A newly proposed Army handbook seeks to address U.S. soldiers’ “ignorance of, or lack of empathy for, Muslim and/or Afghan cultural norms” to combat the recent spike in deadly attacks by Afghan soldiers against coalition forces. Because of this ignorance, the handbook explains, members of the Afghan security force can sometimes react violently, carrying out what are known as “green-on-blue” attacks.

While it has yet to be released, The Wall Street Journal was able to review the “final coordinating draft” of the controversial proposed Army handbook.

The draft handbook provides a list of “taboo conversation topics” that soldiers should not discuss, including “making derogatory comments about the Taliban,” “advocating women’s rights,” “any criticism of pedophilia,” “directing any criticism towards Afghans,” “mentioning homosexuality and homosexual conduct” or “anything related to Islam.” Apparently, censoring U.S. troops will make them more safe.

“Bottom line: Troops may experience social-cultural shock and/or discomfort when interacting with [Afghan security forces],” the handbook states. “Better situational awareness/understanding of Afghan culture will help better prepare [troops] to more effectively partner and to avoid cultural conflict that can lead toward green-on-blue violence.”

While it is possible that radical Islam is also listed as a potential reason for insider attacks, The Wall Street Journal’s report makes no reference of it. The handbook was reportedly written by the Center for Army Lessons.

The Wall Street Journal has more details:

The proposed handbook embraces a hotly debated theory that American cultural ignorance has sparked many so-called insider attacks—more than three dozen of which have claimed the lives of some 63 members of the U.S.-led coalition this year. The rise in insider attacks has created one of the biggest threats to American plans to end its major combat missions in Afghanistan next year and transfer full security control to Afghan forces in 2014.

Afghan leaders say Taliban infiltrators are responsible for most insider attacks. U.S. officials say the attacks are largely rooted in personal feuds between Afghan and coalition troops, though not necessarily the result of cultural insensitivity.

Last year, the U.S.-led coalition rejected an internal military study that concluded that cultural insensitivity was in part to blame for insider killings, which it called a growing threat that represented “a severe and rapidly metastasizing malignancy” for the coalition in Afghanistan.

The study was reported last year by The Wall Street Journal. The U.S. military at the time said the study was flawed by “unprofessional rhetoric and sensationalism.”

The new handbook pulled information from a 2011 study titled “A Crisis of Trust and Cultural Incompatibility,” which sought to explain why Afghan security forces and American soldiers harbored a “simmering disdain for their counterparts,” the WSJ reports.

The 2011 study was headed by Maj. Jeffrey Bordin, who is now serving as the Army center’s liaison to Gen. John Allen in Kabul. Using Bordin’s conclusions, the new draft Army handbook looks to prepare troops psychologically for serving in Afghanistan.

“We are very serious in trying to solve this problem, so we are not discounting any insights that we think are useful,” Gen. David Perkins said. “We are pulling out all the stops to do everything we can to gather lessons learned.”

Bordin’s 2011 study was based on interviews with 600 members of the Afghan security forces and 200 American soldiers. Some U.S. soldiers said that Afghan forces engage in thievery, are “gutless in combat,” are “basically stupid,” “profoundly dishonest” and engage in “treasonous collusion and alliances with enemy forces.”

Perhaps our soldiers don’t need to be cleansed of “ignorance” and told what they can’t discuss. Could it be that they are telling the truth and their opinions should be taken into consideration to keep everyone safe overseas?

      McChrystal d/n have a CIB as it’s an award only for 0-6 and below. During his command times in the 82nd ABN or Ranger Bat, he obviously wasn’t in a combat zone as declared by DoD. During Gulf War 1, he was a JSOC Ops officer in Riyadh….wasn’t a combat zone for which to earn a combat patch and he wasn’t in command of a tactical unit to earn the CIB.

      to continue with McChrystal….for you to not recognize that this was all a set up. Do you really think the commander of JSOC would trust some jack-arse reporter from Rolling Stone? It was all a setup following McC making Obama look the fool that he is. He’s closest confidantes were all operators – no way they would trust an outsider like some english major at RS….think, we know you can do it!

      Petreaus was commissioned in ’74…please, tell me, what wars did we fight from then until ’91 when a combat zone was declared and he could have been awarded the CIB?….he didn’t take command of 187 IN until after GW1….

