Afghan President Endorses Shocking ‘Code of Conduct’ for Women That Allows Wife-Beating

KABUL, Afghanistan (AP) — Afghanistan’s president on Tuesday endorsed a “code of conduct” issued by an influential council of clerics that activists say represents a giant step backward for women’s rights in the country.
President Hamid Karzai‘s Tuesday remarks backing the Ulema Council’s document, which allows husbands to beat wives under certain circumstances and encourages segregation of the sexes, is seen as part of his outreach to insurgents like the Taliban.
Both the U.S. and Karzai hope that the Taliban can be brought into negotiations to end the country’s decade-long war. But activists say they’re worried that gains made by women since 2001 may be lost in the process.
When the Taliban ruled Afghanistan prior to the 2001 U.S. invasion, girls were banned from going to school and women had to wear burqas that covered them from head to toe. Women were not allowed to leave their homes without a male relative as an escort.
The “code of conduct” issued Friday by the Ulema Council as part of a longer statement on national political issues is cast as a set of guidelines that religious women should obey voluntarily, but activists are concerned it will herald a reversal of the trend in Afghanistan since 2001 to pass laws aimed at expanding women’s rights.
Among the rules: Women should not travel without a male guardian and women should not mingle with strange men in places like schools, markets or offices. Beating one’s wife is prohibited only if there is no “Shariah-compliant reason,” it said, referring to the principles of Islamic law.
Asked about the code of conduct at a press conference in the capital, Karzai said it was in line with Islamic law and was written in consultation with Afghan women’s groups. He did not name the groups that were consulted.
“The clerics’ council of Afghanistan did not put any limitations on women,” Karzai said, adding: “It is the Shariah law of all Muslims and all Afghans.”
Karzai‘s public backing of the council’s guidelines may be intended to make his own government more palatable to the Taliban, or he may simply be trying to keep on the good side of the Ulema Council, who could be valuable intermediaries in speaking to the insurgents.
But either way, women‘s activists say that Karzai’s endorsement means that existing or planned laws aimed at protecting women’s rights may be sacrificed for peace negotiations.
“It sends a really frightening message that women can expect to get sold out in this process,” said Heather Barr, an Afghanistan researcher for New York-based Human Rights Watch.
Shukria Barikzai, a parliamentarian from the capital Kabul who has been active in women’s issues, said she was worried that Karzai and the clerics‘ council appeared to be ignoring their country’s own laws.
“When it comes to civil rights in Afghanistan, Karzai should respect the constitution,” Barikzai said. The Afghan constitution provides equal rights for men and women.
The exception for certain types of beatings also appears to contradict Afghan law that prohibits spousal abuse. And the guidelines also promote rules on divorce that give women few rights, a real turnaround from pledges by Karzai to reform Afghan family law to make divorces more equitable, Barr said.
“This represents a significant change in his message on women’s rights,” she said.
Afghan women’s rights activist Fatana Ishaq Gailani, founder of the Afghanistan Women’s Council, said she feels like women’s rights are being used as part of a political game.
“We want the correct Islam, not the Islam of politics,” Gailani said. She said she supported negotiations with the Taliban, but that Afghanistan’s women should not be sacrificed for that end.
Hadi Marifat of the Afghanistan Human Rights and Democracy Organization, which surveyed 5,000 Afghan women for a recent report on the state of women’s rights in Afghanistan, argued that the statements show Karzai is shifting more toward the strictest interpretations of Shariah law.
“In the post-Taliban Afghanistan, the guiding principle of President Karzai regarding women’s rights has been attracting funding from the international community on one hand, balanced against the need to get the support of the Ulema Council and other traditionalists on the other,” Marifat said.
“The concerning thing is that now this balance is shifting toward the conservative element, and that was obvious in his statement.”

I think both sides have good points and bad points, which is why I classify myself as more an independent then Republican/Democrat, Conservative/Liberal.
You probably wouldn’t agree with me on on how to approach the individuals who are here illegally, but that doesn‘t mean our Government can’t come together to work on a legitimate solution.
I agree with Newt that you can’t just go around rounding up people and deporting them. Not only wouldn’t it make sense financially, but you would be so flooded with Constitutionality lawsuits that you would never get anywhere.
I think there is a legitimate solution for a pathway to citizenship for the people who are already here illegally but I agree that the FIRST step to any legitimate, long term solution is to completely secure the border with a more reliable fence + constant troop defense.

Report Post »I might surprise you. I travel to Mexico every year and absolutely love the people there. I do not think that people who broke the law get to jump the line.
My proposal is for a guest worker card that is issued ONLY in US consulates and embassies outside of the US i.e. you cannot get one here. You would have to leave the country to get one.
The country of origin would have to affirm no violent crimes. There would be a biometric component on the card either thumb print or retinal scan.
Each employer MUST have copy of the card on file, must pay minimum wage and health care for the worker (and family if accompanied). The employer would pay a property tax offset to fund education.
The employer would pay a minimum $10,000 fee for every illegal employee. Quickly self policing.
The worker could be eligible for citizenship with in 5 years IF they speak English and maintain a clean record (which is quite a feat for some of our citizens now). These are the people we want here.
Fairly simple and easy to implement and enforce. I think it is a sin that it takes up to 7 years to obtain a green card and need to pay a lawyer to help you do it.

They feel catered to and believe in that system. The fact that we westerners believe in equal rights for women does NOT translate to women steeped in moo-slime culture. In most cases, any guns and ammo left to “women and girls” will immediately be turned over to the men anyway. Don’t be thinking that most of the women in moo-slime countries are secretly pinning for a western style life. Most of them think the women here are depraved because of their dress and desire to “be like a man”.
Before anyone attacks me on my comments, note that I’m NOT condemning western women, just pointing out the very deep cultural divide between the west and islime. Anyone not taking that into account is bound to be very disappointed in whatever the eventual outcome is.

Like every other medic I’m tired of seeing good men put in plastic for the ride home. How many promising lives have we lost on these ungrateful people? As for beatings compliant with Shariah law—well if you read what the permissions are, it’s for ANYTHING. If they SUSPECT a woman MAY disobey them in the future or lie to them in the future, it’s permissable. Women are nothing but property there.

You’ve got that right on. If there is a religion that is truly extreme and has tenets based on injustice, cruelty and death, it is Islam, yet for the most part homosexuals have nothing bad to say about them. And the other radicals on the left are silent as well, even though some of the religious beliefs that are part of Christianity are hysterically condemned by these same people. In fact the entire left defends Muslims even when they’re legitimately criticized for inciting violence in this country.
If sharia law was the law if the land, women like Fluke wouldn’t be sitting in front of politicians and the press lamenting that the government should pay for her sex. She would be wrapped from head to toe in a burqua and not allowed to be seen in the compay of men unless they were a relative.
The ultimate payback to homosexuals and far left zealots would be to force them to live in Islamic society.

Karzai is right – ALL Muslims (including them) believe in Sharia law and this includes the disrespect of women & their subjugation to men. The women’s rights people are only arguing for more “lenient” laws about it – but they are still Sharia and horrible.

Then they had one of those “Come to Jesus Meetings”, she beat him with a baseball bat. 10 days in ICU gives a guy time to think as he put it. They’re still married.
