60 Minutes: Are Members of Congress Trading Stocks on Inside Information?

CBS News:

Washington, D.C. is a town that runs on inside information – but should our elected officials be able to use that information to pad their own pockets? As Steve Kroft reports, members of Congress and their aides have regular access to powerful political intelligence, and many have made well-timed stock market trades in the very industries they regulate. For now, the practice is perfectly legal, but some say it’s time for the law to change.

Most former congressmen and senators manage to leave Washington – if they ever leave Washington – with more money in their pockets than they had when they arrived, and as you are about to see, the biggest challenge is often avoiding temptation.

Peter Schweizer: This is a venture opportunity. This is an opportunity to leverage your position in public service and use that position to enrich yourself, your friends, and your family.

Peter Schweizer is a fellow at the Hoover Institution, a conservative think tank at Stanford University. A year ago he began working on a book about soft corruption in Washington with a team of eight student researchers, who reviewed financial disclosure records. It became a jumping off point for our own story, and we have independently verified the material we’ve used.

Schweizer says he wanted to know why some congressmen and senators managed to accumulate significant wealth beyond their salaries, and proved particularly adept at buying and selling stocks.

Schweizer: There are all sorts of forms of honest grafts that congressmen engage in that allow them to become very, very wealthy. So it’s not illegal, but I think it’s highly unethical, I think it’s highly offensive, and wrong.

Read the rest here.

Pelosi’s camp has since blasted CBS and “60 Minutes” for the report:

“Congress has never done more for consumers nor has the Congress passed more critical reforms of the credit card industry than under the Speakership of Nancy Pelosi,” Pelosi spokesman, Drew Hammill, said in a statement soon after the report aired Sunday night.

“It is very troubling that 60 Minutes would base their reporting off of an already-discredited conservative author who has made a career of out attacking Democrats,” he added.

[...]

Pelosi’s spokesman criticized the CBS story for failing to note that the “legislation in question was reported out of the Judiciary Committee on October 3, 2008 — the day the House was consumed in passing TARP and also the last day the House was in session before the November election.”

It also failed to note that in September 2008, the House passed the Credit Cardholders’ Bill of Rights, Hammill said.

This story has been updated.

How else do they retire as multi-millionaires. They don’t begin as such. I agree it is a dumb question. The least we need is term limits for Congress. Some of those old guys have been there 40+ years!

This story is great– for making conservatives forget the lamentably biased CBS debate, where CBS chose their favorites and let their chosen ones talk all the way through. Then, low and behold! Guess which candidates are down in the polls? Romney, Gingrich, or Cain should have said something. What does that say about them??? Selfish and just plain nasty. Sorry this post is off topic, but it is outrageous that the CBS debate story is “over” at THEBLAZE. The media is literally “silencing” certain candidates, then proclaiming that their numbers are down in ensuing polls!

Agree! 8 years for PotUS and 12 total for either house of Congress.

Yes, that makes a 10 year Rep ineligible for a 6 year Senate term. Better yet, repeal the 17th Amendment and limit the Senate appointments to 2 terms, then outlaw Reps from seeking terms in the Senate after they’ve spent more than 6 years in the House.

      12 years means 12 years.

As it would be a State issue, each State can decide whether a State Senator or Rep could go Federal.

No, we don’t need term limits, we need equal enforcement of our existing laws. If you rape little kids, you don’t get released on your own recognizance, just because you were a coach at a so-called prestigious university. If you drive a corporation into the ground, leaving stock holders wiped out while you collect millions in bonuses, you get your ass thrown in jail for at least as long as a serial burglar who terrorizes a neighborhood. If you start a Congressional career living in a 2500 square foot house with $100,000 in the bank and retire 16 years later with a 7,500 square foot mansion and $10,000,000 in the bank, you rot in jail just like Bernie Madoff. If you’re a communist who lied his way into the White House and are subverting the Constitution, you get fried in the electric chair, just like Ethel and Julius Rosenberg.

