Editor’s Note: The following is a “fact-check” piece from The Associated Press. It was not conducted by The Blaze. Weigh in with your thoughts in the comments section, below.

WASHINGTON (AP) — Courting Hispanic voters, Mitt Romney is promising to ease the path to a green card, fix a complicated and cumbersome system to let farm workers into the United States and finish a high-tech fence along the Mexican border.

What Romney glossed over Thursday before the National Association of Latino Elected and Appointed Officials was how difficult some of those changes could be. Some already have been tried, with little or no success. Here’s a closer look at his immigration assertions and how they match up with the facts:

ROMNEY: “As president, I’d reallocate green cards to those seeking to keep their families under one roof. And we will exempt from caps the spouses and minor children of legal permanent residents. And we will eliminate other forms of bureaucratic red tape that keep families from being together.” He added: “And if you get an advanced degree here, we want you to stay here. So I’d staple a green card to the diploma of someone who gets an advanced degree in America.”

THE FACTS: It’s unclear whether Romney would have the authority if elected president to change the way green cards are issued, or whether he would need help from Congress. It is Congress that sets the annual limits for visas for foreigners who have advanced degrees in certain fields of science, math and other professions. Lately, Republicans and groups representing U.S. workers have blocked legislative attempts to increase those limits.

Advocates for immigration reform have long argued that the president can use executive powers to relax or change various immigration regulations. President Barack Obama has done that twice in the last year. First, he allowed prosecutors discretion to focus deportation of illegal immigrants on those with a criminal record or who otherwise pose a threat. Last week, he announced plans to stop deporting many young illegal immigrants brought to the United States as children who have not committed a crime in the U.S. and to grant them work permits.

Republicans have argued that Obama stretched his authority, but Romney seems to be suggesting he, too, could act alone to make broad changes.

And Romney’s proposal for keeping educated foreigners in the U.S. isn’t original. Obama, in a May 2011 immigration proposal, called for “encouraging foreign students to stay in the U.S. and contribute to our economy by stapling a green card to the diplomas” of those with advanced science, technology, engineering and math degrees.

ROMNEY: “I will work with states and employers to update our temporary worker visa program so that it meets our economic needs.”

THE FACTS: Temporary and seasonal workers are considered a necessity for the U.S. agriculture industry, but importing legal workers has proved difficult. The Labor Department’s visa program for temporary seasonal workers has long been viewed as costly, cumbersome and inefficient.

Several attempts to overhaul it that included a path to legalization for the workers have been blocked in Congress. Republicans have repeatedly said that any immigration bill offering a path to legalization would not win their support.

ROMNEY: “We should field enough Border Patrol agents, complete a high-tech fence and implement an improved exit verification system.”

THE FACTS: Romney‘s plans don’t take notice of what’s already been done, including record-high staffing levels along the border and the failure of a Bush-era virtual fence plan.

The Border Patrol has more than 18,500 agents working on the southern border. In the year budget ending last September, agents apprehended about 340,000 illegal immigrants, the fewest in nearly 40 years – an average of 18 apprehensions per agent. The decrease in apprehensions has been linked to a weak economy producing fewer jobs in the U.S. and to more law enforcement agents and technology being deployed along the border.

Under the Bush administration, the government built hundreds of miles of fencing along the Mexican border. A planned virtual fence was also started, but then scrapped by the Obama administration in 2010 after the project was deemed a failure. About 53 miles of virtual fencing is in place, at a cost of about $1 billion.

An exit verification system has been sought since after the Sept. 11, 2001, terrorist attacks, but efforts to build one have been repeatedly stymied, most often because of the projected costs. Earlier this year, John Cohen, deputy counterterrorism coordinator for the Homeland Security Department, told a congressional panel that the agency was finalizing plans for a biometric data system to track who leaves the country and when. He didn’t give details.

