Judge Says Texas Can Cut Off Funding for Planned Parenthood

AUSTIN, Texas (AP) — Texas can cut off funding to Planned Parenthood’s family planning programs for poor women, a state judge ruled Monday, requiring thousands to find new state-approved doctors for their annual exams, cancer screenings and birth control.
Judge Gary Harger said that Texas may exclude otherwise qualified doctors and clinics from receiving state funding if they advocate for abortion rights.
Texas has long banned the use of state funds for abortion, but had continued to reimburse Planned Parenthood clinics for providing basic health care to poor women through the state’s Women’s Health Program. The program provides preventive care to 110,000 poor women a year, and Planned Parenthood clinics were treating 48,000 of them.
Planned Parenthood’s lawsuit to stop the rule will still go forward, but the judge decided Monday that the ban may go into effect for now. In seeking a temporary restraining order, Planned Parenthood wanted its patients to be able to see their current doctors until a final decision was made.
“We are pleased the court rejected Planned Parenthood’s latest attempt to skirt state law,” attorney general spokeswoman Lauren Bean said. “The Texas Attorney General’s office will continue to defend the Texas Legislature’s decision to prohibit abortion providers and their affiliates from receiving taxpayer dollars through the Women’s Health Program.”
Ken Lambrecht, president and CEO of Planned Parenthood of Greater Texas, said he brought the lawsuit on behalf of poor women who depend on its clinics.
“It is shocking that once again Texas officials are letting politics jeopardize health care access for women,” Lambrecht said. “Our doors remain open today and always to Texas women in need. We only wish Texas politicians shared this commitment to Texas women, their health, and their well-being.”
Planned Parenthood has brought three lawsuits over Texas’ so-called “affiliate rule,” claiming it violates the constitutional rights of doctors and patients while also contradicting existing state law.
Republican lawmakers who passed the affiliate rule last year have argued that Texas is an anti-abortion state, and therefore should cut off funds to groups that support abortion rights. Gov. Rick Perry, who vehemently opposes abortion, has pledged to do everything legally possible to shut down Planned Parenthood in Texas and welcomed the court’s ruling.
“Today’s ruling finally clears the way for thousands of low-income Texas women to access much-needed care, while at the same time respecting the values and laws of our state,” Perry said. “I applaud all those who stand ready to help these women live healthy lives without sending taxpayer money to abortion providers and their affiliates.”
The Texas Health and Human Services Commission has spent the last nine months preparing to implement the affiliate rule. But federal officials warned it violated the Social Security Act and cut off federal funds for the Women’s Health Program, prompting the commission to start a new program using only state money.
State officials have also scrambled to sign up new doctors and clinics to replace Planned Parenthood. Women who previously went to Planned Parenthood clinics will now have to use the agency’s web site to find a new state-approved doctor. HHSC officials acknowledged Monday they are unsure whether the new doctors can pick up Planned Parenthood’s caseload in all parts of the state.
Any capacity issues will become clear in the next few weeks as women try to make appointments with new clinics and doctors, with problems anticipated in South Texas and other impoverished areas. Texas already suffers from a shortage of primary care physicians willing to take on new patients who rely on state-funded health care.
Linda Edwards Gockel, a spokesman for the Texas Health and Human Services Commission, said Monday that the new state program will launch as planned on Tuesday.
“We have more than 3,500 doctors, clinics and other providers in the program and will be able to continue to provide women with family planning services while fully complying with state law,” she said. “We welcome Planned Parenthood’s help in referring patients to providers in the new program.”
Democratic lawmakers continued to question whether women will have to wait longer for appointments and services.
“I vehemently disagree with the state’s efforts to blacklist a qualified provider and, thereby, interfere with a woman’s right to choose her own provider,” said state Rep. Donna Howard, D-Austin. “I will be submitting a letter to the Texas Health and Human Services Commission, requesting a list of approved providers to gauge the outreach of the new program, and ensure that all qualified women throughout the state have access to its services.”
Another hearing is scheduled with a different judge for Jan. 11, where Planned Parenthood will again ask for an injunction to receive state funding.

