In addition to the tax hikes on the nation’s highest income earners, the “fiscal cliff” legislation also included $76 billion in special interest tax credits for General Electric, rum makers and even the Hollywood industry.

As the Washington Examiner’s Timothy Carney points out, “these subsidies weren’t the fruit of eleventh-hour lobbying conducted on the cliff’s edge — they were crafted back in August in a Senate committee, and they sat dormant until the White House reportedly insisted on them this week.”

The Family and Business Tax Cut Certainty Act of 2012, passed by the Senate Finance Committee in August, was reportedly put into the must-pass fiscal cliff bill nearly verbatim after it was considered stalled and just a “political document.”

Carney explains:

“[If] you’re wondering how algae subsidies became part of a must-pass package to avert the dreaded fiscal cliff, credit the Biotechnology Industry Organization’s lobbying last summer.

Here’s what happened: In late July, Finance Chairman Max Baucus announced the committee would soon convene to craft a bill extending many expiring tax credits. This attracted lobbyists like a raw steak attracts wolves.

Former Sens. John Breaux, D-La., and Trent Lott, R-Miss., a pair of rainmaker lobbyists, pleaded for extensions on behalf of a powerful lineup of clients.

General Electric and Citigroup, for instance, hired Breaux and Lott to extend a tax provision that allows multinational corporations to defer U.S. taxes by moving profits into offshore financial subsidiaries. This provision — known as the “active financing exception” — is the main tool GE uses to avoid nearly all U.S. corporate income tax.

Liquor giant Diageo also retained Breaux and Lott to win extensions on two provisions benefitting rum-making in Puerto Rico.

The Senate crammed in nearly 50 tax credit extensions into the Family and Business Tax Certainty Act of 2012 and the finance committee passed it 19 to 5. House Republicans expressed their hesitance to pass some of the extensions, particularly for green energy firms. So the bill sat on the shelf.

Then came the “fiscal cliff” emergency. A Republican aide familiar with negotiations told the Washington Examiner that the White House was “absolutely insistent” that the “exact language” of the previous tax extension bill.

“Sure enough, Title II of the fiscal cliff legislation is nearly a word-for-word replication of the Family and Business Tax Cut Certainty Act of 2012,” Carney writes.

“The legislators and the staff go underground when things get so intense,” another Hill staffer-turned-lobbyist told the Washington Examiner. “Nobody has time for a meeting. Nobody wants to talk about what’s going on. … The key is to plant the seed months in advance.”

Fox News reports that the fiscal cliff deal includes $12.1 billion in tax credits for the wind-energy industry alone.

ABC News provides a run down of some of the other tax gifts to special interest groups:

  • $430 million for Hollywood through “special expensing rules” to encourage TV and film production in the United States.  Producers can expense up to $15 million of costs for their projects.
  • $331 million for railroads by allowing short-line and regional operators to claim a tax credit up to 50 percent of the cost to maintain tracks that they own or lease.
  • $222 million for Puerto Rico and the Virgin Islands through returned excise taxes collected by the federal government on rum produced in the islands and imported to the mainland.
  • $70 million for NASCAR by extending a “7-year cost recovery period for certain motorsports racing track facilities.”
  • $59 million for algae growers through tax credits to encourage production of “cellulosic biofuel” at up to $1.01 per gallon.
  • $4 million for electric motorcycle makers by expanding an existing green-energy tax credit for buyers of plug-in vehicles to include electric motorbikes.

It’s unclear whether all lawmakers even knew what they were voting for as the Senate reportedly voted in favor of the cliff legislation just three minutes after receiving it.

