Have You Heard About the Quietly-Released Obama Memo on ‘Insider Threat Policy’?

Obama Issues Insider Threat Policy and Minimum Standards Memo the Day Before Thanksgiving: Intent, Timing QuestionedIn what some might consider an increasingly growing trend of releasing information just before holidays or the late on Friday afternoon, the White House has yet again quietly published a memo from President Barack Obama, laying out guidelines for executive agencies to establish “effective insider threat programs.”

The presidential memorandum issued on Nov. 21 — the day before Thanksgiving — is called “National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs.” Here’s what the relatively short memo said (Note: Emphasis added):

This Presidential Memorandum transmits the National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs (Minimum Standards) to provide direction and guidance to promote the development of effective insider threat programs within departments and agencies to deter, detect, and mitigate actions by employees who may represent a threat to national security. These threats encompass potential espionage, violent acts against the Government or the Nation, and unauthorized disclosure of classified information, including the vast amounts of classified data available on interconnected United States Government computer networks and systems.

The Minimum Standards provide departments and agencies with the minimum elements necessary to establish effective insider threat programs. These elements include the capability to gather, integrate, and centrally analyze and respond to key threat-related information; monitor employee use of classified networks; provide the workforce with insider threat awareness training; and protect the civil liberties and privacy of all personnel.

The resulting insider threat capabilities will strengthen the protection of classified information across the executive branch and reinforce our defenses against both adversaries and insiders who misuse their access and endanger our national security.

The memo itself, which places more emphasis on the Insider Threat Task Force established through an Executive Order signed in October 2011, has seen little mainstream media attention. Some speculate though that the timing of the memo might have had something to do with a story that has been well covered this week: the pretrial of Army private Bradley Manning, who is accused of leaking classified information to Wikileaks. Manning, who has been imprisoned since May 2010, will begin his formal hearing Dec. 10.

Jessleyn Radack with the blog the Daily Kos wrote because agencies generally have their own policies regarding classified information, establishing insider threat programs “will more likely be used as a pretext for targeting whistleblowers who are – as [whistleblower Thomas] Drake did – using proper channels to report government waste, fraud, abuse, illegality, mismanagement, or dangers to health and public safety than they will be used to stop actual threats to national security.”

Radack went on to write that she believes the government could have more security if it “focus[ed] its considerable energy and resources on curbing overclassification rather than targeting employees with “programs” that will no doubt chill legitimate speech activities and go after those who dare to blow whistle.”

Interestingly enough, just this week Obama signed a bill that would afford greater protection to federal employees who expose fraud, waste and abuse in government operations. This is a loophole that specifies that whistle-blowers were only protected when they were the first to report misconduct.

The New York Times has pointed out in the past that the Obama administration has prosecuted more government officials for leaking information to the press than any other administration combined.

In addition to some thinking the timing of the memo was done in light of Manning’s looming trial, others worry more generally about its ambiguity. Doug Hagmann with the Northeast Intelligence Network published a column in the Canada Free Press, in which he wrote “there appears to be a deliberate lack of specificity concerning the exact elements that constitute such an “insider threat.”

But that’s not all, Hagmann goes on to analyze Obama’s intention for including the word “centrally” — as part of “centrally analyze [...] threat-related information” He considers this word indicative of what he believes is Obama’s agenda of “the greatest consolidation of power and control under the Executive branch of the government in recent U.S. history.”

Hagmann, like Radack, pointed out that there are measures in place to address insider threats to the government and national security.

This new system being established in the memo, Hagmann calls “the very essence of ‘Big Brother’ within the government itself.”

      UNDIGNIFIED, Not even half of the story there Bubba. Find and read the bill itself along with the state legislature’s explanation of their study and consideration. First of all, they don’t quite match. Their claim at first was to cut the cost of executions. Then in the bill itself they stated that some prisoners who had signed up for the organ donor program could not leave usable organs after an electrocution. Remember, this was 1995. Still, this makes one wonder just what those Georgia Democrats were really up to during Bill Clinton’s first term in office. I submit that with the talk that was coming out of Washington DC, and the media in general at that time, this all related to doing away with the death penalty. I would venture to say that the Georgia State Legislature had a desire to make the death penalty seem so repulsive to their constituents that they expected an eventual public outcry to outlaw the death penalty.

