Homeless in Nevada City? You’ll Need a Permit for That

In an effort to manage the growing homeless population Nevada City, California, Police Chief Jim Wickham has advocated a new law that would hand out permits to a small group of homeless giving them permission to sleep in public.
“It just basically means you can’t set up a tent. You can’t live in your vehicle. You can’t live in the woods in Nevada City,” Wickham told CBS Sacremento of the new ordinance which the city council has adopted the first reading of. Wickham says the goal of the new law is to keep out homeless who come to Nevada City to commit crimes or have a criminal history.
CBS reports that the chief will give out six to ten permits now to law-abiding homeless, and check back in six months to see if the program is working. If so, he’ll give out more some of the 60 homeless he has identified in the community out of 500 county wide. Those without permits will be arrested.
Reason.com’s Rachel Moran notes that despite claims that this is a “one-of-a-kind” idea to deal with the problem, Colorado’s Denver City Council passed a similar “no camping” ordinance back in 2010 that was opposed by the ACLU. The Denver law took effect in May, and the Denver Police Department reported in October to the city’s Health, Safety, Education and Services committee that no arrests had yet been made.

Posted on November 22, 2012 at 10:39pmI have been homeless and tried everything to get back into regular situation for almost 13 years now. I don’t drink and don’t do drugs. No programs I contacted ever wanted to help me because government dollars are dedicated to programs for druggies and drunkards. I was told several times to come in to a drunk program by spilling a fresh beer over myself and then ask for admission while being video’d saying I am a drunk and need help. I am not a drunk or druggie and I won’t lie. I’m still on the street and you’d never know I’m homeless because as always I’m clean , well groomed and polite. If someone finds I am homeless they say ” My I have a difficult time believing that ; You don’t look homeless ! ” I am not the only one, you’d be shocked at the true number of homeless that do not look like homeless. I have known doctors and lawyers whom hit the skids and they have a similar story yet no one helps regular folks cause we aren’t in the target groups of alkies and druggies. Streets are full and we have the school kids that used to steal kids lunch money in grammar school now wearing badges and harrassing any homeless even when they have no real history of that person. They just harass and abuse the homeless because they can. If an officer does help anyone they usually have to help in spite of their dept instead of trying to help with department working with advocacy groups. This will change soon as I think country will have currency crash soon ……….

Posted on November 23, 2012 at 2:26amI was homeless for three days after I decided to drop out of college and just hang out drinking with my buddies, stay unemployed and not pay my bills. Sleeping in a friend’s cold car for two nights with no shower or toilet paper changed my perspective quickly. I decided to humbly apologize to my father who was nice enough to offer me a couch to sleep on, got off my “self entitled”, lazy, teenage **** and took a job as a dishwasher and also shoveled cow manure on a ranch. Those two jobs motivated me to return to college, get my own apartment, quit drinking, work hard and get a Math degree. It is amazing how that works for some people.

Which programs are set up for funding unless you say for the books you have an issue, so the person that helps you can get their money. So in fact like the voting/election it is all about money, not about helping your fellow man as I have factually witnessed and I am sorry there are a few that are not biggets which gives us hope. Henceforth, the biggets wont get it because they have not walked in our shoes so to speak, and I am truly sorry for them because usually they call them self Christians, which means Christ like which they are not, because they have their blinders on and will not take the time to see out of the box for the truth, so you can see why the world is changing because of the evil that runs through our precious country, you can see it thru people’s writing on which mask the writer has on, by being a true Christ like person, which is a person who would ask themselves if I were Christ would I say or do that, I know we as humans are not perfect, but at least be real in life so we can truly have compassion without getting ours and just help others out of the heart which is truly Christ like. That is a reward in it self. So if you have not lived on the street as I have you may think you have a clue, but you don’t. Think before your reply if you can! So the mockers can have fun with this writing and reply.

