DHS Asks for 7,000 5.56x45mm NATO Personal Defense Weapons Also Known as Assault Weapons

The Department of Homeland Security is seeking to acquire 7,000 5.56x45mm NATO “personal defense weapons” (PDW) — also known as “assault weapons” when owned by civilians. The solicitation, originally posted on June 7, 2012, comes to light as the Obama administration is calling for a ban on semi-automatic rifles and high capacity magazines.

Citing a General Service Administration (GSA) request for proposal (RFP), Steve McGough of RadioViceOnline.com reports that DHS is asking for the 7,000 “select-fire” firearms because they are “suitable for personal defense use in close quarters.” The term select-fire means the weapon can be both semi-automatic and automatic. Civilians are prohibited from obtaining these kinds of weapons.

The RFP describes the firearm as “Personal Defense Weapon (PDW) – 5.56x45mm NATO, select-fire firearm suitable for personal defense use in close quarters and/or when maximum concealment is required.” Additionally, DHS is asking for 30 round magazines that “have a capacity to hold thirty (30) 5.56x45mm NATO rounds.”

Republican New York state Sen. Greg Ball also issued a press release this week bringing attention to the weapons purchase request.

Calls made to DHS seeking information regarding whether or not the RFP was accepted and fulfilled were not immediately returned on Saturday.

Sen. Diane Feinstein (D-Calif.) on Thursday introduced legislation that would enact a so-called “assault weapons” ban. The bill would ban more than 150 firearms and limit magazines to 10 rounds. There is no expiration date on Feinstein’s bill.

Critics of such a ban on semi-automatic rifles are already arguing that the government is showing its hypocrisy by essentially saying they are good “personal defense” for them, but not for American citizens. When civilians own semi-automatic rifles, they somehow become “assault weapons.”

That being said, it is reasonable for the Department of Homeland Security to request these rifles as they are indeed effective personal defense weapons. The agency is tasked with keeping Americans safe from those who wish to do the country harm, and its officials should be equipped with all the tools they need to do so effectively.

But what about Americans who want to keep themselves and their families safe from threats? Is a semi-automatic rifle unacceptable for a civilian’s “personal defense” in his or her home? According to some Democratic lawmakers, like Sen. Feinstein, it appears the answer is yes.

Just last week two students in Rochester, N.Y. scared off a pair of home intruders by simply brandishing an AR-15 semi-automatic rifle. One of the students said he believes the weapon saved their lives.

As ‘lil berry’ tol’ you, many tames, “he done wants an civilian army armed an’ trained as good as de military”. Now he got a job working for big sis and he can have a gun.   PDW’s in a Semi-Auto version are NFA Weapons, (Civilian ownership requires Passport Photos, Finger printing, FBI Background Check, BATF Form 4, $200 Federal NFA Tax stamp.) According to the .GOV These weapons are too dangerous for civilian ownership regardless of an “Assault Weapons Ban” or not!

  Threats to liberty abound, whether they be political, social or theological ideology. America was founded under the concept of limited government and individual liberty, both of which are anathema to most ideologies in the world. The fact that America was not only able to survive, but to thrive, has served to make America a target to just about everyone. All that want to see our downfall or destroy our way of life are real, ever-present threats. Freedom requires vigilance.
  
  As the Government continues to add armed agents and consolidates agencies under the Department Of Homeland Security (somewhat reminiscent of Motherland or Fatherland), one has to wonder if we aren’t approaching the well-trained paramilitary national police force mentioned by Obama? Add in the FEMA relocation centers and coffin stockpiles, a prudent person should wonder if something nefarious is afoot.
  
  We are sending our military overseas to act as policemen, yet drug cartels are mass-murdering whole villages just across our southern border and we do nothing. The violence has spread into our southwestern states, with Phoenix now ranked the #2 city worldwide for kidnapping, and we do nothing…oh wait, we gave them guns, fanning the flames of social unrest.
  
  We are on an economic brink with no sign of positive Government action to prevent the fall – when Martial Law is declared and your freedom is ripped away, where will you stand? Without guns, you will have no choice.