    Remember when the democrats had the majority in the House and the Senate for two years along with The White House after Obama was elected? They did nothing about Immigration, Nothing!! Now that Obama needs their vote they claim they were impeded? What crap. I will vote for Romney because no matter what the so called fair Media say, the truth is that they have been in Obama’s pocket since he was elected and along with Hollywood the most Liberal of us all. If you really want fair elections you have to stop the propaganda machine and for now it is in the hands of Liberals. Hollywood is getting nervous because we are boycotting their crappy movies and their crappy actors. Keep it up!! Until we the people are not fed lies but the truth we will really never know who to believe.     Everyone should please note the AP’s new rule: a candidate cannot make a campaign promise that cannot be executed by the office acting alone. Therefore, nothing about taxes or deficits, for example. I cannot help but wonder if they used this same rule when Obama promised to cut the deficit in half in his first year, and if they are using it to assess his current promises for a “more fair” tax code even more heavily on the shoulders of top earners.

    Governor Romney has nothing new to offer. He just takes the same old immigration non-policies of the past five administrations and tries to paint them with a newer, prettier smiley face. With each passing day I’m am more convinced that a vote for Romney is a vote for Obama and vice versa. They are the same. If there is any difference it is so small that I can’t discern it. My respect for our Republic and it’s Constitution, not to mention my conscience, will not allow me to vote for either of them.

      You just have to take it with a grain of salt. The Blaze is no different than any other outlet, just a different agenda. It seems 9 times out of 10 they just pass along what’s posted on Drudge. As for the truth having no agenda… I’ve issued this challenge several times to proove a point. Try posting a comment about any of the liberal Supreme Court Justices views on Constitutionalism or the precursor to the theory of Originalism. Those theories are what truly determine if one is a progressive. A hint… what we call social conservatives today hold the same views of constitutionalism as Kagan, Ginsburg, Breyer, Oliver Wendel Holmes Jr. Wilson etc. Here, I’ll help you get started.

    A.P.’s fact check: The Chairman of the A.P. Dean Singleton left little doubt who he was supporting Remember his intro. of B.Obama… In his introduction, Singleton referred to what he called Obama’s “always genteel way” and took obvious potshots at his critics. He said that:

He pushed through congress the biggest economic recovery plan in history and led a government reorganization of two of the big three American automakers to save them from oblivion.       The only thing “broken” about our immigration policy is the fact that the people pouring across the border ignore it and the federal government does nothing to stop it. Our policies are just fine; maybe the illegals should just wait in line with the ones who play by the rules.

    Why is it that so many job‘s are available and so many acording to politition’s should go to illegal’s and not to cittisence. If there are so many job‘s out there why must they go to Illegal’s. And make people look into that market.Making those to lazy to find work with what is available should not acspect to recieve unemployment benifitt’s and this should be policy.     My answer is yes. Romney will tie up all of the illegal immigrant loose ends that Bush left. The reason Obama didn‘t do anything about immigration is because the controllers knew this was going to either be a one term presidency or become America’s first dictatorship. The Eugenicists must eliminate 47% of the U.S. population and 70% of the worlds population because continued population growth is unsustainable. Why do you think the elites have learned to live with the help of as few specifically trained people as necessary? Be prepared.

      Most of the criticism of Romney’s speech can be solved, not by reading what the AP wrote but actually listning to his whole speech. This was a great mixture of conservative values and the law. We need E-Verify and Border security and that is what he stressed in the speech.

