Which Obama Executive Order Did the House Overwhelmingly Overturn Yesterday?

President Barack Obama made waves last Friday when — amid a fierce fiscal cliff debate — he signed an executive order ending the pay freeze on certain federal workers. Beneficiaries to see a pay boost included Vice President Joe Biden and members of Congress.
Though the raises were relatively modest (at least for a government that runs trillion-dollar deficits)– about $900/year for members of Congress and $6,000/year for Biden– the Weekly Standard writes that the executive order would cost the taxpayer roughly $11 billion over the next ten years.
On Tuesday night, the U.S. House of Representatives approved legislation blocking the pay raise.
“Unbelievably, in the middle of talks this week on tax rates and sequestration revision, in the midst of high deficits and a growing national debt, the president has proposed pay increases for members of Congress,” Rep. Mike Fitzpatrick (R-Pa.) summarized. “I have to say that nobody in this town saw this coming, and very few think it is warranted.”
The measure received immense bipartisan support, passing 287-129, with 55 Democrats voting with Republicans against the president’s proposal.

The Washington Post has more information:
The GOP-backed bill introduced late Monday would freeze the salaries of lawmakers and the nation’s 2 million federal employees for the remainder of fiscal 2013. Currently, federal worker salaries are frozen through the end of a short-term spending agreement that expires in March. As part of efforts to curtail the deficit, federal employees have not seen a cost of living increase in their paychecks in more than three years.
The pay bill is cosponsored by Reps. Mike Fitzpatrick (R-Pa.) and Darrell Issa (R-Calif.). [Emphasis added]
But Rep. Issa was quick to correct the impression that federal workers have been unfairly compensated. His office released a statement (via Twitchy):
“The President, the Senate Majority, and the House Minority have not been able to agree to even the most meager spending cuts,” Issa said in the statement. “Yet the President’s executive order gives all members of Congress a salary hike on top of the $174,000 a year we already earn.”
…In January 2012, the nonpartisan Congressional Budget Office (CBO) issued a study which found that total compensation for federal employees was 16% greater than comparable private sector employees.
“The President’s across the board pay increase for white collar workers is not necessary to retain talented employees and just wastes taxpayer money,” Issa continued. “Federal employees have continued to receive promotions and within-grade pay increases over the past few years of the supposed ‘pay freeze,’ and voluntary separations from the federal government are near all-time lows.” [Emphasis added]
The bill will go to the Senate next, but according to the Hill it may not be considered due to language in the already-passed “fiscal cliff” bill blocking the $900 congressional pay raise.

Too likely Cantor’s stance against the bill was an effort to have the establishment which rules boehner maintain control by highjacking the replacement effort. We need someone who’s not liked by the establishment, King, bachmann, if the Speaker truly doesn’t need to be a member of the House, Allen West, or I’ve seen suggested on Breitbart Mark Levin. After an EO is written it sits on the federal registry for 30 days, sort of like a variance does waiting for someone to object to it. If NO objections it becomes law after 30 days. SO – why the hell have any of these EO’s become law? Has Congress never objected? Do they know they can? Do they know how to do it? Do they know anything???? Really starting to wonder about all of them. Are they all just idiots or are they just acting like it? Was this all just an act to throw Boehner a bone so it looks as if he is “on our side”. Effectively used by our progressive overlords, fairness replaces and obliterates the unyielding, uncompromisable, nearly forgotten concept that this nation was founded upon: liberty. That’s why a government focused on such a non-tangible subjective credo is so dangerous. There is literally nothing in its path to keep it in check. From Barack’s pseudo communism to Fidel Castro’s real deal, collectivist notions to rob you of your pay check, life and liberty at gunpoint always begin with selling “fair” to a non-thinking public unwilling or unable to weigh the trade off of socialism versus its antithesis: human freedom.

