Despite Fiscal Cliff Deal, Taxes Will Still Rise for Most Americans — Here’s Why

WASHINGTON (TheBlaze/AP) — The fiscal cliff debate is subsiding, but does that mean higher taxes for middle class Americans are a thing of the past? Well — not exactly. While the tax package that Congress passed New Year’s Day will protect 99 percent of Americans from an income tax increase, most of them will still end up paying more federal taxes in 2013.

That’s because the legislation did nothing to prevent a temporary reduction in the Social Security payroll tax from expiring. In 2012, that 2-percentage-point cut in the payroll tax was worth about $1,000 to a worker making $50,000 a year.

The Tax Policy Center, a nonpartisan Washington research group, estimates that 77 percent of American households will face higher federal taxes in 2013 under the agreement negotiated between President Barack Obama and Senate Republicans. High-income families will feel the biggest tax increases, but many middle- and low-income families will pay higher taxes too.

Households making between $40,000 and $50,000 will face an average tax increase of $579 in 2013, according to the Tax Policy Center’s analysis. Households making between $50,000 and $75,000 will face an average tax increase of $822.

“For most people, it’s just the payroll tax,” said Roberton Williams, a senior fellow at the Tax Policy Center.

The tax increases could be a lot higher. A huge package of tax cuts first enacted under President George W. Bush was scheduled to expire Tuesday as part of the “fiscal cliff.” The Bush-era tax cuts lowered taxes for families at every income level, reduced investment taxes and the estate tax, and enhanced a number of tax credits, including a $1,000-per-child credit.

The package passed Tuesday by the Senate and House extends most the Bush-era tax cuts for individuals making less than $400,000 and married couples making less than $450,000.

Obama said the deal “protects 98 percent of Americans and 97 percent of small business owners from a middle-class tax hike. While neither Democrats nor Republicans got everything they wanted, this agreement is the right thing to do for our country.”

The income threshold covers more than 99 percent of all households, exceeding Obama’s claim, according to the Tax Policy Center. However, the increase in payroll taxes will hit nearly every wage earner.

Social Security is financed by a 12.4 percent tax on wages up to $113,700, with employers paying half and workers paying the other half. Obama and Congress reduced the share paid by workers from 6.2 percent to 4.2 percent for 2011 and 2012, saving a typical family about $1,000 a year.

Obama pushed hard to enact the payroll tax cut for 2011 and to extend it through 2012. But it was never fully embraced by either party, and this time around, there was general agreement to let it expire.

The new tax package would increase the income tax rate from 35 percent to 39.6 percent on income above $400,000 for individuals and $450,000 for married couples. Investment taxes would increase for people who fall in the new top tax bracket.

High-income families will also pay higher taxes this year as part of Obama’s 2010 health care law. As part of that law, a new 3.8 percent tax is being imposed on investment income for individuals making more than $200,000 a year and couples making more than $250,000.

Together, the new tax package and Obama’s health care law will produce significant tax increases for many high-income families.

For 2013, households making between $500,000 and $1 million would get an average tax increase of $14,812, according to the Tax Policy Center analysis. Households making more than $1 million would get an average tax increase of $170,341.

“If you’re rich, you’re almost certain to get a big tax increase,” Williams said.

      You do understand Obama was talking about President Bush, right? The republicans had no trouble with Bush spending the surplus he inherited and then some on tax cuts (cutting the nation’s income), unpaid wars during and raising the debt ceiling about 7 times. Yes sir, the republicans had no problems with these issues. Enter president Obama and now the republicans have problems with everything especially raising the debt ceiling considering they were responsible it. That’s conservative values for you.

      The national debt went up 6 trillion dollars in about 3 to 3-1/2 years. Can you tell us what Obama spent those 6 trillion dollars on in a little over 3 years? Then explain how that’s even possible to spend that amount of money within that time.

      Obama inherited Bush’s 1.4 trillion dollar deficit (revolving debt every year). Obama placed the trillion dollar wars back into the budget. Then you have the Bush TARP bank bailout program of $700 billion dollars. Obama added the $800 billion dollar recovery act and extended the Bush tax cuts for 2 years.

      When Bush left office we only talked about $$ Billions and after Obama was elected and the Dems. took over both houses all we heard was $$$ trillions and $$ millions meant nothing. We need to fire the whole IRS bunch and hire some folks that will actually do the job. Remember when Obama was picking his Szars, 6 had to decline because of tax problems and Turbo Timmy blamed his on Turbo Tax. Charlie Rangel Owed $800,000 on his foreign investments. The Rev. al Sharpton still owes $1.2 million and Warren Buffet still owes over $$ one billion from 2010. If you are I owed these taxes and wern’t buddies to Obama there would be tax leins on everything we had and be in jail.

      turkey…don’t know what panet you were living on but the CBO projected a 5.6 trillion surplus from 2001 to 2011 and instead, because of the bush policies and actions, we not only didn’t have a 5.6 trillion surplus but aquired a 6.1 trillion deficit. for those paying attention thats a 11.7 TRILLION swing in the wrong direction. So you all should search for some moral ground worth standng on before commenting on Obama’s performance.

      I am against those programs. They were meant to be a safety net, not a retirement fund. Social Security was designed to kick in three years after life expectancy. People were not expected to be on them 20-30 years. They are funded not by the individual, as most of us thought, but by the younger generation of working people, of which there are fewer and fewer. They were raided and are insolvent. I have paid into both for a very long time and don’t expect to ever see any benefits. I guess the average Joe doesn’t know much about economics if they think that printing money will solve this. I will be taxed to death to fund programs I don’t agree with, and it looks like I just have to suck it up and deal with it. This is very sad.

