Gun Confiscation Bill Proposed in California: ‘We Can Save Lives’

Law abiding gun owners in California have to feel uneasy after Democrats rolled out a massive gun control package on Thursday, which includes strict ammunition regulations and even a bill that allows potential confiscation of the state’s 166,000 legally registered semi-automatic rifles.
Under the sweeping gun control bills introduced by state Senate Democrats, all semi-automatic rifles with detachable magazines would be banned, all guns would be registered and gun owners would need a special permit just to buy ammunition.
The proposals appear to be even more draconian than New York’s recent gun control legislation, considered to be the toughest in the nation.
Mercury News has more details:
The 10-bill package constitutes the single largest gun control push in decades in the Golden State, which already boasts some of the nation’s strictest gun laws. It joins equally controversial proposals from Assembly Democrats that would regulate and tax ammunition sales and consider taking the state’s 166,000 registered assault weapons from their owners.
This first unified California plan comes less than a month after New York adopted its own sweeping package of new gun controls and President Barack Obama announced a package of executive actions, all in the wake of December’s Connecticut schoolhouse massacre. Even as this plan emerged Thursday, House Democrats’ gun violence task force was announcing 15 “policy principles,” including protecting Second Amendment rights but also instituting universal background checks and reinstating a federal assault weapons ban.
State Senate President Pro Tem Darrell Steinberg (D-Sacramento) on Thursday defended the huge gun control package, saying “California’s tough gun laws have been exploited long enough.” He also said he respects the Second Amendment rights of law-abiding citizens to have firearms for hunting, sport and home defense.

That being said, he believes the sweeping gun regulations will “save lives.”
“We can save lives by curbing the proliferation of guns designed to be fired and reloaded rapidly,” he said. “We can save lives by getting guns and ammunition out of the hands of the wrong people. We can save lives if every gun owner knows how to safely handle those guns. And if we can save lives, we must act to do so.”
However, pro-gun advocates argue that the bills are unconstitutional and infringe on the Second Amendment.
“[A]lmost every item in the proposal is wildly unconstitutional,” said Gene Hoffman of Redwood City, co-founder and chairman of the Calguns Foundation gun rights group. He also said the state’s overreach may “accelerate the speed at which the Supreme Court takes these ideas off the table.”
Mercury News reports other bills would also include the following regulations:
- Require anyone wishing to buy ammunition to first get a permit by passing a background check, as Los Angeles and Sacramento already do.
- Update the definition of a banned shotgun with a revolving cylinder to include the new technology of a shotgun-rifle combination.
- Prevent unregulated gun loans, with some exceptions, including hunting, in order to keep weapons from those who haven’t passed background checks.
- Require all handgun owners obtain a safety certificate every year, rather than the every-five-years requirement for purchases of new handguns.
- Prohibit anyone barred from owning a weapon from living in a home where weapons are kept and to expand the list of crimes for which convictions result in being barred from gun possession.
- Let the state Justice Department use money from the state’s Dealer’s Record of Sale system to eliminate the backlog of people identified as no longer allowed to own guns but not yet investigated and contacted by law enforcement.

Make me a criminal by statute, I have no qualms behaving like what you just turned me into. It’s a big mistake for the state to turn gun owners against them. You’re talking about a state that just voted themselves higher income tax and sales tax rates because most people in CA are still asleep at the wheel when it comes to the politics of the state. If a vender has an item I want on E-Bay or Amazon same thing, I will buy at the next price. One problem is that we can’t handel any more business’s moving to Oklahoma & Texas. We can only take so much. Our unemployment here in S Ok is 3.7% and those are the people that don’t want to work.

If it says made in or grown in California – do not buy- If the company is located in California – stop doing business with them – IF you live in a border state with California then push your State Legislators to close your States Border to California and impose a Tariff on all goods sold in your State from California.
It probably is time for Shutitdown.org to surface and boycott any entity, State, Local, and Business that is infringe on The Untied States Constitution, States Constitutions, and American’s Rights.
Again, just like New York, California has not article in their State Constitution for Citizens of California to bear arms to protect themselves.

In one 4 year period they passed 20,000 bills but never a timely budget. California utility bills are 200%-500% of those in states like Texas largely because of the economically infeasible but highly profitable to insiders, green energy mandates and subsidies.
Unfortunately the public sees little of the truth. At LA Police Chief Beck’s demand most of the news casts and their web sites deleted the political content of Dorner’s manifesto; his love of a “persecuted ” Obama , his hate for the NRA. Why, to advance the fantasy that guns are a problem caused by conservatives. A little censorship never hurts the cause, Stalin showed that. Beck has also made it clear that he wants Dorner killed not captured.
Chicago, in the running for murder capital, provides an interesting, but seldom considere background for the gun discussions. In 2011, the last year for which data is available rifles of all types were used in only 0.25% of murders – that’s less than 1 in 400. Clearly the problem is not rifles.
What we also see is that murder in the entire country declined rapidly after 1991 – what happened . Well a majority of the states enacted 3 strikes laws, CA over the objections of the legislature.

