President Calls for New Assault Weapons Ban, Universal Background Checks

President Barack Obama signs executive actions to curb gun violence as Vice President Joe Biden and invited guests look on at the Eisenhower Executive Office Building, next to the White House, on Jan. 16, 2013.

President Barack Obama on Wednesday called for new bans on “military-style assault weapons” and high-capacity ammunition magazines and for universal background checks for gun buyers.

Flanked by Vice President Joe Biden and four schoolchildren who had written the White House in the wake of the Newtown shooting, Obama also signed 23 executive actions aimed at curbing gun violence.

Those executive actions include strengthening existing background checks by requiring federal agencies make more data available, nominating a new director for the Bureau of Alcohol, Tobacco, Firearms and Explosives, mandating better reporting of gun crimes and directing the Centers for Disease Control to study gun violence. He also asked doctors and other medical professionals to help by reporting threats of violence from patients with access to firearms.

Despite fervid speculation before Wednesday’s announcement about the sweeping measures Obama might take, he laid much of the responsibility on Congress to take action on his $500 million plan.

“To make a real and lasting difference, Congress must act,” Obama said. “And Congress must act soon.”

The president vowed to “put everything I’ve got into this” but added, “the only way we can change is if the American people demand it.”

Obama said there will be those who call the government’s actions a “tyrannical all-out assault on liberty” but said such claims are unfounded. He said the majority of the American people agree with his proposals.

Obama concluded his remarks Wednesday by acknowledging the parents of 7-year-old Sandy Hook Elementary victim Grace McDonnell, a little girl who loved art. Obama said one of McDonnell’s paintings now hangs in his private office.

“We must act now, for Grace. For the 25 other innocent children and adults,” Obama said. “Let’s do the right thing for them and for this country we love so much.”

Before Wednesday’s announcement, the National Rifle Association vowed to wage “the fight of the century” against Obama.

“I warned you this day was coming and now it’s here,” NRA CEO Wayne LaPierre wrote in a fundraising letter to members. “It’s not about protecting your children. It’s not about stopping crime. It’s about banning your guns … PERIOD!”

But the organization issued a decidedly dialed-back statement Wednesday afternoon, saying it would “continue to focus on keeping our children safe and securing our schools, fixing our broken mental health system, and prosecuting violent criminals to the fullest extent of the law.”

“Attacking firearms and ignoring children is not a solution to the crisis we face as a nation. Only honest, law-abiding gun owners will be affected and our children will remain vulnerable to the inevitability of more tragedy,” the NRA said.

12:13 p.m. Obama: We have the right to worship freely was denied to Sikhs in a Wisconsin temple. The right to assemble peaceably was denied in an Oregon shopping mall, an Aurora movie theater. Denied to those at Virginia Tech, Sandy Hook Elementary, on a Chicago street corner.

12:12 p.m. Obama says the most vital changes depend on congressional acting. Asks the American people to pressure their representatives.

12:11 p.m. Obama: “I will put everything I’ve got into this, so will Joe. But I tell you, the only way we can change is if the American people demand it.”

12:10 p.m. Obama says there will be some who warn of a “tyrannical all-out assault on liberty.”

12:08 p.m. Obama: I believe the Second Amendment protects the right to bear arms. I respect the rights of sportsmen and hunters and people who own guns for collection and protection.

“We can respect the Second Amendment while preventing an irresponsible and law-breaking few from inflicting harm on a massive scale,” Obama says. He says these are common sense measures that have the support of the American people.

12:06 p.m. Obama: We should get tougher on people who buy guns with the express purpose of turning around and selling them to someone else. Says Congress hasn’t confirmed an ATF director in six years.

Also calls for more police on the job and on the streets.

12:05 p.m. Obama: “Congress should restore a ban on military-style assault weapons and a 10-round limit for magazines.”

12:04 p.m. Obama says Congress needs to require a universal background check for anyone who wants to buy a gun.

12:03 p.m. Obama says he’s signing a directive to strengthen the background check system, help schools, better reporting of gun crimes and enable the CDC to study gun violence.

12:01 p.m. Obama says in the month since Sandy Hook, 900 Americans have died from gun violence. “Every day we wait, that number will keep growing,” Obama says.

12:00 p.m. Obama says he started getting a lot of letters from kids after Newtown. Four of them are here today. One wrote: “I think there should be some changes, we should learn from what happened at Sandy Hook, I feel really bad.”

“These are our kids. This is what they’re thinking about. What we should be thinking about is our responsibility to care for them and shield them from harm,” Obama says.

11:57 a.m. Obama: “While reducing gun violence is a complicated challenge, protecting our children from harm shouldn’t be a divisive one.”

11:56 a.m. Vice President Joe Biden says he spoke with 229 organizations of law enforcement agencies, gun advocacy groups, sportsmen’s groups and more to deliver recommendations to Obama.