    Romney’s proposal to attach a green card to an advanced degree is consistent with what he has been saying all along. He expressed these views in the Republican Primary. To compete in the world economy we need to be able to attract (recruit if you will) the best and the brightest from all over the world. This has been a pattern that we have followed throughout our history. Where would the space program have gone without the collective genius of European scientists? These same scientists became devoted, patriotic, naturalized American Citizens. They helped our country become and remain the leader we are to this day. We want doctors, chemists, and advanced thinkers to rally to our national cause. Sprinkled with liberty and fueled by free enterprise, this is a winning proposal. Those who want to build an impenetrable mote separating us from the outside world do not understand the world we live in nor do they understand our own history.     I am pissed.
    These people just snuck into my house – parked themselves in my living room and now they wont leave. I ask them nicely – but they wont go. ——I don’t feed them . . . .but the government does. The government also educates them, gives them free healthcare, free medication, free everything! (I had to pay for all my stuff) They look just like the people that live across the street from me but those people came here, got good jobs and paid taxes and bought their own house. The government doesn’t feed them because they have jobs. I guess they got here legally or something. Anyway – I wonder what I can do to get these people out of my house. They are not bad people – but they just don’t belong here in my living room. They have a cousin that is a REAL jerk. (Gangster or something) and the government cant make that guy leave either!! A real lawbreaker. In fact – the government gave HIM a machine gun. Not sure why… probably so if he got in trouble, they could blame the need for “gun control” on him. This is a real problem – but the government doesn’t seem to want to help me with it. They seem to be on the side of the person who doesn’t actually live here. Cant figure out why exactly. If my landlord encourages people to come and live in my living room – something is wrong with the system.

    Seriously, considering our southern border has been open for so long, are ANYONE’s immigration policies realistic ? This problem has gone on for so long unaddressed, that it is now a bit like an inflamed appendix . This is NOT going to have an easy, everybody happy solution. BUT the politicians will play it for all that it is worth – for them. For America ? That “ what you can do for America ” philosophy seems to have gone the way of the WWII / JFK generation patriots .. unfortunately….

      We should propose to repeal ALL immigration laws so that nobody can be illegal. Maybe then we could get a few people on record identifying a few reasons we can all agree on for immigration laws so we can hold them to them when discussing relaxing the current laws.
      I don’t disagree that many of the people here illegally would otherwise be good upstanding positive contributions to America. I just think that maybe we should improve our actual immigration process so that there is no excuse not to use it (other than being an ax murderer or drug lord).

      Yeah there is a realistic plan out there. Its Ron Paul’s. Cut off all social welfare for them. Dont issue drivers license to them. No schooling for their kids. No amnesty. Lastly, cut spending and improve the economy, this will bring in the workers we do need, they will just leave their family at home.

      @TheReal, That’s an incomplete assessment. He’s also said the troops patroling the border between pakistan and afgahnistan would be used to patrol our southern border. He‘s against the id’s because it’s a privacy violation against the 4th ammendment. He’s stated there would be no ammnesty, but recognizes, it’s impractical for the government to round up 10 million people and deport them. He would however create conditions that made it undesirably for illegals to be here illegally. His entire foreign policy is centered on protecting the homeland and our borders. He’s made a point about making illegals a scapegoat for the bad economy because it truly is insignificant to the real problems we face economically. Besides, why do you even care anymore. He’s out, right?

      Istant gratification? We’ve been putting up with the BS for how long now? Nothing is changing, it’s only getting worse. If, as you told QP, you supported another candidate, you still were against all of the Oath Keepers principles. If we wanted a real Revolution, we wouldn’t be working so hard to take over the GOP and work the system politically. We’re not out there doing the OWS thing, we’re working the state conventions, running for lower offices, etc. Trying to change things with ideas. That’s not a bad thing. Oh and Islam isn’t a threat. They’re militarily weak. From my experience buzzards are more hazardous to our pilots than any Arab/Persian.

      @QP, Evil is evil. Nothing GOOD can possible come from voting for EVIL. Besides, we don’t see a difference. They’re equally evil in our minds. Romney’s surrounded by true neoconservatives as foreign advisors. Not just the Paul supporter catch phrase. The true Neoconservatives were disenfranchised dems who didn’t like the dove like nature of their party and infiltrated ours. They‘re liberals who want to kick everyone’s arse into submission. So when it comes down to it, some Libertarians think that Obama is actually better based soley on foreign policy because he’s slightly less militant and everything else is the same.