Has anyone ever thought about why we seem to put the same people in Washington time after time? I mean, there has been two family’s in power positions for 32 years. George H. W. Bush; Vice Prez 1980-1988, Prez; 1988-1992. Bill Clinton; Prez, 1992-2000. George W. Bush; Prez, 2000-2008. Hillary Clinton; Sec. of State, 2000-Present. Also don’t forget that George H. W. Bush was the head of the CIA before he was VP. If that is not enough to scare the crap out of you, I don’t know what will. No wonder we are in the mess we are in. Two Progressive families shaping everything in Washington for that long. There is a person who has been in Washington a long time that has done everything he can to try to stop these progressive changes as best he could. He has voted no on all Unconstitutional bills, he has fought to end the FED and the U.N. and he stands for Individual Liberty. Take another look at Ron Paul. Let’s kick all the crooks out of Washington and put in honest Constitutional principled candidates in all positions. We can take back America if we can get over the MSM brainwashing machine.

I pose this question last year how is it that Barack Obama is worth 10 1/2 million dollars, two and half years at a salary of 400,000 prior to his two years as a US Sen. at 195,000. Now how do you acquire that amount wealth in four years and previous to them years you had a hard time paying your rent. All these congressmen senators lobbyists need a special prosecutor to look into them as this been going on way too long. And yes Newt Gingrich did bring this up with term limits as he saw the corruption that was taking place lately my views on Newt Gingrich have taken a turn for me to look at him closely. I‘ve known about Nancy Pelosi’s stance on wealth for some time now it seems her brother is getting his payday on a solar company in Nevada that will give power for California to use, how did this even come about for people who live in Nevada to put them panels in place and not received all of the solar energy. Republicor, What you say does not make much sense. If we go back to the gold standard, gold prices will not remain at $18-1900 per ounce. Gold fluctuates with inflation. If we get rid of the bubble, gold will go down. It will not however really hurt the investors in gold because it maintains it’s buying power. As inflation goes up, so does gold, when inflation is down, so is gold. Gold and silver do not experience inflation. Where did you learn economics?

Behner, Pelosci, Bachus, and anyone else who has partaken of this dirty money must be called now at there offices and forced to resign. Call your representative and if they are mentioned then tell them to step down, NOW!. Lets take our country back, constitutionally, peacefully at the voter box. Educate yourself, family, friends and neighbors. Research, research, research.

Another reason why I just can’t believe when anyone mentions “more government control and regulation”. REALLY??? All they are going to do is pass laws that won’t ever apply to them. Why don’t progressives, socialists, marxists, et al understand this.

@LILLYMCKIM, yes I noticed that the republicans were identified as such but not the democrats. Nothing new…I have noticed this in other “government corruption” news stories. Dems are never identified as dems. Drives me crazy and I believe it is purposeful. After all, Nancy P is only for the little guy, right?

@THEHAWK Man I love your posts!
I have been thinking about the term limits thing for a long long time. Of course Congress makes out big on the markets and has for years, if they don’t have an actual tip they make one happen. They hold all the cards in this game, and if they don’t get dealt the cards they need they create them through laws and regulation. The only chance, and it is a slim one, to get rid of the term limits is to put in more new meat than old stinky rotten meat. If you have a majority of congresspeople who do not have the perks and goodies that the ones in seniority level have there is a possibility that their voting majority can even the playing field once again. But, they have to be good strong Constitutional people who will not be bought at least in the beginning. If they cave to the stinky meat, then they don’t get another term. If everyone would concentrate on their own districts it would make it easier to fix the problem. One district, one official, one state at a time. Watch them, and let them know you are watching them. Email them, call them, whatever your preferred method of communication. I am prepared (in all ways) for the onslaught, but we can’t ever let them think that we have given up.

Congress plays by different rules all the time. They routinely pass bills that restrict what we can and cannot do and exempt themselves.
The solution is a popular uprising for term limits and limiting their retirement plans.
The problem with the term limits is getting the American public stirred up. Most people don‘t pay attention to what their representatives are really doing or don’t care. The current crop of delegates doesn‘t address this problem and won’t because they would be unable to take advantage of it.

RESOLVED: No representative will serve more than 3 terms in the house and no senator shall serve more than 2 terms. No elected representative or senator or member of their staff shall be allowed to lobby congress fo 10 years after leaving congress. All laws that apply to the citizens of the United State shall apply to congress.