      Spoken like a true millionaire or is that billionaire? I suppose you also want to stop being taxed on everything and have that money as well returned to you? If you think you can make the same wealth that you made in this country and keep all of it, you’ll have to find another country. And if you’re not wealthy then you’re a hand puppet of the rich that you will unknowingly allow them to pick your bones clean while still alive.

      What is the source of your information? Yes, it is a safety net created by the government for Americans because after working 30-40 years people had little to show for it. That’s how poorly the workers were compensated for by the “private sector” even today, to which many referred to themselves as Christians.

      So, SS was to be paid out after the person died? That way no money would have been paid. Definitely sounds like a plan the republicans would cook up. So then what would become of this uncollected money? I guess medical science came to the rescues in allowing people to live longer and actually collect their benefits. So, you’re against SS because it was raided or because people actually lived longer? Keep learning you economics from the likes of Beck, Rush and fox news. Nice talking to Mr. Millionaire.

      The quickest way to get out of debt would be to cut SS, Medicare and Medicaid completely. Sure, millions of seniors and people with disabilities would die, but we’d be out of debt quick, which is all some people think matters here.

      You know how we could responsibly cut all three major entitlement programs? Universal healthcare. If we would just start taking care of all of our citizens’ health needs from day 1 to the last day on earth, we would have a more healthy and happy society, and we could then cut billions of dollars in other entitlement spending programs, like welfare and food stamps, because we’d be able to say, “we have your health covered, but the rest is up to you.”

      Without universal healthcare we are not going to give up the three major entitlement programs, and they will bleed us dry in about 25-30 years because of it.

      Why on earth would you cut entitlements? Oh yea, to give it back to the rich as tax cuts. So under your plan people will be covered under health care therefore be “healthy” except for that part that will suffer from malnutrition and then they can’t really be healthy can they?

    When the US Debt to GDP ratio was 121% after WWII, our leaders rolled up their sleeves and implemented some SERIOUS spending cuts AND tax increases to deal with the problem… and EVERY administration paid down our debt until it stood at ~35% of GDP at the end of Carter’s term. BUT what do our current bunch of idiots do? They make tax cuts and cap gains cuts PERMANENT for 99% of the population at some of the lowest rates in the last century… while avoiding once again the tough issue of how to implement reasonable and rational spending cuts…unreal!!

Bush reduced the nation’s income (taxes) and then followed the deficits that plunged this nation into massive debt that the republicans had no problem with until President Obama inherited Bush’s Mess.       You could cut the Dept of Education, Energy, Transportation and any other thing you’d want to…and we’d still have a massive debt and deficit. The three programs that are currently out of control are Social Security, Medicaid and Medicare. Those three programs alone will make up for 100% of the national GDP by the time 78 million baby boomers have retired and are collecting from these entitlement programs, roughly around 2045.

      This is what is so infuriating about people with your mindset. You think that cutting the education department and the EPA is going to stop the bleeding, but it’s just not statistically true. The conservative think tank Heritage Foundation proves this point over and over and over again.

      I am simply suggesting that we return to and obey the Constitution. Social Security and medicare should be phased out as these things are NOT a Constitutional function of the federal government. Everything not enumerated in the Constitution is a state or personal matter. (10th Amendment referring to Art. 1, Sec. 8) If we are just going to ignore the Constitution then I think I’ll ignore traffic laws. The Constitution is the Supreme law of the United States and NO the Supreme Court does NOT have the authority (Article 3) to interpret it.

      Jorge is not quite telling the truth or is ignorant of the facts, don’t care which… The simple, supported facts are ( From the Congressional Budget Office ) that in virtually EVERY instance of TAX CUTS we see INCREASED REVENUE. Because, as Republicans know, it is not TAX rates that make a difference, it’s ECONOMIC activity.

      Liberals ALWAYS fail to draw a line to that factoid. It might be because in almost every instance LIBERALS then spend MORE MONEY. Go back to Reagan and see how the “revenues” tripled and yet (Democrats) increased spending faster than the growth of increased revenue. (TERPA)

    The payroll tax cut was just a way to get some kind of tax cut for those who already didn’t pay income taxes – the 47%.
    Allowing this cut to expire broadens the base so that more people have skin in the game and puts more money into the Social Security lock box (having a bit of trouble typing, while LMAO).
    Maybe – some day – the voters of this country will learn some economic theory and see that what we have is unsustainable and raising all the taxes in the world is not going to solve it.

      So if there is a flat tax of say 10%, then a person making 15k would pay $1,500 in taxes and a person making $1.5 million would pay $150,000. How is this not fair? The rich pay more because they earn more. You liberals talk about fairness, social justice, etc., but when it comes to actually treating everyone equally in terms of taxes, logic goes out the window. A flat tax is the way to go.

I didn’t think America would last as long as the Roman Empire did but I though it would last longer than this. Our kids and grand kids ar screwed and we did it.

    As our federalist forefathers warned us so long ago; once the two parties merge, the liberty of the people will be compromised.
    I can only believe that the immaculation of Obama was divine intervention.
    We have only two choices left to save our country;
    Tax revolution (applies to federal income taxpayers) or outright civil war.
    Let’s see what divine intervention chooses for “We the People”.

      Those who voted for Obama will NOT be hurt the worst… they will be happy to continue receiving their cell phones and other social program benefits while someone else is footing the bill. Why does everyone have their eyes wide shut?

      In the end, we’re all paying more except for the very poor. Where Kalanva is mistaken is thinking these people will actually realize they are paying more. When their paychecks decrease, they’ll blame their “rich” employer for not paying them enough and go crying to Obama again.

    I moved from REP to INDEPENDENT several years ago prior to The Messiah.
    However,
    This Fiscal Cliff Deal just further illustrates what I already knew.
    The GOP is HISTORY.
    If you “belong” to this party you need to WAKE UP because it is no better than the
