Diversity trainer Samuel Betances (Photo Credit: YouTube)
The U.S. Department of Agriculture (USDA) is coming under fire for hosting a “compulsory”* ”Cultural Sensitivity Training” program that required some intriguing participation of those in attendance. In addition to being implored to bang on tables, everyone in the room was instructed to chant, in unison, “The pilgrims were illegal aliens.”
But that’s not the full extent of the curious elements surrounding the session, as the lead trainer also joked that he doesn’t like the word “minorities” and that he prefers to replace it with “emerging majorities.”
After nine months of waiting for the government to release the video content, clips of the three-hour session were published this week by Judicial Watch, a conservative watchdog group. It was on May 18, 2012, that the organization first made a Freedom of Information Act (FOIA) request to secure the footage.
Judicial Watch was originally tipped off by a whistle-blower who offered information about the expensive diversity sessions (the USDA has paid hundreds of thousands of dollars for the program). Here’s how the organization describes the resulting controversy:
The sensitivity training sessions, described as “a huge expense” by diversity awareness trainer and self-described “citizen of the world” Samuel Betances, were held on USDA premises. The diversity event is apparently part of what USDA Secretary Tom Vilsack described in a memo sent to all agency employees as a “new era of Civil Rights” and “a broader effort towards cultural transformation at USDA.” In 2011 and 2012, the USDA paid Betances and his firm nearly $200,000 for their part in the “cultural transformation” program.
USDA Training Administrator, Vincent Loran, in an October 10, 2011, email previously revealed by Judicial Watch, asked Betances for a copy of a training video vowing to keep it secret. “It will not be used for or show [sic] in any way shape or form,” Loran promised. Nevertheless, Judicial Watch was able to obtain the video.
While it has taken quite some time to secure the footage, this story was first presented to the public in Oct. 2012. At the time, Judicial Watch didn’t yet have footage, but was relying upon documents surrounding the trainings to make determinations about the program.
The organization charged that at least one of the sessions (the one caught on video) reinforced political ideas and even seemed to validate illegal immigration, however a USDA official denied these claims. Additionally, the notion that participants were told to chant was also rebuffed.
“Participants did not chant during these workshops,” said an official at the time, according to Fox News. “In one portion of the session, the presenter had participants repeat provocative and potentially offensive phrases as part of an exercise to examine stereotypes. The statements were not reflective of USDA or its policy.”
However, in one of the clips released by Judicial Watch, it appears as though the audience is, indeed, asked to chant that the “pilgrims were illegal aliens” (and they comply).
“I want you to say that American was founded by outsiders – say that – who are today’s insiders, who are very nervous about today’s outsiders,” he said. “I want you to say, ‘The pilgrims were illegal aliens.’ Say, ‘The pilgrims never gave their passports to the Indians.’”
Watch this all unfold, below:
And at another point in the training, Betances jokes with the audience that he prefers to replace the word “minorities” with “emerging majorities.” Some outlets seem to allege that this was uttered in an effort to encourage others to adopt the rhetoric, but upon examining the video, it’s clear he was being humorous:
TheBlaze spoke with Jill Farrell, Judicial Watch’s director of public affairs, to learn more about the program. She said that it appears as though the agreement between Betances’ firm and the USDA may still be ongoing.
To see the controversial session in its entirety, watch below:
Certainly some would argue that there is inherent value in cultural sensitivity training, but critics would also point out — at least in this case — that the monumental cost as well as the controversial ideological constructs being presented raise eyebrows.
Editor’s Note: We’ve updated this story to note that “compulsory” is a term used by Judicial Watch.

Feb. 15, 2013 at 11:39amWe need to throw out every person that views US CITIZENS in this manner. We build a country with great cities ,infrastructure, hospital, and so on. The indians would still be living in tepees if we hadn’t come here. Just like the africans they would have never advanced pass a nomad tribal existence without the europeans moving here. The first real outbreak of a disease would have render them exstinct like small pox did to the myans. If this Senator thinks he’s an illegal alien he should be treated as such and deported. Me I’m American my family blood lines on my fathers sides goes back to the mid 1700′s and this is my land not because the indians gave to me because we fought for it and won it fair and square. And my blood line on my mothers side goes back before europeans came here as my grandfather was a pamunky indian. I thank god europeans came here and built this great country where liberty could flurish. So did my indian grandfather who raised 13 children he loved this nation so much he fought for in WW1.

Unfortunately Celtic culture is closer in time to us post-moderns than to pre-Clovis. The earliest identifiable trace of Celt is two millennia BCE, Clovis culture dates to about 10,000 years earlier and pre-Clovis perhaps 10,000 to 40,000 years before that.
We may be Celts, Clovis cannot.

No ones stopping them from joining society and becoming part of the melting pot. Fact is those Indians that do don’t live as you describe do quite well there’s case after case to prove. My Grandfather being one when he married my french/german grandmother they exiled him. Still he sent 20% of everything he made to the elders that didn’t want him on the reservation. He still made enough to raise his family helped each child build a home on the land he brought, served in the army and paid taxes. He embraced America and free market principles. The indians you speak of are the just another entitlement group that feel they should not have to work to earn.
The life condition of the average person here in this country is a direct representation of the manner inwhich they conduct themselves. The term live by the sword die by the sword doesn’t just apply to swords.