Hollywood would love us to believe that our military will blindly follow their orders and open fire on american citizens, but what you have to understand is that those soldiers aren’t robots. A soldier can take one good look at 9/11 and know why we’re at war, you think they’re gonna look at tea partiers holding up signs and get the same reaction? Most of those soldiers signed up to fight the good fight against foreign tyrants who brought terrorism to our doorstep, not just to fight a war just cause big bruda govy says so. As for obama’s threat policy, i’ll bet a million dinars they won’t prosecute one person affiliated with the muslim brotherhood. any takers? All it takes is one. Do you remember Kent State?. I was in the military then and I heard guys saying those college punks deserved it. When you see a complete stranger in uniform pointing a gun at you are you going to put a flower in his barrel or a bullet in his head? They WILL KILL YOU. One or more will willingly follow the order to fire. Some dumba$$ will see a promotion for that. The military will make and example of those who will not follow orders and be treated as a trator. You don’t get it now, but you will.

      Muffythetuffy, One of the problems I see with states seceding is the fact that most of the states Army (Natl. Guard) have been recruited into the role of regular Army. This leaves the states vulnerable in trying to do so. They would have to recall all their Natl. Guard beforehand, and I do not believe the federal government would allow it at this point. You see, it is all our fault that we are in the situation that we are in. We have all been duped for a long time with candidates that we have elected into office. We had the chance three times to elect a man that would have fought the status quo, military complex and Federal Reserve, but everyone listened to the establishment that he was crazy, and most believed them. Now we are going to suffer the consequences of OUR actions. Tighten your seat belt, as it is going to be a rough ride.

    This seems to be a warning / threat for those in the know to keep their mouths shut. Why do I think they will make up stuff against anyone they think might spill info? is it about Rice? or is it about future appointments? I think they know some insiders talk to some radio show hosts.. are they after them?
    Usually something like this foreshadows something so look for a big appointment or someone who will make everyone wonder.
    I see the pattern with this stuff. something is in the wind and they are warning people to be quiet or else

The NYT was a big propaganda tool for negative articles and readers’ comments about the conservative court members.       Yes I remember it well but have not seen it except for some false versions of it that no one even cares about. We are to into ourselves and our own petty lil lives to care about the greater good of America and this is exactly what the Left has set out to do.

      I remember one night at Great Lakes US Navy Boot camp while marching back to the barracks, I looked up to see ole glory snapping gently out under a light ice cold breeze off the Lake. It hit me like a bolt of lightning inside…a stir of emotion swelled in my chest and a glistening in my eyes. The reality now clashed with the perception of America via the MSM and Hollywood Movies….there is no comparision to knowing and feeling the real deal, who we once were, what we once did.

      I Love this country and what it once stood for. I was extremely proud to be considered part of the American experience and put forth all I had dismissing liberal notions about mis-placed patriotism and such as it was at the time. Now I’m considered a renegage in my own lands and the newcomers think me the racist American relic.

      I’m now officially on “The List”

Marxism? that enslaves it’s own people. You didn’t sign up for that. This deep seeded anger is bubbling up in the Majority who lost this election. What shape it takes; who knows. But remember.       @ CHIEFGEORGE I remember a similar day of pride. It had been a terribly bad winter on the Northern Tier. We had jsust gone through UEI and had a lot of work to do in the WSA. Lots of B28s had been scheduled for IMF phase and we were under the gun to get the clip ins shuffles from trailer to trailer. Really bad; mind-numingly cold and dangerous. At the end of the day on a Thursday we were asked to volunteer to take a guard shack for the SPs; because they were all down with a bug. I signed out a shotgun and got my parka. * hours in the bomb dump, 8 hours on the end of the access way in a guard shack and 8 more hours back in the Bomb Dump. By Friday afternoon was the peak of the low pressure front and it saw son crazy temperatures. All the diesel had begun to gell up (even the stuff in running vehicles). My reporting official patted me on the shoulder and said “good job today”. I walked out to see the awesome sunset in the cold and looked out to see the B52Hs running up for phase dock. I knew then and there that we were the champions. I knew that nobody in the wing was forced to endure that as the Soviet guys were. We were there because we believed in America. We understood that the private citizens were our ultimate bosses. We loved freedom and the idea that we stood between the worlds villains and our people. Some of us died in those years. Mostly nothing heroic. Just ignominious death in the cols and the heat; but we did it for love. Now just look at what has become of