“We should do as much as we can, as quickly as we can….some will happen immediately, some will take some time,” Biden says.

  Where have you been? Prices doubled then quadrupled already before Christmas. Ammo is back ordered/out of stock and MAGAZINES are scarce to nonexistent with just the fear of a grab or weapons ban. The POS did nothing to deter another scenario like SH.

  I’ m okay with background checks – I’m also in favor of the death penalty for all those involved in “fast and furious” as Obama has said Congress should act on anyone “government or civilian” that illegally supplies firearms to criminals or even Mexican Drug Cartels – as Barry said we must send a strong message.
  
  Show me Statistical Data that proves an “assault weapon” or as Barry put it quoting Reagan “Military Style Weapon” has caused any increase in violent crimes over the last 10 years.

  Something that should make you all happy on the right. Of the 23 executive orders, number 18 gives resources to schools to hire Resource Officers (i.e. armed guards that the NRA wanted).
  
  The only thing in all 23 of these orders that would even affect home ownership is that private sales must perform a background check (closes gunshow loophole).
  
  As far as banning assault rifles, and magazine limits, those are laws that would have to be passed by congress.
  
  So it seems that these are common sense executive orders, that do not limit your freedoms one bit, but in fact make your children safer.

  You Mean MAGAZINES? Clips are a strip that holds ammo rounds so you can load faster, they do NOT go into your gun so you can shoot. Magazines hold your ammo and go inside your gun (rifle or pistol) so you can fire.

  I still can’t get over how he surrounds himself with this perfectly selected group of multi ethnic children in this blatant attempt to manipulate the emotions caused by the tragedy. He’s not even trying to be discrete about it. I always resisted calling Obama a communist or dictator but that alone just reminds me of something some third world despot would do. What will it take for the people of this nation to finally get sick of this creepy president?   The only thing that actually made kids safer was the action of putting police officers in schools (which our school has done for many years). What you have done by so called closing the loopholes is:
  
  1) made it more appealing for criminals to break into the homes of gun owners and stores that stock guns such as pawn shops or sporting goods stores.
  
  2) you have further eroded doctor-patient privilege, as well as our rights to keep our medical records private. If you know that you are having problems that your doctor will red flag you because you will have to take medications that include possible side effects that will force you to give up your husband’s/father’s/mother’s weapons how likely are you to seek treatment? All he is doing is pushing mental illnesses further underground which will be worse for our children, not better.

  Cathy – Allen West should never be quoted because he doesn’t know what he’s talking about. Pres. Obama has so far signed the fewest Executive Orders of any President in the last 100 years. At the rate that he signed them in his first term, including those he signed today, even if doubled, he would be well under what Pres. Reagan signed, and just a little over what Pres.   It would be really helpful if you would use the ears and brain God bestrode upon you!!! Glenn did NOT say “lay down your guns”. For those without comprehension in any capacity, he said “do NOT give up your guns; tell those who come to take them to leave your property (without the gun(s))and then take the matter to court. If everyone with a gun does the same the system would be overwhelmed and implode! They can’t arrest the whole country!

  Something that should make you all happy on the right. Of the 23 executive orders, number 18 gives resources to schools to hire Resource Officers (i.e. armed guards that the NRA wanted).
  
  The only thing in all 23 of these orders that would even affect home ownership is that private sales must perform a background check (closes gunshow loophole).
  
  As far as banning assault rifles, and magazine limits, those are laws that would have to be passed by congress.
  
  So it seems that these are common sense executive orders, that do not limit your freedoms one bit, but in fact make your children safer.
  
  UM NO. Take a look at #2 and #16. Doctors should not have to violate your confidentiality to comply with the government. And “mental health” can be as simple as being prescribed an anti-depressant. A lot of his orders are nonsense creating more bereaucracy and costing more, but will put in place a mechanism for the next tragedy when he declares that it “just can’t wait”. I find it odd he proclaims he just can’t do some of this without Congress after pushing these E.O.s., many of which he unilaterally did and violate the Constitution period. What’s he waiting for? MONEY, that’s all. The rest is no obstacle.

  To all of you who get their undies in a bunch over the nomenclature of “clip” or “magazine” go stick your pompous heads in the toilet because you keep calling a complete round of ammunition a “bullet.” If you want to be anal about clip/magazine then stop calling a round of ammunition a bullet! I spent 10 years in the USMC so I know the difference between clip and magazine, but I also reload ammunition now as a civillian and a bullet is just the projectile, you still need the case, powder, and a primer… unless you use a sling shot to shoot your bullets.

  @PRREDLIN – Guns harder for criminals to get? LOL! Many teenagers will tell you it is far easier to get a street gun than a bag of pot. Most of the 23 EOs did nothing to stop would be shooters. Just 1 was a good idea, namely the one allowing schools to have armed security, however this should not be a federal decision, instead it should be left to each State.
  
