Voters Pass Ballot Measures to Legalize Recreational Marijuana Use in Two States

Early voting returns show that Colorado and Washington will become the first two states to legalize the recreational use of marijuana. Non-medical marijuana has been decriminalized in several states while remaining illegal and prosecuted federally, but the ballot measures passed by voters in these two states Tuesday will make marijuana in small amounts a legal commodity for adults, with sale and production regulated by the state.

Oregon had a similar ballot measure Tuesday that would legalize marijuana, but The Oregonian reports that measure is failing.

In Colorado, Amendment 64 will regulate marijuana like alcohol, allowing adults 21 and over to posses small amounts of the substance. With over 40 percent precincts reporting, Colorado 9News has called Amendment 64 passed. The Seattle Times reports that Washington voters have voted to pass Initiative 502. The Washington Initiative would allow adults over 21 to possess up to an ounce of marijuana, 16 ounces of solid marijuana-infused products or 72-ounces of marijuana-infused liquid, but only if they are legally purchased through a state-licensed store. Capitol Hill Seattle reports that the provision would also create a framework for taxing marijuana legally, and allow for DUI prosecutions of drivers whose blood contains more than 5 nanograms per milliliter of active THC metabolites.

A Public Policy Polling survey released Monday showed that 52 percent of Coloradans support the amendment, with 44 against. With the amendment’s passing, marijuana would be available at marijuana centers in Colorado where an excise tax will be applied of up to 15 percent on wholesale sales. The first $40 million of that each year would be directed towards public school construction, according to KREXTV. The Denver Post reports that campaigns fighting for and against the measure had raised nearly $4 million this election season, and seventeen states had efforts to put a marijuana legalization measure on the ballot in 2012, with just three succeeding.

    About time.Although I don’t smoke dope I applaud these common sense laws that allow for people to buy and smoke this ”earth grown” stimulant without fear of ending up in prison for years.The prison around this country are full of these non violent offenders.Considering that lots of lawmakers are from the 60′s era,one wonders why it hasn’t happened at a Federal level.Obviously money plays a big role in this issue,ie…’War on drugs” funding…mmmmmmmmm

      Yes, that may be a side effect of this vote but, plenty of “ingrates” have been moving to these 2 states for decades because enforcement of pot laws there is lax, at best…

      The real problem is that the other states maintain prohibition, not that yours has lifted it.

    I’m thinking they will probably change the license plate to show a marijuana leaf instead of the mountains….Driving got a little crazier when the medical marijuana shops opened but now….I think I’m going to buy a horse.

    They keep saying the money will go to the schools–which means it will go to the teachers union. Another proud moment for Colorado.

      Why such vindictiveness against a class of people you identify by only the most ridiculous stereotypes associated with them? You describe people who are on the fringe of society no matter what they do. Pot didn’t put them there. I’ve been in the ganja subculture for 25yrs.. The people i grew up burning with are now teachers, Doctors, lawyers, architects, engineers, firemen… i’m sure there are many recreational tokers in your life that you would never guess indulge.

      The tragedy in Libya occurred because the facts conflicted with the administration’s agenda of promoting an image of successful foreign policy and an AlQuida “on the run”…..

      Thanks for your concern SCREW but sometimes, after the bills are paid, after the kid goes to bed, after all the chores are done, i occasionally will continue to indulge in marijuana… i like being in a fog when i sit, listen to music, and fold laundry for 2hrs before going to bed. You surely have a right to chose another path for yourself.. but this one works for me.

    Marijuana grows naturally and is not processed. The consumption of Tetrahydrocannabinol has less
    effect on body and mind than monosaccharides and certainly less than crystalline xanthine alkaloids
    (which have been shown to be addictive). While dihydrogen monoxide has shown to be more addictive
    than any known drug, (most addicts cant go longer than 24 hours w/o side effects) and most addicts
    will die within 1 week w/o access to dihydrogen monoxide. How one can be classified as a drug and
    not the other is left to politics and corporate lobbying.

    I am genuinely surprised how much strong negative response this is getting in the comments here. I would have thought most people would not care too much while a handful on both sides would be more emphatic. Do the folks who are so pissed about this/think its a huge mistake ALSO think that alcohol should be made illegal?? If not, why not? You prefer that people be dumb and aggressive rather than dumb and passive? I mean, especially on the driving while intoxicated issue…. I don’t support anyone driving while on anything, booze, weed, or prescribed pharmies, anything….but if I had to pick one I’d say weed is least scary one for a driver to be influenced by. No?