  Jan. 1, 2012 Congress declared America a battlefield with the passage of the NDAA 2012.
  In a battlefield you have no rights. The government stepped across the line of departure with that act, 96 senators voted for the “battlefield” designation. They are not worried about Muslim terrorists, they are worried about angry Americans who will not let them STEAL the citizens blind, including elections. The terrorists have worked for the CIA since the 1980s. What kind of loyal Congress would declare America a BATTLEFIELD? NONE!

  PDW = SubMachine gun = 9mm or .45 – example: UZI, HK MP5 or MP7 (4.6×30), FN P90 (5.7x28mm, necked down 5.56), PP 2000, Scorpion vz. 61, and the Ingram Mac 10.
  
  PDW have 8-10 inch barrels (Current US law 16″ barrel or greater for Civilians), Take 30 round magazines, fully automatic, holographic sights, laser, front grips, flashlight, suppressor, and has a shoulder stock.
  
  “Like submachine guns, PDWs are small and light weapons, and their low recoil enables higher accuracy. Like assault rifles and carbines, PDWs can also penetrate body armor, while traditional pistol caliber submachine guns cannot.”
  
  Close Quarter Combat (CQC) or Close Quarter Battle (CQB) – In the typical CQC scenario, small units or teams engage the enemy with personal weapons (PDW) at very short range, upto 30 meters. The attackers try a very fast, violent takeover of a vehicle or structure controlled by the defenders, who usually have no easy way to withdraw.

  Lets play what’s wrong with this picture. DHS wants to buy 7000 full automatic “select fire” weapons. A number of federal agencies have purchased MILLIONS UPON MILLIONS of rounds of ammunition. Obama during his first campaign tours stated that he wanted a “civilian police force equal to or better armed than the military”. We now have HS and TSA conducting searches on the highways in select states, airports, subways, train and bus stations. Local police are arming up with assault weapons, and military gear including drones. And WE THE PEOPLE are supposed to lay down our arms? WFT? Is anyone paying attention?

  We will run dogs 2 to four times a week. Shoot deer in front of dogs at anywhere from 50 to 200 yards. Those deer ain’t standing still either. Most of us use 270s, 7mags, 308s. A few use 300 mags. Most of us can bring a deer down with 1 or two shots. I like to wait till they have to jump-pretty shot. Screw their PDWs. You can’t beat those good ole boys raised on shotgun. Any fool can shoot tight groups on paper targets.

ANY citizen who does not have a criminal record and applies for a Class III Tax Stamp to BATF, may purchase these weapons and own them under a revocable trust compliant with state law. The misinformation the media produces on a daily basis now about these classes of firearms is starting to look like a campaign of intentional confusion to mislead the uninformed public. The only other more ignorant source is Hollywood.

  Considering the cost involved in obtaining a weapon that was manufactured or imported prior to May 1986 makes selective fire weapons more or less unobtainable to the bulk of the citizenry. In January of 1986, a select fire M16 sold for around $1200, since the ban went into effect the price has climbed to over $25000.Firearms that were selling for $250 are now selling for over $12,000. Yes, it is legal to own one, but how can anyone without a six figure afford one?

  While it is possible to purchase a firearm that is fully automatic, if allowed by your state, and after undergoing a federal background and fingerprint check, then paying a $200 transfer tax, it is almost impossible at times to obtain a new or fairly new weapon on the market today. This is because there have been prohibitions against the manufacture, or importation of fully automatic weapons for civilian use for many years. (I am not positive but I think it it was the 1963 firearms act after the Kennedy assasinations),
  There are also very strict storage, transportation, and usage laws associated with Class III firearms that the average person has to follow. I have a friend that is a Class III licensed dealer and he has to follow regulations that are very complicated. Except for sales of suppressors, most of his Class III sales of firearms are to police departments.
  Personally I feel that sales of suppressors that do not reduce the level of discharge blast noise below 95 dB should be regulated as a Class III device. In Europe supressors are almost always used on hunting rifles to lessen the disruption to home owners. They are not regulated like here in the U.S. as they are not considered silencers (which is mainly a Hollywood inspiered term).

