Anti-Smart Meter Activists Fill City Council Meeting, Say City Broke Its Own Laws Arresting Two Women

When we first reported on the controversial smart meter initiative taking place in Naperville, Ill., it was to tell the story of one of two women arrested for trying to prevent a new wireless meter from replacing an analog meter on her home. On Tuesday, the city had a council meeting where many against the meters and, more overarching, against the arrest and charges of the women aired their concerns.
In a phone interview with TheBlaze Thursday one of the Naperville Smart Meter Awareness leaders, Tom Glass, said it isn’t even really about smart meters anymore.
“This has little to do with smart meters now,” Glass said. “This is about an overbearing government.”
Video footage of the meeting shows Glass addressing the city council, saying that the women — Jennifer Stahl and Malia “Kim” Bendis who were arrested Jan. 23 – were not only within their rights to film public employees conducting official duties but that their property rights were violated according to the city’s own code.
According to the Chicago Tribune, Stahl was charged with misdemeanors for “interfering with police and preventing access to customer’s premises” and Bendis, who is the president of the awareness group, was charged with “attempted eavesdropping and resisting a peace officer.”
In the city council video and over the phone to TheBlaze, Glass explained that according to the city’s code, public workers who have been refused access a homeowner’s land need to obtain a warrant. According to city ordinance 06-278, 11-21-2006 in Article C Electric Service Rates, when inspections on private property are necessary, permission from the property owner will first be sought.
“If permission is refused, or if the owner or occupant is unavailable, the Director or his or her designee, with the assistance of the City Attorney, shall apply to the appropriate court for the issuance of an administrative search warrant,” the ordinance continued.

It should be noted that ordinance 07-013, 1-16-2007 in the same Article C states that authorized agents “shall have free access to the customer’s premises at all reasonable hours for the purpose of reading, examining, inspecting, repairing, replacing, or removing the Department’s meters or other equipment or property.”
To Glass, the fact that these women — and others who had meters installed when they were not home — expressly refused access to their yards — the gates of some residences were cut open to give city workers access — would constitute the need for a warrant for these employees to enter the premises.
“If you think this is OK, are you going to be OK when Mark Curren [(the Lake County Sherriff)] comes through your front door with a chainsaw to test out your new TV and microwave in the middle of the night? Where do you draw the line,” Glass asked in his speech to the council, noting the portion of the code he believes would require a warrant when permission is denied. “Here’s your code — you ignored it.”

As for Illinois Eavesdropping Act, which made it a felony to record conversations or actions of people without their consent, that Bendis was cited for as she filmed workers on her property, Glass pointed to several court cases within 2012 that deemed the act unconstitutional. In July 2012, a judge for the Circuit Court of Cook County ruled the law was unconstitutional, and in November the Supreme Court refused to hear an appeal of a 7th U.S. Circuit Court of Appeals’ ruling that blocked enforcement of the law, Reuters reported.
Glass also called out inconsistencies of the council down to its not allowing residents to clap in support of what was being said Tuesday night. The Chicago Tribune reported that for 40 minutes residents issued complaints. One of them was Jerry Schilling who called for the firing of the city manager and said “as far as I know, we still live in the United States of America and not communist China,” drawing cheers and clapping from the crowd during and after his speech. Due to this display Mayor George Pradel called for a five minute recess.

In the video showing Glass’ speech, he brings up the issue of clapping and how it was allowed during other instances, which drew further applause as he left the podium. Mayor Pradel again said the meeting would “hold up for a few minutes until we quiet down.”
But during his interview with TheBlaze, Glass pointed to another video showing where clapping was completely welcome in a city council meeting.
“It’s hysterical to see the difference when it’s something popular,” Glass said. “When it’s something they want, it’s a different set of rules.”

The fight against smart meters is over in a way, Glass said — “the meters are installed.” But they’ve opened up what he believes is an even larger issue regarding the “bigger grasp of government and the loss of privacy in our personal homes.”
As for what is being done going forward by those part of awareness group, Glass said there are some legal things in the works that he is not at liberty to discuss, but also noted that the experience he and others have had with the local government has prompted himself and Jo Malik to run for city council in April.
Glass said the group also hopes the state attorney will take action and investigate what some residents believe to be unlawful acts taken by the city.

Posted on February 7, 2013 at 5:18pmSoon after those smart meters are installed, around three to six months, they’ll get a slip in their power bill. The utility will offer to give them a free thermostat that will reduce their electric bill by 200 dollars. They will put it in, free of charge. It’s a fancy looking thing, and the installer will even pre-program it for you. They say you can go online and see exactly how much power your AC and Heating are using, when it’s pulling the most power, and they will offer tips on how to reduce the usage.
It’s all a set up. The smart meter outside talks to the ‘new’ thermostat via wi fi. If they can’t talk for any reason, the thermostat shuts down your AC and Heat. If you use ‘too much’ electricity, the Smart Meter will shut off the AC or Heat via the thermostat, no matter what you think or do. After all, you agreed to let it in your house.
Then you’ll get a timeline slip in your next utility bill. It will tell you when to start your laundry, when to watch TV, when to start dinner (after 7pm) and when to run around your house, turning off everything at the powerstrip.
This is not a piece of fiction, or a ‘what if’ scenario. This is actually happening to my neightbor, right now, who took the ‘thermostat’ deal to reduce his power bill by 200 bucks. Not that he was paying that much to begin with, but you all must understand, the Gov no longer needs to be the big brother, especially since your utility will do it for them.