      I know it’s going to be Romney vs. Obama. I have hopes West Coast is right, or that we win the case and we have enough delegates to influence Romney to make some consessions on civil liberties and warmongering. Bottom line is I, personally, am not going to vote for someone who took deferrments to vacation in Paris under the guise of missionary work while my brothers were killing and dying in VN. I think anyone who did that has a lot of balls to run for Commander in Chief. I already served under draft dodging Clinton. Never again.

      @Bob, We didn’t have a single casualty during Desert Storm. VFA-15 earned the Battle E as the best hornet squadron of the war. We creamed the crap out of them. We were also the squadron that hit the Iraqi army as it retreated out of Kuwait on the Highway of Death. Now, a year later, I got to help pick up bloody pieces of my friend’s plane that crashed in FL after it colliding with a buzzard. The following day I got to watch his lovely wife and daughter get presented their flag. After a few months of warm ups it was back to Yugoslavia and Iraq. That time we had casualties, but they were flight deck related casualties or accidents. Kids getting blown off the flight deck, another one of my buddies hit an A-6 on the flight deck, another plane lost at sea, etc. You say Islam is a threat, so let me ask you this… why is it that daily casualities were less during Desert Storm than in peace time the entire year before? We were murdering people for oil, not fighting radical Islam for security or freedom. If you don’t believe me, look it up. There’s no way I could be lying and know all that stuff.

      We lost people during Desert Shield/Storm, kind of sad that you don’t consider Marines that died a loss. We were on the ground though moving through Saudi Arabia and into Kuwait. I helped clean up that mess on the Highway to Hell as I drove an LVS wrecker. I lost a friend, his name is Ed Codispodo. Our unit took thousands that gave up, most did not want to fight and I thank God for that. 2nd Marine Division, 2nd FSSG, 2nd MTM Battalion.

      Why is it 1 candidate wins no matter what when the rules have not been completed?
      My candidate is still in and apparently wanting to throw a rally. Why wouldn’t I want to see THOUSANDS of Ron Paul supporters show up and force Romney to convince us?
      Are we really so far gone that the contest is over before it begins? I keep hearing on the left side MSM that Obama is going to win. I come over to the right side MSM and Romney is going to win.

      Careful where you step. AP presented the skew that Romney was implying that he would bypass Congress unconstitutionally like Obama just did. They are projecting for a few reasons: They know that presidential candidates routinely refer to what “they will do” without mentioning that they would have to propose legislation and push it through Congress, AP is giving cover to Obama by implying Romney would have the same disregard for the Constitution, AP is also implying that Romney does not know what current law is or how things work, this is another step in the process of breaking down the resistance to governmental overreach by making some conservatives believe that the right does it too. A big example of this is that the left screamed for years that Bush was using illegal wire tapping to spy on American citizens with no evidence and in ways that were illegal even under the authority Bush got with the Patriot Act but they never brought any legal challenges. The reason was that all they wanted was to say that Bush was doing it so that Obama could actually do it and claim Bush set the precedent.

      No, Romney refuses to say the word ‘constitution’, even when it is clearly the right thing to do and the best way to NAIL Obama. Its like he has some aversion to it. Instead, he said he wants to override Obama’s executive order with his own “permanent” executive order.

    Look, you people who think that to be conservative is to say pull up the drawbridge, and send everybody back where they came from are not very realistic. The fence needs building, yes. Every criminal gone, yes. I hate what illegal aliens have done to my home state, and I want them to clean up their act, get off welfare, and not get special privilages. The reality is families need to be together, some are so mixed up with residency, cards, citizens, it will take years to fix. Some with no ties need to get thrown out and get in line. What I am saying, this is more complicated than any one person can do. There will have to be a plan, not amnesty totaly, but some sort of real, workable, sensible plan. I hope that a moral president that does things for the right reason, instead of votes, can work with congress to make good, perment fixes. It will not be easy and no one will like the whole thing, including me. We are a good people, with good leadership I think we can and will fix this. I think Romney is the guy who will give it a hell of a shot.