    I guess this country hasn’t hit rock bottom yet. I work with clients on a daily basis and deal with people on Marijuana on a regular basis. They are so high they neglect their children, travel with their children in the car high, and are dead beats. A scary thing is that these people end up smoking Marijuana laced PCP or other hard drugs. We are in deep trouble as a nation. Our only hope is Jesus Christ.

      Because our founding fathers didn’t grow, smoke, and promote marijuana when they wrote the constitution….. I’m sure they also would have approved of a never ending war on drugs where our own government arms cartels, resulting in the death of American service men fighting said war.     I love Colorado and miss living there tremendously. Lived there for 14 years. This makes me glad that I left.

      I’d be willing to bet dollars to donuts that maimed bodies and the loss of life are FAR worse from alcohol than they would ever be from driving under the influence of marijuana. Banning it because there might be some social costs is absolutely absurd. What about the folks that were drinkers and decide to switch to marijuana? I still say they’re far less danger than an aggressive ******* with his beer in a pickup truck.

      Jester…you must have been in a cocoon if you think this changes anything. I lived in Colorado in the mid-80′s and I can promise you that Colorado, even then, probably had more pot use per capita than any other state in the Union. After Colorado, I lived in Kalifornia in one of the biggest pot growing counties in the USA and that didn’t even compare to what I experienced in Colorado. I-25 has been a major funnel for Mexican weed for a very long time.

    The voters of Colorado and Washington have made a decision to end this ridiculous prohibition. I do think, however, that the folks in the two states will be deeply disappointed in the tax revenue. Marijuana is a plant that is EASY to grow. It’s not so easy to grow some of the higher potency strains but to get smokable material, VERY easy. I opposed the laws in California because I thought it should have been written in a way that FORBID any law enforcement for aiding the Feds in any way to enforce their laws over a vote of the citizenry. California needs to take a look at the WA and CO laws and see how something like them could work here.

    America’s done. We’ll never recover from all the negative consequences of this election. Legalization of marijuana is going to make more people go on disability and food stamps. Your average person just cannot handle high potency marijuana.

    It’s going to cost taxpayers money with all the recovery services, additional drug abuse programs, food stamps, and disability. It’s going to make the government more powerful and the people less powerful.

    Now, instead of middle class marijuana producers like Emerald Triangle, you’re going to have Wal-mart style companies take over the trade. It’s going to be a bunch of minimum wage slave labor jobs and a couple of owners getting rich.

    Marijuana legalization only works if you gut social services and make people deal with the consequences of their drug usage. Combine legal weed with ObamaCare and you know what you’ll get. Expenses through the roof.

    Not only will you not recognize your country, your country will never come back. It’s gone.

      I agree. ANY social service should come with a drug test (and maybe more) regardless of the legal status. If you want money that I had to take a drug test to earn, then you should at least be off drugs and doing some kind of work or community labor while you look for employment to take my money. Logic is completely gone with America. This shouldn’t even be arguable….just like voter I.D. It’s completely insane that opposing points to these views can even be made without being laughed out of the room.

      The connection between pot and welfare is as ridiculous as saying alcohol sales is the reason for those on welfare. The war on drugs, our culture of throwing people in prison (largest prison population in the entire world) and let’s not forget the increasing police state has cost the American public just as much, if not more than the welfare state.

    They better start considering the costs of keeping the drugs from crossing their state borders, else bordering states will start imposing fines against them. I hope the people of these states are ready to assume the responsibility of this legalization. Somehow I doubt it.

      It isn’t Washington’s responsibility to keep marijuana out of Oregon, Idaho or any other state. It is the responsibility of the offended state to keep it out, if they deem it important enough to waste their resources on something as trivial a a marijuana prohibition.

      It’s still illegal federally and in some Cal. Towns have imposed exorbitant taxes and fees that has put dealers out of business

      KevinTampa, I just moved to CO and am so disappointed that I might keep heading south the TX. Not only do we not deal with DUIs as harshly as we should, those who kill while under the influence should be killed, but now we’re going to have a bunch of friggin’ pot heads high as kits and flaunting it in every way. I’ve been around plenty of the idiots and I’ll pepper spray them before I’ll see one get in a car! That’s one version of taking responsibility I guess.