Posted on January 2, 2013 at 10:14amObama had to put something in that was basically throwing them a bone! If they passed it, they would look self-serving. And, if the rejected it, Obama looks like a ‘good guy’ to those he tried to give a pay increase! The real putz’s in this are ALL those taxpayers that THINK the ‘payroll tax’ is a tax! It is NOT, it was once known as FICA (Federal Insurance Contributions Act), a contribution to a national retirement plan known as Social Security, which was sold to Americans as a safety net to provide at least a poverty-level subsistence for those who failed to provide for their own retirement! By cutting the ‘payroll tax’ in half, it assured an earlier failure of the Social Security system, which has been stressed by ‘mission creep’ and increasing actuarial lifespan. Raising the retirement age would offer a reasonable fix, but ONLY IF employer-provided healthcare is CAPITATED, ‘x’ dollars a head, and not discriminated by race, gender, medical history OR AGE!!! Right now, a 64 year old ‘costs’ their employer twice as much as a 54 year old, thus PRICING THEM OUT OF THE JOB MARKET! It costs an employer about $10 an hour for the 64 year old and a mere $5 for the 54 year old! Thus, raising the retirement age, while denying viable employment is JUST ANOTHER BIG LIE!

Posted on January 2, 2013 at 10:10amToo bad we can’t get a “Cost of Living Raise” to cover the increase in taxes that were just passed!
Last night I watched an episode of House Hunters on HGTV. The wife was a “Supervisor for the Federal Gov.”, her husband was a “Starving freelance writier”. (He admitted that he was living off his wife’s salary.) Their budget was for $475,000 in Little Rock, Arkansas. They ended up buying a house over their budget, (a spectacular house) and then the wife said she was getting ready to start having kids. How many people do you know with a budget like that? A SUPERVISOR getting paid like that? Not only that, we are going to pay her while she is on maternity leave, and have to pay for another supervisor while she is gone! THIS is why this country is broke!

Posted on January 2, 2013 at 10:36amActually, cost-of-living adjustments are a self-feeding feedback loop.
The cost of living goes up because people can afford higher priced items, b/c they got a cost cost of living increase b/c so they could afford higher priced items that went up the year prior, b/c they got a cost cost of living increase b/c so they could afford higher priced items that went up the year prior, b/c they got a cost cost of living increase b/c so they could afford higher priced items that went up the year prior, b/c…
Same is true of Unions and the Minimum Wage. MW sets a baseline for unskilled workers. The skilled workers in a Union index themselves in relation to it saying, “If unskilled worers get paid X, then why are we only getting paid Y? We demand Z.” In most cases, they get it. Now that all of them get paid more, the cost of living increases for the same reason as above. Then, the unskilled workers ask for (and eventually get) a MW increase and the cycle starts over again.
Funny thing, the supply/demand curve… the more you can afford, the higher prices are. Adjust for it and it adjusts for you.
Then you get the the economically illiterate Left, wondering how it is that their state’s cost of living is so much higher than others, while others actually trumpet the higher wages as a good thing and never consider the fact that the cost of living is lower in non-Union states while bloviationg about how Unions got them higher pay to cover their higher cost of living.

Earn? Don’t you have to produce something before you can earn payment for it? That’s not even to say that whatever was produced should be of at least some value(equal value being just a pipe dream).

Posted on January 2, 2013 at 10:18amThe GOP is again screwing the workers. The Federal government can not retain top talent, when they fail to pay employees salaries that match the private sector. The CBO study Issa sites has been largely panned as misleading. “Workers with a complete or incomplete college education or a master’s degree tend to make about the same amount, again with more generous benefits. But highly educated federal workers earn less than their peers in the private sector. ”

Of cause if your goal is to create an ineffective Federal Government, not pay top talent is one way to do it.

Posted on January 2, 2013 at 10:55am@Encinom…..The argument that a pay increase is necessary to retain top workers is ridiculous. When fed workers already make much more on average than the private sector, please explain why government is run so inefficiently as a result of this top pay.
You are making the mistake of assuming that the fed is run the same as the private sector, but there’s one big difference…..the fed doesn’t have to keep it’s books in the black. Fed workers don’t perform as well so NO INCREASE.

