AP: Abortion Showdown Could Cost Indiana $4.3 billion

INDIANAPOLIS (AP) — A looming showdown over Indiana’s new law that cuts funding for the Planned Parenthood organization may test how far Republican-led states are willing to go in pressing their tough new anti-abortion agendas.
The stakes are high. The future of health care for more than 1 million poor and elderly Indiana residents hangs in the balance.
Indiana became the first state this year to cut off all government funds to Planned Parenthood, fulfilling conservatives’ goal of financially weakening organizations that provide abortions. Other conservative states have considered such action in recent years but backed away under the threat of loss of all federal money for their Medicaid programs.
The willingness of Indiana, led by a Republican governor and GOP-controlled Legislature, to challenge the federal government and risk a huge financial penalty could take the issue into uncharted legal and political territory. Conservative leaders in other states will be watching the confrontation as they plan their own action on abortion and other social issues.
“I think this is an instance in which a state is really trying to overturn national policy and in so doing is likely to forego federal funding,” said Christopher Arterton, professor of political management at George Washington University and an expert on federal-state issues.
Is Indiana willing to risk $4.3 billion in Medicaid money to strike a blow for the right-to-life movement? Some conservative members of Republican-controlled legislatures argue it’s time for states to risk serious penalties to defend their principles and throw off federal mandates. And the Medicaid program, with its rising costs and strict rules, has been a particular target of ire.
Is the Obama administration actually willing to leave low-income families without health care to punish a defiant state?
“Like any game of chicken, it’s about who blinks first,” said Ed Haislmaier, senior research fellow at the Heritage Foundation’s Center for Health Policy, a conservative think-tank.
Planned Parenthood has filed suit to challenge Indiana’s law, so the courts could have a say in how the dispute is resolved.
The Obama administration directed Indiana this week to drop its ban on Planned Parenthood, which the legislature passed this spring after becoming considerably more Republican and conservative in last fall’s midterm election. The Department of Health and Human Services said the state cannot legally pick and choose which agencies provide health care to people covered by the federal-state program. The warning letter cited a federal statute that directs the withholding of all Medicaid funding from a state if it violates federal law.
White House spokesman Jay Carney said this week that 19 states have gotten into disputes with the Obama administration over health care funding, and all amended their plans to keep their money. He said he expects Indiana to do the same.
Arizona reversed course last year after HHS threatened to withhold money because the state had frozen its children’s health program. Some Republican lawmakers in Texas also proposed dropping out of the Medicaid program this year but backed away because of the financial impact.
Republican lawmakers in Indiana are refusing to back down.
“Indiana’s on solid legal ground,” said state Sen. Scott Schneider, an Indianapolis Republican who sponsored the measure to cut off Planned Parenthood. “There’s no reason for us to change course at this time.”
Indiana conservatives are clearly hoping the administration will blink if it comes to cutting off health insurance for poor people. The money pays for all kinds of routine health care.
The White House and HHS “have made the decision they are willing to drive those stakes that much higher at the risk of poor people’s health,” said Sue Swayze, legislative director of Indiana Right to Life, which is supporting the Indiana law.
Carrying out the threat could be difficult, Haislmaier said.
“From a political standpoint it is interesting whether the Obama administration has really thought through the implications,” he said.
Possible compromises or half-measures could settle the matter.
Indiana Gov. Mitch Daniels, who did not push for the Planned Parenthood law, could ask state lawmakers to repeal it. The federal court in Indianapolis that is hearing Planned Parenthood’s legal challenge could block the law from going into effect, buying time for changes.
The federal Medicaid statute also gives HHS Secretary Kathleen Sebelius latitude to withhold only a portion of Indiana’s Medicaid dollars, cushioning the impact.
Senate Appropriations Chairman Sen. Luke Kenley, a Republican who supported the Planned Parenthood ban, said the state should seek some deal to keep people from losing their coverage.
“If the state can’t reach an agreement with the federal government, then the state should back off in the face of losing all its Medicaid funding,” he said.
Kansas state lawmakers approved a budget earlier this month that restricts funding for Planned Parenthood. North Carolina lawmakers also are expected to block funds for the group.
HHS issued a warning letter to all 50 states this week, effectively firing a “shot across the bow” of others considering similar actions, said Betty Cockrum, president of Planned Parenthood of Indiana.

