After Receiving Bailout, GM May Move Volt Production to China

Thanks for the Memories: GM May Move All Volt Production to China

Although it happened back in September, 2011, it appears many American taxpayers are unaware that General Motors struck a deal in Shanghai wherein the company has agreed to develop an electric vehicle (EV) platform with its longtime Chinese partner SAIC.

What else was included in this deal? GM has agreed to effectively move all future EV development to China. It could also mean that production of the vehicle itself will be moved overseas.

The agreement is the result of the Chinese government coercing foreign automakers into giving Chinese companies the EV technology they lack, according to an Associated Press report. Unsurprisingly, some U.S. lawmakers have voiced concerns that the deal is little more than a “shake down” from the Chinese to get GM’s Volt secrets. GM has denied reports that it will hand over the intellectual property underlying the Volt.

GM Vice Chairman Steve Girsky, in a conference call from Shanghai, said that neither SAIC nor the Chinese government have demanded Volt technology but that any future EV developments would, of course, draw on GM’s Volt “experience and technology,” according to a USA Today report first published in September, 2011.

Under the deal, SAIC and GM will equally share the cost of developing a new all-electric vehicle, Girsky said.

As per the arrangement, GM started exporting Michigan-made Volts to China. However, it is highly unlikely that GM will sell many of the unsuccessful vehicles.

“The Chinese government is pushing electrics with a subsidy that amounts to about $19,000 per car — but only if the car is made in China. No imports allowed,” writes Chris Woodyard of USA Today. “There also are tariffs on cars imported to China, which lawmakers argue are unfair and may violate world trade rules.”

But, as mentioned in the above, what has some people truly upset is the fact that Girsky hinted that the Volt could eventually be built in China.

“If we localize, eventually it won’t have a tariff and it will get the subsidy. We have made no decision on if, when or where we build Volt in the future,” Girsky said.

USA Today further explained China’s quest for EV technology:

The push for more advanced technology reflects China’s frustrations with its continued weakness in automotive technology, analysts say. After 25 years of auto joint ventures that require local partners to hold at least a 50 percent stake, domestic automakers still lag behind global rivals in automotive engineering.

“China is not a technology leader in virtually any industry. The country has developed around low-cost production,” said Bill Russo of consultancy Synergistics. “This is the irony, that the largest and biggest growth market has relatively weak domestic manufacturers.”

It was because of the sudden growth in Chinese demand and faltering sales in the recession-stricken West that China was able to surpass the U.S. as the largest car market in 2009. Just this year, sales of passenger vehicles, excluding large buses, jumped by a third to 13.7 million vehicles.

Two final thoughts:  First, considering that all of GM’s EV development was financed with taxpayer dollars, it seems perfectly reasonable that many people are upset with the car manufacturer. On the other hand, given what appears to be GM’s failure to develop a successful, affordable and stable EV, one might feel compelled to say of the Shanghai deal, “They can have it.”

Second, given the fact that Federal government helped itself to millions and millions of taxpayer dollars under the pretense that it was going to combat high unemployment by creating “green jobs,” it would seem that moving research and development (and possibly manufacturing) overseas is slightly, well, counterproductive.

      Everyone knows that socialist/communist countries produce a much better car than us, such as the Yugoslavian, Yugo. I prefer the diesel version myself. It’s a much safer car than most. That’s because it tops out from 0 to 40 in just under 10 minutes. That’s if you can keep it running that long. And lets not forget the Russian made Lada and Moskvich not to mention the Romanian, Dacia 1300 and the Ukrainian, Zaporozhets. Ahh! There’s quality at its best!

      Those and others cars like them are not alone in the world of genius engineering. We
      certainly have some of our own brilliantly engineered cars such as the Ford, Pinto and the Chevy, Vega. But to top them all is the Union-made Chevy Volt by Obama Motors. Since most of its time is spent in recharging stations, (if you can find one), instead of on a dangerous highway, it would certainly be safer than the Yugo but unfortunately the batteries catch fire without warning and can burn its occupants to a crisp in just seconds even when the car is parked and turned off.

      We free-market capitalists have a lot to learn from those enlightened
      socialist/communist intellectuals from around the world.

      The Lada Niva is fantastic. It‘s one of the best 4×4’s built. I drove one around Costa Rica along with a 1972 Toyota Land Crusier. All the Tico‘s prefer these two 4×4’s over everything else to get around the mountains in Costa Rica.

      seething that our Prez hired a jobs czar who has shipped all his work to China. Nothing GE in my house, especially light bulbs, washer/dryer, refrig, and microwave, all of which I’ve bought recently.

      The tax payers need to revolt in response to the government sell our cow for magic beans. Instead on an actual loan the government brought 44 billion in stocks with have netted a lost as it stand today of 21 billion losing more than 50% of it value.
      Washington needs to be brought to it’s knees and all these companies that exported jobs should face high tarriffs to bring their products into the U.S. Fact is all these fair trade agreement do mnothing but damage the U.S END THEM ALL AND ESTABLISH TARIFFS ON ALL IMPORTED GOODS.

      It will save us from having to bail them out again in the future. Send it all to China, let them build them, and when they get ready to sent the vehicles back here, along with everything else they want to sell us, tell them no, we don’t need it any more and watch them collapse. I think stopping trade with China would be one of the best things the planet could have happen, and we are the ones with the biggest addiction for their products.

      You have to offer a service or product that someone is willing to spend hard earned dollars for. That was Wal Mart in the old days. Now the driving force is profit margin.     At a Taxpayer Funded cost of $250,000 each, even moving the Volt to China with low labor cost still won’t bring costs below, $200k.

      This tears it for me! My first car was a ’69 GTO. My first love too! I was always a GM guy. Since GM got rid of Pontiac I went to Chevy. Now I am done with ALL Government Motors vehicles. Sad.

      The gall of these people.

      @82 .. me also .. only my first car was a Corvair … always had GM but I am keeping my Envoy until the wheels fall off .. and then it will NOT be replaced by GM .. sad .. My father was an Oldsmobile man. I even have friends in Michigan that work for GM … I got a friends discount the SUV, before Obama.

      1997 Mercury Cougar, 4.6 liter overhead cam V-8 w/205 horsepower.
      Rear wheel drive w/Pirelli tires. Leather interior and 70,000 miles.
      It’s the only place I can still play my cassettes. Mostly Miles Davis. It makes the electric car drivers sick and a favorite pastime while driving is pointing and laughing at them. I‘ve had my windows knocked out twice but I don’t care. I can’t help it. See y’all on the road.