But I will always have the prospect of being homeless close on my heels. Why? because I’ll never enter into another “wage slave” agreement with an “employer” and the “federal government”. I will not contract myself as an “employee” (wage slave). Your silly group of people you call your government has no right to my labor and no authority. They wave around 4 pieces of paper no one bothered to sign, then ignore the provisions in it. Go back and read AND UNDERSTAND the Dec. of Ind. Nic should be praised for his independence not shunned for it. My only request, Nic, is that you stop seeking help from those who steal the resouces through coercion. Their goal is only to bring you back into their slave system anyway. Hardly what I would call help.

In THIRTEEN YEARS, you’ve never managed to find any work at all, and find some kind of room, someplace, you could afford and get yourself off the street? Yet you are clean and presentable, and have found a way to keep abreast of news online and enter comments on a website, which means you have an account here, an email address to be reached at so you could sign up for it, etc. So the question is inevitable: Why are you still homeless?
I’m not being cruel. I’m being realistic. I’m a disabled person, yet I am increasing my knowledge, learning new skills, finding ways to be productive and beneficial to those around me so I am NOT a parasite. I have a home. I produce valuable goods, even though not the SAME goods I once produced. If necessary to survive, I would as another person already said, wash dishes or shovel manure. No job is beneath me when I am at the bottom. I would “flip burgers” — and do it quite well, I might add, I am an excellent cook, though NOT a chef. I am a but a humble Disciple of the Short Order.
What I am saying to you is this: Spend five bucks, get a copy of Poorcraft if necessary, learn how to get yourself off your tuchis on the cheap and get back to work. Poorcraft will teach you using pretty pictures instead of hard, hard words. It is a $10 book but half price as a PDF.

Posted on November 23, 2012 at 5:47pmSome people have either forgotten about the depression era or know little of it. After an economical collapse the next phase is homelessness. Banks call in the note on your house and you have to leave. Some people commit suicide over losing their homes others are now on the streets. The old adage its a depression when you lose your job it is a recession when some one else other then you loses a job, is true. Back in the depression, homeless camps were called Hooverville’s, after Herbert Hoover who was the sitting president at the time of the wall street crash. Not everyone who is homeless is a bum vagrant drunk or druggie. What about the huge population of homeless vets who served their country? Should they be discarded to the streets because of mental health problems or substance abuse issues? Who is it that defines who is a bum and who isn’t? what are the parameters for the definition? If I make less then some then am I considered a bum. All I can do is pray for you and hope that some day you can increase your living standards.

Posted on November 22, 2012 at 10:12pmFor the last couple years there was fierce argument over moving the local Rescue Mission here (Panama City, FL) from nearby the downtowm area, to someplace else. Apparently when you see a homeless people over day they are eye sores, but when you don’t see them, they’re “God’s children”.
So, the ******* & moaners won and they relocated it far out (for those legitimately trying to get to & from work, or work at all, now have to pay mroe to get there and spend more time doing so) to the new location, about 2.5 miles from a school. They got around the zoning by claiming none of them live there, even though you can list that as you address, but the homeess just sort of hang around it all day, and for ones kicked out (violent offenders, or those who have used up their stay days and have to wait to get back in again), they can now camp and sleep in the woods behind the school, for example, or homes of people who moved out there for peace & quiet. Congratulations, now some of these violent people, which among them there are a few sexual offenders, are within striking distance of little kids, all because people didn’t like seeing dirty homeless people, or pandhalders.
Moving the homeless, whether they are honest people in need of work, or habitual homeless who refuse to work, someplace else, doesn’t not solve the problem. And this isn’t the same American it was five years ago, there isn’t a job for everybody who wants one, even the honest homeless.

These bums that vote for Democrats in exchange for cigarettes or money need to be run out of town to the most uncomfortable of places and let them rot. As long as you feed them and give them legitimacy and “permits” (for God’s sake) they will continue to ruin our cities and neighborhoods. DO NOT GIVE THEM A PENNY!!! And, run them out of town NOW. Posted on November 22, 2012 at 10:02pmno homeless in my tiny little community but nearest city, topeka, has two sets…the druggies, drunks, losers and criminal elements camp out along the river in cardboard, tin or shelters made out of whatever they can scrounge. cops visit when they need to if looking for someone. the other version, mostly people really down on their luck due to job loss or some other financial catastrophe stay at the mission. many of these have lost homes that they rented from slumlords who don’t bother with necessary repairs. at one time the town had a really good tenants’ rights group that did a good job with the slumlords and maintaining code compliance but it disappeared years ago; gone when I moved back in 1995. lots of stories of people having to move somewhere due to housing that is rundown. city code offices can condemn a place and tenants can end up on the streets thanks to slumlords. a really awful situation. people are trapped between a rock and a hard place and things are getting worse.

and from what I have read, only about 10 or 20 “permits” will be issued.

