America’s CEO? Romney Unveils Jobs Plan

Casting himself as America’s CEO, Republican presidential hopeful Mitt Romney on Tuesday outlined a sweeping economic plan that would reduce regulations and taxes on companies, sanction China over its currency practices and weaken the clout of labor unions. Romney’s plan is anchored by 59 ideas to stimulate growth and create jobs.

Trying to hold off surging rival Rick Perry, Romney traveled to economically suffering Nevada and stood inside a giant truck warehouse to deliver his multi-point plan designed to position him as the GOP contender with the most comprehensive approach to fixing the economy.

“This is a business plan for America,” Romney told supporters as he promoted his plan as one designed to modernize an economy he says is still oriented toward earlier decades – and held up General Electric CEO Jack Welch and former Apple CEO Steve Jobs as “real deal” leaders in the U.S. economy.

POLITICO reports that the plan calls for immediate action in the form of five bills and five executive orders Romney said he would propose on his first day in office.

It’s a version of the economic pitch Romney has been making throughout the campaign so far – but it’s now been sharpened to highlight how his private-sector record contrasts with Perry, the Texas governor, who has held elected office for more than two decades. In his speech Tuesday, Romney barely mentioned his own four years as governor of Massachusetts.

Romney Unveils Jobs Plan

Perry’s campaign sharply criticized Romney immediately after the address. “As governor of Massachusetts, Mitt Romney failed to create a pro-jobs environment,” Perry spokesman Mark Miner said in a statement. When Romney was governor, Massachusetts ranked 47th out of 50 in job creation.

Romney’s plan calls for reducing or eliminating several taxes, extracting more U.S. oil, coal and natural gas, expanding trade pacts and slashing federal spending. His campaign distributed the 160-page booklet, and Romney explained it in an at-times rambling speech delivered without prepared text or a teleprompter.

Democrats called Romney’s plan wrong-headed and doomed to fail. Taxes already are near historic lows, they noted, and many employers say weak consumer demand is more troubling than taxes or regulation.

Romney portrayed his plan as a bold vision to lower the nation’s unemployment rate, now at 9.1 percent.

“America should be a job machine: jobs being created all the time, people looking for employees to join their enterprises,” he said.

Many of his proposals are not new, although they could cause fierce debates in Congress if pursued. He would seek a balanced budget amendment to the Constitution, cut non-security discretionary spending by 5 percent, eliminate the estate tax and undo the 2010 health care overhaul championed by President Barack Obama.

The jobs plan is Romney’s first major policy statement since he announced his candidacy in June. It came two days ahead of Obama’s scheduled speech on jobs before a joint session of Congress.

Romney’s campaign predicted that his overall plan would lead to 4 percent annual growth in the U.S. economy, and create 11.5 million new jobs over four years. The campaign did not provide details of how it reached those projections, which are certain to be challenged by Democrats, independent groups and perhaps his GOP rivals.

Winning congressional approval for such proposals could prove difficult even if Republicans keep their House majority in the 2012 elections and take over the Senate. Senate Democrats would likely retain filibuster powers.

First, of course, Romney must win the Republican nomination, which eluded him in 2008. Many party insiders saw him as this year’s early front-runner until Perry jumped in and shot to the top of polls.

Texas has gained many thousands of jobs during Perry’s decade as governor, pressuring Romney and the other contenders to convince GOP voters they can do a better job of attacking unemployment.

Romney called for lowering the corporate income tax to 25 percent, from the current 35 percent. That rate is high compared to other advanced economies, but a host of tax breaks allow many U.S. companies to pay little or no corporate tax. Romney said a lower rate would encourage companies to keep more operations within the United States.

He would eliminate taxes on interest, dividends and capital gains for people making less than $200,000 a year. A campaign spokeswoman declined to offer estimates of the proposal’s budget impact “because they are still being refined and finalized.”

Most capital gains taxes are paid by the richest Americans, and Democrats said Romney’s plan would have scant effect.

Romney said he would keep the Bush-era income tax cuts unchanged. Obama wants the cuts, which were set to expire this year, to disappear for the wealthiest taxpayers.

