Lock Your Doors & Load Your Guns: Calif. City Attorney Tells Residents to Be Self-Reliant Following Cuts to Police Force

The bankrupt city of San Bernardino, Calif. is so cash-strapped it has been forced to slash public safety budgets just to stay afloat. That includes downsizing the police force.

During a city council meeting this week, Jim Penman, the city Attorney of San Bernardino, told residents to “lock your doors and load your guns” because they will need to start protecting themselves due to the diminishing number of cops on the streets, CBS Los Angeles reports. It is the perfect example of why self-reliance is so important — because when the government can’t protect you anymore, you have be able to protect yourself and your family.

Penman has been criticized by some for his brutally honest statement but he is standing by it.

“You should say what you mean and mean what you say,” he said.

The comments came after about 150 concerned residents attended a city council meeting to express their concerns about a number of recent crimes in the area, including the murder of an elderly woman last week.

“Well, if I remember right, I told them to ‘lock their doors and load their guns,’” Penman recounted.

Councilwoman Wendy McCommack said she could tell the “swell of frustration was coming over a lot of folks” at the meeting.

The city is working through bankruptcy and financial woes have forced San Bernardino to lay off about 80 police officers. As a result, police response times are delayed and people are not happy about it.

“Let’s be honest, we don’t have enough police officers,” Penman explained. “We have too many criminals living in this city. We have had 45 murders this year…that’s far too high for a city of this size.”

The city attorney urged people to be responsible but said it is important for people to be able to protect themselves and their families.

“I’m not advocating that people go out, who don’t have any training, and buy firearms. I certainly strongly caution anyone who has children at home not to have a loaded gun in the house,” he added.

“San Bernardino has seen a 50 percent increase in murders this year comported to 2011,” CBS Los Angeles reports.

    Typical progressive government bureaucrats. every time they get themselves in trouble for over spending, they cut the police departments and the fire departments so the people scream bloody murder and accept higher taxes to fund their missspending. they never cut their own pay or cut their pension funds or other pet projects that they have. they just let the people suffer so they can continue to live in there glass houses. you get what you vote for people.       You know what? We can defend ourselves. Just tell the cops to get the hell out of the way and the people will clean up the streets in a heartbeat. It is the cops themselves, and their prosecuting attorney idiots that rail against ordinary citizens when they use guns against goons that is the problem. Just get the hell out of the way and let the good citizens clean up the streets. They will be far more effective than the revenue goons (cops) that are out there now. It is sad that cops and their govt unions are so wrapped up in getting their pensions and perks that they would rather the country go to hell and have their kids grow up and live in crime nightmares instead of letting the citizens “take out the trash” . They are that selfish. That is pathetic. That is why many Americans hate cops. Their jobs are more important than their country.

      They cut the active police officers on duty. They cut the active firefighters on duty and close fire stations. They cut the number of sanitation workers on duty.

      Does the mayor or city councilmen take any cut in their pay for “Serving”? Have all the active city employees offered to take a 10% cut in pay to help the city out of its crisis? Have all the retirees offered to take a 10% cut in benefits to aid in saving the retirement fund? Have the union leaders offered consessions to help avoid this crisis? I BET NOT!!

      There was a time when the people of California had the cahones to handle such problems. In 1851, crime had gotten out of control in San Francisco. The citizens formed a “Committee of Vigilance” and took matters into their own hands.

      “WHEREAS it has become apparent to the citizens of San Francisco, that there is no security for life and property, either under the regulations of society as it at present exists, or under the law as now administered; Therefore the citizens, whose names are hereunto attached, do unit themselves into an association for the maintenance of the peace and good order of society, and the preservation of the lives and property of the citizens of San Francisco, and do bind ourselves, each unto the other, to do and perform every lawful act for the maintenance of law and order, and to sustain the laws when faithfully and properly administered; but we are determined that no thief, burglar, incendiary or assassin, shall escape punishment, either by the quibbles of the law, the insecurity of prisons. the carelessness or corruption of the police, or a laxity of those who pretend to administer justice.”

      After eight hangings and the forced resignations of the mayor, chief of police, and several other officials, things calmed down considerably.

      They would be appalled to see what SF has become.

      @gr29az – nail, meet hammer…you nailed it. Cut aid to ILLEGAL IMMIGRANTS and you’ve made up millions if not billions. Cut SSDI to people who are in jail, and you’ve added even more. Clean up who is allowed to have food stamps. If you can afford thousands of dollars worth of tatoos, you don’t need aid. If you can afford gem stones in your perfectly manicured nails, and **** done to perfection, you don’t need aid. Aid is for people who can’t feed their kids, aren’t doing drugs and are buying their clothes from a thrift store, not $100 sneakers.

