Has California Finally Hit Bottom?
[Editor’s note: The following is a cross post by Jane Wells that originally appeared on CNBC.com]:
The Golden State has been forced into a sort of economic rehab after years of runaway spending.
Now, California’s Legislative Analyst’s Office says the state may be bottoming, and there is reason to hope.
Californians just passed Prop 30, raising taxes, but the LAO says the state will still have to close a $1.9 billion budget gap over the next two years. However, there could be a budget surplus beginning in 2014.
“We’re not out of the woods,” said Lt. Gov. Gavin Newsom, a Democrat. “There’s a lot of desire, pent-up desire, to invest more in research and development and issues of education and the like, and so we’re going to have to hold the line.”
Newsom was speaking at the Milken California Summit in Beverly Hills, where the issue of the state’s economy and notoriously poor business climate were front and center.
Proposition 30 will raise the top state income tax rate to 13.3 percent for millionaires. “That’s not a great way to encourage folks to come here and stay here,” he said.
Here’s Lt. Gov. Gavin Newsome discussing California’s budget problems with CNBC’s:
Add that to the potential repeal of the Bush tax cuts. “We’re talking about a tax rate of over 50 percent,” for top earners, said Scott Minerd, Guggenheim Partner’s Chief Investment Officer.
Democrats now have a supermajority in Sacramento, meaning they could raise taxes without a single Republican vote. Newsom said that would be a mistake.
“Democrats now own this. We’ve got to lean back in,” he said. “We’ve got to make a case to CEOs across the country that this is not the worst place to do business. It’s not. But we have to demonstrate that.”
Here’s Guggenheim Partners CIO Scott Minerd discussing the state’s budgetary woes:
Phoenix is the latest city making a play to lure California business to move out, promising 100 CEOs free flights to Arizona to tour the town. While it sounds like a gimmick, most at the Milken summit say the threat is real.
“You can’t just take business and jobs for granted, you’ve got to have policies that foster economic growth,” said Russ Goldsmith, CEO of Los Angeles-based City National. “When you’re 49th in the country in terms of business climate, you’ve got to do something to make it better. Unfortunately the Governor doesn’t seem to understand that.”
And here’s Russell Goldsmith, CEO of City National, talking about businesses and the “fiscal cliff”:
Goldsmith believes, though, that the California economy is turning around. Income taxes jumped last month, a sign of improving employment. But he said his business clients are taking out lines of credit … and then just sitting on them, waiting to see what happens in Washington.
“I don’t know what my tax rate is going to be,” he said they’re telling themselves. “I don’t know what my depreciation schedule is going to be. I don’t know if the government is going to drive us into recession. … I’m just going to wait.”
Scott Minerd of Guggenhiem isn’t pulling money out of California, despite its high cost structure. “It is still a leader in tech, it is still a leader in innovation.”
But does he think the state will return to surpluses in two years as the LAO suggests? “No, and I don’t think anybody who knows anything takes it very seriously,”

Posted on November 16, 2012 at 11:54pmWell, the rest of the country shares part of the blame for that. The country as a whole has let the whole illegal immigration problem slide in a “Not My Problem” manner. With one third of the welfare cases and 50% of the illegal immigrants, the more conservative and higher income people have been leaving the Great Socialist State of CA for years.
Perhaps if people around the country (including CO) had taken that danger seriously, those escaping from CA might have stayed. When the ship starts sinking, everybody gets the rats!

When California does implode, and it will, we’ll all suffer. The Liberals living there who caused the problem in the first place will fan out like a biblical plague…like a super-virus… and reek havoc on the rest of the country. States like Texas, Colorado and Nevada have already been touched by this plague as early bands of liberal Californians have escaped to create new parasitic settlements.
My advice: local governments and citizen groups should ban together to pass laws to prevent Californians from immigrating to their communities.