Romney did not go as far as GOP presidential candidate Jon Huntsman, who has called for lower tax rates for all Americans and the elimination of most tax breaks and loopholes. Before Romney spoke Tuesday, the Huntsman campaign released a new web video entitled “Jon Huntsman: Utah, No. 1″ calling attention to Romney‘s low job creation as governor of Massachusetts at the time jobs in Huntsman’s Utah surged.

Romney said he would consider wider changes to the tax code over time. He also said a number of foreign and domestic proposals would lead to job growth, the issue dominating the presidential election.

Saying Obama has greatly expanded federal regulations, he proposed steps to ensure that new regulations won’t cost employers more money. If a new set of federal rules raises costs for businesses, his plan would require other regulations to be eliminated as an offset.

He said he would sanction China for deliberately keeping its currency low, which makes Chinese-made products easier to sell abroad. The Obama administration has complained about China‘s currency policy but has not made it a priority in the two nations’ relations.

Romney also accused China of stealing intellectual property, a common complaint among U.S. creators of technology, entertainment media and other products. He proposed a “Reagan Economic Zone,” which would be a coalition of nations that respect intellectual property rights and seek expanded trade with each other. And he vowed to push stalled trade pacts with Colombia, Panama and South Korea.

Focusing on labor unions, which overwhelmingly back Democrats in elections, Romney said he would seek rules making it easier to defeat unionization drives and to prevent mandatory withholding of union dues from workers.

A spokesman for the president quickly doused Romney’s plan as gift to the rich and burned to the middle class.

“While Mitt Romney spoke today about the struggles of the middle class, he offered a plan that would tip the scales against hard-working Americans,” Obama spokesman Ben LaBolt told POLITICO. “Gov. Romney repackaged the same old policies that helped create the economic crisis: boosting oil company profits and allowing Wall Street to write its own rules, more tax breaks for large corporations and more tax cuts for the wealthiest while working Americans are forced to carry a greater burden.”

A new joint Wall Street Journal NBC News poll published Tuesday shows that President Obama’s approval rating is down to 44 percent, and the presidents disapproval is at 51 percent, the lowest of his presidency. Seventy-three percent of those surveyed said the country is heading in the wrong direction.

      Romney is the turn around king. He takes a failing operation and makes a success out of it. He k ows how to turn this economy around. Perry took over a state that was not in bad shape. He only kept it running. Perry has no idea how to turn anything around from disaster. Perry doesn’t understand anything about international business or foreign policy, that‘s why he’s reading books, but this is not something you can learn from books. Romney has my vote!

      Yes you can even say that about his health care plan as he wrote it.

      Perry is a Bildeberg/NWO man. If you are not familier with Bildeberg, please do an internet search. I like what Romney has to say about the economy, the military, and civility in America. He promises to repeal Obamacare, lift regulations on businesses and energy development, lighten the tax burden on business and individuals, and sign 5 very important bills as soon as he gets into office if he is elected. He is a devoted husband and loves America. Something we cannot say about Obama.

      Dianna—Romney has a long proven record of success in several areas. He has two degrees from Harvard in law and business, both advanced degrees. Perry has one bachelors degree and got bad grades while spending his time as a cheerleader. Perry likes to spend his time campaigning and giving speeches. Perry says working on his family’s cotton farm was business experience…but he didn’t have to know how to read a spread sheet, make a payroll, or deal with different world markets, much less understand them. Perry is a lifetime politician, having spent half of that time as a democrat and running Al gore’s campaign. Now he expects no one will care that he brought Gore to us! Perry stood for everything against Reagan and tried to tear down eight years of Reagan’s accomplishments. Now he’s walking into the Reagan Library Wednesday night, and Perry should feel VERY uncomfortable with his record and the president he worked to destroy!

      I don’t know how you come up with the idea Romney is a Chicago style politician. Obama, Emanuel and Blagojevich are Chitown style politicians. Obama is more polished but every bit as dirty.
      I don’t see any of that in Romney. As a matter of fact I see him as one of the most honest and sincere of all the current candidates.