Where is the support for the businesses? I think this is an outstanding idea handing out permits and identifying those who are criminals.

Posted on November 23, 2012 at 1:46amA life of crime puts many of these “homeless” on the street. In the original article that CBS ignored, a homeless man was interviewed who support this program. He travels every year in the fall to Nevada City. He has been doing it for years. He never causes problems but is afraid of the violent homeless that are showing up. He will get a permit. The others, will not.

as “Berkeley of the foothills”. This nice ( used to be) town has been taken over by the second and third generations of hippies.
The town is mostly Progressives these days.
These “homeless” aren’t even locals. They come here because the bleeding heart LIBS make all sorts of promises the rest of us can’t keep.
Our local “compassionate” Left are big talkers. But ask them why they don’t take some in under their own roofs? LOL!!!

Flatlanders always think they know better than the small town communities. They move to places like Nevada City to get away from the crime and traffic. They end up destroying our towns with their politics, their need for developing large shopping malls, bringing in fast food restaurant, shuting down the timber industry, contaminating our drinking water and wells with their ridiculous Mcmansions and sewage, they bring their immoral, spoiled, red diaper doper babies and their liberal agendas into our schools. They destroy the community. We once recognized the locals who were homeless and fed them when I lived there. We were respectful to them and they to us. .But this group that defecates in the parks, shoots up, drinks, commits crimes and molests the citizens need to be removed. If you all are so caring, give them your address and let them stay in your backyard.

Read the full article at the Union to under what the Chief is hoping to do. He is making it criminal to not have a permit. This means he can now enforce a law to rid them of this problem.
RE: Charities. There are rules you must submit to when you sleep at a church or other charitable organization that criminal homeless do not want to obey and refuse to stay at the shelters. A large degree have warrants out for their arrest. See the current sweeps of homeless camps in Sacramento.
This is an out of box approach and before the ACLU steps in, I would like to see how successful it will be. I hate stepping in **** at the park and watching for needles. The homeless junkies actually put used needles under the garbage can handles so people will be stuck.

Police do not do the type of “Detecting” they use to to solve crime. More and more crimes go unsolved due to their inability to connect dots that were easily connected a few decades ago. Perhaps even due to some newer laws on the books making it harder for them to do their job (dont go saying that im implying that all police are ineffective in this, because im not.) Then of course theres the argument that some abuse their given powers and are just as corrupt themselves.
So for you to say with strong conviction that they are all doing a SUPERB job – it just doesnt hold water and neither do a lot of your replies. I dont see how this law is any different than the laws in arizona that were fought tooth and nail to check the papers on potential “illegals” due to profiling reasons.
Having an ID card is NOT going to all of a sudden stop rape and drug use – or – any other illegal activity if there are organizations out there saying that you cant even card people before voting, or to check their papers to see if they are in fact here illegally.
I can see this being lumped into with more of the same “civil rights” violations.
Not that I agree with any of that nonsense – if i get carded to buy cigs or beer – card everyone else for anything else. Go for it – just it probably wont happen.

Posted on November 22, 2012 at 6:12pmHave you worked in a homeless shelter? I have. There are the chronically homeless and there are the one’s who lost everything and are homeless. The city police captain is trying to solve the problem of the chronically homeless which are broken down into two more categories. The ones who have rap sheets that commit rapes, murders, burglary and other crimes who are transients and try to keep one step ahead of the law. Then there are chronically homeless who do not cause trouble. They love the way of life and do not bother anyone and are law abiding citizens. They travel to Nevada certain times of the year because of the weather.
The solution is to make it illegal not to have permit. This means the Nevada City Chief issues you a homeless permit. If you do not get a permit, you are then breaking a law. He can arrest you. He is betting this will discourage the criminal chronically homeless and they will go some where else instead of Nevada City. Perhaps to your town and then you can deal with them. Educate yourself.

