If a Florida Democrat has her way, anyone who tries to buy ammunition will have to first complete an anger management program. Critics are slamming the bill as a ridiculous and unconstitutional proposal to deal with gun violence.

Florida state Sen. Audrey Gibson (D-Jacksonville) introduced the bill on Saturday, which stipulates ammunition purchasers must go through a three-day waiting period to buy any ammo if they have not completed anger management courses. The bill would mandate that ammo buyers take the anger management course every 10 years.

Of course, Gibson claims that her legislation will keep police officers and the public safe.

“This is not about guns,” she told Fox News. “This is about ammunition and not only for the safety of the general community, but also for the safety of law enforcement.”

With ammunition prices soaring due to talk of gun control, many gun owners have been purchasing ammunition in bulk to prepare for shortages. Gibson said this really concerns her.

“It’s about getting people to think, really, about how much ammunition they need,” Gibson added. “It’s a step, I think, in a safer direction. It’s about getting people to think before they buy.”

In other words, Gibson, a politician, wants to help gun owners realize they don’t need that much ammo.

Gibson’s legislation reads as follows:

“It is unlawful to: A) Sell ammunition to another person who does not present certification that he or she has successfully completed an anger-management program consisting of at least 2 hours of online or face-to-face instruction in anger-management techniques…The certification must be renewed every 10 years. B) Purchase or otherwise obtain ammunition by fraud, false pretense, or false representation.”

Violators of the law would face a second-degree misdemeanor charge. Any ammo buyer who violates the law twice within a year of a prior conviction would face a first-degree misdemeanor charge.

Critics have blasted the bill as “ridiculous,” “disappointing” and a waste of time.

Sean Caranna, executive director of the gun rights group Florida Carry, told FoxNews.com that he first thought the bill was a “joke.”

“They’re trying to say that anyone who owns a gun or shoots a gun or has ammunition for it needs counseling and obviously has some anger problems,” he said.

Further, Jon Gutmacher, an Orlando attorney told FoxNews.com that the law would most likely be found unconstitutional due to prior restraint. He also said the bill was an “insult” to all Florida gun owners.

“It’s absurd on its face,” he said.

    It’s only fair, if you make us take an anger management course before we buy, that you have to take an IQ test (must be above 90, I know that’s iffy) and a course in logical and rational thinking.

      That was my first reaction too (IQ test) but they are not very reproduceable. 90 Would be a fair limit because you’d have to have a bad day to have average intelligence and do that badly.

      But intelligence is not the real issue. Awareness and a basic foundation in facts is needed to be an effective representative. My bet is this woman knows “squat” about the constitution and our history. You have to pass a written test to drive a car. To pass that test you have to answer practical questions about driving. Apparently being a politician is less demanding.

      Florida should require a high school education before you can run for state Senate. If Dumbo gets this passed I will have to tell my 3 grand sons that our trip to Disney in Orlando is off. We may have to go to 6 flags over Texas. Florida will also go on my no fly list. That means no purchases off E-Bay, Amazon or venders there.

      I don’t care about their IQ. I know a number of people who aren’t brain surgeon / rocket scientist material, who know their American History. What ALL elected officials AND federal employees in D.C. need is a basic Civics Test. With a heavy emphasis on the Founders, WHY they broke away, AND the Constitution from the views OF the Founders?

      I expect we’d still have Leftist Handwringers in Congress, but plenty of candidates would get knocked out in the test phase and be ineligible to run! People like Pelosi, Reid, Blabbermouth-Schultz, and many, many, many more, including this brainless woman AND at least 1/2 of the current crop of Prog (R)’s!

      As a Conservative Libertarian and avid weapons owner I would be more than happy to attend and be certified in anger management prior to purchasing ammunition for my firearms…so long as there is an accompanying law that requires registered voters to take a series of college level courses on those politicians running in that particular election cycle, what they are proponents of, their backgrounds, their associations, medical records, education records, and the issues at hand during the cycle. Additionally, the voters MUST provide proof of ID and proof of legal residence. The voter must be certified by their state AND the federal government once they have completed the courses, passed the exams with 85% passing grade on all exams. They must provide the ID, proof of residence, and certification as proof they are capable of making an informed decision during the voting process. They must also provide ID and proof of legal residence before each exam and at random points during the education process. Additionally, anyone must be void of any signs of illegal drugs in the voter’s system at any point during the process. When she and her power-hungry friends pass THAT law then I will happily comply to her law!

      Let me simplify it for you.

      We accept taking a anger management class to purchase ammo, if and only if:

      1) State ID must be presented to vote
      2) 1 year proof of residence to vote
      3) If you are on any government assistance program – you are not eligible to vote
      4) no more absentee or early voting.
      5) All persons seeking elected Office must complete a class on the Untied States Constitution and a class on their State Constitution and pass a test with a score of 85% or higher before being eligible to run.

      Yeah, now you know why the FL GOP hasn’t been letting the Dems get bills to the floor for consideration in a long time. They started allowing them do to so again this cycle and one of the first things they proposed was this.

      I’m torn. On one hand, I don’t want my state government bogged down in idiocy like this. On the other, next election cycle, I have this to point to, in order to show just about everyone in the state how rediculously Statist (nevermind idiotic) Dems are.

      Large cache? 6,000 rounds is nothing if we suffer a major catastrophe or have to defend our nation. I’m not saying it isn’t a good start, its far better than most and better than what I have currently, but in a real crisis, you need bullets to train with, bullets to hunt with, bullets to protect with; and all of that adds up real quick. I’d like to be able to buy my ammo like Ted does, by the pallet.

      You may have heard on the news about a southern California man put under 72-hour psychiatric observation when it was found he owned 100 guns and allegedly had (by rough estimate) 100,000 rounds of ammunition stored in his home. The house also featured a secret escape tunnel.

      My favorite quote from the dimwit television reporter: “Wow! He has about a quarter million machine gun bullets.” The headline referred to it as a “massive weapons cache!”

      By southern California standards someone owning 100,000 rounds would be called “mentally unstable.” Just imagine if he lived elsewhere:
      In Arizona , he’d be called “an avid gun collector.”

      In Arkansas , he’d be called “a novice gun collector.”

      In Utah , he’d be called “moderately well prepared,” but they’d probably reserve judgment until they made sure that he had a corresponding quantity of stored food.

      In Colorado and Montana , he’d be called “The neighborhood ‘Go-To’ guy.”

      In Idaho , he’d be called “a likely gubernatorial candidate.”

      In Wyoming , he’d be called “an eligible bachelor.”

      In Louisiana , Mississippi and Texas he would be called “a deer hunting buddy.”

      6000 rounds in a AR15 with a 30 round magazine equals 200 magazines. How long do you think your ammo inventory would be depleted based on your trigger pulls.

      The fighting load for a US Army rifleman is 210 rounds daily or 7 magazines loaded with 30 rounds One magazine inserted in the M16 and 6 magazines are carried in ammo pouches. Each day a resupply of the basic ammo load is provided. My source is “The Modern Warrior’s Combat Load–Dismounted Operations in Afghanistan” published in 2003. I don’t know if the fighting load has changed.

      In Vietnam, I carried 15 magazines loaded with 18 rounds.

      I think 6000 is just a start since you can’t rely on daily resupply.

      The Overton window is a political theory that describes as a narrow “window” the range of ideas that the public will find acceptable. That’s why they are pushing right now while the memories are still fresh.
