reform law, which he did everything to water down by proposing a commission to oversee all state changes. “(Welfare recipients) generally are not represented down here in Springfield. They don’t have powerful lobbies. They do not contribute to our political candidates,” Obama said in June 1997. He complained that “it’s hard to mobilize support for programs that cost money but benefit low-income folks,” Obama told the Chicago Tribune in April 1999, and became the sponsor of a $250 million earned income-tax credit law.

He even called the new welfare law “punitive,” according to the Chicago Maroon, the student newspaper of the University of Chicago. And he continued to focus on the “working poor” during his 2004 campaign.

“Obama’s campaign for the U.S. Senate demonstrates his firm commitment to progressivism. His website, Obamaforillinois.com, showcased his dedication to providing social services to working class and lower income families,” wrote the Chicago Maroon.  His “liberal program also includes a living wage for all workers…and improving welfare programs such as Medicare and Head Start, which he says the Bush Administration has recently targeted to support funding cuts.”

It seems some things never change.

      How about you and your neighbors prepare yourselves for when storms come and FEMA wouldn’t have such of a burden to bare or needed hardly at all. What do you think people did before FEMA was around? Did they throw their hands up and say were screwed? No, they were prepared and got off their AZZ and rebuilt things and help neighbors. I wouldn’t want to be in a situation waiting for someone to save that why I take time to be ready for the unknown to come. By the way, I am a paralyzed person so if I can prepare for the unknown and not wait for FEMA. Whats your lame SORRY AZZED EXCUSE.

      I see two issues: 1) Yahoo has made it clear they support Obama. 2) This is an article by a person who may or may not have the intelligence to make an educated argument (My experience is most media people are incapable of understanding past the first level of their actions and mostly I see it happening in people who tend to vote liberal). Generally, it can be said a person who supports the existence of an agency which is incapable of responding in a manner which common sense dictates is, most likely: 1) A Liberal 2) A person who thinks BIG Government is the end-all, be-all of the world 3) Has done little to resolve the issue they are claiming FEMA can solve. An idiot watching the situation in NYC would realize just how INCOMPETENT the City/State/Federal levels of government are. Not only that, but the FACT that Obama AND Christie both said they were clearing out the Red Tape (Read this to mean they are getting the idiots in the government out of the way) is a good condemnation of FEMA itself (as it is all red tape). I would wager that if a person, such as yourself and the author of the article you reference, believe FEMA will fix everything then you are definitively a person who has never needed FEMA. I would ask the people of NYC, esp Staten Island, how they feel about FEMA when they are shelterless, cold, have no food (cold or hot), and no fuel to get out all things FEMA Promises. Anything the Federal Government does is always a day late and a dollar short! You can’t help a man to be better by taking away from those who have been successful.       You are so right. My family lived along a river that flooded every year. They knew to prepare and move furniture upstairs. One flood also flooded the upstairs so they had to deal with that. Neighbors pulled together to help with clean up. Neighbors not affected gave furniture and goods to those in need. Funny, they did not have to shop things across the country to help. Help was right next door or down the street. Much more effective than waiting for big gov to decide who to help and how to help.

      How is it fair for some workers to actually get money from the government (Earned Income Tax Credit) while others pay almost a 40% tax rate? Also, raising the capital gains tax too high will stifle investment, and it is just unfair to tax people twice on the same income. People have already paid taxes on the money they earned, and then they have to pay another tax on the income that this money generated. That’s double taxation.

    My husband and I were both born and raised in Illinois, now we live in Texas. And yes if we had stayed, we would have been paying big taxes to Illinois. My retiered parents-in-law own a home in Illinois and in Texas. They officially reside in Texas, guess why Illinois?

      Wow your story is similar to mine. I was born in Missouri, husband in Illinois, so when he retired, we moved to Illinois (thinking better job opportunities than my small town in Missouri that only had a factory basically). We moved to Texas 7 years ago. We were a bit dismayed when we found out the wages were lower, until we realized the cost of living was a lot lower, too.

      We moved from Illinois and lived in Florida for 5ys and then moved to the Texas Hill Country10 years ago. Since then my brother, my sister-in-law and my in-laws have joined us, though not in the hills (too “rural” for them). The first and third from Illinois and the second one from Michigan. She’s a big progressive though, :(

      I kind of miss snow for Christmas, and the ease of growing things, but I don’t miss the -20 windchills!

      The “Social Fairness” doctrine began in the Wilson Administration in the 1912, the income tax was originally only a “TAX the RICH” policy, now it affects the Middle Class taxpayer.

      “Social Security” in 1935 was a SAVINGS plan backed by the Gov’t and it was voluntary, since very few people signed up an FDR staffer pushed for changes in 1939 which turned it into a “Government Ponzi Scheme” and since it was a Government program it was not considered illegal. They also forced taxpayers to pay into it and payed few benefits out of it. So it ended up being a slush fund for a while but now it is going bankrupt because politicians used it as a bank account, they even started taxing recipients on their benefit checks to keep it semi-solvent. It needs to be replaced with a new system that younger taxpayers can have something when they get into retirement.

      And now we have Healthcare, with mandates not even related to health. Its about destroying the Constitution as we’ve lived under it.