    God, please help me be grateful for your many blessings that you have given me. Obama says I’m rich and can afford to pay thousands more, but I can’t help but think of the many material things that I want. Help me to be less selfish. I don’t really need:
    1. to replace my old, worn-out warped countertops. After all, the gov. needs $500,000 for a WW1 statue in France!
    2. to replace my hideous carpet upstairs. The gov. needs $951,500 for “green” streetlights in Detroit!
    3. to build a patio roof to have some shade in the summer. The gov. needs $1,200,000 to build an Undersea Exploration Center.
    4. to update my light fixtures. The gov. needs $900,000 to update it’s planetarium projector in Chicago.
    5. to get my **** cut every 6 weeks instead of using my scissors to extend the time before I need to go to SuperCuts. The gov. needs $1.24 million to control tree snakes in Guam.
    6. to buy my husband a big, fancy TV that are all the rage in the ghetto. The gov. needs $15 million for a “gift” to Ireland.
    7. to buy some more expensive sneakers because my feet hurt. The gov. needs $3.8 million to rescue part of a stadium for “memories”
    8. to buy fruit more often even though it’s expensive. The gov. needs to give money to the Muslim Brotherhood.
    God, please help me be less self-centered, accept the things I cannot change, and the wisdom to know the difference. Amen.

      I hear you, but I can tell you where the right was. Just ask Trent Lott (R) who was lobbying for the GE tax breaks. Or how about Peter King and Chris Christie crying about the failure to pass the Sandy relief bill…..even though it’s filled with pork. Unfortunately, both sides lack any real concern over the national debt. They’re far too busy buying votes. It’s sad but true?

    Sorry, fellow Blazers, can’t muster outrage for this.
    Most of these look like tax credits for businesses.
    Tax credits mean less taxes paid and, since businesses don’t really pay any taxes (they’re just passed on to the consumer) it means lower costs for us, or higher profits – something I don’t think is bad.
    Of course, because politicians refuse to stay within their income limits and end up borrowing or taxing the individual more, it comes out badly for us but maybe the more individuals are taxed, the sooner they will rebel and vote in fiscal conservatives.
    My outrage is reserved for schemes that put money into the pockets of individuals, who should be taking care of themselves.

      My outrage is that government subsidizes any one business while taxing the hell out of others. This bill is a prime example of why we need to clean house in Washington.

      This bill should have been a stand alone bill. Any subsidies for any other purpose should have been handled seperately.

      A subsidity for Hollywood? Are you surprised? Obama’s personal funding mechanism? Yeah, they really need subsidies.

      Green Energy? So far every company which has recieved money from this administration has gone broke. Of course, much of the money was recycled – - – back to re-election coffers.

      Subsidies for Rum producers in Puerto Rico and the Virgin Islands? Another case of picking and choosing one producer over another. How about whiskey and wine producers?

      The list of picking and choosing goes on and on. We can’t forget the cost to the taxpayers of the “Government Motors” fiasco. The taxpayers got the shaft on that one. “Government Motors” buys back stock from the government at a price far less than the government paid for it, and who makes up the difference? You guessed it! The taxpayers!

      Get the government out of the business community and let capitalism determine the winners and losers.

      You can’t express outrage at this? Sweet Old Boehner (SOB for short) slipped us a bonener on this. With no spending cuts, if he caves on the debt limit without significant spending cuts, we are totally screwed. I’m so pissed at this it woke me at 4AM this morning. If BHO wants to chastize the Republicans in his State of the Union Address, the entire Republican delegation should stand, give him a Joe Wilson “You Lie” and add a one finger salute and a Boehner to Reed expletive and walk out. On the way out , knock over his telepromter and see if the thrill of Mathews runs down his leg. If the house controls the purse strings, pass a bill with the spending cuts, no compromise, and if he won’t do it then shut the place down. We damn sure won’t be any worse off. For those that saved their confederate money, suprise, the dollar is soon to be worth as much. Think I will join the Tea Party Superpac and invite all Blaze readers to come along. From the reddest of the red states, we had only one OK rep vote against this bill. Yeah, he is a Tea Party guy.