      BTW, Eisenhower and Marshall never commanded in combat prior to making GO levels…

Or should we make sure our female soldiers are clad in burkas? Wait….light bulb….lets put ALL our soldiers in burkas and make them THINK they’re fighting women, when in fact they’ll be Navy Seals, Army Rangers, etc.

      What you may consider illegal here might be legal there. Most people here in America probably would think of sex with a 16 year old is wrong but 16 is the age of consent in 31 states of the Union (including most of the Northeastern states).

      The age of consent in NZ is 16. However, anybody sexually abusing a child of, say, 9, is dealt with severely.

      I’ve always been a little bemused that the age of consent is 18 in the USA. Do teenagers pay any attention to that? I can tell you that a seventeen year old in my country would respond pretty bluntly to anybody criticising them for being sexually active.

We’re not talking 15-16 year olds. You may be OK with a 40 year old man marrying you’re 9 year old daughter, but I’m not. They also marry siblings and first cousins.

      It wasn’t that long ago, just look at any of the classic stories that Disney rewrote into their movies. Women having a family at 15 years old was the norm, and the younger the better to sate the lusts of the old men (old being late 30s at that period).

      It’s no excuse for the goat-******s, but it is important to know the history of a practice. Most of the time that makes hatred for it even more potent.

Right and wrong are a matter of opinion if you take God out of the equation, and mankind is always going to make rules which gratify his selfish desires. Simply put, the true God civilizes people. The Old Testament is also a testimony of how when those who follow God decide to reject His commandments then they become uncivilized also, and we see that as the nation of Israel abandoned Jehovah. What part of “turn the other cheek when a person slaps you”, or “pray for your enemy and those who persecute you” is anything like what you see happening in the Muslim culture? There’s no comparison. I know a lot of people who have been over in those countries and they also witnessed a lot of bestiality along with homosexuality and pedophelia. Fox news even had a story on gonnoreah and homosexually transmitted diseases. The justification was that the Koran says “a man shall not love another man”, so they say they don’t love them. Hence they justify the act. Sexual identity and sexual deviancy are the first things to happen as man walks away from God. The others are violence and the rationalizing of brutality on ones fellow man or woman. The biggest to suffer are the women and children.

I thought we were supposed to be improving conditions for Muslim women, and getting girl children into school? Now our soldiers can’t talk about that? How about we just get the heck out of all Muslim countries and let them do to each other what they have been doing for thousands of years.

    You are misquoting the Wall Street Journal article. The quote you attribute to Bordin came from a general officer. Regardless, if this handbook will help reduce friction between forces and contributes to fewer green-on-blue attacks, then so what if it provides some “taboo” discussion areas. I mean, we were all taught when we were young that religion and politics are not pleasant dinner topics, because it gets people riled up. Soldiers are there to do a mission–and it’s not to change the Afghans’ minds about social issues like women’s rights and how to handle their cousin who is in the Taliban. They just need to prepare and train the Afghan police and army, so we can get out of there ASAP. Now if you want to debate whether or not we should still be in Afghanistan at all–that’s a discussion worth having. This is a non-issue.

I read an article once that described the Afghan army’s practice of a once-weekly tradition of man / boy encounters. Have you heard anything about those “special” days? The eight year old boy who was photographed for the story had been made-up with heavy mascara, eyeliner and fake lashes. It made me puke.

      The whole concept is inane. By all means, be informed about the local culture, but the purpose of the knowledge should be to be more efficiency in blasting off the Taliban and Islamists (no order of preference).

      This namby-pamby “sensitivity” approach is absolutely wrong-headed and will get more of our people killed. Instead of these deranged “manuals”, let the soldiers read the “Art of War” from Sun-Tzu.

    “Some (SOME ?? I’d venture to say more than some) U.S. soldiers said that Afghan forces engage in thievery, are “gutless in combat,” are “basically stupid,” “profoundly dishonest” and engage in “treasonous collusion and alliances with enemy forces.”

    Nope… don’t see a problem with that statement. I like the honesty of it…

    Isn’t political correctness just wonderful! We’re always wrong, the other guys who are trying to kill us are always right, and we just need to keep our mouths shut and enjoy it. Stupidity is stupidity! I’d tell them, “Okay we’re leaving, you thieves and pedophiles can run your own dungheap any way you like, but if anyone from this place attacks us ever again you will be reduced to a smoking hole, possibly radioactive. So be good y’all….” They deserve no more and our troops need to bleed no more there.
