This Is the ‘Homosexual Propaganda’ Ban Russia Might Enact Against Same-Sex Kisses & Gay Rights Events
MOSCOW (TheBlaze/AP) — Kissing his boyfriend during a protest in front of Russia’s parliament earned Pavel Samburov 30 hours of detention and the equivalent of a $16 fine on a charge of “hooliganism.” But if a bill that comes up for a first vote later this month becomes law, such a public kiss could be defined as illegal “homosexual propaganda” and bring a fine of up to $16,000. Clearly, the free-speech implications are profound, as Russia prepares to potentially enact harsh crack-downs on homosexuality.
The legislation being pushed by the Kremlin and the Russian Orthodox Church would make it illegal nationwide to provide minors with information that is defined as “propaganda of sodomy, lesbianism, bisexuality and transgenderism.” It includes a ban on holding public events that promote gay rights. St. Petersburg and a number of other Russian cities already have similar laws on their books.
The bill is part of an effort to promote traditional Russian values as opposed to Western liberalism, which the Kremlin and church see as corrupting Russian youth and by extension contributing to a wave of protest against President Vladimir Putin’s rule.

In this Wednesday, Dec. 19, 2012 file photo Russian gay right campaigner Pavel Samburov (center left) and five other gay rights activists kiss during a protest near the State Duma, Russia’s lower parliament chamber, in Moscow, Russia. (AP Photo/Misha Japaridze, file)
Samburov describes the anti-gay bill as part of a Kremlin crackdown on minorities of any kind — political and religious as well as sexual — designed to divert public attention from growing discontent with Putin’s rule.
The lanky and longhaired Samburov is the founder of the Rainbow Association, which unites gay activists throughout Russia. The gay rights group has joined anti-Putin marches in Moscow over the past year, its rainbow flag waving along with those of other opposition groups.
Other laws that the Kremlin says are intended to protect young Russians have been hastily adopted in recent months, including some that allow banning and blocking web content and print publications that are deemed “extremist” or unfit for young audiences.
Denis Volkov, a sociologist with the Levada Center, an independent pollster, says the anti-gay bill fits the “general logic” of a government intent on limiting various rights.
But in this case, the move has been met mostly with either indifference or open enthusiasm by average Russians. Levada polls conducted last year show that almost two thirds of Russians find homosexuality “morally unacceptable and worth condemning.” About half are against gay rallies and same-sex marriage; almost a third think homosexuality is the result of “a sickness or a psychological trauma,” the Levada surveys show.
Russia’s widespread hostility to homosexuality is shared by the political and religious elite.
Lawmakers have accused gays of decreasing Russia’s already low birth rates and said they should be barred from government jobs, undergo forced medical treatment or be exiled. Orthodox activists criticized U.S. company PepsiCo for using a “gay” rainbow on cartons of its dairy products. An executive with a government-run television network said in a nationally televised talk show that gays should be prohibited from donating blood, sperm and organs for transplants, while after death their hearts should be burned or buried.
The anti-gay sentiment was seen Sunday in Voronezh, a city south of Moscow, where a handful of gay activists protesting against the parliament bill were attacked by a much larger group of anti-gay activists who hit them with snowballs.

In this Saturday, May 16, 2009 file photo a gay rights activist is detained by a police officer in Moscow, Russia. A controversial bill banning “homosexual propaganda” will be submitted to Russia’s lower house of parliament for the first of three hearings Tuesday, Jan. 22. 2013. Credit: AP
The gay rights protest that won Samburov a fine took place in December. Seconds after Samburov and his boyfriend kissed, militant activists with the Orthodox Church pelted them with eggs. Police intervened, rounding up the gay activists and keeping them for 30 hours first in a frozen van and then in an unheated detention center. The Orthodox activists were also rounded up, but were released much earlier.
Those behind the bill say minors need to be protected from “homosexual propaganda” because they are unable to evaluate the information critically. “This propaganda goes through the mass media and public events that propagate homosexuality as normal behavior,” the bill reads.
Cities started adopting anti-gay laws in 2006. Only one person has been prosecuted so far under a law specifically targeted at gays: Nikolai Alexeyev, a gay rights campaigner, was fined the equivalent of $160 after a one-man protest last summer in St. Petersburg.
In November, a St. Petersburg court dismissed a lawsuit filed by the Trade Union of Russian Citizens, a small group of Orthodox conservatives and Putin loyalists, against pop star Madonna. The group sought $10.7 million in damages for what it says was “propaganda of perversion” when Madonna spoke up for gay rights during a show three months earlier.
The federal bill’s expected adoption comes 20 years after a Stalinist-era law punishing homosexuality with up to five years in prison was removed from Russia’s penal code as part of the democratic reforms that followed the Soviet Union’s collapse.
Most of the other former Soviet republics also decriminalized homosexuality, and attitudes toward gays have become a litmus test of democratic freedoms. While gay pride parades are held in the three former Soviet Baltic states, all today members of the European Union, same-sex love remains a crime in authoritarian Turkmenistan and Uzbekistan.
In Russia, gays have been whipsawed by official pressure and persistent homophobia. There are no reliable estimates of how many gays and lesbians live in Russia, and only a few big cities such as Moscow and St. Petersburg have gay nightclubs and gyms. Even there, gays do not feel secure.
When a dozen masked men entered a Moscow night club during a “coming out party” that campaigner Samburov organized in October, he thought they were part of the show. But then one of the masked men yelled, “Have you ordered up a fight? Here you go!” The men overturned tables, smashed dishes and beat, kicked and sprayed mace at the five dozen men and women who had gathered at the gay-friendly Freedays club, Samburov and the club’s administration said.

