The U.S. Justice Department has opened a criminal investigation into the brutal execution of American photo journalist James Foley, Attorney General Eric Holder said Thursday morning, according to Fox News.

Holder made the announcement in Washington Thursday, according to Fox News, as the administration considers a plan to send a small number of additional American troops into Iraq and continues a campaign of airstrikes against the terrorist group Islamic State, which was responsible for Foley’s death
“Those who would perpetrate such acts need to understand something — this Justice Department, this Department of Defense, this nation, we have long memories and our reach is very wide,” Holder said, according to Fox. “We will not forget what happened, and people will be held accountable, one way or the other.”