Your caught in it, and your totally oblivious as to what your government has done to you for the past 40-50 years! A disfunctional and ineffective gov is the norm! And it’s at its worst when the dems are in charge. Little Timmy Geitner for example. The ” top talent” treasury secretary that couldn’t figure out Turbo Tax! The best thing that could happen to us would be a government that did absolutely nothing for the next two years. For those in this administration, the terms “top talent”, and “federal employee”, can logically, not be used together!

If you think that you have ever had an efficient and effective federal government you are freaking dreaming or need to hit that bong again. We haven’t had an effective federal government in at least 100 years. When they became full time politicians they decided that whatever was most profitable for them was best.

Posted on January 2, 2013 at 10:34amSo sorry to disappoint you. I figured this was coming, I figured it was coming some months ago. I also figure that the Republicans will go after step increases next. And the CBO may be perfectly correct in saying that the GS schedule for Federal employees is 16% above the average income of private sector employees, but it lacks context. Almost all of the lower pay functions that bring down the national average, janitors, low level typists, basic data entry, etc have been removed from the Federal system, they’ve been contracted out. To do my job, you have to have a four year college degree and a Master’s equivelant in professional certifications. If I took my certificates to a private company, I’d be making between $15,000-$20,000 more money for the same job. The same report also says that Federal professionals are paid less than their private industry counterparts. Also, Issa’s point about voluntary separations (that’s quitting your job) being at an “all-time low” are a reflection of the unsteady economy more than anything. I knew several people who could have retired with 40 years of service two years ago, but they kept working because they couldn’t afford to retire. There’s one thing you learn when working for the Federal government, Congress loves to make you the scape goat to their constituents. Look tough by screwing up our pay and our pensions, we can’t fight back and they know it. Oh, and that “big raise” was one half of one percent after three

DESERTROSE1960, You just proved my point, and here you are whining about it as expected. Posted on January 2, 2013 at 12:14pmI’m not whining, I’m stating facts. Truthnstuff is typical of average Americans, they don’t actually know any Federal workers, and they don’t actually know what our working conditions are. We do have to fund our retirement. I have the equivelent of an IRA, it’s called TSP (Thrift Savings Plan) and it depends on me setting aside a portion of my income for my retirement. The Govenment matches the first 5%. The rest of my retirement is dependent on Social Security, the same as other Americans. You can read about the Federal Employee Retirement System (FERS) in Wikipedia. It’s thee same as what Congress has received since 1984. Average workers, at least the people at my level of responsibility pay less for their health insurance than I do and they get paid more. I choose to stay with the Government because I believe in serving my country. You apparently served in the military and had foul things to say about people like me. It’s okay, I’ll still keep serving, and I’ll be at it after you’ve gone home and gotten another job.

You’re not any more popular than I am, and I admit to being a troll. You can’t hurt me, you have no power over me. Here’s something for you to consider. Yes, the taxpayers do pay my salary, but guess what, I pay taxes, too. And because of my tax bracket I pay more in taxes than most other Americans, it’s part of the deal. You do realize that Darrell Issa is worth somewhere between $195-$700 million, and that he voted to not raise his taxes and to increase the taxes on his Federal salary, right? You folks often confuse statements of facts as complaints. It doesn’t back up your misconceptions, so it must be whining. It’s like your tendency to name call and then squeal when someone calls you out on it. It’s okay, I accepted the conditions when I signed up here. It amuses me, really.
The folks at Darden Restuarant are starting to regret their decisions, apparently their profits are down because the public is staying away from them. In many cases, corporations make wage and benefit cuts for their employees to give the corporate board higher compensation. But people catch on to them. You can condemn unions all you want, but unions built the Middle Class and has unionized labor has declined to a third of what it used to be, real wages have stayed what they were for our fathers and grandfathers. But corporations and the 1% now control 20% of the GDP,