If they are Progressive in their political views then they are automatically suspect because Progressives routinely believe they are above the laws and the laws are made for the little people. Next, find out who attends a sound Christian church weekly. Those who do are less likely to be found among the deceptive and thieves. I have said right along, we MUST replace ALL of our Senate and House representatives for one reason. We MUST have term limits, otherwise, corruption through lobbyists is too tempting!

The answer is NOT replacing the system, but replacing the players. Our system needs only minor changes; like getting rid of the lobbyists and giving all of Congress term limits. Corruption is the downfall of many, many men and women. If we try and replace the system, we fall prey to Communism and Marxism by other more corrupt politicians. If we leave our current system in place and modify it slightly, then we have a chance to get rid of the bad and replace it with good.

Banjarmon: It’s not just this. I notice some people have given up. How many of us are sunshine patriots? http://wp.me/p1HGwx-1uP

@BANJOMAN. Make it two terms and they’re gone. House, Senate, Prez. They all come out wealthy when they went in rich. We might not be able to change that but right now it’s out of hand. It’s got to stop right now. Let’s bleed the system and put in fresh blood. It’s like changing the oil. Fresh works best. Vote TEA in 2012.

No. Our tea party reps are the fine line at the moment. I am proud of that handful of people. We do not have to change term limits. We the people have to make them change the law and we have to be vigilant and not go to sleep again. Demand it now before the election.

No, we need to change the law that allows them to do this, and if they do it after that, arrest them and throw them in jail like Maddock. We also need to make it a requirement that if they run for re-election, they need to post their voting record, on their home page and in advertisements, so we can decide if they DESERVE to be re-elected.

I always say, when people want to vote EVERYONE out.. be careful, we have some very good new elected officials. Don’t kick someone out that is actually doing a good job, just because they have been there one term. Conservatives got elected the last time, some of them are NOT corrupt, and if we can get the worst of the demons out of there, and away from them, they MAY be able to make good strides in cutting spending, doing the honorable thing, making INFORMED decisions..(re: nancy pelosi, lets pass the bill and find out whats in it), and being honest and forthcoming with information for constituents.
There was a good crop of newly elected citizens (not politicians) this last cycle.
I think the real people need a chance.. they are fighting an uphill battle as long as obama is in there.

It is my understanding that unlike other Presidents .. Obama has not put his stocks and investments in a blind trust .. You don’t think that all this “green” garbage has just been for campaign money do you?

OF COURSE THEY ARE…. I HAVE BEEN SAYING THIS FOR YEARS… BUT WHO AM I…. the basic idea that you can push an agenda, even if that is SOCALISM, OR CRONIE CAPITALISM… you know which industries in the market are going to be benifited BY THE AGENDA YOU ARE PUSHING… I THINK GEORGE SOROS WOULD BE GUILTY OF INSIDER TRADING BASED ON THIS, but … IF YOU ARE A SMART TRADER… YOU SPREAD YOUR POSTITIONS, get long the strong cos, and get short the weak cos in THE SAME MARKETS, COMPETETORS… and with information that congress is privy to. who is getting stimulus, who gets bailed out, look at the health of the companys books.. they would be able to make MILLIONS… oh wait they doooo….. WE NEED TERM LIMITS… 2 AS SOON AS YOU ENTER CONGRESS AND THE PRESIDENCY YOU NEED TO PUT YOUR POSITIONS INTO LONG TERM BONDS, OR KEEP YOUR MONEY OUT OF THE MARKET ALL TOGETHER…. TO SERVE IS A PRIVELEDGE, YOU SHOULD NOT BE ABLE TO MAKE YOURSELF A MILLIONAIRE IN THE PROCESS

      @onefunrg
I can only assume that you are very angry.[Quite rightfully so considering the subject].If the representative isn’t paid at all, then it will only leave the ultra rich to run. This not only goes against the constitution it defies common sense.Financial reform many times is easier achieved by those who aren’t rich. They have first hand experience with juggling finances.Further more any austerity moves are easier to swallow from someone who has lived them rather than a fat cat that hasn’t.
      Please rethink your stand.

In his Restore America plan, Ron Paul will only take $39,000 as a wage, if elected president.

Actually what’s wrong is that there are two sets of “laws”, one for us peons and one for the “elite” politicians.
