A former Seattle Police Chief on Tuesday argued that repealing the Second Amendment would help prevent the type of gun violence displayed in last week’s tragic shooting at Sandy Hook Elementary School in Newtown, Conn.

“I have seen over the course of my 34 years of police work countless homicide and other shooting victims — I know what bullets do to bodies,” Norm Stamper told HuffPost Live host Alicia Menendez.

He continued: “What I think is necessary is for responsible gun owners to recognize that in no way would my suggestion of repealing the Second Amendment — and not necessarily replacing it with another amendment, but I wouldn’t rule that out either — that we create legislation that makes sense for today’s world, not the world that existed at the drafting of the Constitution and certainly the Bill of Rights.”

Appearing on HuffPost Live on Tuesday, Stamper discussed some of the same ideas he proposed in a blog post on The Huffington Post.

We are in denial about our duty to stop gun violence. We’re awed by what we perceive to be the power of the National Rifle Association, and the political clout of those members of congress whose loyalty has been purchased by the NRA.

So we wait. We wait for the next slaughter, knowing it will surely come. Nothing has changed, nothing will change. Not unless we resolve to become, in the president’s aspirational words, “better than this.”

How do we accomplish that? Through repeal of the Second Amendment, and the enactment of a new constitutional amendment.

    So, if we also repeal the 4th amendment (right to privacy), then we can eliminate abortion, and save another 2200 lives PER DAY.

      I’d like to know more about this guys background….

      My best guess, IF I were asked to give one, is that he’s on disability retirement after shooting himself in the foot with his own pistol. In his mind, if he can’t handle a weapon safety, then no one can.

      Ahhh… this man is an Overton tool.

      Because he’s ex law enforcement he adds credibility to an outrageous stance on gun control. Now any other type of gun grab will seem more moderate.

      Let me be the Overton tool in the other direction.

      Every person should be given a firearm at the age of 13 or when they reach 7th grade. From 7th through 12th grade they will be required to take gunsmith and gun aptitude tests. Classes will begin with proficiency with a small caliber like .22 and culminate senior year with proficiency with the .50 in both the rifle and handgun varieties. This will ensure that the next generation will always be mentally and physically capable of defending themselves and others from madmen.

      It’s just not this guy, if you do a little research you will find that ALL police unions and most if not all police chiefs, sheriffs, troopers want a disarmed public.
      The best idea I’ve heard is to get rid of the police, use the money saved and arm every honorable citizen with the weapon of their choice.

      I Would love to know if this Ex-Cop’s feeling would also apply to him. My bet is that it doesn’t, in his head, since he is an Ex-Cop and all, then the laws he used to enforce wouldn’t apply to him, because he is above the law. This is typical of so many Americans. Those who I am specifically tired of are those who live in New York City all their lives, who view enjoying the great outdoors as taking a stroll down central park. To morons such as these, no other life exists in this world aside from their’s. Oh, they may go to somebody’s farm to ride their show horses, and express these acts as being able to relate, but they don’t have a clue. As a boy growing up at home, guns were part of life, and could be carried in our neighborhood to and from target practice or hunting, with out even a flinch of the neighbors. Men and women alike knew all about guns. Of course, those who didn’t care for them, were those who were of the house holds who’s Daddy never exposed his children to them, but even in those cases , most of those people eventually learned to use them safely and for enjoyment. Yes, guns need always be respected and always treated as if loaded, and yes, anybody handling them should have some sort of safety training by somebody who knows how to properly handle them.

      That’s what some people say but every Cop I’ve talked to that has had a fellow Officer who was overpowered by a bad guy and was saved by an armed Citizen has changed their mind.

      We need to work together and not separate.

      This is the divide and conquer mentality that the progressives are using against us. Every Cop that has gotten past being fooled by them wants a healthy, stable, non-crazy, armed public.

      About 95% of American are peaceful while about 5% cause the problems.

      Why punish the 95% for the problems the 5% suffer from?