    It is a mistake to think that a “good”, “honest”, and “able” politician will create more jobs and make USA more competitive. It is nonsense fed to us both by neo-cons and progressives.

    Capital of real money working in free-market profitable framework, individual liberty and personal responsibility may get us our of the hole in 10-15 years of hard work and meritocracy. My vote goes to Ron Paul who does not want to “run” economy, the world or our lives..

      Romney has a solid resume of experience helping companies turn around and become successful. YES…….there were jobs lost! YES……….not all companies made it. BUT………..BUT………look at the WHOLE story………..MANY jobs and companies were saved and created! THAT is a fact.

      The 47% job creation that is LAMELY presented as so “bad” for Romney………….he had brought down unemployment in MA while Gov. from 6+% to 4+%………which is considered by many to be near “perfect” for the real world! Shame the Blaze doesn’t try to show the TRUTH.

      Texas’ jobs…………..many in public sector, provided by stimulus $$. Private sector jobs are real, true, but LOW paying in many cases.

      One thing that concerns me greatly about Perry that I‘ve not seen any smoke on Romney is Perry’s crony capitalism. Maybe some of it is “gray”……..but after what we have in the WH now, why would we vote for someone with questionable integrity issues.

      I’m voting for someone who is intelligent, experienced, kind, able to work w/challenging situations (Perry’s always had a conservative legislature to work with….hardly comparable to Washington. I don’t need an entertainer, a cheerleader, a cowboy or a preacher in chief. I want a serious, experienced candidate.

      You miss the entire point with that question “what jobs has paul created….?”

      A few things you need to think about….first if he ran a Dr. practice, he did create some jobs…maybe not hundreds…but jobs were created……..Second the point was Government does not create jobs…all they do is effect the effectiveness of job creation with regulations (which is obvious that Romney loves regulations, and is hard pressed to get rid of them. The “Plan” he provided proves that), taxes etc.
      Free up people, so they can be in a position to be job creators….50 small businesses with 5 employes each is better than 2 big businesses that hire 100 employees each…and there is less bureaucracy when it comes to employing people in small businesses…The employers get to know their employees, and their content of character becomes more relevent than what his/her stats are….

      @ballot box….. Did you miss that Romney worked in the private sector for years before his 4 yr. stint as gov? I’m sure he knows much better than you or I or Dr. Paul the effects of gov’t regulations binding down businesses. There needs to be some regulations. Romney, nor myself, are either ones libertarians, like Dr. Paul.

    Look at the bigger picture not the petty things about the canidates! Walmart & joint venture with China & India, Middle East Jihad against America, UN Agenda 21 in full swing, Huge Petrochemical Companies, Obama damage control, the Progressive movement. Who ever takes on the Job of President of the US, better have some experience and the ability to put together a cabinet that can save this country. Pick the best one for President, and put the rest of these people running in key cabinet positions, maybe we would have chance.

    Look, I was a Perry person until his immigration stance became clearer to me, I even think he really ran fron the South Carolina Forum because of it. I was always suspicious of Romney due to Romney care but, he’s making steps AND promises to stop Obamacare. I’m leaning towards Romney now, he’s very electable too, until I here Perry say he’ll put up a wall between the U.S. and Mex.

Barry has postured and huffed and puffed but never has had a real job, never started a business, never run a business , never had to make a payroll. His past is covered up, his grades are hidden, his college work is a mystery, his relationships are unknown. You can’t say that about Mitt or ANY of the Republicans

    Romney (and the rest) should keep it simple. If we want jobs to stay or be created here, businesses need to find lower costs of production here than in India, China and other 3rd world hotspots. Since we’re not willing to work for 3rd world wages we need to level the playing field by lower other costs. Eliminate unnecessary regulations and drive the corporate tax rate for U.S. manufacturing to zero. That would offset our higher labor costs and reduce the likelihood of further outsourcing (Ford just announced the new plant in India) and would bring some of the jobs home. Let the rate for services and foreign manufacturing stay at 35%. The only candidate I’ve heard speak about this is Santorum but he’s just not getting any traction.