      These Cities going broke need to clean house. Cut the salaries dramatically for everyone working for the City. Then hire the able bodied welfare users to work cleaning up the city in exchange for their keep, (a simple exchange, welfare/food for work) then go after the illegals using up services and all their freebees and cut them off, totally. They have a home they came from, so give them bus fare to get back to border. Cut the welfare dept. and those who make sure they keep their jobs by giving away the cities’ money.
      Not that long ago we all have to fend for ourselves because there was no welfare. In bad times you have to bite the bullet and people can learn to be self sufficient again during these bad times.
      NO! I’m not talking about people who are disabled and can’t contribute, but there are many more out there who can help themselves when the teat goes dry.

      Most everyone in Texas abides by this. Personally, I never go anywhere without a Drivers License, Credit Card and a Concealed Weapon. Sorry you cant in Cali.

      You all have made so many of the points I was hoping to make. I’m grateful I’m not alone.

      I wanted to buy my wife a Springfield XDm, Glock 26 gen 4, or M&P shield. Commufornia’s DOJ hasn’t “approved” them so we can’t buy them. Doesn’t matter because many of the carry/sub compacts now have mags larger than 10 rnds. We won’t be “allowed” to buy them though legal channels.

      The local gun industry hates it, most people at ranges hate it, and I hate it. We can ‘t change the laws here. Communism is too entrenched: Boxer, Feinstein, & Pelosi.

      Cut budgets in the WRONG places (why not city offficials?). Then tell people to protect themselves with draconian firearm laws in effect? We’re being put into our places (cells) and can’t fix it.

      I pray for a way out of Commufornia, but the prospects are slim to none. I pray the rest of the Republic can hold up, it’s too late for us.

      People unfamiliar w/San Bernardino should know that it is in proximity and surrounded by numerous other like-kind communities (Rialto, Riverside, Fontana, Pomona, Ontario) and infested with gangbangers. SoCal has so many of these gangster outposts (too many to list) that they need an army to eradicate the parasites and keep them in check. Not unlike surrounding areas of Miami, Chicago, NYC, Cleveland, etc.

      Yes, good comments. I remember years ago when all San Berdu had to worry about were the “Hells Angels.” I can remember an Asst. District Attorney came on some Colo. River trips with us years ago and would get drunk and go into the little town to pick fights with the Indians or whomever got in his way.. I always wondered how a person like that could have such a responsible job. He was a real jerk.
      He was an example of the corrupt type people who get into secure/high paying jobs and control the rest of us like they were the little angels.

      How did this become a referendum on police officers. Are they just parasites who will lose their income for their families when they are fired? We applaud soldiers who are part of our real standing army. Rightly so, they deserve my respect and praise. But police officers are just parasites. Huh? Why, because they write tickets when someone is speeding? or come to a crime scene and investigate it? How did that become wrong. I will be the first to admit that cops cant be everywhere. I have told people to arm themselves. We cant be everywhere. But I have been in the right place at the right time a lot. Ive kept a father from stabbing his daughter. A husband from beating his wife. A father from beating his child. A store from being robbed. A girl from being raped in the alley. I ve been spit on, cut, punched, sworn at, threatened and finally shot. Ive done all this for people I didnt even know. And most for people I didnt even like. I know other cops who are paraliyzed, have brain injuries, have had their foot severed, cant use a limb, limp, and have severe PTSD. I know police are not perfect. Far from it. Some are evil, some are stupid and some are mean. But the majority are not. They are you. They live next to you.
      You want cops to stand aside and let you handle things? Can you do it better? Are you prepared to not come home to your wife and children, or if you do come home, youre not the same daddy that left a month ago to go to work? I was. This is not about Cop

    Its odd that he is saying that the reduction in police force keeps them from being able to protect the citizens. Thats bull. They could double or triple the police force and they would still be showing up at the crime scene to collect evidence for the investigation when its way too late to “protect” anyone from anything. Thats not a slam on the police. Its simply impossible for them to be everyones bodyguard. The citizens are responsible for their own protection and always have been. I have to admit that since this is a town in California I couldn’t care less about what happens there. Obamavoters.

I have realized we do not live in a vacuum; Both these states are solidly Liberal, with pockets of Conservatism.       If California wasn’t bankrupt and turning prisoners loose, they probably would be a lot safer. He said a mouthful with the “too many criminals” comment. Lock them up and the non criminals would be a lot safer, but the prog governments would never stand for that!

