ALBANY, N.Y. (TheBlaze/AP) — New York Gov. Andrew Cuomo called for tougher state bans on assault weapons and high-capacity magazines of ammunition as part of a progressive agenda in a sometimes fiery State of the State speech Wednesday.

“The tragic events of just the last few weeks in Newtown, Conn., and West Webster, N.Y., have indelibly taught us guns can cut down small children, firefighters and policemen in a moment,” Cuomo said.

The state already has among the most restrictive gun control laws in the nation, and the governor noted that New York passed the nation’s first handgun permit law, in 1911.

Here is his plan in a nutshell, via Politicker:

“Number 1: Enact the toughest assault weapon ban in the nation, period!” he shouted, before ticking off his other new gun control proposals. “Number two, close the private sale loophole by requiring federal background checks. Number three, ban high-capacity magazines. Number four, enact tougher penalties for illegal gun use, guns in school grounds and violent gangs. Number five, keep guns from people who are mentally ill. Number six, ban direct internet sales of ammunition in New York. Number seven, create a state [National Instant Criminal Background Check System] check on all ammunition purchases.”

“Forget the extremists,” he said. “It’s simple. No one hunts with an assault rifle. No one needs 10 bullets to kill a deer. And too many innocent people have died already. End the madness now. Pass safe, reasonable gun control in the state of New York. Make this state safer…set an example for the rest of the nation.”

For the record, many pro-gun advocates argue that guns are more important for self-defense rather than hunting and sport.

A deal is expected soon that could make New York one of the first states to pass gun control laws following the Dec. 14 shooting, in which 20 first-graders and six educators were gunned down with a powerful weapon at Sandy Hook Elementary School in Connecticut. The shooter also killed his mother and himself.

New York’s effort was hastened further by the Christmas Eve killings of two firefighters in western New York by a man who set his neighborhood on fire, lay in wait with a high-powered rifle for responders, shot them and killed himself. Webster residents related to the firefighters were honored guests at the State of State address.

“Let’s lead the way once again in saving lives,” Cuomo said in an often rousing speech that some observers said better positioned the Democrat for a 2016 run for president.

Cuomo would also require follow-ups for owners of handgun licenses to make sure they are still qualified to possess a gun based on criminal and other records. He would increase sentences for gun crimes including for using guns on school property and for gang activities.

Legislators were working Wednesday behind closed doors to reach agreement on the governor’s demand for tighter controls on assault weapons and high-capacity ammunition magazines.

Democratic Assembly Speaker Sheldon Silver and Republican Sen. Martin Golden agreed the closed-door talks have brought all sides to within 95 percent of a deal, which could be announced and acted on this week.

“New York leads the nation, it’s time New York lead the nation in this,” Silver said. His priorities are bans on assault rifles and high-capacity magazines of ammunition.

“Our goal is to try to get something done by the end of this week,” said Senate Republican leader Dean Skelos.

      No kidding I saw him earlier on tv .. he looked deranged … like what they are accusing others of. btw .. I have no reason nor desire to go to his state including NYC .. in fact I turned down a trip I won to NYC and took the cash instead … it is not safe when only the criminals and the police have guns.

      Talk of some sort of executive order by Obama to restrict or “change” our guns laws seems to be just the up-front portion of his attempt to make us live like cows.
      If you read both of the attached stories, it’s pretty clear that being a well-known weapons expert in the civilian sector is becoming very hazardous to your health. Am I reading too much into the deaths of two renowned weapons experts in just one week? Traffic accidents are one thing; but, a single bullet to the head is quite another. That death reminds me of the deaths of three openly gay members of Jeremiah Wright’s congregation between November and December 31, 2007. Oh, did I mention that the Chicago police have no leads?
      As far as I’m concerned, it’s started.

      I remember seeing Fox and Friends a few weeks ago and Geraldo Rivera was on saying that “nobody is talking about confiscating anybody’s guns.” 4 hours later Cuomo was on talking about confiscating weapons. This is how it works on the left. Ted Nugent for President!

      They should be ashamed. A state with as many revolutionary war sites as New York should never forget their roots. The problem was, they didn’t force out the british loyalists at the end of the revolution, and now all the east coast is run by their descendants. If they can’t handle the 2nd amendment, than they don’t deserve any of the other constitutional rights. These people make me sick. Tell Mr Cuomo to disarm his police forces to the same level he is disarming his citizens, friggin Jack wad.

