Before President Obama took office, there were just over 31 million people on food stamps. Today, that number has grown by nearly 50%.  The chart below shows the increased use of food stamps during the last two years of President George W. Bush’s second term, followed by a substantial and prolonged increase to the levels of today. According to a CNBC report filed last summer, 15% of the households in the country were relying on SNAP.

On February 8th of this year, the government reported that 47.7 million Americans were were now receiving food stamps or Supplemental Nutrition Assistance Program (SNAP). America has more people on food stamps than Canada has citizens. To give you a reference as to how large a number 47.7 million is, consider that represents a fairly large country, larger than Argentina, Poland, Canada, and all of the countries on the chart below.

And according to the USDA’s “Newsroom” page, “Food Stamps Make America Stronger.”

Some are questioning this assertion. Does the government’s program create a dependence or is it making the country stronger?”

The Obama administration has been selling Food Stamps as a benefit to the overall economy as well as to the people receiving the assistance. From the USDA’s website:

  • Every $5 in new food stamp benefits generates almost twice as much ($9.20) in total community spending
  • If the national participation rate rose just 5 percent, 1.9 million more low-income people would be able to spend an additional $1.3 billion on healthy food. This would generate $2.5 billion in new economic activity nationwide.

The government mathematics on economic benefit is explained in another section titled: ”Why does increasing participation in SNAP make sense for your community?

In fiscal year 2009, the average monthly SNAP benefit per household was approximately $272. These benefits, funded by Federal dollars, create business when they are redeemed at your local food retailers. Eighty-six percent of benefits, totaling $25 billion, were redeemed at the nation’s 35,000 supermarkets. The remaining benefits, totaling $3.6 billion, contribute to the viability of 121,000 other firms which include grocery stores, convenience stores, combination stores, farmer’s markets, and other retail food stores; plus wholesalers and meal services.

Last summer, the Weekly Standard noticed the increase in food stamp use as well as the government’s apparent push to make the programs more of a permanent entitlement as opposed to a temporary benefit meant to assist a person during difficult economic periods. As Weekly Standard writer Daniel Harper put it, “The key here is that the federal government is encouraging greater, not less, participation in the program.”

The facts in Harper’s story appear to support his conclusion. However, the current administration is not the only one to blame. The federal government has been encouraging people to partake in this program for some time now. In fact, it predates the Obama presidency.

  • In FY 2006, FNS awarded more than $1 million to 15 faith- and community-based organizations to conduct food stamp outreach. In FY 2007, FNS awarded an additional $1 million to another 14 organizations.
  • In 2006, FNS awarded a total of $5 million to five States through the program to help increase access. The FSP also awarded $18 million to States for improving access and increasing program participation through performance bonuses.
  • Three outreach tool kits designed for State and local food stamp offices, faith- and community-based partners, and retailers are available on the FNS website.

A scan of the “outreach tool kits” mentioned in the last item shows exactly who the USDA is targeting for this entitlement:

  • GENERAL LOW-INCOME Eligible, nonparticipating individuals and families
  • WORKING POOR Employed individuals and families who may not understand that even though they work, they still might qualify
  • NEWLY UNEMPLOYED Recently unemployed individuals who may be in a financial crisis for the first time in their lives, and unaware of resources and assistance available to them
  • ELDERLY People 60 years old or older who may have misunderstandings about the process and potential benefits
  • LEGAL IMMIGRANTS* Immigrants may misunderstand eligibility requirements related to citizenship. *Recent immigrants who are in various stages of their U.S. citizenship process could benefit from this educational effort. You may want to connect with local SNAP eligibility workers in your community to identify other distinct groups to target. Some FNS outreach materials are available in 35 languages and can be downloaded from the FNS Web site.

      Three households on my block are gainfully employed out of nine. You can tell the moocher households because they are fat as pigs. You can tell the employed because we keep getting thinner.
      If Mooch really wants to fight obesity, she’s have food stamps stopped completely.

    Years ago I was a bank teller who sold food stamps. Many would come through the drive up in their Cadilac cars & others would come inside with their fur coats on. We were never allowed to question anything. I had a hard time with some of the “takers” others really needed the food stamps.

    I retired to a rural community to save money.

    I see so much government spending abuse. Even with that, more is expected.

    Know of a government retiree from a low skill job that retires on more than he made working, insurance reimburse is more than the insurance cost. With all this, he complains his food stamps will stop in April.

