UPDATED: Republican Leaders Propose Official ‘Fiscal Cliff’ Counteroffer

House Republican leaders on Monday countered President Barack Obama’s opening “fiscal cliff” offer with a proposal to produce $2.2 trillion in budget savings over the coming decade with “a combination of spending cuts, entitlement reforms, and $800 billion in new tax revenue,” The Hill reports.

The $800 billion in tax revenue would be achieved through closing loopholes and deductions while lowering rates.

The counteroffer was delivered to the White House via a three-page letter signed by Speaker John Boehner (R-Ohio), Majority Leader Eric Cantor (R-Va.), and other senior Republicans, including former Romney running mate Rep. Paul Ryan (R-Wis.).

The GOP letter begins by outright rejecting the president’s initial offer, which included a $1.6 trillion tax increase (twice the amount he supported during the 2012 presidential election), a $50 billion economic-stimulus program, and the removal of the federal debt limit, as outlined by Treasury Secretary Timothy Geithner.

“[T]he proposal [Secretary Geithner] outlined on behalf of your Administration contains very little in the way of common ground,” the letter reads. “We cannot in good conscience agree to this approach, which is neither balanced nor realistic.”

The letter goes on to offer the House-passed Budget Resolution as a possible compromise.

“It assumes an overhaul of our tax code with revenue remaining at historically normal levels and proposes structural reforms to preserve and protect the Nation’s entitlement programs,” the letter reads, “ensuring they are sustainable for the long-term rather than continuing to grow out of control.”

Here are some of the reforms included in the resolution:

The House-passed Budget Resolution assumes enactment of structural Medicare reform that offers future beneficiaries guaranteed coverage options, including a traditional fee-for-service Medicare plan. This proposal is based on recent bipartisan efforts and would provide greater support for the poor and the sick and less support for the wealthy. We achieve these reforms in Medicare without affecting current seniors or those nearing retirement. This would slow the projected explosive spending growth in this program and eventually maintain Medicare spending as a share of the economy at 4.75 percent, thus saving the program for future generations.

The House-passed Budget Resolution reforms Medicaid and provides states with greater flexibility to better deliver health security to beneficiaries, saving the federal government nearly $800 billion over 10 years.

Separate from savings in our proposal for the 2010 health care law, the House-passed Budget Resolution envisions hundreds of billions in savings in other mandatory spending, including reforms to Federal employee compensation and the Supplemental Nutrition Assistance Program.

Notably absent from Republican’s counteroffer is a proposal to increase the debt ceiling limit.

The letter also supports the “middle ground approach” proposed last year by Erskine Bowles, the former chief of staff to President Clinton, before the congressional “supercommittee” on deficit reduction (this proposal is different from much-lauded “Simpson-Bowels” proposal).

“[Bowles] recommended that both parties agree to a balanced package that includes significant spending cuts as well as $800 billion in new revenue,” the letter reads.

“Notably, the new revenue in the Bowles plan would not be achieved through higher tax rates, which we continue to oppose and will not agree to in order to protect small businesses and our economy. Instead, new revenue would be generated through pro-growth tax reform that closes special-interest loopholes and deductions while lowering rates,” the letter adds.

The Bowles recommendation calls for cuts amounting to more than $900 billion in mandatory spending and cuts of about $300 billion in discretionary spending.

“These cuts would be over and above the spending reductions enacted in the Budget Control Act,” the letter continued.

“This is by no means an adequate long-term solution, as resolving our long-term fiscal crisis will require fundamental entitlement reform. Indeed, the Bowles plan is exactly the kind of imperfect, but fair middle ground that allows us to avert the fiscal cliff without hurting our economy and destroying jobs,” the letter says.

Senate Minority Leader Mitch McConnell (R-Ky.) called the Republican proposal a “good-faith effort to find common ground.”

“While the president hasn’t moved an inch away from his efforts to please his radical left-wing base, the Speaker has consistently shown a good-faith effort to find common ground and a realistic approach to solving the very real economic problems facing our country,” said Sen. McConnell.

“If the president is serious about joining us in an effort to reduce the deficit and protect the economy, he’ll get off the campaign trail, drop the left-wing talking points, and instruct his staff to negotiate a solution in good faith based on actual written proposals. In short, he’ll begin doing what leaders do: Lead,” he added.

For its part, the White House insists President Obama won’t agree to any deal that “fails to increase tax rates on upper-income earners,” the Associated Press notes.

UPDATE: White House Communications Director Dan Pfeiffer on Monday rejected the Republican’s counteroffer, arguing that the approach was not “balanced.”

“The Republican letter released today does not meet the test of balance,” Pfeiffer said, according to BuzzFeed. “In fact, it actually promises to lower rates for the wealthy and sticks the middle class with the bill. Their plan includes nothing new and provides no details on which deductions they would eliminate, which loopholes they will close or which Medicare savings they would achieve.”