      I nominate NY and California to become the testing ground for gun control. Lets ban all firearms in NY and California for a 2 year period starting on January 20th and ending January 20th, 2015 and if violent crimes have dropped in that 2 year period (NY and California) then gun control works. If not every elected Official (NY and California) must resign immediately and never again run for office, or face accessory to all crimes committed in those 2 years. Oh, and in those 2 years – all elected officials can not have any armed security.

      another challenge to the whole country: If the Government feels that “GUN FREE ZONES” are the safest place for our children. Then all Local, State, and Federal Buildings and Courthouses should become “GUN FREE ZONES” and all Armed Security moved from those locations.

      If “GUN FREE ZONES” are safe for our children then elected Officials should feel safe to in a “GUN FREE ZONE.”

      Also, all Elected Officials should lead by example – no armed security – turn in their conceal carry permit and yes, you to Nancy Pelosi. If you going to talk the talk, then walk the walk.

      First off, many of us use AR-15 in .223 to hunt deer with and most idiots think you hold down the trigger and it sprays bullits untill it empty. That is not true, you have to chamber 1st shell and pull the trigger to shoot each one. Before the gun ban the government needs to step in and remove all shooting sceans from NCIS-CSI-NCIS Los Angeles and any western movies.All Vidio games can have no gun or weapons that could be used to kill.I saw a TMC classic the other day where the N word was silenced.If for PC they can do this all the old westerns should have the shooting scenes blaked out. Either this are have special effects put in where Matt Dillon in Gunsmoke points his finger at the bad guy and says :BANG.”

    I think I may have stumbled onto something. Why dont they go back to making guns for men? Theyve made guns easier to operate by anyone,while making everything else childproof. now they look like toys,the same exact ones they play with in video games. Children can actually learn how to operate these weapons in video games without ever actually seeing one. I doubt back in the day,these same kids couldve lugged an M14 down to the elementary school and done the same with that rifle,which probably would have knocked them on their arse if they could even shoulder the thing.

      Thats the problem.In my day every child learned gun safety and shooting skills from birth.With real guns.We learned what the real ones were first.We didn’t go around killing people.
      OK I have said it before I’ll say it again.We need to seceed new york from the union.They have failed to uphold the constitution to the point they are in fact an enemy of the state.They act like the enemy then treat them like the enemy.Seceed them.Let them make all the laws they want for their foriegn nation.They simply won’t have any clout to attempt to make any more for the rest of the united states.

      When I was a kid, my parents made sure I went through Boy Scouts. Instead of trusting a stranger, my dad was fully involved (as parents should be). We learned to shoot first with BB Guns, then Bows, then with 22 rifles. We were trained from the beginning to respect all weapons whether they had a projectile or not. As of this point in my life, I have never nor ever been tempted to shoot a living creature let alone a human being.

      I have to admit that I do agree with stiffer penalties for committing crimes with a gun, but the wording needs changed to “any deadly weapon”. The “cruel and unusual” people will disagree, but if you shoot someone and are found guilty, the community should decide your fate. whether you are strung up, stoned, whatever. They should tie you up and put you in the town square.

    I don’t need 10 bullets to kill a deer. I need the magazines that hold 30 rounds to be prepared for the Zombie Apocalypse. Haven’t you been reading your memo’s from FEMA? Our federal government has been telling us to be prepared for that. If we do what you say, how will we be prepared for that with just grandpa’s old shotgun? Haven’t you seen any of those movies? Those things come at you more than 2 at a time.

    Worse yet, what if some pencil neck little word weasel in the White House (I hope that is not being racist) decides he is a king or royalty or something like that and tries to do some social re-engineering like Pol Pot or the other members of the 20th Century Dictators Club did? They all tried to ‘Fundamentally transform’ things or words to that effect. That would be a lot worse than a zombie apocalypse because a lot of people would not see it coming until it was too late. In the movies you can at least always tell which ones are the zombies.

    In closing Gov. Cuomo, go pound sand. You want to back your words with actions, you go walk around Grand Central station without a protection detail or carrying a weapon for a few days then we can revisit this topic. I think some of the people down there were in those zombie movies. I am so grateful I do not live in your fup duck state where thinking like this is the cause, not the solution, of most of the problems you have. Especially when the solution to failed ideas is more of the same stupid

      I’m sure you are proficient at firing many types of firearms. Changing ammo clips rapidly shouldn’t be too much of a problem for you.
      So why do you defend 30 round magazines?.
      It shouldn’t be a problem defending oneself from a tyrannical government with limited 6 or 8 round ammo clips. Just keep reloading.
      High-capacity round ammo is the choice of mass-murderers, not citizens protecting themselves.