      It was several years ago that a man here in KC had his house burglarized a couple of times. He went to the target range, shot the hell out of a target, wrote something on the order of “.357 magnum at 15 yards” on it and taped it to his front door. He had no further problems.

      We generally don’t lock the door but the guns are loaded as well as the 105 pound Doberman. He buys me the time to pick and choose what I want to use 357, 380, 38, AR15, 35, 16ga, and my favorite the 12ga with alternating rounds between double oo buck and deer slugs. The 22s are for any squirrels who try to break in. The BB guns keep the kids involved….

      The dog is trained to drag the body so it is within 21 feet….

      Actually Hornet Spray can shoot up to 28 feet. Looks normal to have sitting next to your front door….ya know, for those pesky hornets in the eaves kinda thing. Keep a can handy at work next to your secretarys desk too.

      I wasn’t saying to ignite the gas. Just to blind them long enough to get the baseball bat or whatever out.

      I was thinking that most people has access to gas more so than other liquids that burn the eyes.

      But you do have a good point as to storing gas in the house.

      I keep military mace and a Katana handy. Not that I need them. : )

      I live in california , I have plenty of guns , and lots O bullets , and gun stores are thriving out here , I even have a dang cross bow ! , and a wrist rocket with a couple thousand rounds of quarter inch ball bearings , ya never know this is cali after all . Can’t wait to get out of here

      spray are a must for every household…I have two cans of each on hand at all times, but

    Question for this wonderful Mayor: Mr. Mayor how are suppose to protect themselves when California has some of the greatest restrictions on gun ownership and the ability to protect yourself? Explain please.
    I think California needs to wake up. Allow gun ownership let the law abiding citizens take care of themselves and these illegal thugs would start vanishing.       Here in Oklahoma we are a right to work state & and so goes our police depts.Our policeman are richer than those police in California since they have to pay over $100 in union dues each month. I bet those 18,000 Hostess workers that the unions just put out of work wish they had all those union dues they paid over the years. They paid to have Obama re-elected and he only wants to spend money on Geen Jobs, Wall Street Brokers and Fat Cat Bankers.Smart folks Know that if Obama had went after jobs te way he did Obama Care – the unemployment rate would be under 6%.

      For starters, try reading the article. He’s a city attorney. Secondly, no one has taken anyone’s guns. Thirdly, none of you live near San Bernardino apparently. No one had their doors unlocked when there was more police. If someones home or whatever is unlocked, its because there something worse on the inside than what’s coming in.

      San Berdo is terrible. I go there on occassions in my line of work, its gotten worse in the past 10 years since if thats possible. Nearby schools look like prisons from the outside….one way in and one way out, past the security officer check in desk.

      If your White there it only means you got left behind when the mass exodus occurred ions ago. The old lady who got murdered was no doubt White, because if she was hispanic there would be a gang war over the matter by now.

      Lock doors? These people already have bars on their windows, their businesses, even their yards have bars and spikes on concrete pillars curb side.

      Seen the Pitbulls out for walks down there with their deadbeat masters? Jeesh!!!

    Do you want to know the REAL reason for the outcry in the Treyvon Martin case? Because criminals KNOW deep down when the law-abiding have decided they’ve had enough, and begin to fight/shoot back, their careers (and very lives) are over.

    A largely volunteer, vigilante force can do a much better job on public safety than salaried and pensioned officers worried about lawsuits.

    And the criminal element sense this. Hence… the overdone outcry on Treyvon Martin…. yet complete silence after every typical Chicago weekend.

    The crooks might think they’ve got it made without the police… but they’re very likely do discover the police were the only thing standing between them and a fed-up murderous mob.

      A Sheriff’s Office and Police Department were never meant to replace citizens being responsible for their own self-defense. And a fascinating thing that I have learned is that law enforcement officers are acting in a fiduciary capacity. They are standing in our place when they are working. What this means is that if we can’t do it, they can’t do it. I am working on learning more about this concept. It is the polar opposite of what I’ve been indoctrinated to believe. I absolutely appreciate the courage and dedication of our Police, but something has gone terribly awry.

      I did not vote for any of this, but as a Californian, will suffer the consequences. Too old to undo a life time and move, though may have to just leave everything in the future. How sad for America. Literally makes me physically ill to see what people are doing to our once great country. As for the dumb ones that don’t see it, I am having less and less sympathy for as time goes on. They will get what they deserve, but unfortunately so will many of the good guys that tried to stop it.