      What strikes me as odd is that the quote didn’t start out as “duuuhhh uuummm……repeal the second ammendment…….duhhhh.”
      That must have been edited out.

      Seriously, his logic is flawed and stupid. I’ve seen some pretty traumatic motorcycle, auto, and semi accidents, yet we still have autos and people still drive. He’s posturing for some political office in his area. Obviously as a democrat.

      I have two things to say:

      1) His solution may stop massacres like THIS, but what other kind if massacres would occur? If you close one window, another one usually opens.

      2) How do we know when we have “become better than this”? There are millions of gun owners who have demonstrated that they have “become better than this”. Does “becoming better than this” mean we have figured out how to control the people, or that the people have figured out how to control themselves.

      When we have a full year if no gun violence, thus proving that people have ‘evolved’, I will think about relinquishing my God given right to bear arms.

      Norm urges reformers to think about the harms of prohibition that will remain if we legalize only marijuana. He says that although legalizing marijuana a good step in the right direction, it would not, among other things:

      • Stop gangs from selling other drugs to our kids (since illegal drug dealers rarely check for ID);

      • Stop drug dealers from firing on cops charged with fighting the senseless war on other illicit drugs;

      • Stop the bloody cartel battles in Mexico that are rapidly expanding over the border into the U.S;

      • Stop the Taliban from raking in massive profits from illegal opium cultivation in Afghanistan.

      @Monk: Don’t make the mistake of confusing the average cop with the Chief of Police or the guys who want to be the Chief of Police. The average cop wants citizens armed. The typical guy trying to become Chief of Police is playing politics and will almost always want more gun control. That’s how they get elected.

      Like I said…. I’d like to know more about his background.

      For all I know he might be a really nice guy and accidentally discharged his sidearm and killed someone. We just don’t have enough info to judge his statements in this short story.

      I can tell you that Monks have Laws that are never wrong. Like; “What something is; is what it extends” and that “separation equals and division causes conflict”

      We need to work together with Law Enforcement and the Military.

      It’s been said that when seconds count , the cops are only minutes away. They forgot to take this clown into effect. In this case the cops are only a ay or two out. It takes longer to look both ways at intersections when your head is that far up your ****. hell lets repeal the other amendments to Repeal the 1st Never like the Huffington Post anyway. Take away woman right to vote that way I win every argument with my wife. Make slavery legal, I have yard work that needs done or maybe make this guys meds required under penalty of law it would be simpler that way.

      What this moron doesn’t understand is the world is exactly as it was in 1791. There are tyrants who wish to disarm the public, and there are enemies who wish to do us harm. The weapons that are our unalienable right to own are those adequate to fight against invaders to protect of lives and property. The second amendment protects our God-given right, it does not pretend to confer that right upon us.

      This nonsense about repealing the 2nd Amendment is precisely what some of the Founders wrote concerning the dangers of “mob rule.”

      I’ve been to two gun stores in less than 24 hours and both were jammed with people buying military style weapons. People vote with their wallets, for a little while longer but go to wh.gov/RLsR to make sure your voice is heard above fat union goons like this.

      Politicians cannot repeal one single Right. The Constitution does not grant any Rights to the people, but only declares their existence. Rights and powers are inherent in the people themselves. Our right to keep and bear arms is natural and not a gift from other men, nor a privilege to be exercised under the supervision of overlords. We all have weaknesses and talents, and are all in need of tools and resources. A firearm is no different, for as surely as a man needs cloths to protect and cover his own body, so he needs arms to defend and protect his own life and liberty. Alexander Hamilton argued this in the Federalist papers when opposing the necessity of a Bill of Rights. He said that regardless of a Bill of Rights, we still posses all those Rights expressed therein, and that the federal Government can’t violate them because the previous constitutional Articles never grants it any power to govern them, but only permits it those powers expressed therein. He assured the anti-Federalists that if the federal Government stayed within its constitutional bounds there would be no encroachment of said Rights. No Government institution breathed into man Life, wherefore no politician may claim to be the sole provider and protector thereof, much less, claim sole wisdom to govern the same for others…