Feb. 15, 2013 at 1:59pm@naughtycal, not all Indians lived in teepees thanks. In fact, the tribe, like my tribe the Mohawk, from the northeast lived in long houses, a really big log cabin. And for the record, I don’t think the Pilgrims were illegal aliens and think the speaker (that yep, I was forced to listen to) is a racist. However, we also don’t need your anti-Indian rants.

I didn’t make an inti-indian comment I made a pro-American comment. In case you didn’t read my grandfather was full blood pamunky which puts some indian blood in my geneology. The tepee comment was point to a generalized undeveloped standard of living tribal in nature. The mohawks too were nomadic in that they had establish land but moved during the season and yes the used tepees but the long houses were considered their homes. They also defeated the mohicans in the battle for connecticut fur trade territories so we’re they illegals when they won the land in battle over the mahiccans.
Another interesting thing was their braves helped built sky scarpers in NY as part of their trial to manhood. They called it wind walking. They walked the steel without any safety devices.
I meant no offense and I’m glad to see I’m not only person with indian heritage that thinks this man should be removed from our government.

Feb. 15, 2013 at 2:49pmOkay, so let’s say the Pilgrims were illegal aliens……how did that work out for the Indians? History is a great teacher. The native Americans did not protect their borders and allowed foreigners to over run their land and take their resources. This is what is going to now happen to us unless we stop illegal immigration. This idiot actually reinforces the need to secure the border.

But the fact is that since humans did not originate on America, ALL HUMANS WHO MIGRATED TO THE WESTERN HEMISPHERE WERE ONCE ILLEGAL ALIENS. This is simply a case of idiocy for him to make such a claim. The only thing which can make something “illegal” is the law. Guess what. No law no law breaking. When exactly were laws passed to make migrating illegal? Certainly well after the “white” migrants had settled America.

2) Regardless of how things were, we are set up a little differently now – we have borders, so deal with it.
3) To pretend that the peoples that were here pre-Columbian and those that were that were pushed westward as the United States expanded were not mistreated would be to completely lack a knowledge of our history.
However, to continue to hold a grudge is stifling. It is similar to the descendants of slaves wanting their 40 acres and a mule.
Not all of the tribes at the time were peaceful; some tribes were quite barbaric; warring with each other, taking slaves, etc. If they had remained in control of the land, would they have been influenced by European culture through trade and travel? They seemed to pick up rifles and whiskey fairly quickly – would they have imported factories?

“Native Americans”? Really? America was named after Amerigo Vespucci – an Italian. The 500+ distinct cultures you are referring too predate Vespucci’s birth. You calling them “Native Americans” is kind of insulting , no?
Let’s take your sarcastic political correctness a bit further shall we? The largely European (but don’t forget the Chinese and others) who settled “America” and displaced the indiginous tribal nations, effectively wiped those cultures/nations out, then coralled them onto reservations that were largely unsuitable to their way of life.
Your ridiculous and naive, politically correct mentality says “let’s name these people – whom we decimated to the point of extinction, then shoved onto crappy land where they can barely sustain themselves – after ourselves!” You think that term is respectful – they think its adding insult to injury.

Your comments are void of reason. Driving Indians to reservations and wiping out their food source with mountains of dead buffalo is theft of their land and resources. Doing so in the name of ‘progress’ is identical to the agenda of all progressives today. If you are a conservative all I can say is how hypocritical of you, or how progressive of you. What is the word for government that takes what others have in the name of society? Their property, their lives, their children? Is it communism, or socialism? How progressive of them. God did not build ships. Man did, along with all other means of travel not foot or animal based. So one way to see the answer is people have right to where God put them or where they could walk or ride to on methods of travel created by the creator, unless inhabitants have prior claim. When people are already there and are driven out by superior forces by number or weaponry or both, the invaders cannot claim right to the land they took by virtue of their ‘civilized superiority’.
I have heard your argument on this subject of rights by civilization and it is nothing but a progressive lie. People have right to what God gave them fairly (after all everything belongs to God so first right goes to God), what they earned fairly, what they bought fairly.

Well said!
The truth is, these liberal morons don’t really want to discuss history. They want to spread their slanted, racist propaganda. For if they really wanted to discuss history, they’d have to include ALL of history, and the perspective that revealed would disprove their twisted mythologies.
For example, the early settlers met a savage, warlike people in North America who were in a constant state of war with each other. They didn’t need to be taught war, slavery, murder, rape, theft, or any other vice because they had been practicing those for millennia. And the same goes for the Africans.
The main difference between the Europeans people and the American and African barbarians they conquered was that the barbarians had little or no technology or cohesion. They lived in tribes and were ruled over by whichever families were most vicious.

In addition, when it comes to Central and South Americans migrating across our actual borders, liberals are all for it! And while we actually have had local, federal, and international laws and treaties which now forbid such impromptu migrations, liberals insist these criminals should be allowed to own anything their feet touch!
It all proves that liberals are liars and racists with secret agendas, the goals of which are to seize power from white people and destroy their rights. They’re proud to be virulent racists.