WHY DOES DHS WANT TO BUY 7,000 OF THEM FOR ‘PERSONAL DEFENSE’?

I guess they figured out they have pissedoff the rest of us…….

The difference is the crux of the debate. There are weapons the government deems necessary for itself that it also deems unfit for it’s citizens. Whether you see that as right or wrong, wise or unwise, just or unjust, is where all the noise comes from. Some in the form of rational debate; some in the form of rancorous shrieking. Had I confidence in the reasonable outcome of the debate, I would not worry too much about it. However, it seems that, lately, the one who screams the loudest and scares the most people is the one who wins. Reason and trust that we can govern ourselves seems lost to us, as a nation.

  Actually, and technically, WE are the American government, they are servants..
  All of the weapons belonging to the American military belong to us,,, if not, than who? our servants?

Oath-Keeper, I agree but the real question is will the militia (police, state national guard) identify with the people or with the governmental powers? How can the people stand up to superior fire power?

Only with very superior numbers.

Count me in. I believe that most Texans will stand against the DC powers much as we stood against the first King in the 18th century.

  Police and “national guard” are not true militia. The states should each have a militia answerable only to the governor. National guard are owned by the president and loaned to the governor..sometimes. We the people are the militia. The police are an illegal army. Everything beyond the voted in sheriff and a few deputies, that is.

  I sent this letter to all of my State representatives through the NRA-ILA site today………. Re: Protect our Second Amendment Rights! …… I am a voting citizen from Adairsville, GA. I strongly urge you to oppose all further infringements upon our Constitutionally guaranteed 2nd Amendment rights by the Federal Government. I further request that you pass legislation at the state level as other states have done to pre emptively guarantee that the Federal Government cannot proceed with unconstitutional measures to limit our rights or disarm the American populace. I do not hunt, and the 2nd Amendment has nothing to do with sporting activities.
  Make no mistake, this President and the Lobbies that seek to contol our lives at every level , have every intention of eventually changing our system of government by “Fundamental Change”. We must re assert State Rights over Federal authority in a steadfast manner and restore our Country to the Republic as it was created. Most conservative minded citizens would prefer to deal with this in a peaceful way.
  I would also request that the State institute measures to create a lawful and well regulated State Militia for the purposes our forefathers intended with that amendment. Done properly and consisting only of law abiding citizens, this would be a step in the right direction to protect our lives and our childrens future. Classes and training, meetings and guidance could be arranged with the help of

  Most of the Ammo DHS (reportedly) purchased is .40 Cal, a short range round of about 150 yards more of an urban round compare that to a 6.5 or 308 round at 300 yards the . seems to be outranged.
  There are many other rifels many of them bolt action that out range most of what DHS bought

  .40 cal is not going to be effective much past 50 yards and thats with a really good shooter. .308 is good for about 800 yards with a pro shooter, it can be pushed out to 1000 with special loads and really nice rifles.

The second amendment is about self defense, not waiting for someone else to come to the rescue. For those who choose to remain disarmed then hopefully some armed person will be able to come to their aid in time should the need arise. We have our weapon of choice because we can. Home defense might make shotguns or pistols better in close quarters but as has been seen any weapon pointed at the bad guy, even not loaded, is a pretty good deterrent. I have a medium sized dog for first line of defense, she will warn me so I can get to my pistol then it’s rock and roll. I hope I never need it but if I do I will deal with the threat first then call 9/11 to deal with the remains.

  Actually it is absolutely for the sole purpose of taking up arms against a tyrannical Government. All the additional hunting, personal defense arguments are for the sole purpose of limiting what we can own and and changing the narrative so end the end it transforms the meaning.

  I understand the sentiments, and I agree with them. Now comes the real question. What are you prepared to do? Vote? Raise awareness? Then what?
  