In this Saturday, May 28, 2011 file photo Russian police officers detain Nadezhda Tolokonnikova, then a member of art-group Voina ( War) during an attempt to hold a gay pride parade in Moscow, Russia. Four club patrons were injured, including a young woman who got broken glass in her eye, police said. Although a police station was nearby, Samburov said, it took police officers half an hour to arrive. The attackers remain unidentified.
On the next day, an Orthodox priest said he regretted that his religious role had not allowed him to participate in the beating.
“Until this scum gets off of Russian land, I fully share the views of those who are trying to purge our motherland of it,” Rev. Sergiy Rybko was quoted as saying by the Orthodoxy and World online magazine. “We either become a tolerant Western state where everything is allowed — and lose our Christianity and moral foundations — or we will be a Christian people who live in our God-protected land in purity and godliness.”
In other parts of Russia, gays feel even less secure. Bagaudin Abduljalilov moved to Moscow from Dagestan, a predominantly Muslim region in southern Russia where he says some gays have been beaten and had their hands cut off, sometimes by their own relatives, for bringing shame on their families.
“You don’t have any human rights down there,” he said. “Anything can be done to you with impunity.”
Shortly before moving to Moscow, Abduljalilov left Islam to become a Protestant Christian, but was expelled from a seminary after telling the dean he was gay. He also has had trouble finding a job as a television journalist because of discrimination against people from Dagestan.
“I love Russia, but I want another Russia,” said Abduljalilov, 30, who now works as a clerk. “It’s a pity I can’t spend my life on creative projects instead of banging my head against the wall and repeating, `I’m normal, I’m normal.’ ”

There are plenty of places to live like France, Canada, Germany or the U.S (Blue States). If it’s that important to the gays then leaving shouldn’t be an issue.

Posted on January 22, 2013 at 11:11pmI am quite conflicted on this story. One side of me, the side that hates the act of homosexuality applauds this decision. Me being a christian and all. On the other hand, arresting people for doing what they are free to do (even if I don’t like it) is not right. That being said, Russia isn’t the U.S. so they don’t have the same rights over there as we do unless I’m missing something. Let the record be shown Archie, I’m not a hypocrite.

Posted on January 23, 2013 at 12:07amYes I am new. And you said that you hate the act of homosexuality. I am gay, and it has taken me years to come to terms with this, and to accept myself for who I am. I recognize that not everyone approves of homosexuality, but I do not see anything wrong with it, having been through a great deal of soul-searching and inflection. I find the connection of sex to be the ultimate bond of a loving couple, whether gay or straight, and find them to be equal. To try and place one as morally above another would be to put one group of people above another based on how they were born.

Posted on January 22, 2013 at 7:15pmI know I’m absolutely tired of “homosexual propaganda” too. We have way too much of it here in the U.S. with outright activism from gays being a daily thing, and all of us on the hetero side called homophobes for daring to not agree with all of the gay agenda. I’m tired of it. Why can’t gays simply live their lives in a less public/less defiant/less in your face kind of way? I dunno…they wrongly think it is a civil rights situation but being gay has nothing to do with civil rights. Here in the U.S. gays have the same rights as everyone else. Enough of the pushing of an agenda on citizens…I think I speak for the clear majority in this country, we know the gays won’t stop, but cmon, enough already.

