(AP) — Signaling new movement in “fiscal cliff” talks, House Speaker John Boehner has proposed raising the top rate for earners making more than $1 million, a person familiar with the negotiations said. President Barack Obama, who wants higher top rates for households earning more than $250,000, has not accepted the offer, the source added.

The proposal, however, indicated progress in talks that had appeared stalled.  The source would only discuss the plan on the condition of anonymity because of the sensitivity of the negotiations.

As part of a broader budget deal, Boehner is still seeking more spending cuts than Obama has proposed, particularly in mandatory health care spending. Boehner has asked for a long-term increase in eligibility age for Medicare and for lower costs-of-living adjustments for Social Security.

Boehner’s tax proposal was first reported by Politico.

A Boehner aide would not comment on the report.

At issue are expiring tax rates that would automatically increase on Jan. 1 for virtually every income tax payer if Congress and the president don’t act. Steep budget cuts are also scheduled to kick in, unless Congress and Obama agree to forestall them with other deficit reduction measures.

Obama has insisted on extending current rates for the 98 percent of taxpayers in household that earn less than $250,000. He would let the top two marginal rates increase from 33 percent to 35 percent and from 36 percent to 39.6 percent for those taxpayers making over that threshold.

Until now, Boehner had maintained his opposition to raising any rates. Instead, he had proposed to raise up to $800 billion in tax revenue over 10 years by limiting tax loopholes and deductions as part of a broad tax overhaul.

But the speaker and House Republicans have come under increasing pressure form a number of Senate Republicans who say they should yield to Obama’s demand on tax rates and then press him for additional cuts early next year in exchange for an increase in the nation’s borrowing limit.

Obama has proposed about $600 billion in spending reductions over 10 years, including about $350 billion in Medicare and other health care savings. But he has also proposed about $200 billion in additional spending, including aid to the unemployed and to struggling homeowners and for public works projects.

    WTH?? O-blame-a goes around saying “millionaires and billionaires” all the time! Nearly everyone in this country has heard his loud mouth say it. All Boehner has to do now is hold a press conference and tell the people that he refused to hike taxes on millionaires. (Not that I want the taxes raised) but EXPOSE this fraud and people will begin to turn on him (maybe). If it were done right. How would O-blame-a be able to defend himself? He has said “millionaires and billionaires” ad nauseam.

      He also will blame Republicans for Killing Social Security because that FICA tax you pay goes for funding it, for the last two years SS funds from the FICA tax have not been paid. Social Security will go bankrupt before 2016 elections unless they put that tax back. But Republicans refuse to talk about it because they have been trying to reform it for decades and now Obama is doing it for them. The two parties are now back to being the party that Lincoln split to free the slaves in 1860.

      We need another party to replace the current Republican Party because it fails to live up to conservative Ideology. Boehner needs to be dethroned.

      You don’t have to make a million a year to be a millionaire. If you made 250 grand, lived off 100 thousand (which should be plenty considering this is personal income we’re talking about and most of us live fairly comfortably on less than that) and invest the rest, you could rack up a surplus million every few years.

      Retiring US Senator Jim Demint of SC has been outspoken this weekend that Boehner’s time as Speaker of the House is near an end; and, it should be.

      Boehner is a bed wetter who should have had Obama already behind bars for “Fast and Furious,” along with Obama’s **** buddy, Eric Holder. Instead, the golf-playing, unproductive Boehner dignifies the man by entering into negotiations with Obama on a topic that Obama knows absolutely nothing about, taxes and the economy.

      Boehner doesn’t seem to have the intellect to understand that Obama intends to wreck the economy either through taxes, regulations or an oil shock.

      WALK AWAY, BOEHNER!

      Let the Marxist / Socialist have his way and show the world what an idiot does with the most powerful economic engine ever developed by man. We’ll build it back after Obama wrecks it and we turn all the libs from office.

      You’re absolutely correct, SP. However Boehner had to offer something … that’s how negotiations work.

      I’m not for tax increases for anyone, but it looks like we’re not going to be able to get out of this one. It’s frustrated me to hear Obama refer to those making $250,000 and above as millionaires and billionaires. With Boehner offering a cutoff at a million, and now Obama refusing to accept it, the spotlight is back on Obama as being UNWILLING TO COMPROMISE.

      Each side is trying to make the other side look like the bad guys … it’s a politician’s game. We’re just mere pawns out here struggling to feed our families, while we brace for their political crap to fall down on us.

    So Boehner said he is willing to tax millionaires & Obama wants to tax millionaires, but still no go.

    Why because millionaires as a group don’t have enough money at any tax rate to fill the deficit hole & that polemicist Obama knows it.

    This is more of the same. Al Gore called people who make 100,000 a year millionaires. Because in ten years he reasoned they would have made a million. After taxes & expenses they would have no where near a millionaire, bur that didn’t stop “release my 2nd Chakra on a woman” Gore.

    Boehner needs to repeat that he agreed to raise taxes on millionaires so that the press might hear it the 100th time he says it.

    You can increase taxes on those making $250K & above & it won’t fill the deficit hole. We have a spending problem. Obama & Team D are culprits numero uno

      The irony is that Boehner is proposing a platform that is more conservative than anything else the republicans have tried to push through since 2000. If Boehner is talking about raising medicare age and SS COL adjustments – those two things will help balance the budget more than anything else.

      Considering the democrats have control of govt – if we were able to get those two items, it would be a small victory.

      Change the COLA rate. I got a $19.00 a month increase but my Medicare went up $14.80 . Thanks for $4.20 I sure it will pay for the increases on EVERYTHING. Gas, food, rent, co-pays, medicine,insurance to name of few. I can’t even work anymore ( for extra money) due to degenerate disc disease. I have had my entire neck fused together C2-T1 so my head doesn’t turn, I have 5 degenerate disc (actually no disc left) L 3,4,5 & S1,2 in my back and 3 bulging disc L1,2 & T6. I paid into the system for 35 years.

      Girding your loins does not mean growing a set….. to “gird your loins” stems from antiquity and is an action which is taken to mean “to pull up your garment so that you are more freely to move.” It is possible for some to take away that it means to protect your groin area by adding more padding (the lower part of your garment) but that isn’t what the original definition by parsement indicates…

      Given that the News media (MSM) are worth 15 pints in polling to any one from Team D in a presidential election, I think Boehner made the right bargaining decision.

      See Newsweek editor’s comment about the pull of the MSM in terms of public support when they back a democrat nominee for President 2004 campaign.
