Two extremist members of the “Sovereign Citizen” movement in Las Vegas have been arrested and charged after undercover police officers infiltrated the group and discovered a sinister plot to kidnap and execute cops.
Roommates David Allen Brutsche, 42, and Devon Campbell Newman, 67, were arrested Tuesday night after a four-month investigation. They have been charged with conspiracy to commit murder, conspiracy to commit kidnapping and attempted first-degree kidnapping with use of a deadly weapon.
The Sovereign Citizens movement is “a growing domestic threat to law enforcement” and “considers sovereign-citizen extremists as comprising a domestic terrorist movement,” according to the FBI. Individuals who subscribe to the ideology, the FBI explains, believe that federal, state and local governments operate illegally and may not pay their taxes, create false license plates, driver’s licenses and currency.
Undercover Metro officers met with the suspects about 30 times, infiltrating the group posing as people interested in joining the Sovereign Citizens movement. The original plan involved the “snatch and grab” of random police officers, who would later be tried in a “sovereign” court and executed, according to arrest records made public on Thursday.
The male suspect, Brutsche, is reportedly a six-time convicted felon and registered sex offender for crimes in California involving a child.

Brutsche and Newman developed a plan to drive around the valley until a single officer conducting a traffic stop was spotted. The officer would be ambushed and ordered to not use a radio.
“Touch that radio and I’ll blow your head off!” Brutsche explained at one point. “That’s the first thing you gotta say.”
The officer would be tied up, put in a van for transport to a “sovereign” jail, where the trial and execution would occur.
To prepare for this scenario, Brutsche and Newman conducted several training classes with the undercover officers and familiarized them with the Sovereign Citizens’ ideology.
During a July 9 meeting with an undercover officer, Brutsche said Sheriff Doug Gillespie needed to be removed from office because he was “terrorizing the people.”
When the suspects indicated they were ready to carry out the plan, a SWAT team moved in and arrested the gruesome twosome.
Brutsche told police after his arrest that he planned to murder “zero” cops and claimed he had “committed no crime.”
Both Brutsche and Newman were taken to a detention center, where they remained on Thursday. They are expected to appear in Las Vegas Justice Court on Friday.
Police said other arrests are possible as the investigation is ongoing. It is unclear whether there are others involved or if Brutsche and Newman are the only members of the infiltrated extremist group.