      You are right about using 6 to 8 round magazines. I could switch out. But then I would need 4 or 5 other people to maintain the same sustained rate of fire while we were each doing that in turn. But if it is against tyrannical government forces it would be a good thing. So wouldn’t it be even a better thing if all 5 or 6 of us had 30 round capacity at our disposal. It would be a force multiplier. Besides that, having 10 30 round magazines each versus having 10 6 round magazines each would also provide for some additional staying power and endurance in a fight.

      Besides, they ALWAYS use those 30 round magazines in the zombie movies.

    Here’s how the Revolution comes down if the ***** obummer tries too much crap: While having a revolution with ARMIES of gun owners wont work because gun toting crowds draw too much attentiona and we’re not that organized (yet), plus we’re not goign to befighting the fed’s ARMIES in traditional battles. What will happen is that small packs of the “Lone Wolves” guys of 5 or 6 , from across the United States in every town, wait and ambush the bad guys at random. Maybe get them in their cars, at the local Panera Bread, or their homes if these packs know where they live. If the feds put up troops or National Guard, then the Packs hit these at night from distance, or anywhere the bad guys might be.

    So the Packs go “hunting” per se. Everyone in uniform becomes a bad guy as does anyone in politicaloffice unless they are noted to be “with us.”

    Martial law happes which means the Packs have easier targets.And when a bad guy goes down get the wallet, find their homes and, unfortunately, the families gotta go, too. Small kids exempt. (Sad but it happens in Mexico tocontrol the feds). So the Packs start to operate similar to how drug lords operate – with small turf areas and well connected guys making up the packs.

    Yes, you, me and others WILL die, but millions will live. And this 2nd Revolution is worth dying for because what is at stake is the future of the United States and our rights as free people.

    We can life as dog-slaves or die as free men and women.

      If we are the future “VC” we are in trouble. The VC were effectively eliminated as a significant threat during TET. From that point on, we were fighting trained soldiers in a military structure.

      The NVA and VC were resupplied by the Chinese and Russians. Who will be our resupply?

      The only thing that saved the CAV at LZ X-Ray was US air support. Remember COL Moore called a Broken Arrow. He was fighiting NVA.

      At the follow on battle at LZ Albany, the NVA launched a classic ambush on a Battalion in column of march. They won that one with many a poor boy was executed by the NVA.

      When the NVA took South Vietnam, they did so as a traditonal military. Remember the tanks in the streets of Saigon?

      I don’t want to sound like a chicken s**t. But the truth is the truth.

      We will be fighting a traditonal military force. While many of us, myself included, believe many of the military will stand down or join us, keep in mind that the first American soldier we shoot will be the rally cry of our foes. Think about unit cohesion. If one of my buddies gets killed by a person in rebellion, I will draw closer to my remaining buddies. From then on, we will be the foe.

      I do believe we can win. Like all civil wars, the cost will be high and the hatred will run deep.

      May God have mercy on our souls.

    You can always tell the liberal spin in simple things, such as the ‘high powered’ rifle that killed the firemen. A .223 is a medium power gun, in fact, while its velocity is much higher, it is the same bore size as a 22 long rifle. You want a high powered rifle, lets talk 300 win mag, or 50 bmg, its always an anti gun idiot that overstates things like this. I have been laughing for years that the United States Army’s main individual weapon is in fact a necked cartridge version of a 22.

    Well, since this joker likely considers a semi-automatic AR-15 an “assault rifle”, then he’s wrong. I used mine this year during hunting season. To be honest, I prefer using my Remmington 700 30-06; but the AR was interesting to hunt with.

    As for “high capacity magazines”, and the lefts aversion to these things. I like my 30 round mags because I can spend more time doing gun drills to remain proficient and safe, then I do reloading. If these nuts succeed in implementing a maximum of 10 rounds in a magazine, I guess I’ll just have to start taping the mags together to get 20 rounds, and work on my speed-reloading drills. What PITA!

      I hear you on the 2nd Amendment thing. I posted an e-mail I sent to the nick@gawker.com on the story that the fox show “The Five” outed the guy’s e-mail address and phone number….you know, the guy that published the 440 + page report with the names & addresses of legal gun owners in New York. I sent him an e-mail explaining why this “A$$4ole” owns weapons. Basically, said hunting and self defense; but then said the main reason I excercise my 2nd Amendment Rights is because it is there for the citizenry to protect themselves from a tyrinacle goverment (excuse the spelling).