Posted on January 23, 2013 at 12:00amFirst of all, we will stop being so “in your face” with our gayness when you stop doing it with your straightness. Fair is fair. I see straight couples openly holding hands walking down the sidewalk, hear men talking about girls or acting too masculine, I see girls with very feminine clothing, I even see some straight couples with rings! The shock of so blatantly showing the whole world who you have sex with!
Yes, this is over-the-top irony, but the point is that we are not pushing anything on you. We are living our lives, and are doing exactly what straight couples do. If you don’t like it, look the other way.
Second, gay rights are a civil issue because we are not equal yet. This isn’t just about marriage either. It is perfectly legal in many states to be fired just for being gay. Where civil unions are recognized (not everywhere), they are not given the same benefits as straight couples. The benefits that are granted to not carry over state lines, and none are officially recognized by the national government. We do not have or want special rights. We want the rights you already have.

In 40 years, anti-gay people now will look like racists and segregationists looked 40 years ago. Like ridiculous fools.
Homosexuality is a form of love and as such it deserves our respect.

That’s not the bible I’m quoting, that’s the latest CDC stats. Unless you believe the CDC is outdated, radical and extremist. I haven’t even touched on the treatment-resistant cases of gonorrhea starting to evidence themselves among homosexuals.
Is that what you call “fear of the future” VAMAN? And what are those statistics supposed to prove exactly? That unprotected anal intercourse has a higher risk of spreading HIV than ******* intercourse? It does. The lining of the anus is thinner, and more readily absorbs the virus. But this does not mean that there is anything inherently wrong, or less moral about this form. Caution and common sense must be used with all sex as all sex can spread disease. If you are so concerned about the spread of HIV, you should make the motion to outlaw all sex, and only produce children through laboratories, where the genetic material can be screened. If you are focusing on statistics and what is healthiest, I assume you are for banning cigarettes, and large soft drinks, as those create higher risks for cancer and heart disease. Anal intercourse may not be natural to you, but it is natural to many couples, gay and straight.

The word sane come from the Latin word sanus meaning healthy. One would have to believe that someone, who persisted in a acts that were very much unhealthy, was not sane in the original sense or the current sense of the word.
Outside of viruses anaI sex is still unhealthy. Outside the perils of pregnancy & childbirth I have to wonder how many women died throughout history because people dipped their wick in both whole with or without a woman’s knowledge of such acts.
***
I’ll leave you with this. Consider a female that has passed menarche is not retarded & consents to sex. Now why might that still be wrong?

I can see Mayor Bloomberg (or his replacement) or Obama care banning Homosexuality. First of all Bloomberg is banning anything that might lead to an increased risk of anything. Second Obamacare supposedly wants to cut costs. So after years of efforts of trying to mitigate the consequences of sexual behavior through education campaigns, they might decide that it is not working & ban gay sex as it has a higher risk. Oh & given they have all your records they will know who you are, if you lie & what is needed to make you well.
Enjoy Obamacare. They will be keeping stats & keeping score.

Again, why are you classifying anal sex as unhealthy? Can disease be spread through anal sex? Of course. But disease is also spread through straight sex. Why is straight sex not insane then? If it is about numbers, then what about other unhealthy activities, such as eating junk food, drinking alcohol, or simply not exercising regularly? By your categorization, nearly all of America should be considered insane. And as for the comment about women dying in childbirth, that was due to the trauma of childbirth itself, so related to sex in any way. We have advanced very far with medicine and hospital procedures since the Middle Ages.
As for whether a woman who has had her first period should be able to consent to sex, the obvious answer is no. This has nothing to do with disease or being healthy, it is about maturity. At 10 or 12 years old, no one is psychologically or mentally mature enough to understand the full consequences of sex. This is the reason why pedophilia is wrong. You cannot give consent if you have not reached 18 years old, you are not mature enough to make that decision for yourself yet.

It is about percentages in part. AnaI sex just has a higher percentage of passing disease such as HIV by 4,700 times as much.
It is also a disease of the mind as well.
As close as we will get to a silver bullet for AIDS is DRACO. I considered it side effects & long term use & it is no cure for AIDS. To an extent it could “cure” you of AIDS a few times. But in the long run it won’t work. Figure it out for yourself.
Anyway we are near the zenith of gay culture. It will be downhill very soon now. Just the nature of the beast.