    Know of a store that had to close down. A worker said he would not even go to a nearby town to apply for a job because he will get more from the government.

    Local community planned great new buildings. When the economy went bad, they continued because it was planned. No doubt had to spend it or lose it.

    When I was young, I hated being poor. Now, it seems we want the poor to not know they are poor.

    Basic economics. Giving food stamps raises price of food. Prices rise to where the market can bear.

      BASIC ECONOMICS…if food prices drop too low, producers either go out of business, adding further to unemployment, or they destroy stocks. Thus you have situations where factories are destroying food while people starve on their doorsteps…this ACTUALLY happened during the Great Depression

      Read Wealth of Nations Book 1 Chapters 8-9 to get a picture of what happens if we simply allow “nature to run its course” in our current situation.

    Who’s willing to bet that they based their calculations relative to the government hoarding all the money spent on SNAP rather than returning it to the tax payers. Seems obvious to me that it’s impossible to ensure every dollar spent on SNAP actually goes towards the benefits so all you’ve done is move money around while spending money to do it. Simply not collecting the money to begin with would have the same effect. In fact, I believe that the “$5 in new food stamp benefits generates almost twice as much ($9.20) in total community spending” likely includes administration costs paid to government workers and what they spend. It’s either that or they count the money spent through SNAP and then count the money spent that would have been spent on food without SNAP (double counting).

    On a side note, who considers soda to be an actual food item? Just because people drink it doesn’t make it food. I think it’s quite obvious why soda usually isn’t exempt from sales tax like most food items (unless you’re on SNAP that is).

    I’m using the food stamp chart to gauge the economic recovery in the United States.
    September 2009, Unemployment 10.1% – people on food stamps 37 million
    Today, Unemployment 7.8% – 47.7 million people on food stamps.
    Food stamp recipients up 10.7 million from September 2009 or 28.9%
    Todays Unemployment rate of 7.8% time (28.9% increase % of people on food stamps) = 10.05%
    Could the U3 unemployment rate be 10.05%? We all know, the white house has been mamipulating the unemployment rate to make obama look good.

    They do not make AMERICA stronger, they make her weaker by breeding dependence. All the entitlement programs need to be FULLY REFORMED so they do the job they were supposed to do. Catch people when they fall, pick them back up and then shove them out the door on THEIR OWN TWO FEET.

      AMEN!!! AMEN!!! AMEN!!!

      There are a few, who are disabled permantly and who will need assistance because they cannot work. I have no compunctions about helping them. However, there are far too many able bodied individuals, who are able to work, who are sponging off the program.

      Unfortunately, it is the very provider of Food Stamps, our government, who is creating the need for the Food Stamp program. Outrageous taxes on businesses, entirely overbearing regulations which prevent entrepreneurs from opening new businesses, outrageous taxes on investment income and the onorous financial demands of Obamacare are killing America.

      We need to institute the FLAT TAX! A tax of 15 to 18 percent on all income (No exemptions, no deductions) over $30,000 per year and a 5% national sales tax on all goods over $100,000 (The lower paid won’t buy Lamborghinis, corporate jets or fancy yachts) but excluding real estate used as one’s private residence. A flat tax of 15% on corporate profits, no deductions, no exclusions and no fancy bookkeeping tricks.

      This plan is working in many of the former Soviet Bloc countries (they are attracting businesses and putting America to shame) and if we want to get America moving again, it needs to be instituted here.

    A large part of America has been “taught” it’s ok to be dependant and that they deserve it. These Americans do not know it, but they are being cheated out of one of the most important and empowering accomplishments, which is being able to say “I did this”!! Everything worth anything in life is going to cause discomfort. It’s when you push through and receive the reward at the end that you are truly free. I know freedom means very little to many today, but this is my two cents

    I love food stamps and the people on them.I espically like when I behind a black or spanish speakin woman and they either have two carts full or one over the rim.Every time I see this I scan the cart I see lobster steaks all name brand highend products.And guess what when it’s all rung up out comes the EBT card.Then when I finally ring out guess who I see loading their bounty into a brand new Excalade,BMW suvs.Yea so food stamps do make people stronger.NOT.

    Personally, I never make any uncomely remarks about the legitimate poor and their need to use food stamps in order to survive. I like to think that I—just like everyone else—is just one paycheck away from the food lines. The fact that millions of the American citizenry have been forced to accept state assistance for themselves and families is a true testament to Obama’s irresponsible and inept care of the country, economy, and people.