      What you are describing is protectionism and will lead to a global trade war… I LOVE IT! America is well positioned for a massive and sustained recovery should we defeat Obama. Similar to the Reagan years of massive growth and prosperity after the Carter fiasco. Home prices are down to realistic values that can be afforded by lower wage earners should jobs return. There are trillions of dollars just waiting to become capital when the economic environment improves. The wars will be winding down hopefully. Great times are ahead! First we must win and get rid of Obama.

      Romney’s plan is more complex…..or more items……..because he has a deeper understanding of the business world. BHO has worked in a number of things since in office that take more than a couple of steps to “undo”.

      I like Santorum, too, but it’s not going to happen this time for him. I would love to see him serve our country somewhere again!!

    I was at Mitt Romney’s speech today, and was given a free copy of his new job plan, Believe in America. Ok, not just me, but the hundreds of others there also got it. I’ve only skimmed it, but the end has the 59 policy proposals. I’ll just write a few. Eliminate the death tax. Reduce corporate income tax to 25% from 35%.Repeal Obamacare. Open America’s energy reserves for development. Prevent overregulation of shale gas development and extraction. Align wages and benefits of government workers with market rates. That’s only 5 of them, Before you just believe what you read of others opinions of Mitt Romney, use your brains and research what he will do when elected POTUS.

      @Vegas Ed I agree completely. There is no reason to bring any of that garbage up. We’re better than that. What matters is the plans and proposals of the candidates, and thus far, Romney’s are easily the most comprehensive and the most sensible. Leave religion out of it.

      Man I wish I would have copyrighted the word RINO, it gets used way too much. The purpose of primary elections is to pull a competent candidate to the base. There is nothing wrong with someone “getting religion” and changing for the good. The Tea Party and other shades of conservatism will pull a candidate towards them and then hold them accountable once in office. If they break the promises they will go the way of GB1 “read my lips” fate. Even though Romney is not my first choice or dream candidate, I will support him wholeheartedly should he win the nomination.

      I agree! I think we need PURE Tea Party Candidates who will dissolve the good-ole-boys in Washington. We MUST get back to the Constitution and STOP being the world’s police. First, the USA, Fix our Borders and Immigration, Create Jobs, Get Washington under control, and DO the work of the people. Eliminate all the regulations and Departments restricting job growth and overseeing our schools, the medical community and industry. Get rid of the FDA and replace it with private sector positions that will really protect Americans from harm; more of the same for other critical functions, like the FAA and the FCC.

      Are you worried about him believing in Jesus Christ and supporting the principles of the Bible too? Every candidate on either side of this race believes that their pastor/spiritual leader is a servant of God. Why single out Romney’s belief? The Church of Jesus Christ of Latter-day Saints has a well established history of staying out of partisan politics (for example, Harry Reid the Senate Majority Leader is a member of the same church and is on completely the opposite end of the political spectrum from Glenn Beck and Mitt Romney, clearly showing that their church leaders don’t care what they do in political office).

      It would be a far more effective use of your time to like Romney or not based on whether or not he believes in the Golden Rule, treat others as you would like to be treated, put yourself in others’ shoes.

      It would also be far more effective to study his jobs plan and decide for yourself if it can be the solution to this mess.

      The funny thing about politicians is that they usually do what they said they would do, people just don’t always listen to what they said beforehand. So study what he is saying now and leave his religion out of it. Romney believes that he will have to answer to his maker for the decisions that he makes, as do all of the Republican candidates. Just leave it at that.

    Romney’s proposals to reduce regulation are a start, but If the federal government really wants to help business grow new jobs, how about an across-the-board exemption from all federal regulations for the real innovators and job creators – small business? Because federal regulations are designed for (and all too often by) big companies, “one-size-fits-all” national regulations impose far higher compliance costs per employee on small businesses than on big business, which can afford to absorb the costs of large internal staffs and armies of lawyers to comply with massively complex federal regulations. Let the states regulate small businesses so the federal government can focus on the big corporate malefactors. Following the original meaning of the Constitution’s interstate commerce clause and freeing small business from federal regulation will do far, far more to unleash the job-generating power of small business than a dozen of Mr. Obama’s bureaucracy-ridden jobs programs.