      @ Monk – Stamper was a San Diego cop for 28 years rising to Dep. Chief. He took over at Seattle PD in 1994. He left immediately following the WTO riots when it became clear that the leadership of the department,despite significant intel that the protests would in all likelihood be violent, failed to sufficiently prepare for the WTO conference and that lack of preparation significantly contributed to the ensuing chaos. The rest is history. He was not well thought of by the troops and to this day if you ask a Seattle cop about Stamper they’ll spit on the ground and say “Norm who?” He was very much a laid back non-proactive chief. A huge lib and a do not make waves kind of guy. He has a Ph.D but as in most cases (not all), chiefs or high ranking cops with a Ph.D completely lose contact with reality and become like this guy…so caught up in their own (alleged) superior intellect, that they forget where they came from.

      To comment on something you wrote earlier, I can attest that most line cops love the idea of an armed society. It has been said that when seconds count the cops are minutes away…very true, and I would much rather show up at a house with a dead burglar in the hall, than a dead homeowner in their bed. All we ask is when we contact folks that are legally carrying, that they keep their hands visible and advise us where the gun is. In 33 years I have never had an issue when folks just used common sense.

      Umm. I don’t know where you got your data to make such a statement. Most (if not all) of the cops, troopers, sheriffs I know (and I know quite a few), tell me that I’d be crazy NOT to own a weapon. Of course, that’s just my experience. I’d like to see the data that brought you to this conclusion.

      So to be fair disarm all police and military as well, since the 2nd is really about keeping our freedom and safety. This push to disarm us is coming from Washington and those in power. Those who are clearly on the side of the muslim terrorists and against us. Has anyone seen video in the middle east where even the children do not carry true military weapons of war, full auto rifles as well as RPG’s? They are all this well armed yet no mention of disarming them. All we have is pea shooters compared to the weapons of war the billions of muslims carry. So what is DC’s true plan? Make us pay to arm muslims, while they disarm us, then let them flood in through the open borders as their army to take us down? Since those ruling us fear our millions with semi auto weapons, has anyone considered this is how they plan to take us out? By armies carrying weapons of real war flooding in with the blessings of the democrat regime while they hide in their taxpayer funded bunkers. You can call this conspiracy lunacy, or a simple thought experiment in strategic planning. No doubt the muslims armed with RPG’s and AK 47′s flooding into the US will be wearing UN patches after all they will have their small arms treaty.

      Conspiracy theory? Strategic thinking? Maybe, but I have not lost a game of chess in many years so strategic thinking comes easy.

      One reason to repeal the second amendment,it would allow cops to gun down people at will,and not just bad guys.Yea,go ahead,try and repeal it,that wont happen.What will happen though, is odumbass is going to “regulate” gun sales more,magazine sizes,the amout of ammo. you can buy per year etc…….

You see, they are the big bad govt that destroys and takes from the people so they can live high on the hog. They can retire at age 55 with 80% salary and full health benefits for life. They are able to do this by taking money from the private sector workers who have to work until they drop. They don’t want us to be able to defend ourselves against THEM.

      Polce chiefs, as political appointees, deserve no respect when they talk about law enforcement – they weren’t chosen because of their adherence to real law-and-order.

      He’s from Seattle. Liberalism rots your ability to reason. There is more violence when we keep law-abiding people from owning/carrying guns. The assault weapons ban was less likely the cause of a small drop in crime during the 1990s than the economic recovery that lead into the Tech Revolution. So, there is nearly ZERO evidence that a gun ban will improve the situation and a confiscation program will lead to a civil war. But is sure FEELS good to discuss a gun ban doesn’t it? The problem is telling the Government to “JUST DO SOMETHING” is a VERY bad idea. Get a clue!

