Revised 9/11 Responders Health Bill Passes House, Heads to Obama

Congress on Wednesday passed a bill that will pay for the health care treatment of first responders to the Sept. 11, 2001, terrorist attacks after Democrats and Republicans reached a bipartisan agreement. The political deal lowered the total cost of the bill to $4.2 billion — down about $2 billion from an earlier version. Once signed into law by President Barack Obama, the measure will authorize a health benefits program for 9/11 first responders for the next five years while simultaneously placing several restrictions on hos the money is dispersed.
Despite a number of members of Congress already having left Washington for the winter recess period, the House of Representatives still had enough lawmakers for a quorum and passed the bill 206-60. New York Democratic Sens. Kirsten Gillibrand and Chuck Schumer called the deal a “Christmas Miracle.”
The battle to reach a compromise sharply divided federal legislators for months as a number of Republicans — led by Sen. Tom Coburn, R-Okla. — were accused by Democratic leaders of “running out the clock” and denying benefits to “9/11 heroes.”
On Tuesday, New Jersey Gov. Chris Christie defended Republicans’ initial opposition of the health care proposal. “I don’t think my party is opposed to this bill,” Christie said. “This bill should be done, but it should be done in a way that is fiscally responsible.”
But Sen. Frank Lautenberg, D-N.J., a vocal advocate for the bill, criticized Christie’s comments, calling them “shameful.”
“It is beyond shameful that Gov. Christie is dismissing the 9/11 health bill as fiscally irresponsible,” Lautenberg said in a statement. “The truth is that the bill will not add one penny to the deficit.”
Coburn released a statement Wednesday afternoon saying he was “pleased” with the proposed changes.
“Every American recognizes the heroism of the 9/11 first responders, but it is not compassionate to help one group while robbing future generations of opportunity. I’m pleased this agreement strikes a fair balance and improves the bill the majority attempted to rush through at the last minute,” the senator said.
According to Fox News, a number of paramedics, firefighters and police officers who responded to the terror attacks were in attendance on Capitol Hill for the House debate Wednesday afternoon — many wearing tee-shirts that said, “We were there.”

Posted on December 23, 2010 at 12:52amHere is my take: These firefighters, EMTs, and police were – and are today – municipal employees covered under municipal insurance, laws, and contracts. Who and how and what 9/11 may be politically or terrorism wise – these municipal employees did what they were hired to do. The greatness of the tragedy should not be the basis for what amounts to another federal bailout. So, do these employees then rescind their rights to municipal coverages and care under their collective bargaining agreement? Now we have a bar to lower, or raise. Will the next national tragedy meet the test, and will those responders be due their federal funds? If not, shall the bar be lowered in court or congress?
We have become a nation of men raised by women. The Law has been corrupted, we are eating ourselves from the inside out.

Posted on December 22, 2010 at 11:26pmTo say the bill is fully funded Is true. If I read it correctly, it will be paid for from the excise tax on foreign made goods purchased by the US government. End result, it’s coming out of our pockets. Having said that, the only thing that would bother me is if it will end up in some union cheifs pocket instead of truly helping they that need it. But I also wonder if this same thing happened for OKC responders or will happen for the tragedy that occurred today in Chicago? Or is this now the “new norm”?
At any rate, I glad it’s settled and hope this works out well for the responders.

I read the EPA told them the air was safe when clearly it wasn’t. When I think about the things they saw while working there, I absolutely respect them and want them to be taken care of now that they are sick because of it. I doubt the government is so sentimental……
That said, concerning the FCC power snatch and grab and START…..That’s where I part ways with our esteemed lawmakers and to make it even worse one of the defecting Senators on START is MINE—-GRR!

For anyone to object to any bill that ISN’T paid for is what should be the cause for concern. JMHO, but private charities and taxpayers would be able to kick in a heck of a lot more, with a lot less wasted in the process, if the GOV would stop taxing the life out of everyone in a forced effort to “help others.” They only help themselves and try to act the hero. The real hero‘s don’t need 1800 page bills that get signed, they sign checks over WILLINGLY to important causes with their own hard earned money, without BIG GOV telling them what’s best.

Are we really believing that foreign companies will contribute another $800M/yr for five years to make the $4BN to cover this bill? Mightn’t a few employers pull out if America and do the work elsewhere?
No, that would never happen! There are absolutely no documented cases of a business shutting down or relocating over increased taxes…

Posted on December 22, 2010 at 8:47pmAs a firefighter, these men and women have SCBA breathing apparatus to keep them from breathing the toxins from a fire or other emergencies. It is mandated by OSHA that they wear these while in the toxic atmosphere. Where is OSHA and why aren’t the superiors being held accountable for not requiring these people to wear the proper gear? After the initial day or 2 of this diaster, this became a normal recovery and mop up incident. But now we have to bail them out for someones incompetance.

H.R. 847 would reimburse New York area hospitals at a rate that is on average 140 percent of the Medicare reimbursement rate. This provides a perverse incentive for hospitals to use unnecessary services in order to garner higher payments from the federal government.

We are very proud and appreciative of our Military, Fire and Police protection. However, are we going to pay out every time there is a disaster, whether it be man made or not. I think we are sending the wrong message to anyone who is in this career or wanting to be in this career. Like earlier mentioned, have them pay more into their unions if they want more insurance for disasters, not the tax payers.

Reasons to oppose this bill:
1. It is unnecessary, as the first responders already won a lawsuit over this.
2. It has never been proven that working at G-0 led to any illness.
3. It is paid for by raising the fees on visas given to Indians coming here to work, fees that were agreed on with the Indian government.
(PS– Did anyone else see that Congresswoman on Greta saying “this sets a precedent”? WTF does that mean??)

I remember when the Dem’s made a huge deal about a certain president not signing a “clean water” bill…”Oh, I guess he likes drinking dirty water and wants us to do the same!” The reality is, a bill named after a good cause gets inflated with what amounts to blackmail, extortion, graft and bribe money…and the “good” cause sees very little of the funds.
Take a bill for “Warm Blankets for Puppies Freezing in the Rain” for $50,000 and it will quickly become 10 billion as Dems and Rep’s add their “good ‘ol boy” fees onto it.
Stop falling for the NAME…and focus on the meat of the bill.

You have to love the talking points from these liberals about how the GOP doesn’t care about the 911 responders. What the GOP is really trying to do is make sure the benefits go to those who actually deserve it and this fund doesn’t end up being another slush fund for fraud and abuse from those who were never even close to any of the happenings on 911. Sounds to me that is trying to be fiscally responsible, but you won’t hear that on the MSM or MSLSD.