My great grandson is the 6 th generation of Californians. We live here in Kern County and we are 80% conservatives here. Also a lot of cities are for the most part conservatives. Orange County, San Diego as well. Yet when people hear about the all liberals in CA, it is not true. The biggest cities who have the most population are L.A.(includes Hollywood) and San Fransisco. They are the biggest and therefore are 90% democraps. God knows we have tried and tried to get things done, but the dingbats from those two cities only see how they want everything for themselves, and control the things being done. They now have a super majority, and the handful of Republicans don’t have a prayer in hell of getting anything done for the rest of us, They control our water, (seems the people in L.A need it more than the farms and growers here in the San joaquin valley. Although we grow 85 percent of all fruits and vegetables and Almonds, Pistachios, and cotten too. But hey, the people in L.A need the water for their lawns and pools. So please don’t lump us all as being the left wing nut jobs, we aren’t and until God throws down a lighting bolt to those two Sodom and Gohmora’s we will just have to keep trying . But they aren’t taking my guns, nor my rifle, and I am not taking out that stupid insurance for liability. Just let them try.

If there is a viable plan to accomplish that part of the gun confiscation program why not just start with that and leave the law abiding owners alone? Those pesky right wing gun owners represent and obstacle to the great transformation of our country where only the political class and criminals posesses firearms. I have never seen a line there stretch out to Geneva Ave like the line for ammo did that day. The entire parking lot was filled with pickup trucks and SUVs. Not a Prius in site. It was a real eye opener to say the least.

They have in recent years shown how they do at least still believe in the 2nd Amendment. I can’t see them making such a reversal of their previous rulings which is an extreme rarity.
Obviously the Dems are making the state, the People’s Socialist Republic of Kalifornia. I thank God that my parents had sense enough to get us out of that state a number of decades ago.

Christopher Hordan Dorner in particular (people in general) is a weapon. Guns are just tools.

It would not be out of choice but obligation to the agreement that ties one state to another; the very agreement that constitutes the freedom of the people in one state to the freedom of the people in another. We all have a responsibility as citizens of the U.S. to protect our fellow citizens from tyranny.
Gun grabs are tyrannic behavior.

Posted on February 8, 2013 at 6:36pmI agree, along the same lines, California and New York are the starting points and if the country does nothing to try and stop it in those States, then it will spread to the others. We all need to support the Constitutional Sheriffs, CRPA, NRA etc. The fight at this point will be in the courts, and they are stacked in California and New york so it will not be an easy fight. I’m in California where us gun owners are out numbered but leaving is the cowards way out. We must draw a line and say no more or this Country will fall.

They actually stated that the bullet button is for fast reloads, talk about out of touch, there is no way to tactically reload a magazine fed semi-auto rifle that uses a bullet button, well, not without breaking the law and retro-fitting that is. Move lovers of freedom, the criminals will be fearless now.

Oh crap, I forgot I was up at the lake last week and was going to shoot and the boat turned over in the wind and all guns now rest at the bottom of the lake. Guess I best go buy some more quickly.

I hear the place is worth 1/2 what he paid me for it. Moved to a state that does’nt care about your guns or your hot rods. Religion is not some kinda bad word. The kids can ride ATV up and down the street. They are all polite and respect their elders. The cops are friendly unless you really deserve to have your ass kicked. Sorry Cali…you are doomed.

Standing up for what is right. There are a lot of us here in California that like it here and are working to fire all the left-wing progressives in the state and local governments. That is our choice to do that and I don’t particularly like the disparaging tone taken by a lot of the commenters on The Blaze about California residents.

We would ride horses and drink as much big gulps as we wanted. cops would pull us kids over and tell us to go home when we were teens and actin up. Ahhh those were the days. Not so pretty now…..things have definately changed. You might get beat up by a cop now–IF he speaks english you might be able to understand him. But the serious liberals migrate into this state BECAUSE it is so liberal. I don’t wanna leave family behind,,,but I feel like a fish out of water here any more. Trust me when I leave, I WONT be carrying no liberal views anywhere…quite the contrary. And I HATE homeowners associations! I LOVE the South! Probably headin that way!
