The Transportation Security Administration said it regrets the “accidental” breast exposure of a Texas congressman’s 17-year-old niece during a pat-down at Los Angeles International Airport.

The congressman, Republican Rep. Ralph Hall, and Sen. Saxby Chambliss (R-Ga.) are calling for a federal investigation into how the incident occurred, Atlanta’s WSB-TV reported Tuesday. The event took place more than two years ago, but only recently came to light through a Freedom of Information Act request.

According to a TSA incident report, Hall’s niece — who has not been publicly identified — was traveling to Australia with her Christian youth group on March 5, 2010 when she was pulled aside for a secondary screening. According to the report, the girl’s “loose-fitting strapless sundress” slipped down to her stomach during the pat-down by a female officer, “revealing her breasts.”

“During the pat-down of the stomach area (slide procedure), minor passenger’s sundress slipped down to her stomach, revealing her breasts,” the report said. The TSA officer “apologized to the minor passenger for the incident and contacted terminal management.”

The incident took place in the middle of the terminal, the report said. The officer did not offer the passenger a private screening and she did not request one. The girl’s chaperones were “visibly upset” and her father filed a complaint the following day, including noting that he had contacted Hall.

While the incident was caught on surveillance video, the TSA noted that the image quality was poor and the camera angle showed only the girl’s back, making it impossible to determine whether the pat-down was “properly conducted.”

“While embarrassing and unfortunate, the incident appears to be accidental due to the…loose-fitting, full-length strapless sundress,” the TSA report said.

Rep. Maxine Waters (D-Calif.), whose district includes the Los Angeles airport, wrote in an April 2010 letter to the TSA that she was “deeply concerned” about the incident.

Gale Rossides, the TSA’s then-acting administrator, replied in May 2010 to convey the agency’s “sincere apologies” and said the officer involved “has been counseled on the expectation of our agency for professionalism and customer service.”

According to WSB, Hall now wants the officer involved fired.

In a statement to the Daily Mail on Wednesday, the TSA said, “We regret that the incident of more than two years ago was one that caused embarrassment to the young lady, however, an investigation concluded that the event was accidental.”

U.S. passengers have filed 17,000 complaints about enhanced TSA pat-downs since 2009, WSB reported.

      Seriously, that’s where you are going with this?! Apparently you don’t have a daughter. There are many long sundresses with built in bras, no “sluttiness”. Especially since she was on a trip with her church group, I’m sure she dressed modestly. There was never the expectation that someone would “pat”. her so that it came off. I suggest you find out more information before throwing mud.

      A civil lawsuit should be filed. It is the TSA agents responsability to make sure this does not happen. How did it slide over her breast’s to her lower abdomen? It required help. If that happened to my daughter or wife someone would need major dental work.

      Kyled – I’m with you on this. I’m not saying the girl was a slut. But they make a point of saying she was with a Christian youth group. Assuming she claims to be one herself, having clothing that comes off that easily is inappropriate. And I speak as a father and pastor.

      Interesting how you are quick to judge someone yourself while demanding they not judge someone!

      If you really are a servant of God, then you will want to study His Word. And if you did you would find out that the verse you are referring to has absolutely NOTHING to do with KYLED’s comment. You have fallen for the common misinterpretation of what Jesus said, and in so doing showed your biblical illiteracy.

      What Christ was condemning was the hypocritical judging of another – that is, specifically judging (condemning) someone for something you do (or vice versa). Jesus goes on to say, “By their fruit ye shall know them”. And He commands to judge a person by their fruit (actions).

      Maybe a little more time in the Word and a little less time using it wrongly to judge others – which you seem so determined to condemn.

      Perhaps if TSA wasn’t feeling up minors, this wouldn’t happen either.
      If I grope a 17 yo, and expose her boobies, I go to prison. A GS-5 TSA screener (who was probably a proud member of the food service industry prior to getting this job) does it, it’s simply a procedural glitch. An item to be studied & evaluated at a later date.
      The whole TSA process is BS. It exists simply to give the illusion of security. It’s the equivalent of a cheap padlock, it keeps honest people honest.

      Americans apparently don’t care about this sort of thing. Elmo has been molesting children for years and the citizens overwhelmingly voted in support of gestapo patdowns at checkpoints within the US. What is the response by citizens, forceable take property from neighbors to hand to Elmo producers and force citizens to undergo warrantless searches and warrantless email monitoring. Go figure, why freedom is such a nasty word in this country.

      People have severely reduced their flying. The last day I flew was the day BHO was Crowned in 2009. I even let a free ticket expire, rather than be subjected to an unlawful search. The airlines have lost some money from me.
      I used to see jets fly over here by the dozens on a clear day. Today, before Thanksgiving, almost none. Friday evenings are the busiest, that’s when workers are going home. Even TV commercials have made note of the business travaller dealing w/ security better than tourists.

      Have you guys ever wondered out loud why we subject ourselves to the TSA and yet our President invites the heads of organizations named as “unindicted co-conspirators” in the HLF terror trial to the White House for dinner? Let me explain. If they made the list, that means Judge Jorge Solis heard wiretap evidence or testimony from FBI agents linking the named individual to Hamas. Yep, the same Hamas that Israel is fighting in the Gaza Strip right now.

      Obama left four men to die in the desert; yet, we’re worried about young girls in summer dresses blowing-up an airliner? When we cleanse the government of Muslim jihad sympathizers, I’ll be completely onboard with cooperating with the TSA. Until then, up yours, TSA!

      Airline passengers should just make a stand and say NO.Cause a ruckus,disrupt the system,nationwide.Everybody say hell no,don’t touch me,don’t scan me.Enough is enough.But no,that would take some guts and I’m not very confident that Americans have it in them anymore.

      Profiling has worked for other countries and it can work for the USA.Mass groping and scanning of everybody due to the potential actions of 1 is unreasonable and unconstitutional.

    How much more of this TSA crap are the American people going to stand for?People seem to be unwilling or just plain afraid to do anything about it and go along with the ‘program’ like sheep nowadays.
    Back in the 1980′s,Michigan tried to start ‘sobriety check lanes’,whereas every car would be stopped and our ‘papers’ would be checked.All in the cause of stopping drunken/impaired drivers.Well,thousands of us wrote letters to newspapers,called our Reps daily and demanded this law be repealed or declared unconstitutional and the Michigan SCOTUS agreed.Unreasonable search and seizure.
    There are risks associated with any type of travel,from bicycles to airplanes,to space shuttles.I think it was one of our Founders who said that a people who give up their freedom/liberty for a little security will ultimately lose both.I damn glad I don’t have to fly and deal with these punks.Give the Feds a inch,and they’ll take a mile every time.I’m sick of it.

That huge data collection center they’re building out west is another ominous sign and threat to our civil liberties.We’re way past the rubicon with regards to protecting our civil liberties because this regime in particular has violated the constitution like no other,yes Bush created TSA but Barry has a kill list and a political enemies list no doubt about it.

      Why do you think that Obamao has jumped into the negotiations on the UN Arns Trade Treaty so hard since the election? He KNEW that if the 100+ million gun owners in this country knew that he intended to negotiate a treaty to limit their second amendment rights, despite Congress and the Senate telling him the treaty will never be ratified, they might have voted their conscience.