Then Illinois State Senator Obama stood behind few votes, usually voting present. On the issue of reducing abortion procedures, specifically late term abortions, he voted against the Illinois bill stating he did not agree that physicians should be put into the position to allow an infant to survive after that physician performed a late term abortion. He felt it would leave the physician at risk of a law suit to save the infant. Thus, the practice of late term abortions in Illinois continued, giving physicians a ‘break.’
That, at least was his given reason for voting No to restriction Illinois late term abortion.

Because it provides incredibly valuable health services to poor people? Mammograms, pap smears, cervical cancer vaccination, contraceptives, counseling etc etc.
This argument was tried previously and it was proven that P.P. performed almost NONE of these procedures. Poor people actually got the procedures through Medicaid.
Planned Parenthood (a tax-exempt organization!) has $951 million in total assets! When they argue that they’re working hard to reduce the frequency of abortion, the fact remains that their financial livelihood is built on abortion. Planned Parenthood, then, is just like the big tobacco companies. Does anyone really believe that tobacco companies want people to stop smoking? Does anyone really believe that Planned Parenthood wants people to stop having abortions? Follow the money.
Why would they have any scruples about accepting donations for explicitly racist purposes so long as the money keeps coming in?
Why would they prosecute the statutory rapists who are sending them business?
Why would they submit to parental notification laws when parents might try and prevent their teenage daughter from having an abortion?
Why would they want women to know that there is a potential connection between breast cancer and abortion?

Is that not done anymore? I find it hard to believe that every woman who wants an abortion was raped. Is it easier to have an bortion than to take some precaution? I don’t think it would be, so what is going on? Has the devil completely demoralized this country to the point that we can’t see the harm in taking the life from a baby? When we took God out of the schools that our children were in, what did we think was going to come in to take His place? We need to redo some things, and do it quickly.

Simple economics dictates that if you subsidize someone or something, you will get more of them or it. This busy body mentality brings to mind that old chestnut that the road to hell is paved with good intentions. No one wants to hear that… but why? The Hyde Amendment certainly addresses the matter on a federal level, but gaming the system is nothing new when a sacred cow is the issue at hand. The argument then becomes: When is the money doled out to the state considered the state’s to do with as it pleases? Planned Parenthood can keep the lights on just fine without taxpayer money; feel free to give until your heart is content. This whole mind numbing argument then disappears.
Ol’ PP ought to count itself lucky for having not been shut down for ignorting mandated reporter laws for abuse and neglect. It has been my experience that providers will always advocate what is in providers’ best interest. Nice way to imply that the obvious fact that PP is not an abortion clinic first in foremost is in some way absurd. Only a small fraction of services provided by PP are abortions, and you know that very well. So calling PP “first and foremost an abortion clinic” is so incredibly dishonest and devious that you should be banned from any further discussion on the subject.

In 2007-2008 Planned Parenthood profited (“excess of revenue over expenses”) $85 million dollars and operated on a $1 billion dollar budget. Let’s start at $85 million in cuts and call it a day genius. How does any private company get to claim a profit when it gets one third of it’s operating budget from the tax payers? The abortions they do profited the non profit organization. Use that profit first to offset the other programs and give the $85 million back to us.