Feb. 15, 2013 at 12:31pmThe proto-Indians walked to North America during an Ice Age which left a cleared path down the West Coast through Central America, and ended up in South America some 20,000 years ago. They were the first humans in the Western Hemisphere, and were the ancestors of all Indians. Much later, after the Bering Strait opened following the last Ice Age, there was a migration of Asians who came by boat or rafts, to settle in the Arctic regions as the Aleuts and Eskimos. These were the people met, first by the Vikings in Greenland, and later in Vinland before the voyages of Columbus. There is no evidence that the Pilgrims were ever asked for passports in the 1620′s or later.

Feb. 15, 2013 at 4:24pmAll nations are made up of immigrants -if you go back far enough. It’s a straw man to claim that because america is made up of immigrants who came here illegaly [they could not have been illigal americans as there was no nation called america[ but they could have been illigal mohawks,or chrokees etc., if they siezed their land].we should accept illigal immigrants today in america.Citizenship is what confers nationality on a person toda..Illigal immigrants are not citizens and it is irrelevant that our nation was the result of migrating immigrants.

“The first people were of Asian descent! NOT INDIAN! ”
At one time it was determined that Asians were the only people to have colonized the Americas.
They came across the Bering Strait….which was then connected by land…….and populated the Americas.
But new evidence has surfaced in recent years that indicated people in the regions of France and Spain were here thousands of years before that. They were identified as Solutreans. The exact same kinds of tools were found along the East coast of the US that were found in Europe thousands of years ago.
http://www.bostonglobe.com/ideas/2012/03/17/did-solutreans-settle-america-first/9xYYgZLa4iTkGzG4rcM3nM/story.html
Also pre-dating indians was a skeleton of a Caucasoid which was dubbed Kennewick Man.
http://www.mnh.si.edu/arctic/html/kennewick_man.html
It was difficult to conduct DNA testing, because the indians didn’t want to hear it, but the reconstruction looks definitely Caucasian, and maybe with a touch of ancient Ainu. But he definitely isn’t Asian.
“Since evidence of a prehistoric white male having lived in the New World is an affront to the idea that Asiatic Indians are native to the Americas, Amerindian tribes demanded that they be awarded the remains to prevent scientific studies from being conducted. Pursuant to federal law—the Native American Graves Protection and Repatriation Act of 1990 (NAGPRA)—, skeletons of Amerindians are to be given to their descendants.”

It’s not an illegal immigration problem, it’s a welfare problem. Get rid of the freebies and the lazy ungrateful sobs won’t come any more. And all of those jobs that americans wont do? A. which indian “nation” was in charge when the Pilgrims came?
…didn’t some migrate to this continent from the west (land bridge)
…science tells us Cherokee indians have european DNA from long before the pilgrims
B. I don’t know anyone here that decended from the pilgrims
C. Sammy looks black (part black) his ancestors captured and sold other africans to be slaves
… Columbus (representing Spain) tried enslaving the locals (but they would run off and knew where to hide (that’s what he said in letters available at university) so his spanish brothers pioneered the slave trade to find a group (we know as africans) that would not run off… easy to herd… they own kind rounded them up in exchange for beads, knives, shiny stuff…
D. And here we are centuries later trying to blame me and my kids for things none of us were remotely involved in… grow up you losers, malcontent, reprobate, racists duffus’… we should ‘all’ be working towards something instead of blaming people not responsible for things that happened hundreds of years ago… or we can play your silly game the ole fashioned way “cowboys and indian style”… if that is what you morons really want?

Feb. 15, 2013 at 11:38amGood point RJJ, as far as I recall, the Spaniards and Portuguese were European. Pretty sure that Spain and Portugal are still located in Europe.
So essentially the illegal immigrants who broke no law to make them illegal were strictly from the Germanic, Celtic and Italic nations? The Spanish and Portuguese probably were the only ones to note that there were no immigration laws that the Indians held, so they get a pass for correct logic, while us wacky Germanic-Celt-Italics were fooled into thinking that laws that didn’t exist, existed.
Imagine the mindset of one who has to hold these beliefs. It’s dizzying even trying to joke about it.

I really don’t care about your prejudice against my people. If the Indians didn’t have immunity, that means that they were selected out for survival. The Europeans then, according to you, were better fit to survive on this planet, since they had adapted to more of the perils of the planet.

And my blood line on my mothers side goes back before europeans came here as my grandfather was a pamunky indian. Feb. 15, 2013 at 11:05amPilgrims can also be travelers, from Latin peregrinus, as were the
Amerindians that greeted the English Dissenter Pilgrims.
The Amerindians arguably descended from the Clovis culture that
displaced the pre-Clovis. The Amerinds are traditionally considered
descendents of Siberians that crossed the Beringian land bridge. There
is evidence (among others, Topper site, Allendale County, South
Carolina) that pre-Clovis men paddled the North Atlantic from the
European Continent tens of thousands of years earlier.
Clovis Amerinds genetically extirpated the pre-Clovis aborigines. The
Amerindians do not enjoy any particular moral status as aborigines.
