Sequestration Is Upon Us: Now What?

Sequester Is Here: What Now?

President Obama. (Getty Images).

Well, it’s March 1. This means the U.S. is officially sequestered, right? Let’s take a look at this.

Yes, as part of the Budget Control Act of 2011 passed by Congress, and signed off by the president, the U.S. government is scheduled to automaticaly slash $85 billion from its annual budget (about 2.4 percent of the total budget).

But this is important to note:

The White House Office of Management and Budget has until 11:59 p.m. Friday to actually issue the official sequestration notice that starts the entire process. That’s also when OMB will  transmit a report to Congress detailing cuts in every affected agency’s budget account. Obama must actually issue an order to trigger OMB’s actions…

The president is meeting with congressional leaders Friday morning to see if a deal to avert sequester can be reached. But we pretty much know how that’s going to end, don’t we?

So now that these “deep” and “painful” spending cuts are upon us, how are people reacting? We’re glad you asked. Here’s a cross section of the reaction to the March 1 deadline:

The Associated Press:

Some $85 billion in cuts are due to take effect today as part of a previous
budget agreement between the White House and Congress. The planned “sequester” could hit U.S. growth if no deal is reached to avoid it. The International Monetary Fund has estimated that it could shave around 0.5 percentage point off U.S. growth this year.

Though relatively minor, certainly in comparison with what could have happened if U.S. lawmakers didn’t cobble together a deal to avoid the so-called “fiscal cliff” of automatic spending cuts and tax rises at the end of 2012, the debate over the “sequester” has highlighted the scale of divisions in Congress.

A collection from Newser:

1) Congress has already left town for the weekend. “I think the sequester is crazy,” Rep. Peter King told CNN as he headed back to New York yesterday. “But just to sit here by myself serves no purpose.”

2) Most Americans won’t feel any immediate impact, the Times reports, and so far it’s unclear where exactly the axe will fall. Pressed yesterday to name which services or contracts the cuts might hit, Jay Carney could muster only that the sequester would reduce funding for school children in Ohio.

3) Most of the pain will only gradually roll over Americans, CNN Money explains. Starting today, agencies will limit their contracts and grant awards, but furloughs won’t take effect until March 26 or later—the IRS, for instance, has said it won’t furlough anyone until after the April 15 tax filing deadline, the Washington Post reports.

4) Republicans want to lock in spending at post-sequester levels; Democrats are expected to go along with the spending levels, and focus their fight on individual spending priorities, the Wall Street Journal reports.

CNBC.com

In an investor note, Deutsche Bank’s chief U.S. economist, Joseph LaVorgna, said the sequester could take 40 basis points off 2013 gross domestic product, “and possibly higher, depending on whether the fiscal multiplier is positive”.

“However, we believe there is a good chance that sometime over the next few weeks, the Administration and Congress will water down these spending cuts,” LaVorgna added. “This will be the compromise necessary to extend the continuing resolution which funds the government, but expires on March 27.”

BuzzFeed:

While lawmakers in Washington trade shots over the $1.2 trillion in automatic spending cuts, due to take effect Friday, there’s a growing consensus among liberals across the country that the real threat to the social safety net isn’t this fight, but the next one.

As originally designed in 2011, the deficit-reduction sequester splits cuts between defense and domestic spending, and explicitly exempted programs like social security and Medicaid. But no one in Washington believes the sequester cuts will be permanent, and liberals worry the deal Congress eventually reaches to replace it will slash funding to those programs — as Republicans and some Democrats have advocated.

The Washington Examiner:

Good morning. If you are reading this, then the world did not end at midnight as President Obama predicted it would. The federal government has begun to cut almost 2 percent of its projected budget and civil society has not collapsed.

Not that many Americans believed Obama anyway. According to the latest Gallup poll, 37 percent of Americans believe Congress should let the scheduled sequestration cuts go into effect. Another 40 percent of Americans told Pew the same thing, as did 46 percent of those polled by MSNBC.

America is just not that concerned about the Navy being forced to cut back on sports stadium flyovers.

Reuters:

Automatic across-the-board spending cuts, known as sequestration, will be introduced on Friday. Many economists expect those budget cuts may reduce U.S. economic growth by around half a percentage point.

“The risks are to the downside in part from the potential additional fiscal drag from the sequestration,” said Michael Pond, head of global inflation-linked research at Barclays Capital, in New York.