      We do NOT have very many poor people. None are starving or even hungry for that matter. If you want to really see poor people…Go to India. Most people could live off selling the junk in their house and survive….I mean if you have a big screen, a smart phone, Internet and a car then why are you getting Government assistance in the first place?

      The safety net in the United States is a big ole cushy pillow. People do NOT know what real poverty is anymore. If you own a smartphone and use an EBT food stamp card you are a THIEF!

      Just try getting the welfare suckers to stop eating junk food…Ha! They would burn down the grocery stores if you limited them to fresh fruit and veggies along with some hamburger meat. Now they can buy everything they want and most places will even let them slide on cigarettes and alcohol. They buy steak, candy, pastries and we even diaper thier kids. Nice thought though.       Please just stop with the GMO foods already.GMO foods aren’t in abundant production let alone in commercial production.Even monsanto is afraid to grow them within a given range of other food crops.What you are refering to is hybrid seed.Unless is replaces open pollinated seeds you will never have a problem.Which by the way it won’t.No major seed company would allow that.Very simply put both commercial and home growers are capable of producing certain strains that are naturally resistant to many plant pathogens and insects.Open pollinated are prefered for that as they are usually stronger and more likely to stand the test of time.

    Of course the USDA says this. They are in bed with agricultural and food manufacture lobbies and through food stamps the goverment has been subsidizing the food industry for YEARS. Do they make us stronger? no…they make us unhealthy and obese because there are too few limits on what can or can not be purchased. The majority of people I see in the grocery store who use food stamps (or whatever it is called in debit form) do so to purchase, sodas, chips, cookies, frozen pizzas, ramen, donuts, candy… gone are the days of beans and rice! We limit what can be purchased with WIC, why not food stamps? (If you want an eye-opener, compare a map of food stamp use by state with the 2011 CDC obesity map.)

      You are right. The food stamp scheme is a backdoor subsidy to agro-business. It also subsidises employers, as a living wage can be set lower if people have some of their food bills taken care of.

      In my view it’s a demeaning scheme that has no place in a modern country like the US. Raise the minimum wage and allow people to use the money as they want. For welfare recipients, tie welfare to genuine attempts to find work or to improve their employability; or at least to give something back to society (e.g. voluntary work). Penalise people who make no effort whatsoever.

      No they don’t make anyone any unhealthier.What about personal responsibity do all of you not understand?The person makes that choice not the government or other people.If you want the ability to regulate them remember this you will in some way also be regulated.Remember give an inch they take a mile.Furtermore we already have the ability to regulate the purchases of food stamp reciepents for fraud or willful misuse.
      Sorry I’m hot as a firecracker about this for one reason.I live in VA.Our food stamp cards have a very distinctive background to them.We had out of state idiots following customers around the stores sticking their da## noses into peoples baskiets and then craining their heads around to see how they paid for it.This is a mark of a ID thief to begin with.They made a number of very subtle but rude and frightening gestures to many customers.Including writing down customers payment methods.They were caught and it was discovered that the morons had written down that people were paying for their groceries with EBT when in fact they paying from their private bank accounts.They didn’t bother to familarize themselves with our programs.They are an endangerment to themselves and others.They were told this and escorted out of the door of the grocery.

      @objectivetruth of COURSE it is about personal responsibility! That is the point! That people who use food stamps are not exercising good health choices for themselves or their children is a huge concern. For this reason they absolutely DO need to be regulated…regulated so that people are not buying junk food on tax dollars. I don’t care if they want the candy, but we should not as a nation have to pay for them to make themselves sick any more than we should pay for some guy to go buy vodka and cigarettes on EBT. There are already rules and regulations regarding how they can be spent–for instance, you can’t use them to buy detergent, over the counter medications or toilet paper. Why not extend this so that things like soda, chips and candy are also excluded? There are simply too many out there. I don’t live in your state and I really don’t care about your scandal there–I am reporting what I see on a daily basis in PA. People aren’t using those food stamps to buy fruit and vegetables–they use them for pizza, french fries, twinkies, processed garbage, etc. Regulating what people buy with food stamps will not lead to sweeping regulation regarding what average citizens can buy any more than it has done so with WIC, which is very closely regulated and monitored. Your slippery slope argument is silly and fallacious.