      The fools who would do this think the world was different. It was. They were in a fight for their lives against an oppressive government that had, as its 1st agenda, the removal of weapons from the hands of the citizens in the name of “order”. The reason we are not as deep in this struggle today is because of the unequivocal language of the 2nd amendment. I don’t care how many bodies “Santa Claus” Norm Stamper saw in his time. What does that matter? In virtually every one of those cases, it was criminals who shot each other, NOT law abiding gun owners. Why are we not demanding an end to the scourge of automobiles, since they kill far more children than guns ever will? By this reasoning, we should outlaw them since this is the number one killer of children. We all know that would never happen because that would affect the liberals too. They only crusade for causes that will affect everyone BUT them. This knee jerk reaction would have the opposite effect of what is advertised. Take guns away from everyone you can find. Crime will INCREASE because criminals will no longer fear facing a weapon. If they truly believe that they will be safer without guns, please, put up a large sign on your lawns advertising that no your home is a gun free zone. Which house would you NOT fear to hit if you’re a criminal? The one with the sign showing a human outline full of holes or the gun free zone of the neighbor? That’s what liberals want to do to schools. Hypocrites.

      YEAH!!! Just look at Chicago. That city has some of the most restrictive gun regulations in the USA but has one of the highest murder by gun rates in the nation. Street gangs, dope dealers and career criminals don’t care about gun laws. Even if we remove all the responsible citizens guns, the crooks will still have and use them.

    Did the officers that he commanded carry guns? Why?
    Does he still own guns and is he willing to be disarmed?

    Gun violence is not committed by the law abiding citizen, it is the criminal element. Look at Chicago where guns are banned and see how well that worked out. When you see what bullets do to bodies it is because they did not have the opportunity to protect themselves. If the police could prevent crime rather than just investigate it after the fact I still would not give up me freedom. The next thing will be speech if it hurts his feelings…..

      I see your point, but they will simply say “well, it’s just a city, and since the rest of the country has firearms…”. A better argument is one that I would make: I live in NH, high gun ownership – even democrats are armed here and have pistol permits. And we also have *the* lowest crime in the country.

    Where does this stop? What is to stop a mentally ill person from driving across the playground? Why not target the Mental Health professionals? It sure sounds like they failed. In addition how about looking at those innocent first shooter games? Surely they had no role in this shooting or desensitizing individuals to violence, not to mention TV or movies. I am not going to address here why the founding fathers gave us the second amendment but there was a reason more than just to hunt.

    I don’t get it. He says repeal the 2nd Amendment, and possibly replace it with a new amendment? What is this new amendment…how would he construct the language contained in this replacement amendment? He does not offer a suggestion of what that replacement amendment would look like. So he is basically not thinking this through before spewing his opinion of a repeal of the 2nd Amendment. Or, he is just content with repealing the 2nd Amendment and calling it “good”.

    He’s softballing his proposal. I think he did think this all the way through, and he just wants an all out ban, and by suggesting a possible replacement, he is just trying to get people to entertain the idea. Classic smoke & mirror tactic by the left.

Our Government has never been so close to being a Tyranny since the drafting of the Constitution, as it is today.     In July, 2011 … if caregivers of the 84 Norwegian teenage campers who were gunned down had been armed for their own protection and the protection of the youth entrusted to their care … maybe the outcome would have been different. Instead those young people were sitting ducks.

      I had the same reaction when I saw it was Seattle. I’ve worked in the Northwest off and on over a couple of years and the general mentality in that region is pretty left oriented. However, I did not stop there, I read the article. You can’t just stop at “Seattle”, and say to yourself “I know where this is going”, and then start commenting on it. Beesides, in the words of Sun Tzu….know your enemy. Even if the new information is not “new”. Its better to stay on top of what the opposition is saying.

If it were not for gun control in Canada … there may have been ONE person in that food court that was carrying a concealed weapon and there would not have been nine victims. Hey … if were not for gun control maybe the shooter would not have ventured on a mission that implied there was good chance could be taken down.