Report Post »Yep. Killing babies. I’m against it. However, I alone don’t get to make the rules. All I‘m asserting is that I shouldn’t have to pay for that choice or any other. I work with agencies that are heavily funded by Medicaid. Nothing prompts a circling of the wagons more than the threat of the govt. teat being withheld. People on the inside will suddenly become very pro choice if their slice of the pie is threatened. By the way, I believe your caps lock is stuck.
I’ve seen this play out when people on Medicaid were going to be made to own their own health: If you’re fat, you were going to have the option to either have Medicaid pay for a wellness program, or be limited in coverage. A similar option was going to be offered to smokers: Join a smoking cessation program, or have limits to your coverage. Funny how I am expected to own my health in buying private insurance, but people who are given coverage have no accountability. Providers killed this because all they had to hear was “coverage would be limted.” Medicaid is HUGE deal for the states. This will get ugly. The point I’m trying to make is: Where the hell do we draw the line?
Abortion is legal. You & I may not like that, but it’s the law of the land. If it’s a choice, we should NEVER be made to pay for it. I loathe Planned Parenthood, its racist, elitist roots, slimy reps, and weasely ways. No need to take a swipe at me. Sadly, it’s about babies AND money.

I only ask, WHO AUDITS THE BOOKS OF THESE CLINICS WHICH RECEIVE FEDERAL MONEY AND PROVIDE ABORTION? Can anyonE show me separate bank accounts into which federal money goes, and how they manage to never use that money for anything connected with abortion. It‘s easy to forget that because over the years we’ve allowed a lot of things that are neither necessary nor proper for the feds to be meddling in.

Killing planned parenthood will be VERY expensive since the state will have to care for a lot more emergency care and, not least of all, children the parents cannot afford. This will put even more of a strain on social services and make life even crappier for a hell of a lot of people.

Also, defunding Planned Parenthood in Indiana won’t cut normal health services. The same funds are still there for people to go FQHC clinics all over the state as get the same services. The state just won’t pay for them to go to Planned Parenthood.
In Indiana, Planned Parenthood performs over half of all abortions based on their latest annual report which showed that they did 5,580 termination procedures. About 10,700 abortions are annually performed statewide by all providers.

Our son was demanding she get an abortion to return. Against every other member of our family, my wife and i convinced him that of all the parties involved only the baby was innocent. She returned and had him. He is now 2 years old, and the biggest Daddies boy you’ve ever seen. Even my prudish in-laws love him. He is the sweetest little boy in the world. It‘s wasn’t easy for our son at first, but now he sees the wisdom. I am proud that he let us persuade him to make the correct decision. My wife and I should not be forced to pay to murder children, nor should we be forced to pay for children that the parents can’t afford. I can see why people may make the distinction between forced impregnation. Again the child is innocent. Unfortunately, so is the mother. While I wouldn’t condone abortion in that case, neither would I castigate the mother. I would support her for having to make a terrible decision. If PP is so important for the health services it provides, then just stop aborting babies. They can then have my support. Until that time, money is too frangible to assume that “those dollars from the government”, have no direct support to that horrid practice. PS It took me about 2 decades to get my wife to agree with my abortion position, it was partial birth procedures that turned her mind

PP is prohibted by law from using Federal money for abortion (although, disagree or not, is legal in the United States). Those services and much more of PP expenses are paid for private donors.
Planned parenthood provides education for the dismally uneducated poor and elderly of this country. They are a force in preventing unwanted pregnancies and transmission of deseases that that spread and kill. They perform pap smears that allow for the diagnosis of a cancer that would otherwise remain unknown until it was too late.
This is pathetic political posturing. Indiana is demanding an end to funding for planned parenthood, which does not use any federal funding for abortions, or else, what? Indiana will give up the 4.3 billion in Medicaid funding for the elderly, and they’ll be left without medical care. Indiana is holding the poor and elderly hostage. If the federal government doesn’t stop giving funds to PP any funds, none of which are used for abortion, then Indiana will stop paying medical expenses for the elderly.
That makes me sick.

But then again, I thought the Tea People don’t like government telling them what to do and value their freedom and liberty. Well it is that same freedom and liberty that should be available to women who want to control the reproductive aspects of their lives.

“If you cut our funding, every poor woman will die from breast cancer.”
How about this. You simply eliminate “3%” of your business, and then nobody will have a problem funding you.