Posted on February 7, 2013 at 11:00pm@Josh Smart meter itself indeed can’t do many things… However, it is designed as a platform with the end goal of automating and controlling end user usage of electricity by a set of rules some technocrat deems appropriate. Statement about the first step in this platform usage is 100% correct: where I live local utility indeed has a program offering a small incentive in exchange for installing a smart meter driven AC controller in your home. From that point on you NEVER can control whether AC runs or not or set your choice of temperature. Program some technocrat designed, concerned with his ideological issues and NOT with your needs or wants is what controls your AC and usage of electricity you pay for. For me that is worse than being a slave or even a livestock. And by known patents and trends, controlling your AC is just a first and simplest step. Aim is to slippery slope this into a mandate. For ideological purpose.

Posted on February 7, 2013 at 11:48pmBUB lots of free localized RF jamming schematics are available on the internet for the moment, from what I understand like decoding satellite signals, it’s legal if you do it on your own for “security research” but not legal to sell to anyone, if you sell to anyone even someone posing as a neighbor it’s a federal offense, and they like to set up stings for that type of thing. The portable ones I have seen will Jam a house, you would probably get caught by the FCC if you try to Jam too large a radius, I’d imagine that the pringles cans used in wifi hotspot projection might be effective to cease communications on arrant illegal non government drones.

If you dont want them to control these devices “to save you money in the long run” don’t sign up for the program, that was easy.. Im right there with you on not trusting the government in any way, These smart meters are there to lower cost and get better information on forecasting future loads and such, I urge you to go to your elec provider and talk to them about your smart meter, they have nothing to hide, and if you are on CO-OP lines, you OWN the company. There is no secret agenda. Please go to your elec company and talk to them, ask them to see your usage graph, ask them about outage reporting, ask them about everything, there is nothing to hide and no “secret agenda”

In 1933 FDR changed the patented land to deeded land, sweet, “they” can take over anything they want now. You can keep them from installing the “smart meters”, but they can also refuse to give you electricity. YUCK!!!!!

Posted on February 8, 2013 at 10:42amAnd here I am in west central florida. “Smart” meters were installed with no fanfare and done before anyone really asked any questions. Yep, “had” one on my house. The meter guy said that they no longer had to read it because they were “transmitting” the information to the company in “real time”. I learned all this as the man was taking it out and putting in a “2 way meter” that will require someone to come to my house and hook up a special computer to read it. 2 way? yes, I had solar panels installed and I now make electricity,use it and sell the excess back to the company. But it’s a big investment and not for the faint of heart. You can do it yourself cheaply if you are handy plus you can still get a bunch of rebates until we just stop giving away money.

Posted on February 7, 2013 at 5:07pmwhat they don’t tell you is that you are charged for the electricity that the meters use to report, or the identification sequence that is used to identify the units on your electric grid (tv stove ref. fre. heater) and identifies whether they are the new saver items. this will allow future price adjustments for older items. using this system I can identify when you are home and what products you buy, and even if your alarm is on or off.

The feds won’t even allow the propane suppliers to fill the 4 gallon bbq tanks anymore, you have to pay the inflated price at a store.

And none of this is being covered by CNN or MSNBC. No one cares. This issue is over and done with. The Smart Meters are installed. They will be installed everywhere in the country over the next four years. Guaranteed.
The EPA already has a proposal making them mandatory for all new buildings and houses, as well as a second proposal making them mandatory for all houses between now and 2016.

Sure sounds like total control, doesn’t it? They will eventually know how many people are in your house, how many animals you have, and how many visitors. All of which is none of their business.

The people in the halls of power tread carefully, always knowing that an ever watchful press could uncover their indiscretions, or corruption.
This was a time when a man or woman could stand up to the powerful, go to jail for that stand, and the media would turn that brave person into a martyr. The ruckus created by this would travel far and wide. People in power would be subject to public ridicule, and shame.
Two women went to jail ON THEIR PROPERTY! for standing in the way of a utility worker putting in a meter. Are they martyrs? Are they being courted by the media to tell their unbelievable stories?
Hell no. The media thinks it’s people like this standing in the way of preventing global warming.
Don’t martyr yourselves people. This isn’t the Civil Rights battles of the 60′s and the media is NOT on your side. If you go to jail for taking a stand, then as far as they are concerned you can rot there.

After all, The Blaze is reporting this and we are discussing it right now. And kudos to the citizens who are making noise in the city hall chambers (literally and figuratively). Only time will reveal the effectiveness of civil disobedience coupled with the new media.

One the other hand if it’s just a meter that lets them read your usage electronically I do not understand the problem.