He continued:

Independent analysts who have looked at plans like this one have concluded that middle class taxes will have to go up to pay for lower rates for millionaires and billionaires. While the President is willing to compromise to get a significant, balanced deal and believes that compromise is readily available to Congress, he is not willing to compromise on the principles of fairness and balance that include asking the wealthiest to pay higher rates. President Obama believes – and the American people agree – that the economy works best when it is grown from the middle out, not from the top down. Until the Republicans in Congress are willing to get serious about asking the wealthiest to pay slightly higher tax rates, we won’t be able to achieve a significant, balanced approach to reduce our deficit our nation needs.

Boehner spokesman Brendan Buck voiced the Speaker’s frustration with lack of progress being made in negotiations.

“Republicans have once again offered a responsible, balanced plan to avoid the ‘fiscal cliff,’ and the White House has once again demonstrated how unreasonable it has become,” he said, “If the President is rejecting this middle ground offer, it is now his obligation to present a plan that can pass both chambers of Congress.”

The ball is now in the White House’s court.

      While I agree the the Democratic base is looking for handouts. What exactly did Romney offer that was different.

      His budget didnt balance. As a matter of fact it still had us close to 21 trillion in debt by the end of 2016. That doesnt seem like change to me.

      He would have kept us in the UN. No change.

      He showed a complete disregard for the Constitution. NDAA and gun control laws for example. No change.

      He supported TARP. No change.

      He supported the FED and Ben Bernanke. No change.

      He supported abortion 99% of his political career and only was pro life for political reasons. In the end no change.

      He supported the US being the military police of the world. No change.

      He created Romneycare, and praised Obama for using his plan in 2009. Honestly how dumb are the GOP establishment clowns.

      He didnt support states rights and back his running mate in Colorado over the pot legalization issue.

      This list could go on, but fact of the matter is Romney was a horrible candidate. He was the worst of the bunch outside of Huntsman. Throw in the Mormon thing and his choice of a VP from a non swing state snowballed into the crushing defeat he took.

      One major spending cut for Entitlement programs would simply be to drug-test all able-bodied individuals suckling the teat of the taxpayer-funded government. These drug-tests could happen during a monthly progress report that also ensures the recipient is actively seeking work.

      This would subsequently affect all the drugged up dregs on the dole and possibly cause them to desire job opportunities, rather than leeching off of ‘free’ money. I believe this would be a viable solution to the rapidly increasing Entitlement Generation.

      This will make the ‘free stuff’ option less desirable, because most lazy/drugged up bums want to steal our cake and eat it too.

      Too drugged up to look for jobs after trading your foodstamps for drug money?…
      Cut off!!!

      Too lazy to look for a job and would rather buy snacks with taxpayers money while living at section 8 housing watching “Dancing with the Stars” on primetime TV?…

      My estimates indicate 50%-75% annual savings(!) based on the mentality of Obama supporters and complacent citizens who don’t vote.

    The “fiscal Cliff” is a myth much like the presidency of Obama. Nothing will change if it happens. Nothing changed with the election with his win. This Obama has one major fault, he has the inability to LISTEN to other ideas. The best policy for the Congress is to void anything Obama says or does.

      THE EXPIRATION OF THE BUSH TAX CUTS HITS THE WEALTHY HARDEST. If the Bush tax cuts expire, the tax increase hits the wealthy hardest.
      Middle Class = $410.
      Top Bracket = $1,633,591
      Note: this ignores payroll taxes which the rich don’t pay. And most people get their payroll taxes back in the form of benefits when they retire.
      Let’s go over the cliff and Obama still wins……again.

    The epitaph on their gravestone would state:

    2.2 trillion in deficit reduction over the next ten years a is a joke. We are completely broke. While I agree with closing loop holes but this is still going to be paid by the top 10% and is still a tax increase.

    Both sides stink. I will take the GOP seriously when they really push real issues. Balanced budget amendment, cut in military spending, flat tax, ending our overseas militarism. When they are willing to look at their sacred cows, it will force the left to lose theirs also.

    We dont need to move closer to the Dems to expand the base. You need to be a principled and show real leadership. That is something completely lacking in the GOP now.

    One thing I have never read concerning Obama’s insistence on tax increases for individuals making over $200K and couples making over $250K is whether those income levels are to be indexed for inflation. If not, and if his plan is passed, the situation would allow more and more people to graduate to the higher rates without seeing any net increase in their income, sort of like what has happened with the Alternate Minimum Tax. It actually might be a good idea to index the AMT for inflation and then repeal the regular tax code in its entirety. Low income filers would owe no tax due to the AMT’s huge initial deduction. Everyone above that level would pay the applicable AMT rate. Filing would be far simpler, and it would raise more money. Even Warren Buffett would get to pay at least the rate his secretary pays.

    the debt will continue to expand at an ever increasing rate, it is an economic imperative characteristic of the corrupt financial system…

    if the debt does not continue to increase the financial ponzi collapses quickly,

    if the debt does continue to increase increase it collapses slowly along with the standard of living

    Both will result in a default or currency crisis…

      Both sides are completely scared of the Ron Paul plan because it fixes the issue. The only problem in it, is we dont have enough grown ups in this country to make the tough decisions. The Ron Paul plan would work, but it would cause a couple of years of hard times.