  Nothing was said about teaching students self defense or how to react in an active shooter, terrorist or hostage situation. Techniques which have proven to save the lives of both military and civilian persons time and time again.
  
  At the end of the day, this is nothing more than your Government exerting more control and making it more difficult for law abiding Citizens to defend themselves.

  OK. Do I have to do a background check now on each person I sell a car to? How about a kitchen knife? We all understand how pathetic all of this is. If you think anything that happened today was positive or a step in the right direction you have been fooled. Then again, if you feel angry about “sandy hook” and you don’t know who to blame you’ve been fooled twice. Why does FEMA/homeland always have a scenario planned the day of and in close proximity to every tragedy? Take a moment and investigate what really happened, see the video’s of the laughing actor/parents hours and days after the tragedy. Observe the facebook donation pages set up the morning of the shooting. The fact that we’ve come this far is the real tragedy. Fight or flight. I’ve made my choice.

  Prredlin–Wrong, wrong, wrong. The Second Amendment has NO qualifying statements, no exceptions. The federal government has NO BUSINESS knowing or restricting what we can own when it comes to personal firearms, because it is THEM the Second Amendment was designed to protect us from. Gun laws are supposed to be purely the perogative of the state governments.
  
  In addition, as has been stated incessantly already, this is not a gun issue, nor will any gun rstrictions prevent such tragedies in the least. It is a violence issue, and Obama’s assault on legal gun owners does nothing to address the real sources of violence–namely, TV and Hollywood, video games, and the cheapening of human life that goes hand in hand with the Progressive philosophy.

  better start buying the tools to reload/ make your own bullets before that’s banned, next it will be unregistered ammunition that will be prohibited shortly before they start going door to door to check compliance of registered gun owners. At first it will only happen during states of emergency, such as a tornado, hurricane or earthquake will be the only probable cause needed to confiscate “illegal arms” yes there is a law prohibiting this action, but if the types of guns or clips/ magazines are prohibited they can be seized in door to door gun confiscations during “rescue missions” by police and national guard. So many people still don’t know what happened after Hurricane Katrina, and the laws that were passed attempting to protect the second amendment. I’ll bet when New Madrid finally goes they will be taking the guns in the south, and since in most of those situations the infrastructure damage causes a media blackout it will be a very long time before anyone knows about what happened.

I think we should ban cars that are able to go faster than 20 mph, limit alcohol to 2 oz. bottles with a limit of one per month. Register all baseball bats, and only allow them to be used for “sporting” puposes.
Then we can start pointing to the fact that 54% of all people killed with a gun are killed by a racial segment of society that only makes up 12% of the population. Isn’t it a bit racist, that only when white kids are killed by a lunatic, that their is a “crisis”.

Makes you wonder why nobody discusses the problem of volence in the black community, and offering a solution to a MUCH bigger problem. Or is o.k. if blacks kill each other? Or is this just taking advantage of a crisis, that is much smaler by comparison. So you say it has to do with not having enough space?   Does anybody remember that little girl they paraded around during the Cold War? For the life of me I can’t remember what her name is, but she was paraded around in similar fashion talking about how terrible the threat was of Nuclear War. That girl was in Elementary School. I’m all for believing in the innocence of children, but for Heaven’s sake, when has childishness or innocence been good for making meaningful policy?
  
  It is no better than those “humanitarian” organizations that use those commercials with the starving children, but then have about $0.02 of every dollar given to actually help the starving children while $0.98 went to the organizations.

  JT I’m sure you’re familiar with Bruce Lee, are you familiar with what he said about dealing with guns? To paraphrase, his answer to the question “how do you win against a person with a gun?” his answer was, “use your own gun.” Your muscles are about as useful as a fresh coat of paint, and when you encounter an opponent armed with a firearm or even a knife, you’re probably going to be severally injured or die.
  
  Make fun of people who own guns if you want, but I think I will stick with training my firearm skills so that I have a much better chance of surviving an encounter. Meatheads like the cast of the Jersey Shore, and dare I say you, are hardly useful in a combat situation, but if I decide to solve my issues through boxing, then I’ll defer to your abilities.

  The arrogant and self-appreciating Obama would never say his power is limited in this and that congress make the changes unless he knew that indeed, he can’t do anything substantive without congressional action. And in typical community organizer/agitator style…he’s trying to stir up the people against congress. Now of course, he’s counting on getting lots of mileage against the GOP house because let’s be very honest here…this has nothing to do with Obama caring about the kids at Sandy Hook, it has to do with the midterms in 2014. Certainly limiting access to guns is a pet cause for liberals but that’s merely part of the statist political plan, again..it has nothing really to do with public safety.