Not sure where you got the number of 4700, according to the CDC website, the risk is about 2x higher for contracting HIV through anal intercourse compared to ******* intercourse. And this is only for unprotected sex, with condoms, the chances of transmitting the disease drop to almost nothing. Anal sex is not unhealthy, just as other forms of sex are not unhealthy. HIV and other diseases can be spread through nearly all sexual activities, and safe practices should be followed. If percentages bother you, I imagine you would be more interested in smoking, or drinking, or joining Michelle Obama in her fight against obesity.
And homosexuality is certainly not a disease of the mind either. It can be difficult to accept depending on the community and mindset a person is raised around, but denying who you are is the less healthy course here. We are here to stay.

And if there isn’t a genetic pointer…why isn’t it a psychological state to you? I’ll tell you why champ..because your lefty handlers told you it isn’t and that’s good enough for you.
And then little ARCHIE the “ANARCHIST” (your emphasis) tell me why you believe there’s nothing wrong with over 60% of new HIV cases each in this country each year attributed to homosexuals…that’s an over-representation of more than 2000%. You’re the secularist, progressive lefty…you’re smarter than conservatives right? That’s what your handlers have told you to believe anyway..so why so many HIV cases each year if homosexuality is perfectly normal and safe little fella? I haven’t even mentioned the growing concern of treatment-resistant gonorrhea among homosexuals that..wait for it…makes them even more susceptible to HIV infection.
Please….explain why all this is perfectly normal and acceptable to you little guy. This should be a hoot.

Posted on January 22, 2013 at 6:32pmyeah that’s what I figured ARCHIE…you’ve got nothing. You’re quick with your “hypocrite conservatives” line but you fall silent at the slightest questioning of your position.
By the way, I entertain no delusions that I’ve made you question your flaccid beliefs ARCHIE, you’re way too indoctrinated for something like that…but it’s always a pleasure to silence a liberal automaton like you especially after such an overt display of liberal elitism as you just offered here.
Squirm away little guy.

Posted on January 23, 2013 at 3:54amIt was not until I saw ranepowel’s post on Christianity & evolution yesterday that I realized why ranepowel posts at a site they detest & they are so animated.
The same doctor that was instrumental in delisting homosexuality also conducted an experiment in therapy for people not wanting to be gay. His conclusion was that it was possible but extremely unlikely. For that he was pilloried meaning a lot of pressure was brought to bear.
So any recantation of his study is not to be believed. Character assassination or taking away funding can be as effective as thumb screws & other torture.

Posted on January 22, 2013 at 9:09amMaybe this is why Putin stopped American’s from adopting Russian kids. He wants us to adopt his ****’-sexer’s. I’m sure Obama will get right on this, as soon as he’s through disarming his own “subjects.”

Posted on January 22, 2013 at 8:59am- and attitudes toward gays have become a litmus test of democratic freedoms –
Acceptance of Immorality is equivalent to achieving freedom? In who’s perverted mind? If THAT were true, let’s have true democracy and abolish laws against anything except loyalty to the government.
Get the flock outta here!

Posted on January 22, 2013 at 9:06amI’m also sick of this nonsensical term “homophobia”. If anything, it should be renamed homosexphobia and praised as part of the natural Darwinian order of Mother Earth, and praised in Churches as part of scriptural teaching.

Posted on February 2, 2013 at 3:01pmIt’s only immoral in your small mind. In that ridiculous bronze age book you worship, so is blending fabrics in a sweater.
Imagine this: you wife is dying from an incurable disease and has only hours to live. You’re not allowed to spend it with her because her family doesn’t like you. Then, the benefits she had that you and your family rely on are not bestowed upon you. Not her pension, not her health insurance, nothing. While you are mourning, you are told by religious right fanatics that your inherent sexuality is evil.
This is the effect your damned churches have had on the lives of gay people. We say enough. Your religion is ridiculous. Your beliefs are stupid. I don’t want them imposed on gay people, and I don’t want them imposed on me. We’ve had enough of your bullsh!t.

Posted on January 22, 2013 at 8:53amIt’ like Russia is becoming what we used to be and we are becoming their former. i agree with them. This so called “tolerance” crap is what has ruined this country. Tolerance means that people are supposed to accept deviant behavior and not object. That is what tolerance is. All the perverts and trouble makers get special privilege and the rest of us get to suck eggs.

This is being said in Russia. It’s like I’m living in the Twilight Zone.