Posted on November 17, 2012 at 10:11amAll of you that bash the people of California for the role of the government are just short sighted and ignorant. Remember, you live in a country that voted for the Democrats the last 6 years. Many of your states just helped re-elect BHO. Sorry, but there are not that many ex-Californians spread out to have caused that. Many of us have moved to more conservative states like AZ, TX, UT, ID, CO. It isn’t the far left people that are leaving the state so trying to blame ex CA residents for why your state went blue in 08, 10, and 12 is just IDIOTIC. It went blue because the residents of your state went blue…the CA residents that moved there tried to keep it red, that is why they went there to begin with.
Also, sitting around and saying “I hope CA burns, sinks, collapses” or anything else is EXTREMELY short sighted. CA is STILL the 8th largest economy in the WORLD. 17% of the US economy…if CA goes under, the whole nation goes down with it…and then the planet. At one time CA was the 5th largest economy, produced 1/4 of all food in the USA, and lead the world in tech and R&D. You should be PRAYING that CA returns to that status because when it does, the US and world will stabilize.
In voting, the victor goes as OH goes…in economics, the US goes as CA goes…CA might be leading the downfall right now…but you should be PRAYING the people wake up FAST or your going down too…

Posted on November 17, 2012 at 1:33pmVRW Conspirator is correct. The Californians that are moving out are not the commies. In fact, commies from around the country (and worldwide) are still moving INTO California. Denver is a VERY liberal city, and that’s where the majority of the population live in CO. Denver went for Obama 73% and 24% for Romney. L.A. was 69% / 29%. (Fox news map).
The majority of Californians have moved to places like Colorado Springs, which is a very conservative city. Most people I have met in Denver (I used to live there) have moved from the east coast and the midwest.
If you’re a conservative, you need to stop blaming Californians for all your state’s problems. You should be welcoming them with open arms because they are usually conservatives who are fed up with the CA government and immigration problem.

Posted on November 17, 2012 at 6:14pmHey Colorado…it’s not just Colorado that the Californians have ruined…they began moving by the bunches to Oregon during the early 70′s. Mostly because California was being invaded by Mexico.
Look at that small neck of the very top of Oregon, near the coast, next to Washington State. That small little area on a voting map is blue…liberal/progressive etc. The Portland area is the majority of Oregon’s population: liberal/conservative/gay/ennvironmental folks thanks to the mass move from California (10% land mass).
The remainder of Oregon is red conservative (90% land mass). We are loggers, ranchers, farmers, native americans, and fishing folks. I was born in Southern Oregon 65 years ago. Oregon had the very best schools until the environmental folks locked up our lands from logging. Our schools were funded by the logging industry. Not now. And now our schools suffer.
I suppose it’s our fault that we let all these wimpering folks move here and change everything. The same is happening to America today by letting the muslims move in and change things. America will lose it’s former self…just like Oregon did. There is a saying…never let the snake into the garden (translate that to serpent). Real snakes are actually good for the garden.
Now that Obama is re-elected…our fate is looking dim. Only God can save us now from the tyranny. There are more of them than us…the majority of people believe in Socialism/Communism/Marxism, etc. Sad…

Here’s a snippet from his tirade to the California Legislature back in October 2009.
http://soquelbythecreek.blogspot.com/2010/02/california-treasurer-lockyer-scolds.html
“In an era when we aren’t going to have tax increases, give it up. Figure out how to be more efficient about spending the money we’ve got.
…
“And the Republicans can help you do that if they’ll get off the philosophical ‘can’t’ about stuff and help you make things more efficient. They actually, culturally know more, and occupationally know more, about efficiencies than Democrats typically do.”

My annotations are in color. Note that California has the lowest overall credit rating among the top three credit rating agencies, although Moody’s recently moved Illinois to below California.
California, Illinois, and New York all have heavy debt load. New York’s is the highest, but New York also has a better credit rating than California.

The Demoncrats have made in-state tuition available to illegals, and then give them financial aid to pay for it! There are “professors” in the UC system that are La Raza members advocating taking the whole west back by over-populating the whites.
Illegals come in and declare 11 exemptions on their W-2s because the Feds start checking at 12. That means they don’t pay ANY taxes. Of course, they use the SSIDs of real people from all around the country and when you notify the SS Administration of they, the really don’t care.

Do you realize how many members of the military are stationed in CA? It doesn’t matter if we don’t want to live there, or if they are residents of other states. We have to live here and deal with a lot of the backlash of the legislation. We are not considered CA residents, so we cannot vote on residential measures, even when they effect us.
My husband has been stationed in CA for 8 years. His line of work cannot be done at any other base. When you laugh at what happens in CA, please remember that a good percentage of the military is stationed in CA, too.