  It’s a harsh thought, that nearly all the people have been indoctrinated against in the name of “civilized society”
  
  Look how many have dismissed Timothy McVeigh as a nut. Think about this. Is it possible that he reached a level of “I’ve had enough of an aggressive government” faster the the rest? People like to cry about the children that were in the day care. Wasn’t the Federal Building a legitimate target regardless? How many children were killed in bombing the cities of Germany in WWII? How about Hiroshima and Nagasaki? Isn’t it possible he exercised his own power against aggressive government?
  
  I don’t care for wanton killing of anything, but to be pacified to the point of giving up defending myself and my neighbors, would be the ultimate in insanity.

Have the house pass a funding bill that will de-fund any weapon or ammunition purchases by DHS pending hearings on DHS showing need for those guns, in light of attempts to block the same access to private citizens for semi-auto versions of the same guns for home defense.

  By the time people are “rounded up” we (the people) won’t hear squat. The press is already in the back pockets, sitting pretty…..the internet can be easily controled as proven in various countries this past year—-short of carrier pigeons, HAM radios or it happening right in front of you, I doubt you will hear anything but that “a domestic terrorist cell” was raided, followed by another and another and lots of fear mongering; then probably follwed by a real terrorist attack, local unrest and so on and so forth. We live in a fragile society and a thin veil is all that separates civilization from anarchy.
  
  Sad part is that most people won’t care as long as their nail salon is still open, kid’s soccer practice is still on and they can still sit down at night and watch re-runs of Jersey Shore while eating take out Chinese food.

Some may not know what the oath is, where it comes from and why it is taken. All of Congress, the President, Law Enforcement and Military have to take it. Every American can take the oath, it is not required that you have served in office, law, or military. Please educate yourselves, I am an oath keeper because I choose to be. If law enforcement and the military keep their oath there will be NO gun confiscation, or any illegal directives being implemented. Remember they always want the LEO and Military to think they are above the law as it pertains to ownership of firearms, but once they have seized the civilians BET your sweet ass they will be next.

  Just angry, I get it but don’t kid yourself. All electronics are under survey lance, it is way to late in my opinion to be concerned about being tracked. I have chosen my side in the sand….I am just trying to get people to educate on facts, for those who do not want to visit oath keepers site get you a copy of the US Constitution and Declaration of Independence and read it fr yourself. There is a place in their where you can take the Oath in your desired location. Here is where I buy bulk pocket Constitutions to hand out nice.net.   Hey OATH-KEEPER, I agree. I used to have a gun, of which I regret not having, for now, but I would like to, when the time comes, & it will, is have the strongest tazer there is, zap em’ & then introduce my Fred Flinstone stick-lol, then, when they’re down, get their firepower!

  I’m a crippled 62 yr. old woman, but I sure as he– will fight to the death if I have to! I’ve had a good life, & I would be proud to go down fighting for my fellow Americans.

  CIVILWARCOMETH, while I often agree with you, I do find myself on occasion to disagree. On that statement I certainly do agree. With the military and all of the federal law enforcement agencies, why are so many civilians in non law enforcement positions being so heavily armed?

  COWGIRL, That had actually been my thought when the various agencies were buying up so much ammo. We’ve had a number of people here even complain of not being able to find ammo stocked on the shelves of their local sporting goods stores, or even Walmart stores. As for my statement on this large arms purpose I forgot to mention it in my immediately previous post.
  JCLDWL, I certainly hope that the government has nothing to do with these terrible shootings. While I have asked similar questions here in the recent past, particularly regarding James Holmes as well as Sandy Hook, my point was that the media is not doing their jobs and asking questions. I do find it difficult to believe in conspiracies involving what would take large numbers of people and an operation put together in a short amount of time without somebody talking about it afterwards. What I do find easy to believe is that our government as it exists today along with the media and all of the left, they will do what ever it takes to take advantage of these horrors and use them as tools. One obvious continuing lie is so many constantly saying that Adam Lanza used the ubiquitous “ASSAULT WEAPON” while the FBI said that his body was found only to be in possession of four handguns.
