Two individuals have been arrested after a North Carolina police officer discovered an 11-year-old child handcuffed to the front porch of a home shivering with a dead chicken tied around his neck on Friday.
Deputies arrested social services employee Wanda Sue Larson, 57, and her husband Dorian Lee Harper, 57, for intentional child abuse inflicting serious injury, false imprisonment and cruelty to animals, according to WBTV.
The pair, each held on bail over half-a-million dollars, had been fostering the 11-year-old, according to WCNC-TV.
Police ultimately removed five children, ages 8, 9, 11, 13 and 14, from the home, four of whom were adopted by Larson and Harper.
Union County Sheriff Eddie Cathey told WCNC-TV the incident was shocking.
“I can assure you that we have only just begun our investigation into what has happened, and we will pursue it to its fullest extent,” he said.