    For the rest of us, who cares? If you don’t already know these things, you are an idiot. If you know these things and don’t care/support them, screw you and the other 60 million that chose to destroy our country. And the rest of us, continue to wait, watch, prepare and pray.       There is about 38 million DemocRats .
      There is also about 23 million that aren’t DemocRats, but either are too stupid or sympathize with them and vote for them..

      @ TWOBYFOUR. I agree with you in principle but your numbers are a little off. You count women and children in that 269 million. The governement schools are “taking care” of that count more and more every single day. More women voted for Obama than not and they weren’t all dems. You don’t count unions such as the Teachers union and many others who are Patriotic but want that check. You don’t count the religious hispanics woth mouths to feed and many others who would rather be Red than Dead. I don’t believe thtere will be many willing enough or able to “pick up the pieces” that was mentioned here. It believe it’s over for us. Next will come rationing, I don’t own a gun and neither will you in a few more years. Or own a gun and won’t own ammunition. It’s all those little laws no pays attention to such as this one. That will be our downfall. No one seems to get that Obama wants our nation to fail. Many younger folks believe we deserve this fate because we’re told we are so selfish, in and some ways we are, but no other nation is as generous as ours.

      Very thought provoking storys. If true, the entire world and especially the USA is skating on very thin ice. If they are true, is shows why the administration was so desperately working to cover up the facts, hoping the story about the “Cruel and disgusting video” would satisify and placate the American people.

      Obviously, no identification of the interviewee is possible. Whoever it is surely seems to know what he is talking about. I’ll bet the Senators “Investigating” the Benghazi incident are fully aware of this and are just going through the motions of having show hearings.

      If in doubt, copy the links to the storys and send them to your Senators and Congressmen. Just see what if anything happens.

      They have made the move to clean the government employees of all dissenters. Once they have all the government employees in lockstep. They will begin shooting those of us that will not comply. Why else would they stock up on millions of rounds of hollow point ammo other than to use it on those who will not get in step. This is not going to end happily ever after.       For the last four years half of America has held its breath waiting for Sanity to return to DC and in that time those of us branded as TEA baggers have organized weighted our options stockpiled our resources and prepared for the direction and outcome that to us was obvious .
      As a small note Mr Obama as he prepares to take us over the Cliff he and his minions have arranged , he may have won by a 51 to 48 margin but his 51% is sorely wanting and our 48% is Prepared and Armed . Hope he’s got an air bag !

      I believe that is the real reason behind this. Many in the government have taken an oath to uphold the constitution and to combat its enemies both foreign and domestic. With the potus subverting the Constitution at every opportunity- he may be gettting concerned that some of those who took that oath- took it seriously…

    The could take a constitutionalist in the military, which is everyone who took the oath and say…You are a threat to national security. you have been dismissed. Then they can replace that person with a nato commander from Russia or someone who’s allegiance is to the muslim brotherhood and the communists.

      More true than you know. With the changes to military recruitment, gay laws, and such, the goal is to first dissuade white hetero males from military service. They cannot be counted on to attack the fellow countrymen…those that join anyway are soon weeded out through the selection advancement process so that very few that will uphold the constitution against ALL ENEMIES foreign and DOMESTIC are no longer in leadership positions. Think that is a bunch of pap? Next time you go to the airport look at the members of the TSA…that is where the military is going. Been through the Minneapolis or Detroit airports lately? Most of the people working there are muslims even in the TSA…it used to be a joke, but its not funny anymore.