    Let me ask a question…You are employed making 10 dollars a hour for 8 hours that is 80 dollars. You work 5 days a week that’s $400. 400×4 is 1,600 a month. Ah don’t forget the state and federal tax. What do you have left? After state tax avg $1397.07 a month lets throw fed tax which leaves you at around $1000 a month wait now social security and medicare taxes might leave you at $800-900 a month we’ll go with $850. Lets budget 100 for electric 60 for gas bill water 55 car insurance 75 car payment 229 and the house payment 675 that is $1194 in expenses. $850-$1194= -$344. I forgot to include the cell phone bill…guess it will just have to be past due since I cant afford it or food guess i’ll have to get a EBT card. Thank you congress and Mr Obama really helping me live YOUR American dream.

      If your employer is taking out $850 of your paycheck each month for Federal tax, state tax (if applicable), soc, and medicare for only making $1,600 then you need to talk to HR. Your math is off.

      I hear you loud and clear.What gets me is this.They go by gross income for everything..I feel like screaming to these morons .Look GD it this isn’t the amount of money I have available to spend.This is what I have left after uncle organized crime leader Sam gets his cut.Its called net incdome.You know what I actually have to work with..I’ve come to the conclusion that most of these types got their diploma from STUPID U.Where the accounting degrees come with a fictional belief that you can spend money you don’t have.Its no wonder thay can’t balance a budget.He@@ they can’t even understand the difference in gross pay versus net.That alone told me all I needed to know about them along time ago.

      Has anyone noticed the USDA now offers mortgages for housing? Originally designed for the farming industry the program has moved into the single family home market. In certain areas you can get a low interest mortgage with no money down, no appraisal and low fees.

      What the heck is the USDA doing gambling in a market the administration blames for the economic downturn? Between Fanni/Freddie and the USDA this administration is trying to get hold of all mortgage monies so everyone is in debt to the government. IMO

    What did we do before food stamps? I dont remember a timme in our history that people died in the streets feom hunger. We arre a nation of weak sissified takers. SHAME ON YOU!!!

    Defund the USDA. They are a worthless Government agency!

    HECK NO! nothing upsets this tax payer more than standing in line at the convience store watching the family in front of me getting fountian drinks and candy bars, paying for it on thier “FOOD STAMP” card and then climbing into thier tricked out Hummer 2 and drive off but not before trying to pick a fight with me before they left because I walked past thier H2 and just shook my head in disbelief. They felt they deserved the FOOD STAMPS and the Hummer. Sorry but I tend to disagree with that mentality.

      Agreed…But when I am in a store and i see it, I SAY SOMETHING. The cashiers always thank me. I SHAME people who I see using a welfare card and they have a smartphone or a nice car. I pull no punches. SAY SOMETHING! Make them feel like crap and you will feel good all day long!!!!!!

      Dont be afraid to stand up and say they are STEALING! I do!!!

      Yeah Badoggy.Just make dam# sure they are using a EBT card and not their own debit card..I can assure you if you don’t, it will come back to bite you in your a@@.You would have it coming to I might add.Think before you react , you will live alot longer that way.

    Might as well drag them down to the train depot and shove them into cattle cars…but instead of the “showers”, they would be taken out to vacant, rich farmland and let them at least work for their food each day…it’s not like they are giving anything back to the country right now. So, instead of living in an apartment, we give them a hut and they get up and work each day for their food…rather than just waddling down to the mailbox for thelr next entitlement check or EBT card.

      Send the illegals home, send the entitlements out to pick the fields. Maybe they wouldn’t be so bored they had to shoot up the hood and beat up old white people. And it is true we have lost 56,000 factories since 2000, but, there is plenty of work to be done in this country.

    This may sound odd coming from me. Economies go up and down as time goes. One should not be ashamed to accept food stamps and welfare when there are no jobs in the area to be had. We should all be ashamed when food stamps and welfare stop being a temporary assistance and become part of a full lifestyle.

      I know People who have made them a 4th Generation Lifestyle,and People who are embarrassed to use them,but need them as a hand up.But Most of us tend to join the Class War and accuse them all of being drunken,pot smoking, Hoodlums from the projects. Your attitude is refreshing.

      I will DIE before I dine off the welfare state. Bullcrap there are no jobs. People are too damn lazy to find them. I feel no mercy for someone who takes a handout from the Government unless they are truly sick or very old. No jobs is not an excuse at all. People like you and that attitude are what makes this nation a country full of worthless people!