      We are going to go through these hard times regardless. If we do it ourselves and work together it will be hard but we will prevail and come out stronger. If we wait till the collapse, capitalism will be blamed, and it will be crushing. It will bring in world government to save us because people will be begging for help. We have two choices have a structured collapse or a total chaos collapse. I am for the structured one.

      I followed RP and he does not understand Triffins Dilemma (Paradox), he does understand the symptoms but his solution is to kill the parasite,,, I understand,, but it will also kill the host. This ponzi scam has actually benefitted the US greatly, it has allowed the US to live way above its means by exporting inflation to the rest of the world. If that is cut off today, the world would abandon the US$ reserve system and all the foreign US dollars will rush back into the US causing a massive inflationary depression, leading to chaos, poverty and civil unrest.

      We are in a post Constitutional NeoKeynesian Paradigm and unfortunately there is no going back..

      This is why both parties expand the debt, it is to maintain the global financial ponzi scheme and nobody wants t bring it down. US debt expansion is a GLOBAL systemic economic imperative. Those that understand it benefit from it and those that don’t are dependent on it.

      … by killing US $ global reserve status. All those foreign held US $s will instantly flood back to the US.

      Global superpowers are repositioning for a dominant role in the “new world order” and that is the replacement or restructuring of the global financial system. This is the endgame, whoever controls the global reserve system controls the world…. and RP does not understand todays global game.. maybe the early 70′s, not today.

      I do like RP, he has educated many but I disagree with his solutions and some views… but think about it if RP policies caused a financial collapse (even if it is inevitable) he, and constitutionalism would be blamed. A Progressives wet dream…

      I have gone over this for a decade and there is no financial restoration solution… other than let it collapse, get it over with ASAP and make the Progressives own it… protect your wealth outside of the fiat system as best you can to emerge on the other side..

      This collapse is inevitable and the Banker/Political elites are already planning the next global ponzi scheme… carbon “debt/credit”… to replace the dollar reserve…. (at least partially)

      I really wish I had answers but it will be tough times ahead, prepare and build a like minded network….

      Treat Progressivism like a dog that has a bite hold on your arm, don’t pull away it only strengthens the hold.. jam your arm down its throat…

    Ok, it is time for a cut, first in the abuse, and misuse by the Contress, the President, then a $3-dollar cut in Federal spending, before a $1-dollar increase in revenue. Then,

    Change the tax rate to 20% to @25% on GROSS INCOME (everyone who has Gross Taxable Income pays the same rate), no deductions of any kind! Get the IRS out of bookkeeping, so a reduced staff can find the lost GROSS INCOME.

    Get hold of the Swiss bank accounts, to find that lost money which was funnelled to political cronies.

    If you have a 401K invested in the market there’s a good chance you are about to see it take a big hit. It looks like we’re going over the cliff and a lot of people are going to make income decisions (particularly capital gains income) before the end of 2012.

    remove the 6% baseline increase from the budget

    pass annual budgets only

    if annual budget goes into deficit………….no pay for any politician in Washington

    if budget deficit in second year………….confiscation of 50% of all politicians assets

    if budget deficit in third year , imprisonment for 6 months

    if budget deficit for fourth year …………..total confiscation of all assets and 10 yrs imprisonment

He learned it in his Community Agitation Classes where they major in the Alinsky Rules For Radicals. Obama is playbook Alinsky. Obama does not want a solution for the country. He wants to punish the conservatives and ” redistribute ” the goods of the ” rich.” It’s all about ” taking power from those who have it, and giving it to those who don’t.” Unfortunately, the real transfer of power is to the ” elites” like Obama and the radical Democrats !       Personally CIRCLED… I don’t think raising taxes on “anyone” (including the top 2%) in this uncertain climate is a smart decision. Plus it also depends on what they would do with the increased revenue IF they raised taxes…

    2.2 trillion over ten years isn’t a cut folks and we all know it,no Barry wants taxes up front and we’ll talk about cuts later,been there done that with Reagan.My plan would be to eliminate whole departments but we don’t have to worry about that sanity taking place.No these idiots are raising taxes across the board,how do you think we’re going to pay for ‘Obama care’ if you don’t raise taxes on everybody?

Republicans were allegedly so “principled” that they wouldn’t let Ron Paul influence the narrative before the election, yet immediately CAVED to Obama on all fronts immediately afterwards…almost like it was planned?