      The only way Bill Clinton ran anywhere near a surplus he claimed he ran was a sleight of hand accounting trick with Social Security funds. They took the surplus that Social Security was running and More that into accounts that were in the red to make it look better. They have been using that Trick for years. This is why Social Security is now more than an account full of IOU’s. Now that the baby boomers are retiring to say it is anywhere near soluble is an outright blatant lie.They only way Americans can expect a retirement is to start saving on their own again. Sad thing is most people have no clue what that means.

    When Romney states he paid 14% tax on income —- thats capital gains tax.
    He ALREADY PAID the regular rate when he made the money initially.
    The 14% is taxing the SECOND TIME.

      And I believe our founding as a New Nation State was built on the same argument today that the King was taxing the Colonies to much to fund his wars in Europe and elsewhere. And the original T.E.A. party showed its displeasure by dressing as Native Indians of the area and raiding shipping of the day and dumping cases of tea into the harbor at Boston, MA.

      And the Original Constitution removed double taxation as an economic tool. but it was not until recently that it has returned with the Progressive agenda of Social Justice with Social Security, Income tax, Medicare and Medicaid. And now Obama Healthcare Act. They will now need to “TAX” the very benefits that they said would not be reduced, well if you “tax” something you reduce my use of it and it makes you a liar.

    I have a friend who didn’t finish college but worked like a slave, saving every penny he could and worked his way up in the company he worked for until, one day, he had enough money to buy a partnership in the company. Another decade of 18 hour days and sacrifice and he was able to buy out his partner. He invested back into his company, providing his employees with excellent health care. He works right along side them as he did for thirty years, even though he is now the boss.

    What, tell me, is “fair” about anybody on this entire planet thinking that he owes them ANYTHING?
    He has given “his fair share” his entire life. I cringe when I hear this “fair share” thing slung around as if it’s a foregone conclusion that just because someone has more than someone else, they OWE.

    I’m not one of the so-called one per-centers–just an average, not-as-well-off-as-I-was-four-years-ago, middle class-ers. But I am sick and tired of this entitlement mentality that says that people who have done well in life somehow owe me because they have more than I do.

    The Merriam-Webster dictionary defines demagoguery as “a leader who makes use of popular prejudices and false claims and promises in order to gain power.”

    That about sums it up.

    I’ve noticed a pattern: what the liberals call “fairness” simply means they think there should not be any natural consequences from a person’s action or inaction. They think government should take away the impact of the consequences.

    Interestingly enough when truth is spoken the left, and the right, and many in the center all agree on one thing – gang up against the truth. It’s because you’re brethren, but with different DNA, and different environmental factors influencing your beliefs, and thought process, but the same distaste in your gut is the same.

    Isn’t it interesting all of the old definitions that now have new meanings with our Far Left Democrats ‘ dictionary : stealing = redistribution; fairness = unfairness ; marriage = a union of whatever; revenge = social justice ; Columbus= white exploiter ; freedom of the press = leaks and cover-ups allowed; treason = unknown word . Am sure there are other examples I am over-looking.

    Just goes to show Obama’s ideas didn’t work then and won’t work now. Yes we need to move forward–forward to voting Obama and his cronies out of office.It’s time as Ann says to put a MAN in the White House. Vote the CHILD out.

      Stark: agree. We need to get the responsible adults back into the room. Send the angry, temper-tantrum- throwing juveniles to a time out or to anger management class . ( I would strongly advise monitoring the Time Out Room as these guys have poor self-control and hang with a bad crowd ) NOBAMA 2012

    Stupid liberals, they would run up state deficits of billions of dollars and national deficits of trillions of dollars just to make things “fair”.

    We’ll all be equal when the economy crashes because of their recklessness. That would be “fair”.

    Yes, he likes this word “Fairness” or at least he likes you to hear it. Is it fair the government is doing a bad job taking care of people in NY? Sometimes I think the government does a bad job on purpose to get people to complain about it, think about it, miss it. Then you say: the government isn’t doing this thing or that thing; but you are acknowledging the government [can do], it can “Cut through the bureaucratic red tape.” Then you eat those words you have said making your love for government stronger. Watch out for the words you say, for it is the path to the darkside. Don’t speak in anger, but out of thoughtfulness.

    Obama’s “fairness” rhetoric is nothing but that, rhetoric. It has no basis in fact whatsoever. We have heard ad nauseum about fair “tax rates.” Let me show you fair tax rates:
    Using the calculator for taxes due in 2012: (moneychimp.com/features/tax_brackets.htm)
    $50,000 Single Payer = 17.06% tax = $8,530 tax due
    $1,000,000 Single Payer = 32.68% tax = $326,761 tax due
    While the tax rate paid by the “millionaire” in this case is a little less than twice the tax rate of the person making $50,000, the amount payable is more than 38 times what he/she pays. A recent report said that it costs $60,000 for each person on welfare. That means the person making $1,000,000 supports his/her own family + 5 people on welfare. What’s not fair?

    His Buffett routine shows how lacking he is in economics and tax policies. He also is paying Warren for his support by his veto of the Pipeline . . . that way Buffett’s trains can continue to haul the oil. What a piece of work. Would love to see how he is remembered by the history books.
