Dem. Rep. Introduces Bill to Abolish Presidential Term Limits — Does it Have Any Chance of Succeeding? (Hint: No)

Democratic Congressman Jose Serrano Introduces Bill to Abolish Presidential Term Limits

A Democratic congressman on Friday yet again introduced a resolution seeking to repeal the 22nd Amendment, thereby removing the limit on how many terms a president may serve in office.

It’s a regular occurrence for longtime Rep. Jose Serrano (D-N.Y.), who has introduced similar legislation every Congress going back at least through 2001.

The 22nd Amendment bars any president from serving more than two full terms in office. It was passed by Congress in 1947 and ratified in 1951 as a reaction to Franklin Delano Roosevelt’s four-term presidency.

Amending the Constitution would require the approval of both the House and Senate and three-fourths of the states.

Serrano’s latest effort, like previous attempts, has been referred to the House Judiciary Committee where it will most certainly languish and die. The resolution has no cosponsors.

Efforts to repeal the 22nd Amendment are nothing new. A 2005 attempt by Rep. Steny Hoyer (D-Md.) had bipartisan co-sponsorship that included Reps. Frank Pallone (D-N.J.) and Jim Sensenbrenner (R-Wis.) but went nowhere, as did a resolution introduced by Sen. Harry Reid (D-Nev.) in 1989.

The late Rep. Guy Vander Jagt, then the chairman of the National Republican Congressional Committee, introduced legislation to repeal presidential term limits in 1986 so as to pave the way for Ronald Reagan to seek a third term.

”The 22nd Amendment is an insult to American voters who are wise and well-informed,” Vander Jagt said at the time.

Reagan himself expressed support for the amendment’s repeal, saying it interfered with the right of the people to “vote for someone as often as they want to do.”

Former President Bill Clinton has frequently spoken out in favor of allowing presidents to serve more than two terms, provided they take some time off before running for a third time.

“I’ve always thought that should be the rule,” Clinton said in November. “I think as a practical matter, you couldn’t apply this to anyone who has already served, but going forward, I personally believe that should be the rule.”

  We need to force them to do what my state legislature does – meet PART TIME – get paid $20K per year with NO benefits. What has that done for my state? Oh….a SURPLUS of over $2 BILLION and the lowest unemployment rate in the nation AND the highest percentage of millionaires in the U.S.

  Pass congress and 3/4 of the states.
  
  You can do away with term limits for pres. after sitting out a term, if:
  1) you give up all armed security for all elected officials.
  2 )Disarm all Federal Employees.
  3) Enforce 3 -2 week sessions of congress, rest of the time Senators and Representatives will reside in their elected state. They will be among their constituents that elected them to represent them.
  4) elected Officials must participate in all government run or enforced program like every other American citizen.
  5) all elected Officials must serve a minimum of 4 years active duty in the United States Military
  6) all elected Officials must comply with IRS Topic 511 – Business Travel Expenses
  7) limit all elected Officials to consecutive terms and a sit out period of 1 term before running again

  Right on time. Just the fact that they already want to keep their Kenyan boy in power and the American people in misery is enough to show that they will fight to give him a third term. I don’t think too many will claw their way to the top and waste money only to lose another rigged election.
  We didn’t think GM would be government owned five years ago, have socialized healthcare, and have an illegitimate and incompetent narcissist in our White House. A third…fourh term is totally plausible.

  At that time, the British National Archives was located at St. Catherines House in London. I learned that while doing the genealogy for some Manx ancestors. Isle of Man was also a British Protectorate so all of the birth, death and Christening records were filed in London. And even as a back up to that, the Mormon church (Latter Day Saints) microfilmed most of the records in London so references to those births should be found on index reels from which to order copies of the actual microfilmed docûment. Sheriff Arpaio has asked for microfilm from Hawaii, but nowhere else.

  @SavvyCowboy…Are you from Texas? I’ve only been here 7 years, but found out our reps meet only part of the year and actually have other jobs outside of government. That’s the way our country was in the beginning. We need to end the “occupation” of politician. One should be in government to improve our COUNTRY not line their own pockets.

  TRIGUS i agree with your list of requirements except one witch is #5 witch states “all elected Officials must serve a minimum of 4 years active duty in the United States Military” what do you do if you have someone who wants to serve in the military but can not due to medical reasons like me. due to the fact that both my parents served in the USMC i would love to join the Marines but due to my medical record i can not serve so would that disqualify someone like me from serving in congress if i chose to run? (I’m just trying to play devils advocate)

  The President should have no more than two four-year terms. When a vice-president is appointed for less than four years, this will count as a term.
  
  The Representatives and the Senators should be allowed to serve 12 consecutive years. After leaving office they should not be allowed to lobby the government or be re-elected for six years. They should also be prevented from working for any government agency such as: Fannie Mae, EPA, etc.
  
  Their retirements benefits should be in-line with the private sector.

  Yes, whether it is on the state level or the federal level they need to have term limits. Serving your country is NOT a life long job – after their term is over (one) send them home, and that includes all the civil servants that surround them. Half the time they are the ones who read bills and make recommendations on how to vote anyway. Most of our elected officials do nothing but continue campaigning for money for the next election.   I’m sure if Hillary runs in 2016 they’ll completely overlook the whole Bengazi thing, and also all the other skeletons in her closet, such as the character issues involved in remaining married to a serial adulterer, and Travelgate, and Vince Foster. But the Republican candidates, Rubio et al, will be demonized. My guess is the MSM is going to try to swing the Republican nomination to Christie, just as they did for Romney in 2012 and McCain in 2008, and they’ll suck up to him until he actually wins the nomination, then, he’ll get torn to shreds also.

  He has already given himself all the dictorial powers he needs by executive orders. Sure, a lot of those EO were signed by previous presidents, but none of them actually used them, obama has no qualms about using them fully. He will get this done, he will be the one to succeed in becoming a dictator just as he was the one to succeed in getting that massive healthcare law through that they have been trying to do for decades. He will get gun control done, amnesty and everything else he wants done. Why? Because it has been my experience over the past four years that everything I beg my family and friends to help me fight, they just sit back and play facebook tag. Nobody gives a cr.ap what goes on in Washington anymore. They don’t want to have to deal with it. They don’t care. They want someone who will take care of them from cradle to grave because they really don’t see what that really looks like. They think it is like lifetime welfare, they sit at home making babies for the tax payers to support and get thier free money, phones, medical, and food stamps. That’s whay they think it will be like, so they won’t do anything to stop this. We have to find enough people like ourselves who are willing to carry the whole load and fight for our freedom and somehow win it. The last election told me we don’t have enough true Americans to fight anything anymore.

I highly recommend Rep. Jose Serrano give great thought to moving to a country that has a dictatorship. I want very much for Rep. Jose to be as happy as he can be. It does’nt seem thet he’s have such a good time in MUDVILLE. Then again, he keeps getting elected by who?? It must be the salt water that makes the people in costal States act goofy. Serrano is a communist that’s why he doesn’t want term limits for president and we have the 22nd amendment to avoid disasters like FDR and now the worst president in American history Barry Soetoro,Barrack Hussein Obama or whatever his real name is. We also have it to keep a dictator from seizing absolute power and Barry will probably try it without changing the constitution. All he needs is a manufactured crisis to declare martial law and suspend the constitution.

  I think it would be hard to start a “new” party. but, if all the Constitutional organizations like FreedomWorks, NRA, Heritage, etc, etc, would form under the already existent Libertarian Party and would come to agreement on a constitutional platform, disassembling the gov. overreach, we would be able to win. Let all real Congress/Senate conservatives join them.