You can find an article that shows a hacker demostrating how easy it is to break into the “secure” power grid and turn off your power! Plus the power company should just do its job and deal with having to pay meter readers. Peoples Rights supersede companies overhead. Posted on February 7, 2013 at 4:31pmThese meters are yet another GE monopoly and have “FCC” plainly visible on the front. That’s because each one is a BROADCAST ENTITY that communicates with the power company, which will (if it’s not already able to) “talk back” to your appliances/heat/AC and decide how much you’re “allowed” to have.
Don’t be naive. They’re pushinig these things so hard for a reason, and monitoring electricity isn’t one of them. This is the watermelon-communist agenda: green on the outside, red on the inside.
I’m SO PROUD of the folks who spoke up in this meeting and who are running for city council. Well done!

I can fully understand and support their property rights, but I think they’re paranoid when it comes to worries over the wireless signal. Something tells me they have no idea how much radiation they get hit with on a daily basis from cell phone towers and radio and tv signals.

One other thing, though, and I’ve mentioned it before but am repeating it for those who likely didn’t catch it when I initially posted it- these things are FCC classified as part-15, meaning they are not allowed to create interference with licensed radio services. So if you’re a ham or just someone who likes to listen to AM talk radio and you find they interfere with reception, you can file a complaint with the FCC (be sure to send a copy to the electric company!) then just wrap the meter with foil to shield it. If that means the electric company can’t get their readings that’s too stinking bad.

Posted on February 7, 2013 at 11:15pmThe impetus for “smart” meters was the rolling blackouts in California due to misguided heavy handedness of the California legislature and PSC into thinking they could force utilities to sell facilities to holding companies who were not price regulated and therefore create competition.
Regulated utility companies were not willing, not able, to pay scalper prices for power that the new holders of their former facilities demanded so without enough power had to institute rolling blackouts.
Smart meters are the government’s solution to this “problem” without admitting government was the source of the problem in the first place. Most smart meters are just network nodes for future expansion. About 8 years ago I was designing these things for a company. While a master cutoff contactor was designed into the product a cellphone was the most expensive element, the contactor the 2nd most expensive. Less than 1% of my employer’s installed base had the whole-house cutoff.
But back to government passing the buck for the blame: Government thinks they can talk/bribe/coerce you into letting “the utility company” install cutoff devices on your high consumption devices such as hot water heaters, dryer, heat and A/C. That rather than rolling neighborhood blackouts they can selectively turn off stuff you won’t miss. The “smart meter” acts as the relay device, the modem/router between these in-house cutoff devices and the utility company.

Government creates the problem, then government comes up with a “solution” that A) doesn’t solve the real problem (government generated mess) and then B) creates even more government created problems in an attempt to “fix” the problem they created. When you hear Obama (and others of his Administration) talk about updating our power grid) these “smart” meters are part of this whole new mess.
Yes, we need to update our power grid, but we do NOT need smart meters (not even remotely so).

The meters were installed. And they will not be un-installed.
It’s like someone smacks you in the face, apologizes for it and somehow you are supposed to accept that because they can’t “un-slap” you.
This is government tyranny at a local level that is manifesting itself at ALL levels.

They kept advertising a program to cut your electricity costs by 40%, when I called to find out how, their answer was “we put these meters on your A/C and we will cycle them on and off during peak hours.” I asked, if I don’t want my A/C turned off, especially during the hottest time of the day, can I bypass it? NO., We will control it.
I declined the program, but that is what smart meters will turn into, they won’t turn off poewr completely to your house, but they can start limiting how many amps you get, thus making you turn of or run minimal appliances during the time they choose.
This isn’t fantasy, or conspiracy theory, it is fact, and this is what the Smart Grid is all about, rationing and controlling how much energy you are allowed to use.

The issue is control….
You sir, since your name includes the infamous “WACO”, are deemed by the governement to be a radical and threat to yourself and your neighbors. Thus, you’re electrical allotment will be reduced by 100Kw next month. Continue speaking in this manner, and you’ll face an additional 10Kw penalty per day.
Oh… and by the way, your voting district went “the other way” last election, we’ll need to realign “power distribution” in your district while we work on the distribution grid…So each resident will be asked to trim another 100Kw each month. It should be functioning normally in about two years (in time for the next election….).
Get the idea now….?
It will lead to POWER rationing… so those that do the “right” thing get their “fair share”.

Some time back I heard several people talking about “health” issues with smart meters. I never did “get it” as how that would happen. Control issues… YES of course, that is what the federal government has been doing for decades and controlling your power is just one issue. Others include education, food, employment, and of course firearms, just to name a few.

Sustainable energy means unreliability so now the power companies will be able to slow your electricity down whenever they wish, much like how the cell companies slow down internet speeds when you hit a quota for usage for the people on the flat rate for unlimited access. Remember, obama did say you have no right to keep your heat and air at 72 degrees.

Posted on February 7, 2013 at 3:47pmIf you want a smart meter for the town— Put it on the trunk line on the way into town. That way everyone gets cut off equally. I want to see a picture of the ‘civic leaders’ with these on their own homes.
After all- isn’t this about the collective? Does not the collective have to fall and rise as one? Is not 1 responsible for the actions of another? The fuhrer has spoken!