That rumor can be traced to a single article written about ten years ago. Margaret Sanger founded Planned Parenthood after watching so many women die as the result of childbirth or being worn out by endless pregnancies and huge numbers of children. She wanted to teach all women about their bodies so they could have fewer, healthier babies. She went through Black doctors and ministers in Black communities so they women could feel safe and secure in reaching out for this care.
Many county health clinics offer vasectomies at reduced costs. If you went into Planned Parenthood with your wife or girlfriend and asked for a referal, you would probably receive one. If you go in and spout conspiracy theories, you will escourted out by security, they have to protect their patients.

Let me guess, you told the Planned Parenthood folks this little theory and then asked about a vasectomy and they had you escourted from the building. Did it ever occur to you that your actions were nutty and threatening and they were afraid to have you in the building? If a poor man was to go into a Planned Parenthood clinic with his wife, you might find he would get a referal. Some county health clinics have low-cost vasectomies available; vasectomies are hardly controversial even though they involve sterilization. No one pickets outside the urologists’ offices where they are performed.

No tax dollars are used to directly pay for abortions. I wish that we were paying for them. It would save a lot of money in the long run. Anybody who can’t afford an abortion sure as hell can’t afford a baby. If we are going to cut off payments to Planned Parenthood just because they also do abortions,we should also cut off funding to all institutions connected with religious groups that actively discourage women form getting abortions.

You paid full price for all of your doctor visits, hospital bills, medications, and procedures WITHOUT a single penny of health insurance of any kind? You paid full price for all the conceptive devices or drugs you used between any pregnancy. If you got health insurance for free from you employer, you still got other people’s money helping you through each and every pregnancy. If you had part of your insurance paid for by your employer then you were still getting other people’s money to help you plan your pregnancies, that is how insurance works. And if you didn’t need to have any insurance and could afford to pay the tens of thousands of dollars it can cost to have a baby, who are you to look down on a poor woman who can’t afford it or someone who has to rely on insurance to help pay the bills?

Most of the population growth is coming from Hispanics, they are Catholics. So if we wanted to be multicultural, if we wanted to be sensitive, Catholic charities would get some of the government money to act as an NGO to provide services.
I know I am happy with the Catholic Church & I am not even Catholic. And yes I do use service they provide. It is market priced or nearly so & I sleep much better at night.

You pay lower rates for some services or you pay a small amount for a good or service and the insurance plan picks up the rest. Doctors and hospitals often have deals with insurance companies for agreed payments. For instance, when my twins were born, the cost for the doctor was $1500, the cost for delivering the second baby was $125 for the uninsured by the insurance company only paid $40 for the birth of the second twin. There was an $85 difference that the doctor was not paid. If you have insurance whether you bought it or not, you are not paying for the full cost of your pregnancy, the insurance pool is paying for it. The only way someone didn’t help you pay for your pregnancy is if you are uninsured and you paid full price for every good or service you received. Apparently, your understanding of insurance is as weak as your writing ability.

If she doesn’t use her God given sense to know what’s right and what is wrong then I sure don’t want to be the one paying for her lack of poor judgement. If more women were made to pay for their poor judgement then maybe more women would pay attention to their actions. I am a woman so don’t accuse me of being a man who doesn’t see a woman’s point of view. Men are selfish but so are women. They think of themselves at “the moment” and then want help when they get themselves in trouble. I am personally tired of having my tax dollars paid to help woman who have no self control. I don’t care what a man says or does, the woman can always say NO! As far as planned parenthood…..No need for them! Let the woman work and pay their fees for medical insurance. Sometimes this is made illegal by law & sometimes it is not. If a doctors wants to make a deal with a insurance company to get a group of clients, he can sacrifice margin for volume like any other business. If a doctor is pressured by a company to accepts lower compensation, then he can decide not to contract with them & it can be a losing proposition for him or a lose-lose situation.