CNNMoney:

As Washington braces for automatic spending cuts, small businesses in the military town of Colorado Springs say they have been losing government business for months.

The general uncertainty facing federal agencies has trickled down to the companies that rely on federal contracts.

“Small businesses are telling us that their government contracts are either frozen, not being renewed or canceled in anticipation of budget cuts,” said Kelly Manning, state director of the Colorado Small Business Development Center network.

So there you have it. The reaction has been a mixture of worry, disinterest, and cynicism.

Sequester Is Here: What Now?

Senate Majority Leader harry Reid (D-Nev.) (Getty Images)

Oh, also, for those suggesting that $1.2 trillion in cuts are due today, that’s note exactly accurate — only $85 billion is slated for FY2013. Also, in case you’re really enjoying all this hand-wringing, there’s more where that came from. The cuts aren’t actually scheduled to kick in until March 2, according to the Office of Management and Budget.

So, yeah, you have at least another 24 hours of this.

    I’ve got to give obammy credit. I never thought it would happen! I live in a small city in Florida and I want to warn my fellow Americans as to what I have experienced personally just this morning heading to work:
    * I passed multiple semi trucks disabled and on the side of the highway;
    * I passed two large airplanes that had to make alternative landings on the highway due to no air traffic controllers at the local airport;
    * I saw rampant looting taking place in many convenient stores and donut shops (with no police officers in site);
    * No gas stations have fuel other than citgo (hugo chavez) pumping at $19/gallon;
    * Small fires everywhere as well as smoke filled skies (with no fire fighters in site):
    * Massive crowds walking down the roads, apparently heading to the local government offices;
    * It’s terrible!!! Fellow Americans, Please Save Yourselves…!!!!!!!!

      Washington D.Cers,.who spend all their time trying to scare the hell out of Americans, intended to sway us, when they could be using their time to BALANCE A BUDGET for the first time in years, mandated, but ignored. Get rid of those who FIGHT against the American People,then pat themselves on the back for pulling the wool over our eyes for being sheeple, using our tax money for their personal extravagances all the while taxing us to death on all fronts. Yep, hang on, a rough ride is ahead until we can get rid of these low-lives voted for by the ill informed and those who want to keep getting something for nothing. No skin off their noses, except for personal loss of Dignity.

      Obama is an excellent manipulator. He is playing chess with the Republicans. And they will always be on the losing side.

      Obama knows what will happen to the economy later this year. Just the currency war in itself will cause economic impact.

      There will be more lay-offs because of obama care.

      And now he can blame everything on the sequester the Republicans are” forcing” down all the poor, sick, hungry and homeless’ throat.

      Any increase in the unemployment numbers will be the Republicans fault.

      Obama has been trained well. Or someone is pulling the strings.

    I hope everyone has been listening to Rush. He has been explaining this all week. Because of the increases to the budget in 2008, 2009 and the continuing resolutions with NO Fiscal Budget enacted in any of the proceeding years the increases made during the “fiscal crisis” have NEVER been cut, so each year that gets added to the budget PLUS mandatory % increases for each department of the government. What is being cut is an ‘IMAGINARY INCREASE”. Also, since the fiscal year ends in September 2013 the cuts for 2012 are half of $85 billion. So, military cuts $42.5 billion from March 2012-October2012. Domestic get cut $42.5 from same time frame. This is money from % of increases and NOT real CUTS.

      By the way…who submitted the sequester to the house in the first place?

      Woodward is right champ….Obama used the sequester as a bluff. It was never meant to go into effect it was only a stalling and diversionary tactic..once again Obama kicked the can down the road and now it’s come back for recycling. The sequester was put together by Jack Lew (an architect of the mortgage crisis) as a means to placate house republicans who were demanding actual cuts (not Obama’s fluffy phantom cuts) or no debt ceiling deal was going to take place. So Obama authorized Lew to to get the sequester to the house expecting to never see it go into law because it’s such an awful piece of budget legislation. Obama thought he could stall long enough to get some political capital to push for more taxes if he got a second term….and now this “Frankenquester” has come to life seeking it’s creator “Baron Von Obama”…just like Shelley’s novel.

      Obama’s owns this monster…lock, stock and neck bolts.

    Yesterday I disagreed with Glenn Beck when he said on his show “Go ahead. Slash EVERYTHING. That way everybody’s pet projects get cut! Even the military.” Normally I would agree with that, and the military wastes money too, but the way this administration runs things in such a PUNITIVE manner, (and Obama IS the head of the military) I think the cuts in the military really would end up hurting us and the waste would still remain. Defending this country is the ONE thing that the government is required to do according to the Constitution. It is not a “pet” project! Cut everything except the military.