    People get a clue, the politicians do not write these bills, the lobbyists do. Why do you think that Nancy said you have to pass the bill to know what is in the bill. After the lobbyist write the bills the aids read them (sometimes) and tell the politicians what is in them. When we vote a politician in, look up which lobbyists, they are connected with and you will see who you really voted in. I know this because I have been privy to some of these back room deals.

      Very slooooow, too. I have 50M download speeds with FiOS. Never had any trouble with this machine. I keep it as clean as possible and stay out of the dirty sites as much as you can tell.

      You might have seen me asking for links to the Bill Congress just passed. I don’t read the Bills I do word searches. On that Bill when I did a search for “abroga” I found “abrogation” and then read that part. That’s the only way to find things in 2700 page Bills. I used to have a word search list but forgot to back it up before formatting and reinstalling my PC. Need to make a new one. : (

      Oh..thanx for the help. It is much better now! Seems to be back to its old self.
      Actually, once i started to go through the repair steps, things I learned on my second tour of duty with a high-speed division of Verizon (I know, thats an oxymoron) helped me walk right through. I seemed to have done an upgrade of IE.

      Yahsuarules….. Yes, it is a great movie! I saw it this past summer for the first time, and just bought a copy and watched it two more times. It now is at my like-minded daughter’s in Maine. She did say some thing the other day that bothered me. She referred to something about “not getting too absorbed” (in all the problems), or something like that.
      She is 45, and seems to have a good grasp of what we are facing. Maybe she is worried about me. I hope she takes this as serious as I do. I’am a descendent of one of the signers of the DOI, and I guess patriotic blood runs very deep in me.
      My great-great-great, etc had to hide from the British after signing. We are in for times which are, I’m afraid to say, most people don’t understand. I’m doing so much research on the forces moving us towards GHW Bush’s NWO that my head is going to explode!
      There are so many NGO’s, environmental groups, and sustainable development forces attacking, and lining up to attack, that I’m afraid we will not be able to stop it.
      The problem as I see it is that these forces have organized and refined their tactics to the point that we don’t understand how to counter-attack.
      He**, even the bicycling group Thunderhead Alliance is in on it. Cycling paths, walkways, etc. These people are all over. Look at their website. They are getting rid of one car and the other peddles the infants in a pull-behind cart…..in Denver! They think they are saving the planet! Nuts!

    Interesting how they have had over a year with knowledge of this ‘deadline’ and needed to ‘push’ it through. Within 24hrs, WE THE PEOPLE know what it comprises.

    I almost forgot the railroads. How are we going to have those Sustainable Transit Villages without rails?
    Electric M/C’s……I’ve been reading about them in my M/C mags for 3 years. Let’s face it motorcycles ‘do’ only get 40-75 MPG and are low polluters, so lets replace them with battery bikes, which will use more elec trying to keep them charged than they will save.

    Did they give anything to The Thunderhead Alliance? You gotta admit…..they are “green.” Those panty-boys really turn my wife on! hahahahahahaha! not!

      Really….I almost wish I had not started to read and investigate all the forces working to bring about the NWO.
      Electric m/c’s? Really? My bikes get 40-52 mpg! Are battery bikes neccessary?
      Everyone here has to understand that the environmentalists /social-equity/ equal-outcome/ sustainable development (UN agenda21) / bike path/ high-density/ communitarianism (Communism) movement is huge beyond your wildest imagination.
      Read Nien Cheng’s “Life and Death in Shanghai”. All attempts at stopping Sustainable Development are stopped by facilitators. Cheng wrote of “struggle meetings” used by the Chi-Coms to break down society.
      Some might say…what’s this have to do with spending? I’ll tell Ya!
      The money for algae growers replaces gasoline , electric motorcycles replace ones which use gas, railroads replace cars, which use gas (and will be the new people-movers), and Hollywood will continue to degrade our society with their filth.
      These 4 components are all part of Agenda 21. I’m not going to type it all out. As GB says….do your own research.