Do you realize that Margaret Sanger was prosecuted for pornography for putting out information about the menstrual cycle and how to avoid pregnancy? Do you realize how many women depend on Planned Parenthood for pregnancy tests, prenatal referals, and cancer screenings? What do you tell the woman who can’t get medical insurance or she can’t afford the plans that are offered to her? My daughters have pre-existing conditions and currently have no health insurance because we can’t afford the extra $800 a month to get COBRA. For every woman who has an abortion there is a story. Sometimes, an abortion is the best alternative, I can’t tell you why a woman would choose an abortion, I just know that making them illegal doesn’t stop them from happening. I’ve never had an abortion, I’ve known a few women who had them. They could live with their decision, it isn’t for me to judge them.

You spent a lot of time talking about insurance pools. It supports my contention that if you didn’t pay full price for all of your medical services out of your own pocket, you got help from others because you were part of a risk pool. I have no problem with insurance and risk pools. I would like to see single payer provider or national health insurance. Other countries have these very civilized plans and they pay less and live longer than we do.

What about them? What about the men who beat the girlfriend so that when she got pregnant, she figured she was better off terminating a pregnancy than staying with an abusive partner? Do you think they belong in Hell? Do you blame them at all? For every aborted pregnancy a man was involved, and in most cases, it was his reactions to the pregnancy that led to the abortion in the first place. I happen to believe there is a God, but my God is a forgiving one, and I will leave judgement to Him, the women and the men.

The only people that complain about my writeing are elitest who want to make themselves feel smart or look smart. He enlisted on his 17th birthday in 1942 and he helped pay for my education by driving an 18 wheeler, my mother scrubbed motel bathrooms, and I clerked in a store. I became a teacher and then a civil servant. You can come from very poor backgrounds and still learn how to read and write. I never memorized books, I learned to research and read multiple sources and to think for myself and to write about what I learned . I’ve had one marriage, one sexual partner, and one pregnancy. I”ve never had an abortion or a divorce. My daughters have never had an abortion. What’s your point? Did you support those children? Did you pay for their educations?

It’s not a human. It doesn’t have a human mind, which is the only thing that makes a human superior to any other form of life. It will start to form a human mind when it is born and begins to perceive the world by means of its senses. Until then, killing it is no more immoral than catching a fish or swatting a mosquito.

Abortions are 3% of the services provided by Planned Parenthood. They spend most of their time and energy educating women about their bodies and providing contraception and tests and screenings for cancers of the reproductive system. They also provide prenatal treatment and nutritian for poor, pregnant women. If you do away with access to contraception and prenatal counceling, you INCREASE the likelihood of abortion. You also increase the likelihood of sickly or malnourished babies. Malnutritian has been linked to lower IQs and greater dependence on public funds or charity as adults.

Planned Parenthood performs 40% of all abortions in the US per http://www.lifenews.com/2012/09/05/media-hides-fact-planned-parenthood-does-40-of-abortions/ . And, for arguments sake, say Planned Parenthood did only perform the relatively few number of abortions that you claim, I still do not want my money associated with abortion or the education that abortion is an option. If they were as concerned about cancer screenings and nutrition as you and they claim then they would be more than happy to drop what is claimed to be just 3% of their business in order to get federal funding to “take care of women.” The ugly truth is that their business is the wholesale murder of babies. A bit of advice for you. Don’t take up a cause because it is for your sex. Don’t take up a cause because it sounds good. Take up a cause because you have studied it, researched it, and fully believe 100% like they do. If you are truly concerned about women’s health, be concerned for the unborn women who are pulled from their source of nourishment without a choice.

As Lila Rose can tell you, they don’t always provide these services in their clinics, they send women and girls to private providers who do the service, be it a mamogram or a pap smear or an abortion. You are willing to deny women cancer screenings and nutrition because they also refer women for abortions? Would you refuse to go to an OB-GYN who provided abortions to some of his/her patients? Would you even know? Abortion is a legal procedure, many private physicians perform them for their patients.