There are mothers in Nevada county who deliberately do not pay their fines so they can be put in jail and have a vacation from their children.The children are handed over to Social Services while these mothers are in jail. The mother get meals, tv and a nice bed to sleep in and they don’t have to deal with their children. I grew up there. The problem is the increase in crimes committed my these transient homeless. The Chief is offering a solution. Your solution is to allow them to continue to commit crimes? Either way, they go to jail. His way encourages them to move on. Those that stay without a permit will go to jail. This means finger printed and identified. I support the Chief. Your way is have unsolved crimes continue and homeless molesting the tax payers.

Many homeless receive checks including social security. The chronically homeless do not want a house. They prefer their lifestyle. I recently let a homeless woman use my phone to call her son. She was waiting for her check. She left a message with him and he returned her call. I talked to him. He was very concerned since he didn’t know where she was. He had her check and he showed up in a nice car. He was articulate and kind. His mother preferred hanging out doing drugs and getting drunk. She did not want to live with him and his rules. Chronic homeless.

Not 3 posts ago I mentioned there are videos on youtube (news reports from the early 90s) about the “Rich homeless) in my home town. There are millionaires, they beg – get money, and go on their way. All while receiving pensions or retirement pay.
The problem isnt being homeless, the lifestyle is appealing when you disagree with being taxed to death on things you already own.
But dont start claiming I said “this or that” when I said no such thing.

Posted on November 22, 2012 at 8:38pmThe police do their job and they do it well. They currently have no law that would allow them to approach a homeless person. This law would allow them to deal with the problem.
Re: the crime. When I grew up there the media talked about how we never locked our doors and we were a welcoming town. Within a month, we had break ins, rapes, murders and burglaries. The police were overwhelmed and so was the community. Berkeley advertised Nevada county as paying great welfare and we had a large population show up. Drug and hepatitis increased. AIDS arrived and the county was overwhelmed. Then the marijuana growers came and put bounties on the police children’s heads when they busted them.The growers built booby traps with razors, dynamite and sharp sticks out in the woods around their crops and locals were hurt and killed. Meth is now overwhelming the police force. Locals who rented their homes to unknown meth dealers found out later their houses were used to cook meth and the houses had to be destroyed. The police force is doing an outstanding job and dealing with homeless harming the tourism and molesting people is just another job they signed up to do. Shame on you for not supporting this police force. Remember, most of them veterans. Shame on you.

I think he would spend his time on Internet watching porn and using cocaine along with the long list of substances that weren’t available back then. But I agree with you that the next law on the deck will forbid being poor.
Since this is California, the next one after that could be forbidding to be conservative or limiting common sense.
Finally, the liberal mind is not so complex. There is a simple formula: You observe the problem, you think which would be the logic solution and apply pure common sense. Then, you think what is exactly the opposite….and voilà!…you have the perfect liberal solution for the problem in mind!!!

Posted on November 22, 2012 at 2:43pmOkay, maybe it’s my week off dulling my wits, but I’m not quite sure I’m following the logic here: A law is being proposed and apparently implemented by the executive branch (i.e., police). Okay… that alone seems a bit… squirrely. But it gets better. The law in question asserts that police can discriminate as to who is “legally” homeless and who is “criminally” homeless? Wow. It’s like a homeless preserve for the “good ones”.
Yeah, this is brilliant. So there will be “special” homeless people who have rights above and beyond the established citizens of this town, while all other homeless will be arrested… at the expense of those citizens. HOW can this be entertained as a “good” idea? This is bad bureaucratic comedy.

Another nutjob in government right here in California. If the homeless had a job or money they would not be homeless. The surprising part of the story is that it appears the “permits to sleep” will be free. Hurray!

Gee, MAYBE Chief “Let me see your papers!!!” can explain to his state and concerned advocates how he is not discriminating against the mentally ill. Sorry, substance abusers, but I don’t give a p!ss about you.