      Are we still in all these countries? I thought Obama was going to pull us out. ;)

      I don’t mind the military bases around the world. This enables us to have a rapid response (except in Benghazi). We also need embassies – strongly reinforced embassies. However, I truly don’t know, who IS in charge of building the embassies? Is it really funded by the military?
      I also don’t think that the military is responsible for sending weapons to Syria and money to Egypt, etc. I thought that was our Secretary of State (Hillary at the time) that was bypassing Congress and doing all that stuff..
      I agree with your last one. NATO should be policing the globe. Isn’t that why they were created? Not us. Seal our borders. I don’t know if we really NEED more bases at home. We already have a bunch.
      I’m not saying that there isn’t waste in the military that can and should be cut. Again, our Commander in Chief is a punitive man. He does things to punish us, rather than what’s best for the nation. Example: releasing illegals from prison within our borders just the other day.

      A bunch of the countries we are in do not want us there. Also, we cannot afford it.
      They just sent the $66 million today to the rebels in Syria. NATO just like the UN is funded mostly by us the U.S. tax payer.
      The embasy that was built in Iraq for a ridiculous amount of money came out of the “defense” budget.
      You are correct about the punishing us. It isn’t just him though.

      For instance Raw milk distributors being raided by his agencies. They have rules that go against the Constitution but are there to “protect” us.

      We let out prisoners today and jail more potheads tomorrow….

    This is what you must know:

    Three cheers for the sequester. Always loved it, always will. Now the country will learn that the world won’t end if we cut spending – including defense.

    Now, you conservatives are saying Obama came up with the sequester. Blamed him for it. Said it was going to destroy our economy. Obama said he would veto any attempt to undue the sequester. Then everybody switched. Started saying the exact opposite of what they had said earlier. Why do you contribute to that nonsense?

    it is so.

      YOURSENSEI/MONICNE? Please try to keep up champ. The sequester doesnt’ cut spending, it just slows down the projected growth of spending.
      I know you feel “forced” to say stuff here but here’s a word of advice I’ve given one of your other screennames…”learn to control your compulsions, you look like an idiot”. Idiot.

      By the way WANGO/YOURSENSENSEI/MONICNE/TROLL….Maxie Walker (D- Black Caucus) said 150 million people would lose their jobs today….ummm…any signs of it yet?

      It was 170 million & the only thing saving our country is that they put in those “take-a-number” machines at the unemployment office to keep evrything calm & orderly. The government probably paid $37,000 per machine & $1000 per roll of paper numbers to put inside them. In fact, the whole sequestration problem could have been avoided if they hadn’t spent so much money for the machines & the $150 rolls of TP in government restrooms!

    Political theater. I am sooooooo sick of it!
    I once heard that politics was Hollywood for homely people. It is the only way they could become famous and they will do anything to keep that fame! God help us all.

    It’s all crap.

      When will Barry Obama and the rest of his ilk who have threaten the American public over Sequester but labeled and charged as Domestic terrorist?

      Barry and his ilk try to coerce, with threats and fear tactics, the American Public into voting or putting pressure on their political opponents to achieve their political agenda. My fellow Americans that is the direct definition of Terrorism.

      The whole time Barry and his ilk threaten the American People. Barry and his ilk keep sending aide to Terrorist groups and Countries that hate the United States and Americans. example – US to give an additional 60 million in direct aid to Syrian Terrorist.

      The distinctions between Republicans, Democrats, Libertarians, and Independents are no more. I Am Not A Republican, But An American!”

The flyover they were scheduled to happen when I woke up was cancelled and all the cops and teachers have just disappeared. Well gollyeeeee.

      It might have cut off your air, but how do we cut program for Americans and on the same day give Syrian Terrorist 60 million dollars cash plus additional aid in supplies, and gear.

      Did we just hurt Americans to supply Terrorist?

    As a federal employee for the Department of Defense I welcome sequestration. Even though my own pay will be cut by 20% (I currently net $2,600) a month, we must start cutting government spending drastically if our nation is going to survive.

    2% cut, 98% to go. I don’t like automatic cuts, but at least something is actually happening as opposed to the years and years of lipservice and promises of cuts that we’ve had from both sides.