      I don’t look at things as conservative vs. liberal, because it’s relative. To me it’s all about their views on constitutionalism. Are they orignalists or do they view the Constitution as Ginsburg does. (I’d spell out the theory, but the Blaze moderators won’t let me post about it) The bottom line is anyone who thinks like Ginsburg is a progressive. Romney is just that. It matters not, if some of his views are what the media says are conservative. His Harvard Law School views of constitutionalism are the very essence progressivism. As I said before he’s just the other side of the same turd. A full blown progressive.

      WAIT… giving someone citizenship for serving the country like they have been doing for the past decade is a Democrat Dream Act thing… not true. Those that serve on the military already have the opportunity to gain citizenship. We already do it every year. Giving your life for this country and serving honorably is a great reason to give citizenship.

      There is a difference between giving an illegal that goes to college in America and a person on a student visa working for a highly technical degree, we need them to stay, if they are good enough. This is a little more iffy but look at our ‘dumb’ students, they are mostly going for liberal arts. We need more engineers, we have plenty of jobs and no one with the technical skill to fill them.

      Romney talked about sealing the border but for those already inside we have to track them. If they are illegal they will find their way out if they can’t find work because of E-Verify. That again is a Republican talking point not a Democrat one, we need something to verify to employers that these people are legal.

      TWO CHEERS FOR ROMNEY.

      I will be honest I though he would try to sound like a Democrat but this steals the message from them, which is how we need to solve it. Seal the border, and make it hard for illegals to get jobs through programs like E-Verify.

      quite frankly – i dont know what Ron Paul’s position is on the border…He spends most of his time talking about the constitution and how we can reduce the size of the federal monster. Afterall, whats the point of sealing the border if we are no longer a constitutional republic???

      Besides, do i have to agree lockstep with everything Ron Paul believes in? I know that is how many moderate republicans think because they are afraid of individualism (the idea, not the poster). You are supporting Romney….Do you agree with Romneycare, Do you agree with bank bailouts, Do you agree that the tax code should not be overhauled?

    The majority of this article is moot to begin with. You don’t argue how to clean up the mess when a water pipe has broken until after you shut off the water.

    As for border security, most seem to forget that this isn’t just about poor Latinos seeking a better life. The border patrol has evidence the potential terrorists have crossed the southern border on more than one occasion. So this is a National Security problem. It doesn’t matter that border crossings are down; the economy is down. When the economy comes back, so will border crossings.

    It doesn‘t matter that we’ve increased the number of agents; we should increase them (or technology) until there are virtually NO illegal border crossings.

    Unfortunately, both candidates seem to believe that their time is best spent on election year pandering to the Hispanic constituency rather than tackling the National Security problem inherent in not controlling the borders.

    It’s a pretty simple idea: before giving an individual a government benefit check a federal agency or department must make sure they are a U.S. citizen or are in this country legally. It’s already illegal for them to receive these benefits, it’s just the government does not check. President Obama could actually implement this common sense requirement. Instead, the President is implementing liberal immigration policies by fiat.

    Knowing that the Obama Administration is unlikely to take this logical step, I introduced H.R. 6000, the Validating Entitlement Recipients through Indicated Federal Immigration Status Act or the VERIFI Act. The Department of Homeland Security has an existing system called the Systematic Alien Verification for Entitlements (SAVE) program which states, localities and federal agencies can already use to check the immigration status of beneficiaries. Unfortunately, there is no requirement that federal agencies do so. My bill merely requires that federal agencies use the existing SAVE program to verify the citizenship of beneficiaries before giving them benefits.

      GODLOVINMOM……….It’s interesting that you say that about Romney. I am having a real problem liking him at all. I haven’t liked him since I first heard about him in 2007. I don’t trust him either. He certainly is not my choice as the nominee but like you I will probably vote against Obama by voting for him.
      Romney troubles me so much that I have been asking for God’s guidence regarding him.
